:01:17. > :01:22.Good evening. Plans to put Welsh primary schools into performance

:01:22. > :01:26.bands have been delayed for two ideas. Schools were expected to be

:01:26. > :01:31.banded this year, but the education minister says a delay is needed to

:01:31. > :01:37.allow time for the introduction of new reading and numeracy tests. In

:01:37. > :01:39.a moment, we will Turk -- talk to the minister.

:04:09. > :04:15.proposals. Today's announcement has bought the minister time.

:04:15. > :04:21.Let us talk to the education minister now. Mr Andrews, good

:04:21. > :04:24.evening. Why have you changed your mind? We need better data, as a

:04:24. > :04:29.result of the report the Chief Inspector of education Wales

:04:29. > :04:33.produced a week ago. Therefore, we will wait until we have the

:04:33. > :04:39.outcomes of the tests - that will give us our objective data for the

:04:39. > :04:45.banding process. Why did you not see it coming? We have had the

:04:45. > :04:50.report from the Chief Inspector, and she has made it clear there are

:04:50. > :04:55.problems with teacher assessment in up to half the primary schools they

:04:55. > :04:59.have surveyed. So, we need to ensure people have confidence in

:04:59. > :05:03.the banding system. The most important thing is introducing the

:05:04. > :05:08.tests, enabling us to ensure young people are getting the right level

:05:08. > :05:14.of instruction, it so they are reading the reaching -- reading age

:05:14. > :05:19.they should have. We will introduce banding from September, 2014.

:05:19. > :05:25.does this leave pupils and parents in schools that are underperforming,

:05:25. > :05:29.which might have welcomed banding? We will produce a performance broke

:05:29. > :05:33.off all primary schools, but what people want to have confidence in

:11:51. > :11:59.case was that he drove to her flat, killed her and set her on fire to

:11:59. > :12:05.make it look accidental. He had been out that night with his cousin,

:12:05. > :12:08.Nikitta Grender's cousin. They had been drinking and taking drugs

:12:18. > :12:24.the evidence shows he could not have been at the flat. Police fail

:12:24. > :12:28.to see CCTV which could prove his innocence. Detectives seized his

:12:28. > :12:33.clothing and found Nikitta Grender's DNA. They also found

:12:33. > :12:36.blood under the mat on his car. The prosecution claimed in must have

:12:36. > :12:45.got there when he had the murder weapon, a knife which has never

:12:45. > :12:49.been found. The judge is expected to finish summing up tomorrow.

:17:13. > :17:17.the most important in the UK. Scientists here have found changes

:17:21. > :17:25.winters and warmer springs. Since the 1960s, temperatures on average

:17:25. > :17:28.have risen by 2.5 degrees during March.

:17:28. > :17:33.Scientists say one of the key elements making this meteorological

:17:33. > :17:36.station significant on Snowdon is that we have here a wetter Atlantic

:17:36. > :17:40.influence as well as the drier continental influence.
