0:01:19 > 0:01:27have agreed damages and costs of �600,000 with News Group Newspapers,

0:01:27 > 0:01:32publishers of the defunct News of the World. The High Court heard how

0:01:32 > 0:01:35her phone was packed when she was just 16 years old. She said she was

0:01:35 > 0:01:45sickened and disgusted by what the newspaper had done to get stories

0:01:45 > 0:01:50

0:01:50 > 0:01:55about her and her family. How are you coping with all this

0:01:55 > 0:02:04new-found fame? Wales Today back in 1998 and 12 year-old girl at the

0:02:04 > 0:02:08start of a meteoric rise to fame. It is really quite strange because

0:02:08 > 0:02:10I am on the side of buses in Cardiff at the moment! 14 years on

0:02:10 > 0:02:14and she's speaking outside the Royal Courts of Justice. Exposure

0:02:14 > 0:02:20in the press had helped her achieve success but today she launched a

0:02:20 > 0:02:24scathing attack on a section of that press that had gone too far.

0:02:24 > 0:02:28have also discovered that despite the apology that the newspaper has

0:02:28 > 0:02:32given in court, these people were prepared to go to any lengths to

0:02:32 > 0:02:36prevent any exposing their behaviour. Not just in the

0:02:36 > 0:02:40deliberate destruction of documents but also about trying to make this

0:02:40 > 0:02:45investigation into the industrial stage of their illegal activity in

0:02:45 > 0:02:50to an interrogation of my mother's medical condition. Forcing her to

0:02:50 > 0:02:54deliver the enormous distress they caster back in 2005. It seems they

0:02:54 > 0:03:03have learned nothing. In total, 33 articles have appeared in the News

0:03:03 > 0:03:08of the World due to her families voicemails being hacked. They said

0:03:08 > 0:03:11her privacy was violated on a number of occasions. She

0:03:11 > 0:03:14undoubtedly profited from the huge media interest but the papers

0:03:14 > 0:03:21appetite for stories about her was insatiable and in 2002 when she was

0:03:21 > 0:03:23just 16, the News of the World began hacking her phone. These

0:03:23 > 0:03:26students studying journalism in Cardiff agreed the singer's privacy

0:03:26 > 0:03:29was violated. The row over phone hacking by journalists has led to

0:03:29 > 0:03:32the closure of the News of the World newspaper and wider questions

0:03:32 > 0:03:34about press regulation and media ownership. It led to the ongoing

0:03:34 > 0:03:43Leveson Inquiry looking at the culture, practices and ethics of

0:03:43 > 0:03:47the UK media. Everyone and everything associated with people

0:03:47 > 0:03:52defined as celebrities become newsworthy. Charlotte Church in

0:03:52 > 0:03:56Wales and in Cardiff is an extremely big figure. But of course

0:03:56 > 0:04:04she is of interest earned a celebrity because of her

0:04:04 > 0:04:11considerable talent, a very fine voice. That doesn't give everyone a

0:04:11 > 0:04:13licence to preach her human rights by invading her privacy in this way.

0:04:13 > 0:04:16Other Welsh victims include Rhondda MP Chris Bryant, Ryan Giggs and

0:04:16 > 0:04:19Charlotte Church's former partner Gavin Henson. The couple once

0:04:19 > 0:04:22dubbed the Posh and Becks of Wales. Back at today's hearing, the court

0:04:22 > 0:04:26heard how Charlotte Church's mother was at her lowest ebb when her

0:04:26 > 0:04:29phone was hacked. Her legal team called it a gross intrusion into

0:04:29 > 0:04:39the life of an essentially private and ordinary individual at a time

0:04:39 > 0:04:43

0:04:43 > 0:04:46when she was suicidal.. More than half the accusations made against

0:04:46 > 0:04:48teachers and teaching assistants by pupils in Wales turned out to be

0:04:48 > 0:04:51false, malicious or unfounded. Figures for the last five years

0:04:51 > 0:04:54obtained by BBC Wales found 55% of allegations were later dropped.

0:04:54 > 0:04:59Teaching unions say more action should be taken against those who

0:04:59 > 0:05:01make a false claims. 18 months ago, this man, a deputy

0:05:01 > 0:05:04head teacher with 30 years' experience, was accused by three 10

0:05:04 > 0:05:11year-old boys of punching and kicking them and of drinking in the

0:05:11 > 0:05:14classroom. The police found there was no case to answer but how the

0:05:14 > 0:05:22allegations were dealt with, he says, was harrowing. The experience

0:05:22 > 0:05:26caused a nervous breakdown. couldn't be told what the

0:05:26 > 0:05:29allegations where or who had made those allegations. I was not

0:05:29 > 0:05:36suspended straight away, as expected to go in and teach those

0:05:36 > 0:05:39children on that day. This went on for a period of four or five weeks

0:05:39 > 0:05:42whilst the of Thirties made a decision on whether this should be

0:05:42 > 0:05:45pursued. Figures obtained under the Freedom of Information Act show

0:05:45 > 0:05:50that between 2006 and 2011 312 allegations were made against

0:05:50 > 0:05:56teachers and teaching assistants at Welsh schools. But 174 of those

0:05:56 > 0:05:58were later found to be either false, unfunded or malicious. 103 cases

0:05:58 > 0:06:08were investigated by police and two teachers or assistance were

0:06:08 > 0:06:13convicted of crimes. Here at Michaelston Community College in

0:06:13 > 0:06:15Cardiff, these pupils are working hard for French GCSE. The school

0:06:15 > 0:06:24policy of tolerance and respect is designed to maintain the

0:06:24 > 0:06:28environment they need for learning. In the classroom, you have children

0:06:28 > 0:06:33who have issues that often come from outside the classroom. The

0:06:33 > 0:06:38teachers in that classroom has to have a strategy tds delete those

0:06:39 > 0:06:41views. It is all about training and up Skilling the message for staff

0:06:41 > 0:06:45and students. It is David Brown's job to represent accused teachers

0:06:45 > 0:06:53and his union wants police to use their powers more to deal with

0:06:53 > 0:06:58pupils who make false allegations. This cannot be allowed to continue,

0:06:58 > 0:07:01it is simply unfair. The important thing is that people who are

0:07:01 > 0:07:05subject to allegations are given every opportunity to respond and

0:07:05 > 0:07:10understand exactly what those allegations are as quickly as they

0:07:10 > 0:07:14can. In 1986, the launch of Childline give children a voice and

0:07:14 > 0:07:19heralded the start of a new era in child-protection which has seen the

0:07:19 > 0:07:21appointment of a Children's Commissioner. He says he is

0:07:21 > 0:07:30concerned now about talk of criminalising children who falsely

0:07:30 > 0:07:35accuse. It's all about creating a safe environment in the classroom

0:07:35 > 0:07:39and in the school itself. Bold and respect between children and

0:07:39 > 0:07:44teachers and a right space is helpful in doing that because it

0:07:44 > 0:07:47fosters respect between children and teachers and that is much more

0:07:47 > 0:07:51significant a way of developing good practices rather than putting

0:07:51 > 0:07:54one against the other. The Welsh government says it is updating its

0:07:54 > 0:07:57guidance but that nothing should be done that would undermine a child's

0:07:57 > 0:08:06rights. The teacher I spoke to says he believes the system is out of

0:08:06 > 0:08:09balance. Teaching was his life, but he cannot wait for retirement.

0:08:37 > 0:08:39carried out on farms here for a potentially deadly animal virus

0:08:39 > 0:08:42already found in livestock in England. The Schmallenburg virus

0:08:42 > 0:08:45has mostly been found in sheep and causes miscarriages and birth

0:08:45 > 0:08:48defects. Tonight Wales' chief vet says it is likely we will see some

0:08:48 > 0:08:53cases here soon. Welsh lamb is an industry worth �119 million in

0:08:53 > 0:09:03exports alone. Our Environment Correspondent joins us from a farm

0:09:04 > 0:09:09near Bala. I am on a farm in a ballot. These

0:09:09 > 0:09:12sheep are about to start lambing sin. We know that this is an area

0:09:12 > 0:09:20where there are no concerns yet about the Schmallenburg virus and

0:09:20 > 0:09:24there is possibly two or three cases in South Wales. South Wales

0:09:24 > 0:09:28is an medium-risk area at the moment. But there are about 83

0:09:28 > 0:09:33cases in England and know the virus arrived in Britain last August so

0:09:33 > 0:09:38what is the response here in Wales? What could have happened is that

0:09:38 > 0:09:43the disease arrived in Applin midges from mainland Europe towards

0:09:43 > 0:09:48the end of last summer. If that is the case, looking at the

0:09:48 > 0:09:53Meteorological evidence, we would expect some of those images to

0:09:53 > 0:09:58arrived in Wales. We believe that South Wales at the moment is in a

0:09:58 > 0:10:02medium risk area for this disease. So it is possible but over the next

0:10:02 > 0:10:11few weeks, as we reached the peak of the lambing season, but we will

0:10:11 > 0:10:15find cases of this disease in Wales. With me now it is President of the

0:10:15 > 0:10:18Farmers' Union of Wales. How concerned should farmers be

0:10:19 > 0:10:24tonight? Obviously farmers are very concerned, especially after we

0:10:24 > 0:10:28heard what she has just said, that there may be a possibility that the

0:10:28 > 0:10:36virus has come into Wales. What would you say to farmers, what

0:10:36 > 0:10:42should they do and this is beginning to be the peak time for

0:10:42 > 0:10:46lambing, what should they be looking out for? For the next six

0:10:46 > 0:10:49week, this is the lambing time and when lambs are born with a

0:10:49 > 0:10:56moralities, the best thing is for the farmer to get in touch with his

0:10:56 > 0:10:59local vet so that tests can be done on that lamb. He how much do you

0:10:59 > 0:11:03know and you think most farmers know about this virus because it is

0:11:03 > 0:11:07new and was only find in Germany towards the middle of last summer?

0:11:07 > 0:11:11Obviously that is a big worry because nobody had heard about the

0:11:11 > 0:11:15disease until last August. Even the vets don't know enough about it and

0:11:15 > 0:11:21there is no vaccine against it, that is the biggest worry. What can

0:11:21 > 0:11:27we do if we have it on our animals, what we do about it? Does this

0:11:27 > 0:11:32remind you of a virus a few years ago which also came from insects?

0:11:32 > 0:11:36It is very similar but the difference is, one there was a

0:11:36 > 0:11:41vaccine for that, farmers could do something about it but with this

0:11:41 > 0:11:48new virus, there is nothing we can do but hope for the best that we

0:11:48 > 0:11:51will not get it in our ship. So far as scientists tried to learn more

0:11:51 > 0:11:55about this first, they say there is very little risk in terms of human

0:11:55 > 0:11:58health. Still ahead: I have tonight's sport.

0:13:24 > 0:13:28commissioners here so they know our view when it comes to European

0:13:28 > 0:13:35funding in the future for Wales and areas such as farming policy which

0:13:35 > 0:13:40are very important. A then on to this reception, all about promoting

0:13:40 > 0:13:43Welsh food, reminding people that Europe is Wales's largest trade

0:13:43 > 0:13:48destination. Remember how reliant we are on structural funds from

0:13:48 > 0:13:51Europe. No surprises that the message here from those who live

0:13:51 > 0:14:01and work in Brussels is that the Welsh voice, now more than ever,

0:14:01 > 0:14:04

0:14:04 > 0:14:08Wales is making itself understood a very helpful. After the party, time

0:14:08 > 0:14:17for more handshakes, this time with the Commissioner for financial

0:14:18 > 0:14:22programming. This was about making and maintaining links. The Welsh

0:14:22 > 0:14:26Conservatives has said Carwyn Jones would have done better to stay at

0:14:26 > 0:14:33home and make the record European firms we have been given in Wales

0:14:33 > 0:14:36work more effectively rather than coming here to Brussels. The

0:14:36 > 0:14:42purpose of the visits from Carwyn Jones point of view is entirely

0:14:42 > 0:14:46clear. The messages, I don't believe David Cameron or Alex

0:14:46 > 0:14:50Salmond have the best interests of Wales at heart. This is about

0:14:50 > 0:14:56showing them and Europe and us of course that he dares. That is a

0:14:56 > 0:14:59clear purpose of the meeting. The outcome, you will have to say is

0:14:59 > 0:15:03considerably less clear. Swansea is to become the first city

0:15:03 > 0:15:07in the UK to divert traffic away from a busy main road to stop it

0:15:07 > 0:15:12breaking European pollution levels. Monitoring equipment will measure

0:15:12 > 0:15:14traffic flow, air quality and weather on Neath Road in Hafod. If

0:15:14 > 0:15:20pollution levels are high, signs will tell drivers to use other

0:15:20 > 0:15:23routes. Motorists are used to seeing

0:15:23 > 0:15:27diversions for roadworks or accidents on a daily basis so a new

0:15:27 > 0:15:31sign like this in Swansea won't particularly stand out. But it's

0:15:31 > 0:15:40the first time in the UK that it's being used to try to lower

0:15:40 > 0:15:43pollution levels in one particular place - Neath Road. This road is

0:15:43 > 0:15:49very long and narrow and it is built up on either side with

0:15:49 > 0:15:53terraced housing and shops. It creates a canyon effect. It means

0:15:53 > 0:15:57at busy times like now, it is coming up to half past eight in the

0:15:57 > 0:16:01morning, the cars are bumper-to- bumper, the exhaust fumes are

0:16:01 > 0:16:03struggling to escape causing high levels of pollution.

0:16:03 > 0:16:09The air quality here has been monitored since 2001 because the

0:16:09 > 0:16:15pollution exceeds safe levels. It's a concern for local people.

0:16:15 > 0:16:22It is terrible, the Doune Road. The Liberty Stadium and the cars. We

0:16:22 > 0:16:26are worried about it. Are I have got to admit the fumes are burning,

0:16:26 > 0:16:28I am a non-smoker so once it hits me is terrible.

0:16:28 > 0:16:33The project is costing around �100,000 and the council is

0:16:33 > 0:16:37confident if it's successful the scheme can be extended further.

0:16:41 > 0:16:45Sweden. It has been tried in Gothenburg to a certain extent.
