:00:04. > :00:07.Welcome to Wales Today. Our top story:

:00:07. > :00:11.She lied about innocent men in the Lynette White murder trial 20 years

:00:11. > :00:21.ago - now she wants her perjury conviction quashed.

:00:21. > :00:39.

:00:39. > :00:44.She's worried she'll have to sell her house after benefits are

:00:44. > :00:48.reformed, but does the UK Government have a choice?

:00:48. > :00:52.Llandudno's Victorian splendour. But will they be happy to take out

:00:52. > :01:02.their UPVC windows? Craig Bellamy is confirmed as Wales

:01:02. > :01:07.

:01:07. > :01:11.captain for tomorrow's tribute match to Gary Speed.

:01:11. > :01:14.And the Olympic torch, but not as we know it - the spirit of the

:01:14. > :01:17.Games arrives in schools in Carmarthenshire.

:01:17. > :01:20.Good evening. It's one of the most notorious miscarriages of justice,

:01:20. > :01:24.now three witnesses in the Lynette White murder trial whose lies

:01:24. > :01:26.helped convict innocent men want their perjury convictions quashed.

:01:26. > :01:31.It follows the collapse of Britain's biggest police corruption

:01:31. > :01:34.trial in a murder case that's lasted more than 24 years. But in

:01:34. > :01:38.tonight's Week In Week Out programme, Penny Roberts reveals

:01:38. > :01:40.how it's far from over. Cardiff's docklands and the

:01:40. > :01:43.discovery of prostitute Lynette White's body on St Valentine's Day

:01:43. > :01:51.1988 sparked one of South Wales Police's most notorious and high

:01:51. > :01:54.profile murder investigations. Five men were charged with killing her.

:01:54. > :01:58.Two were cleared, three were jailed for life but later released on

:01:58. > :02:01.appeal. And three vulnerable witnesses whose lies helped convict

:02:01. > :02:06.them were jailed for perjury four years ago after the real killer,

:02:06. > :02:09.Jeffrey Gafoor, was caught. But the judge at their trial said they'd

:02:09. > :02:11.been seriously bullied and abused by police The witnesses who gave

:02:11. > :02:21.false evidence now want their convictions quashed claiming their

:02:21. > :02:22.

:02:23. > :02:27.had no option but to lie. I felt bad about what was happening but,

:02:27. > :02:34.at the end of the day, it is totally out of my hands. There was

:02:34. > :02:39.nothing I could do. Nothing. This is the amount of pressure they were

:02:39. > :02:43.putting on people. You could not do anything. Lynette's murder has led

:02:43. > :02:46.to a series of legal actions that are far from over.. South Wales

:02:46. > :02:49.Police are facing damages claims from a number of former colleagues

:02:49. > :02:52.as a result of the collapsed trial. Eight former officers accused of

:02:52. > :02:56.conspiracy to pervert the course of justice were found not guilty after

:02:56. > :03:01.the judge was told files of evidence had been destroyed.

:03:01. > :03:09.Investigations are underway after the documents were later found.

:03:09. > :03:12.Calls are growing for a public inquiry. I believe very strongly

:03:12. > :03:18.that the only way of laying this to rest in a constructive and positive

:03:18. > :03:22.way is by having a full inquiry, an uninhibited inquiry into all

:03:22. > :03:31.aspects so that South Wales Police will be able to move on without

:03:31. > :03:33.this around their neck. South Wales Police Chief Constable, Peter

:03:33. > :03:38.Vaughan, says he can't discuss the case because of the ongoing

:03:38. > :03:41.inquiries which he backs. Legal experts now estimate by the time

:03:41. > :03:46.Lynette's case is finally over, it could cost the taxpayer well in

:03:46. > :03:49.excess of 100 million. Fresh claims for damages are also planned

:03:49. > :03:53.by the men wrongly accused of murder, including Lynette's

:03:53. > :04:03.boyfriend at the time Stephen Miller. In tonight's programme he

:04:03. > :04:07.

:04:07. > :04:12.talks for the first time. Everybody knows that she was on the game but

:04:12. > :04:16.you don't keep saying it twentyfour seven. It gets old, it is

:04:16. > :04:22.disgraceful, they should be a strained of themselves. She was a

:04:22. > :04:27.very quiet person, kept herself to herself at. She liked videos, she

:04:27. > :04:31.likes the occasional drink. She light stroking cigarettes and to

:04:31. > :04:34.ordinary 20-year-old things. And as the legal arguments continue no-one

:04:34. > :04:38.could have imagined that 24 years on, the murder of a young woman

:04:38. > :04:45.would still be making headlines. Andrew Taylor is a barrister who

:04:45. > :04:48.has been following the case closely. What strikes you reading about this

:04:48. > :04:53.is the huge number of people who still feel justice has not been

:04:54. > :05:00.done here. Nobody but nobody seems to be satisfied with what has gone

:05:00. > :05:04.on and this has taken 24 years. It has cost almost 100 million. There

:05:04. > :05:08.are an awful lot of questions that still have not been answered.

:05:08. > :05:12.People are asking, why is it that there has been mistake after

:05:12. > :05:15.mistake with no natural obvious outcome up. People have said, we

:05:15. > :05:19.will move on to the next stage which will cost more money but

:05:19. > :05:24.nobody seems to claim at the end of the day that justice has been done.

:05:24. > :05:30.I think they are absolutely right in saying we must have a public

:05:30. > :05:34.inquiry. The Welsh public must be outraged. What about this 100

:05:35. > :05:38.million pound cost for the taxpayer? It is mind-boggling and

:05:38. > :05:42.the reason why people will be outraged is because this money

:05:42. > :05:46.should have been spent in other ways. Police officers have taken

:05:46. > :05:50.thousands and thousands of man- hours investing this case when they

:05:50. > :05:53.could have been investigating other cases. In the future we may see

:05:53. > :05:57.less bodies on the beat or less resources poured into everyday

:05:57. > :06:03.policing as a result of the damages they may have to pay out all the

:06:03. > :06:07.money that has been thrown away. It is a disgrace, a scandal and

:06:07. > :06:10.something must be done. You can see more on this, including

:06:10. > :06:14.revelations of fresh legal action in the Lynette White case, in

:06:14. > :06:17.tonight's Week in Week out at 10:35pm here on BBC One Wales.

:06:17. > :06:21.Child poverty cases in Wales could increase by 6,000 cases in the next

:06:21. > :06:24.two years if the proposed welfare reforms go ahead. That's the claim

:06:24. > :06:28.made by the Welsh Government following its assessment of the

:06:28. > :06:35.changes. The UK Government says the current system isn't working and

:06:35. > :06:38.needs to be changed. Jenny Hambridge from Llandrindod

:06:38. > :06:41.Wells is one of 250,000 people in Wales who receive Disability Living

:06:41. > :06:44.Allowance. It's a non-means tested benefit, which helps towards extra

:06:44. > :06:47.costs which may arise from an impairment or health condition.

:06:47. > :06:51.Under it's welfare reforms, the UK Government expects a 20% reduction

:06:51. > :07:01.in the number of claiming this benefit. Jenny Hambridge says she's

:07:01. > :07:05.now worried she may have to sell her home. It is a very worrying

:07:05. > :07:09.situation and a very tense and a frightening time to be in, to be

:07:09. > :07:15.faced with the cuts we are expecting. I could lose my house

:07:15. > :07:20.which has been adapted for me and it is a nightmare situation.

:07:20. > :07:23.Blaenau Gwent has one of the highest claimant counts in Wales.

:07:23. > :07:29.Half the people at this cafe in Ebbw Vale this afternoon are on

:07:29. > :07:36.benefits. We have got to have benefits for living on like

:07:36. > :07:41.electricity, gas, food, financial problems. Today it is not so easy

:07:41. > :07:44.for people to get jobs. According to Cuts Watch Wales, one in five of

:07:44. > :07:46.the Welsh population receive some form of benefit. Of the 180,000

:07:46. > :07:49.claiming Employment Support Allowance or Incapacity Benefit,

:07:49. > :07:52.only about 5% are expected to be eligible for support once they are

:07:52. > :08:02.re assessed and 1.2 million older people have lost between 50 and

:08:02. > :08:07.100 in Winter Fuel Payments. The UK Coalition Government wants to

:08:07. > :08:10.ensure that only people who need benefit get it. Only this week,

:08:10. > :08:15.Mair Lelliott from Swansea was given a suspended jail sentence for

:08:15. > :08:17.benefit fraud. The 18 billion of welfare savings have been met with

:08:17. > :08:27.strong opposition but the Government says the reforms will

:08:27. > :08:30.

:08:30. > :08:34.restore fairness to a system that isn't working. We will make sure

:08:34. > :08:37.that anybody taking a job will be financially better off. Under the

:08:37. > :08:43.previous system, it is possible that people could take a job and

:08:43. > :08:47.still be worth -- worse-off. We want to make sure that we look

:08:47. > :08:51.after the poorest in society, the weakest in society. The people who

:08:51. > :08:56.can work will be expected to work and they will be better off if they

:08:56. > :09:04.do work. It's not how the Welsh Government sees it. Today, it

:09:04. > :09:11.reported on its internal assessment of the impact of the cuts.

:09:11. > :09:15.Welsh Government provisionally estimates that there reforms could

:09:15. > :09:20.increase child poverty cases in Wales by 6,000. It would also have

:09:20. > :09:22.an impact on the Welsh economy. Cuts watch Cymru says the sheer

:09:22. > :09:28.numbers affected could increase the burden on the Welsh Government,

:09:28. > :09:32.local authorities and other public services. We are concerned that the

:09:32. > :09:36.people on benefit are not fully aware of the impact it is going to

:09:36. > :09:40.have and that is why we wanted to issue this call today. One in four

:09:40. > :09:44.people in Wales is going to be affected directly but the indirect

:09:44. > :09:47.effects, the ripple effect, is very significant as well. Jenny

:09:47. > :09:52.Hambridge has already seen some of her benefits reduced already. But

:09:52. > :09:54.nearly 90% of reforms are yet to happen. The Welfare Reform Bill is

:09:54. > :09:57.slowly making its way through Parliament and the UK Government

:09:57. > :10:01.hopes to have one universal benefit in place by April next year, but

:10:01. > :10:04.those who oppose the changes are still voicing concerns.

:10:04. > :10:08.A senior detective said he is more optimistic than ever that Thai

:10:08. > :10:11.police will catch the killer of a backpacker from Powys. 23-year-old

:10:11. > :10:15.Kirsty Jones, from Tredomen near Brecon, was raped and strangled in

:10:15. > :10:25.2000. The head of CID at Dyfed- Powys Police said investigations

:10:25. > :10:27.

:10:27. > :10:31.are now focused on a DNA profile recovered from the scene. One of

:10:31. > :10:36.the lines of inquiry we discussed was the testing of individuals who

:10:36. > :10:39.were repeat offenders in the area with the murder took place. I find

:10:39. > :10:45.it difficult that person has not come to the notice of the piece

:10:45. > :10:47.before. -- Police. South Wales Police say they're

:10:47. > :10:51.investigating allegations of dishonesty by personnel at the race

:10:51. > :10:53.equality charity AWEMA. The charity is being wound up after an inquiry

:10:53. > :10:57.found there was financial mismanagement. Its chief executive

:10:57. > :10:59.Naz Malik and finance director Saquib Zia have both been dismissed.

:10:59. > :11:03.Work is continuing to determine the extent and impact of the

:11:03. > :11:05.Schmallenberg virus in Wales. It can cause miscarriages and birth

:11:05. > :11:09.deformities in lambs and has already been affecting livestock in

:11:09. > :11:12.England. John Griffiths, the Minister for Environment, told AMs

:11:12. > :11:22.that the Welsh Government is working on a UK and EU-wide basis

:11:22. > :11:24.

:11:24. > :11:27.to share expertise and resources. Some tests in Wales have been

:11:27. > :11:29.carried out but there are no confirmed cases.

:11:29. > :11:32.The Foreign Secretary William Hague has said the British Embassy in

:11:32. > :11:35.Tripoli is doing everything it can to help a Welsh cameraman arrested

:11:35. > :11:37.in Libya. Gareth Montgomery-Johnson, from Carmarthen, is being held

:11:37. > :11:41.along with another British reporter. They were working for Iranian owned

:11:41. > :11:49.news channel Press TV. His local MP Jonathan Edwards raised his plight

:11:49. > :11:54.in the House of Commons. We are aware of this. The embassy

:11:54. > :11:59.in Tripoli is doing everything it can to assist. It is important that

:11:59. > :12:03.access is given to his constituent and one other person involved and

:12:03. > :12:07.so we are, while we have not achieved everything we want, we are

:12:07. > :12:12.still working on it. Much more to come before 7 o'clock:

:12:12. > :12:15.Craig Bellamy is confirmed as Wales captain for tomorrow's friendly.

:12:15. > :12:24.And from school to school - the Olympic spirit arrives in

:12:24. > :12:27.Some hoteliers in Llandudno say they face bills running to tens of

:12:27. > :12:33.thousands of pounds if the local council forces them to remove

:12:33. > :12:36.modern windows from their properties. Only traditional wooden

:12:36. > :12:41.sash windows are allowed in parts of the resort to preserve its

:12:41. > :12:43.Victorian character. Conwy Council has started to contact property

:12:43. > :12:53.owners following concerns that some have changed their windows without

:12:53. > :12:54.

:12:54. > :12:59.finding out if they needed permission. Roger Pinney reports.

:12:59. > :13:05.It is an architectural gem, the great Victorian sweep of

:13:05. > :13:09.Llandudno's promenade. According to Connacht cancer officials it has

:13:09. > :13:17.been damaged, blighted by the installation of modern windows,

:13:17. > :13:23.some without planning permission. - - Conwy council. We have been here

:13:23. > :13:28.for a little over five years and we bought the building with the UPVC

:13:28. > :13:33.windows that you can see. They have not been contacted about the

:13:33. > :13:40.council here better the Co owner says he would be loath to to put

:13:40. > :13:45.traditional windows back in. That would be an end necessary expense.

:13:45. > :13:50.Modern double-glazed PVC windows have their benefits. We have had

:13:50. > :13:53.guests who have stayed at other properties that did not have the

:13:53. > :13:57.advantage of UPVC windows, they have come to us because they have

:13:57. > :14:06.seen we have, they have enjoyed the experience with us more. Pygmies

:14:06. > :14:10.the rooms are warmer, it is quieter, no rattling windows. We look at it

:14:10. > :14:16.as a plus point and the selling point. But is the view of these

:14:16. > :14:21.people, babies at the Hotel four or five times a year. It is a

:14:21. > :14:26.fantastic for us because the rooms are quiet. We can enjoy the view.

:14:26. > :14:31.There is no traffic noise. It is just comfortable. Comfortable but

:14:31. > :14:36.out of keeping is the official view and on one estimate around one and

:14:36. > :14:39.a seafront properties here have at least one modern window. A number

:14:39. > :14:46.of the hotelier's point out that this building has more modern

:14:46. > :14:51.windows than any of on the seafront. It is the theatre, and it is his

:14:51. > :14:53.council owned. It has planning permission. A council has the

:14:53. > :15:00.backing of conservation groups although the authority is being

:15:00. > :15:05.urged not to be too heavy handed. It is a conservation AV, we have

:15:05. > :15:11.listed buildings and they think we're entitled to keep them as

:15:11. > :15:14.original as possible. The style of the building is everything here.

:15:14. > :15:23.That style has been jealously guarded for more than 100 years.

:15:23. > :15:26.Everyone agrees Llandudno's character has to be protected.

:15:26. > :15:29.The opera star Bryn Terfel has been presented with an honorary

:15:29. > :15:32.doctorate by Bangor University for services to music. It's only the

:15:32. > :15:34.second time the awards have been presented by the institution. The

:15:34. > :15:44.singer also announced he'll perform at a concert featuring young

:15:44. > :15:44.

:15:45. > :15:48.musicians at the university later this year. I was rather lazy where

:15:48. > :15:53.music was concerned in school. With music you can still strive to

:15:53. > :15:59.achieve something and still work hard. I think I have got up backing

:15:59. > :16:02.behind me. This is an added incentive to carry on, not only in

:16:02. > :16:05.the wrong profession better to work with youngsters.

:16:05. > :16:08.Bryn Terfel will also be performing tomorrow night at the memorial game

:16:08. > :16:11.for Gary Speed. It promises to be an emotional evening. Today it was

:16:11. > :16:16.confirmed that Craig Bellamy will captain the side against Costa Rica

:16:16. > :16:20.tomorrow. Jordan Davies has more. It may not have the pressure of a

:16:20. > :16:22.normal international match but it'll certainly have poignancy.

:16:22. > :16:27.Tomorrow's game against Costa Rica will celebrate Gary Speed as a

:16:27. > :16:33.player, manager and man. An occasion tinged with sadness

:16:33. > :16:36.because of past events, but also optimism over what may lie ahead.

:16:36. > :16:40.Craig Bellamy, a close friend and long time team mate of Gary Speed,

:16:40. > :16:50.has been handed the captain's armband. Speculation still remains

:16:50. > :16:50.

:16:50. > :16:57.that this may be his last game in the red of Wales. Me personally, I

:16:57. > :17:01.wanted him to stay. I will do my best to keep him. We are a better

:17:01. > :17:03.team and a better squad with Craig Bellamy about. It will be his

:17:03. > :17:06.decision. Wales will be without Wolverhampton

:17:06. > :17:08.Wanderers keeper Wayne Hennessey. Wales's new manager Chris Coleman

:17:08. > :17:13.will be there but it'll be Speed's assistant coach, Osian Roberts,

:17:13. > :17:15.calling the shots on the night. Roberts was due to lead the team

:17:15. > :17:25.with Speed's other number two, Dutchman Raymond Verheijen until he

:17:25. > :17:26.

:17:26. > :17:34.resigned last week. He will though be there on the night. It was a

:17:34. > :17:41.major part in our success that we had under Gary Speed. I don't know

:17:42. > :17:44.the ins and outs of everything. We are here to concentrate on the game.

:17:44. > :17:48.Gary Speed won his first cap against Costa Rica, tomorrow the

:17:48. > :17:57.thousands of Welsh fans he inspired will be able to celebrate his life

:17:57. > :17:59.Rugby - Former Scottish international, Dan Parks is set to

:17:59. > :18:04.leave the Cardiff Blues after two seasons to join Irish club,

:18:04. > :18:07.Connacht. The Welsh region confirmed earlier this month that

:18:07. > :18:13.prop Gethin Jenkins will be moving to France next season and Martyn

:18:13. > :18:16.Williams won't be offered a new contract.

:18:16. > :18:18.The Olympic torch has arrived in Wales. Well, not the official torch

:18:18. > :18:21.but a Welsh-designed version touring 19 schools in

:18:21. > :18:25.Carmarthenshire. Relay teams of pupils will run the torch from

:18:25. > :18:35.school to school. In May the real thing will spend six days here.

:18:35. > :18:36.

:18:36. > :18:41.Kate Scott-Williams has more. Welcome to the leisure centre in

:18:41. > :18:44.the Gwendraeth Valley. As you can tell it is netball practice tonight.

:18:44. > :18:49.These 11 and 12 year-olds have been working hard for about an hour. For

:18:49. > :18:53.those of you who aren't quite getting in the Olympic fiber, let

:18:53. > :18:57.me turn you that there are many people here in Carmarthenshire

:18:57. > :19:07.County who are making every effort possible to ensure we get into the

:19:07. > :19:09.

:19:09. > :19:13.The Olympics maybe 150 days a way of more than two London miles down

:19:13. > :19:18.the road. But today there was a warm welcome for a distinctly Welsh

:19:18. > :19:24.Olympic torch. No fears of it being blown out, the daffodil has been

:19:24. > :19:29.relayed around schools in Carmarthenshire. It started this

:19:29. > :19:33.morning and they ran it to Dyffryn Taf in Whitland. Here it was Stuart

:19:33. > :19:40.White who took the lead. He has been nominated to run in the

:19:40. > :19:46.official Olympics relay in May. Welcome to Dyffryn Taf. It is mind-

:19:46. > :19:54.blowing to think that I could be actually running it. Running it

:19:54. > :19:58.event of my own school today, it means a lot to me. I hope a one-day

:19:58. > :20:03.in March I am able to do is for the country. It is a far cry from the

:20:03. > :20:07.millions being spent in London. Today the Olympic rings were being

:20:07. > :20:11.transported down the Thames. The organisers here hope it will bring

:20:11. > :20:17.spirit of one of the greatest sporting events to this corner of

:20:17. > :20:22.Wales. The Olympics and the values of courage and equality, friendship
