:01:20. > :01:24.now three witnesses in the Lynette White murder trial whose lies
:01:24. > :01:26.helped convict innocent men want their perjury convictions quashed.
:01:26. > :01:31.It follows the collapse of Britain's biggest police corruption
:01:31. > :01:34.trial in a murder case that's lasted more than 24 years. But in
:01:34. > :01:38.tonight's Week In Week Out programme, Penny Roberts reveals
:01:38. > :01:40.how it's far from over. Cardiff's docklands and the
:01:40. > :01:43.discovery of prostitute Lynette White's body on St Valentine's Day
:01:43. > :01:51.1988 sparked one of South Wales Police's most notorious and high
:01:51. > :01:54.profile murder investigations. Five men were charged with killing her.
:01:54. > :01:58.Two were cleared, three were jailed for life but later released on
:01:58. > :02:01.appeal. And three vulnerable witnesses whose lies helped convict
:02:01. > :02:06.them were jailed for perjury four years ago after the real killer,
:02:06. > :02:09.Jeffrey Gafoor, was caught. But the judge at their trial said they'd
:02:09. > :02:11.been seriously bullied and abused by police The witnesses who gave
:02:11. > :02:21.false evidence now want their convictions quashed claiming their
:02:21. > :02:22.
:02:23. > :02:27.had no option but to lie. I felt bad about what was happening but,
:02:27. > :02:34.at the end of the day, it is totally out of my hands. There was
:02:34. > :02:39.nothing I could do. Nothing. This is the amount of pressure they were
:02:39. > :02:43.putting on people. You could not do anything. Lynette's murder has led
:02:43. > :02:46.to a series of legal actions that are far from over.. South Wales
:02:46. > :02:49.Police are facing damages claims from a number of former colleagues
:02:49. > :02:52.as a result of the collapsed trial. Eight former officers accused of
:02:52. > :02:56.conspiracy to pervert the course of justice were found not guilty after
:02:56. > :03:01.the judge was told files of evidence had been destroyed.
:03:01. > :03:09.Investigations are underway after the documents were later found.
:03:09. > :03:12.Calls are growing for a public inquiry. I believe very strongly
:03:12. > :03:18.that the only way of laying this to rest in a constructive and positive
:03:18. > :03:22.way is by having a full inquiry, an uninhibited inquiry into all
:03:22. > :03:31.aspects so that South Wales Police will be able to move on without
:03:31. > :03:33.this around their neck. South Wales Police Chief Constable, Peter
:03:33. > :03:38.Vaughan, says he can't discuss the case because of the ongoing
:03:38. > :03:41.inquiries which he backs. Legal experts now estimate by the time
:03:41. > :03:46.Lynette's case is finally over, it could cost the taxpayer well in
:03:46. > :03:49.excess of �100 million. Fresh claims for damages are also planned
:03:49. > :03:53.by the men wrongly accused of murder, including Lynette's
:03:53. > :04:03.boyfriend at the time Stephen Miller. In tonight's programme he
:04:03. > :04:07.
:04:07. > :04:12.talks for the first time. Everybody knows that she was on the game but
:04:12. > :04:16.you don't keep saying it twentyfour seven. It gets old, it is
:04:16. > :04:22.disgraceful, they should be a strained of themselves. She was a
:04:22. > :04:27.very quiet person, kept herself to herself at. She liked videos, she
:04:27. > :04:31.likes the occasional drink. She light stroking cigarettes and to
:04:31. > :04:34.ordinary 20-year-old things. And as the legal arguments continue no-one
:04:34. > :04:38.could have imagined that 24 years on, the murder of a young woman
:04:38. > :04:45.would still be making headlines. Andrew Taylor is a barrister who
:04:45. > :04:48.has been following the case closely. What strikes you reading about this
:04:48. > :04:53.is the huge number of people who still feel justice has not been
:04:54. > :05:00.done here. Nobody but nobody seems to be satisfied with what has gone
:05:00. > :05:04.on and this has taken 24 years. It has cost almost �100 million. There
:05:04. > :05:08.are an awful lot of questions that still have not been answered.
:05:08. > :05:12.People are asking, why is it that there has been mistake after
:05:12. > :05:15.mistake with no natural obvious outcome up. People have said, we
:05:15. > :05:19.will move on to the next stage which will cost more money but
:05:19. > :05:24.nobody seems to claim at the end of the day that justice has been done.
:05:24. > :05:30.I think they are absolutely right in saying we must have a public
:05:30. > :05:34.inquiry. The Welsh public must be outraged. What about this 100
:05:35. > :05:38.million pound cost for the taxpayer? It is mind-boggling and
:05:38. > :05:42.the reason why people will be outraged is because this money
:05:42. > :05:46.should have been spent in other ways. Police officers have taken
:05:46. > :05:50.thousands and thousands of man- hours investing this case when they
:05:50. > :05:53.could have been investigating other cases. In the future we may see
:05:53. > :05:57.less bodies on the beat or less resources poured into everyday
:05:57. > :06:03.policing as a result of the damages they may have to pay out all the
:06:03. > :06:07.money that has been thrown away. It is a disgrace, a scandal and
:06:07. > :06:10.something must be done. You can see more on this, including

:06:17. > :06:21.Child poverty cases in Wales could increase by 6,000 cases in the next
:06:21. > :06:24.two years if the proposed welfare reforms go ahead. That's the claim
:06:24. > :06:28.made by the Welsh Government following its assessment of the
:06:28. > :06:35.changes. The UK Government says the current system isn't working and
:06:35. > :06:38.needs to be changed. Jenny Hambridge from Llandrindod
:06:38. > :06:41.Wells is one of 250,000 people in Wales who receive Disability Living
:06:41. > :06:44.Allowance. It's a non-means tested benefit, which helps towards extra
:06:44. > :06:47.costs which may arise from an impairment or health condition.
:06:47. > :06:51.Under it's welfare reforms, the UK Government expects a 20% reduction
:06:51. > :07:01.in the number of claiming this benefit. Jenny Hambridge says she's
:07:01. > :07:05.now worried she may have to sell her home. It is a very worrying
:07:05. > :07:09.situation and a very tense and a frightening time to be in, to be
:07:09. > :07:15.faced with the cuts we are expecting. I could lose my house
:07:15. > :07:20.which has been adapted for me and it is a nightmare situation.
:07:20. > :07:23.Blaenau Gwent has one of the highest claimant counts in Wales.
:07:23. > :07:29.Half the people at this cafe in Ebbw Vale this afternoon are on
:07:29. > :07:36.benefits. We have got to have benefits for living on like
:07:36. > :07:41.electricity, gas, food, financial problems. Today it is not so easy
:07:41. > :07:44.for people to get jobs. According to Cuts Watch Wales, one in five of
:07:44. > :07:46.the Welsh population receive some form of benefit. Of the 180,000
:07:46. > :07:49.claiming Employment Support Allowance or Incapacity Benefit,
:07:49. > :07:52.only about 5% are expected to be eligible for support once they are
:07:52. > :08:02.re assessed and 1.2 million older people have lost between �50 and
:08:02. > :08:07.�100 in Winter Fuel Payments. The UK Coalition Government wants to
:08:07. > :08:10.ensure that only people who need benefit get it. Only this week,
:08:10. > :08:15.Mair Lelliott from Swansea was given a suspended jail sentence for
:08:15. > :08:17.benefit fraud. The �18 billion of welfare savings have been met with
:08:17. > :08:27.strong opposition but the Government says the reforms will
:08:27. > :08:30.
:08:30. > :08:34.restore fairness to a system that isn't working. We will make sure
:08:34. > :08:37.that anybody taking a job will be financially better off. Under the
:08:37. > :08:43.previous system, it is possible that people could take a job and
:08:43. > :08:47.still be worth -- worse-off. We want to make sure that we look
:08:47. > :08:51.after the poorest in society, the weakest in society. The people who
:08:51. > :08:56.can work will be expected to work and they will be better off if they
:08:56. > :09:04.do work. It's not how the Welsh Government sees it. Today, it
:09:04. > :09:11.reported on its internal assessment of the impact of the cuts.
:09:11. > :09:15.Welsh Government provisionally estimates that there reforms could
:09:15. > :09:20.increase child poverty cases in Wales by 6,000. It would also have
:09:20. > :09:22.an impact on the Welsh economy. Cuts watch Cymru says the sheer
:09:22. > :09:28.numbers affected could increase the burden on the Welsh Government,
:09:28. > :09:32.local authorities and other public services. We are concerned that the
:09:32. > :09:36.people on benefit are not fully aware of the impact it is going to
:09:36. > :09:40.have and that is why we wanted to issue this call today. One in four
:09:40. > :09:44.people in Wales is going to be affected directly but the indirect
:09:44. > :09:47.effects, the ripple effect, is very significant as well. Jenny
:09:47. > :09:52.Hambridge has already seen some of her benefits reduced already. But
:09:52. > :09:54.nearly 90% of reforms are yet to happen. The Welfare Reform Bill is
:09:54. > :09:57.slowly making its way through Parliament and the UK Government
:09:57. > :10:01.hopes to have one universal benefit in place by April next year, but
:10:01. > :10:04.those who oppose the changes are still voicing concerns.
:10:04. > :10:08.A senior detective said he is more optimistic than ever that Thai
:10:08. > :10:11.police will catch the killer of a backpacker from Powys. 23-year-old
:10:11. > :10:15.Kirsty Jones, from Tredomen near Brecon, was raped and strangled in

:21:25. > :21:31.it, they would get a sense of connection with the Olympics.

:21:35. > :21:39.rid of that impression fraught people and put something on that
:21:39. > :21:44.was going to go from door to door and from school to school. We want
:21:44. > :21:46.to help them get involved and feel inspired by what is going on.
:21:46. > :21:55.Pupils that they are embracing it but are you confident this will
:21:55. > :22:00.spread out? Definitely. Carmarthenshire County Council
:22:00. > :22:04.sport department want to get people more active, more often. We are
:22:04. > :22:09.providing this to get people involved in activity. I am joined

:22:14. > :22:20.looking forward to it better netball isn't in it this year but
