:01:22. > :01:29.Good evening. The number of homeless people in Wales is up by

:01:29. > :01:31.11%. Figures obtained by BBC Wales show more than 15,000 people sought

:01:31. > :01:33.help from councils last year. Swansea had the highest number of

:01:33. > :01:38.people who needed emergency accommodation. The Welsh Government

:01:38. > :01:43.has commissioned a review into the problem. Caroline Evans reports.

:01:43. > :01:53.Gavin is 32. He's been homeless for six months after a family breakdown.

:01:53. > :01:59.He's from maesteg but left the town and moved to Swansea. The town I am

:01:59. > :02:06.originally from is a very small town and a five was to be homeless

:02:06. > :02:10.there, there is nothing there, no facilities, no soup kitchens and

:02:10. > :02:13.nowhere to go for help. Swansea has more homeless people than any other

:02:13. > :02:17.part of Wales, but Gavin is one of a growing number across the country.

:02:17. > :02:20.Figures obtained by BBC Wales show that last year 18 out of our 22

:02:20. > :02:30.councils saw an increase in the number of people turning to them

:02:30. > :02:32.

:02:32. > :02:36.for help. It is clearly the fact that the economic downturn has had

:02:36. > :02:43.an effect. People are struggling to pay their rent and mortgage. That

:02:43. > :02:52.is a factor but we also have a lack of affordable homes in Wales. The

:02:52. > :02:55.real worry is that the welfare benefit cuts and housing benefit

:02:55. > :02:58.cuts have not started to bite. Currently, the system here

:02:58. > :03:01.prioritises certain groups of homeless people, and the help

:03:01. > :03:04.available has mainly been to provide them with social housing.

:03:04. > :03:10.In Scotland, they've stopped doing it that way and give equal priority

:03:10. > :03:12.to all, but Scotland has more social housing. Dr Peter Mackie,

:03:12. > :03:21.whose leading a review of homelessness for the Welsh

:03:21. > :03:25.Government, says Wales must look to new approaches. It is a bit of an

:03:25. > :03:29.all-or-nothing system. If you fall into the one of depravity troops,

:03:29. > :03:37.you get access to social housing but if you don't fall into one of

:03:37. > :03:43.those groups, you don't get any meaningful assistance. What the

:03:43. > :03:48.review seems to be suggesting is that we have a shift towards more

:03:48. > :03:51.preventative work and that would be the best way forward. That would

:03:51. > :03:54.reduce the number of people who need housing That could mean help

:03:55. > :03:58.with paying the mortgage or rent or placing more people in the private

:03:58. > :04:08.rented sector. In Swansea at Christmas, churches opened their

:04:08. > :04:12.

:04:12. > :04:17.door to provide temporary shelter for homeless people. The shelter

:04:17. > :04:20.was due to close on 29th February but be closed on the 20th because

:04:21. > :04:30.the rough sleepers that would have accessed the shelter when not in

:04:31. > :04:32.

:04:32. > :04:36.need any more, they had found accommodation. In March, there have

:04:36. > :04:39.been no deaths on the streets in Swansea this winter which is

:04:40. > :04:42.incredible. Today, there are more than 90,000 people on social

:04:42. > :04:47.housing waiting lists. The Welsh Government says it's committed to

:04:47. > :04:49.tackling the issue. Its already preparing a housing bill and will

:04:49. > :04:52.put details out for consultation next spring.

:04:52. > :04:58.The second part of a series looking at the problem of homelessness will

:04:58. > :05:01.be on BBC 1 Wales next Monday at 10:35pm.

:05:01. > :05:07.The founder of food chain, Iceland, has bought back the company in a

:05:07. > :05:10.�1.5 billion deal. Malcolm Walker set up the firm in 1970. More than

:05:10. > :05:14.40 years on, he's back at the helm. Our business correspondent, Nick

:05:14. > :05:24.Servini, joins us now. Tell us a bit about the history of this

:05:24. > :05:27.

:05:27. > :05:34.company. Malcolm Walker invested �30 in his first Iceland store and

:05:34. > :05:39.built the business up. Things took a dramatic twist in 2001 when he

:05:39. > :05:44.was sacked from the company. He had sold �30 million worth of shares

:05:44. > :05:50.shortly before a profits warning by the company. He was investigated by

:05:50. > :05:54.the Serious Fraud Office. Four years later, he was cleared.

:05:54. > :05:58.Iceland in the meantime had hit difficulties and play it -- share

:05:58. > :06:04.prices plummeted. He was asked back to rescue the company and that is

:06:05. > :06:08.what he did. He axed 400 staff from the headquarters in Flintshire and

:06:08. > :06:16.brought the company back to basics. Today, it is one of the most

:06:16. > :06:22.successful retailers on the British high street. Is it a good deal for

:06:22. > :06:28.the company? The I think so. This company had been owned by a group

:06:28. > :06:35.of Icelandic in Leicester's which went bust. -- investors. Malcolm

:06:35. > :06:45.Walker says he has no plans to retire and his famously known as a

:06:45. > :06:46.

:06:46. > :06:51.maverick retailer. Banks and financiers taking deadly seriously

:06:51. > :06:58.because they have funded this deal worth �1.5 billion. Away from

:06:58. > :07:01.Iceland, another big name is talking about inward investment.

:07:01. > :07:09.certain number of reports talking recently about the lack of success

:07:09. > :07:14.was as sad and attracting foreign owned companies to Wales. Today, we

:07:14. > :07:17.heard from the former chair of the Welsh Development Agency and in

:07:17. > :07:21.those reports they talked openly that there was still value in the

:07:21. > :07:27.brand of the Welsh Development Agency seven years after it had

:07:27. > :07:30.been abolished. We are fairly used to X figures talking about bringing

:07:30. > :07:39.back the watch to the London agency but interestingly, at this is what

:07:39. > :07:44.he had to say today. You can't go back. Much as I understand people's

:07:44. > :07:48.hankering for the past and the Welsh Development Agency was in its

:07:48. > :07:52.ways successful. But we are where we are and we must build on what we

:07:52. > :07:57.got. But we must do it professionally and execute

:07:57. > :08:01.everything in the most professional way. Finally, he did talk and was

:08:01. > :08:06.critical about the lack of clarity and accountability on this issue

:08:06. > :08:09.and said that an external panel of experts should be brought in to

:08:09. > :08:13.advise the last government on attracting foreign owned companies

:08:13. > :08:17.into Wales. Welsh troops are making their final

:08:17. > :08:19.preparations ahead of a deployment to Afghanistan. They've been

:08:19. > :08:22.training with Third Battalion, The Yorkshire Regiment, who suffered

:08:22. > :08:24.losses in the country just three days ago. The combined force is

:08:24. > :08:30.being put through its paces on Salisbury Plain in Wiltshire.

:08:30. > :08:33.Jordan Davies has more. The final exercise for soldiers

:08:33. > :08:39.from 1st Battalion the Royal Welsh and 1st Battalion Welsh Guards as

:08:39. > :08:43.they prepare for a tour of duty in Afghanistan. They're under no

:08:43. > :08:46.illusions as to the risks involved in their mission. On Tuesday, six

:08:46. > :08:56.British soldiers were killed when their armoured vehicle was hit by a

:08:56. > :08:59.

:08:59. > :09:03.Taliban bomb. Obviously, it is a great tragedy and a great loss but

:09:03. > :09:07.it is the same as when the first person died out there. We still

:09:07. > :09:10.have to get on with our jobs. Welsh regiments are part of a wider

:09:10. > :09:14.fighting force, made up of units across the British Army who are

:09:14. > :09:16.about to launch a new phase in the Afghan campaign. Their task will be

:09:16. > :09:21.to support the ongoing security and reconstruction effort in Helmand

:09:21. > :09:25.Province, one of the most dangerous parts of Afghanistan. But next year,

:09:25. > :09:33.this effort is expected to come to an end when most of the 9,500

:09:33. > :09:38.British troops are expected to be withdrawn. My friends and family

:09:38. > :09:41.are quite used to it now. I have been in the Army for the six years.

:09:41. > :09:47.I love back home with my grandmother and she is not too

:09:47. > :09:50.happy but they have to get on with it. 1st the Queen's Dragoon guards,

:09:50. > :09:52.known as the Welsh Cavalry, will be returning from Afghanistan in the

:09:52. > :09:56.next few weeks. As one regiment returns, another prepares to leave,

:09:56. > :10:01.and until the order is given, these men and women will carry out this

:10:01. > :10:09.difficult task, which still carries enormous dangers.

:10:09. > :10:13.You're watching Wales Today. Still ahead. For the first time in Wales,

:10:13. > :10:17.safety courses are being run for these mobility scooters. Find out

:10:17. > :10:19.what it involves later. And Italy have no chance of winning,

:10:19. > :10:29.according to the Italian captain himself. They've arrived ahead of

:10:30. > :10:33.A rise in the number of bank closures has left more than 20

:10:33. > :10:36.communities across the country without any bank at all. That's

:10:36. > :10:39.according to the pressure group Campaign for Community Banking.

:10:39. > :10:44.Figures seen by Wales Today show nearly 50 Welsh towns and villages

:10:44. > :10:51.have only one branch left. But the banks say many of our smaller

:10:51. > :10:54.branches are simply underused. Carwyn Jones reports.

:10:54. > :11:00.Presteigne in Powys. Once the county town of Radnorshire, now,

:11:00. > :11:04.the latest community in Wales to lose its bank. This branch of HSBC

:11:04. > :11:08.closed today. The bank says this is one of its worst performing

:11:08. > :11:17.branches in the UK. But many people here are worried about how they'll

:11:17. > :11:22.now do their banking. I have not got a car. Account get to the

:11:22. > :11:27.nearest place we can go. I do all my business here. My pension is

:11:27. > :11:29.paid in the year, I came a bills and my rent. According to figures

:11:29. > :11:32.published by the pressure group Campaign for Community Banking,

:11:32. > :11:35.Presteigne joins a growing number of communities in Wales that have

:11:35. > :11:39.lost their local bank. There are 21 towns and villages which used to

:11:39. > :11:45.have a bank, but are now left with no banking services at all, and a

:11:45. > :11:47.further 47 now have just one bank remaining. The body which

:11:47. > :11:57.represents UK banks says it's increasingly difficult to keep

:11:57. > :12:02.branches open, when more of us are choosing to go online. Half of us

:12:02. > :12:10.actually use the computer or the telephone to access our accounts.

:12:10. > :12:14.Apart from that, there are cash machines which are free to use and

:12:14. > :12:18.you can do all sorts of things through those. Many of them away

:12:18. > :12:21.from branches as well. Someone who does need to use their local bank

:12:21. > :12:25.every day is Janet Jones. She runs an estate agents in Blaenavon and

:12:25. > :12:28.uses the till services at the town's HSBC, just round the corner.

:12:28. > :12:37.But in a few weeks' time, this branch is due to close, leaving the

:12:37. > :12:41.town without a bank. If people want to get cash, we can they go? It

:12:41. > :12:46.will have an effect on the amount of trade that comes into the town

:12:46. > :12:51.because without the bank, if people have to go to do their banking out

:12:51. > :12:54.of town they will do their shopping out of town. HSBC says it regrets

:12:54. > :12:56.having to close its branch in Blaenavon, but over the last few

:12:56. > :13:00.years, the numbers of customers using it have fallen dramatically,

:13:00. > :13:03.so it's not viable to keep it open any longer. But some MPs think

:13:03. > :13:05.that's just not good enough and banks have a duty to keep smaller

:13:05. > :13:11.branches open, particularly when the Treasury has supported them

:13:11. > :13:14.through the credit crisis. these bands have had some

:13:14. > :13:18.government assistance. It may not be directly but in terms of

:13:18. > :13:22.quantity of easing, the government has been able to maintain liquidity

:13:22. > :13:24.in the system which has allowed these banks to survive. There's

:13:24. > :13:27.little doubt our banking habits have changed over the last ten

:13:27. > :13:31.years. Many of us find it more convenient to bank online rather

:13:31. > :13:34.than pop into our local branch. But there are plenty of customers who

:13:34. > :13:43.say they still rely on the services provided by the bank on their

:13:43. > :13:46.doorstep. Just how long those banks An inquest has heard a man was

:13:46. > :13:49.found dead in his car the day after his wife's business was shown on

:13:49. > :13:53.BBC Wales' X-Ray programme. Complaints about La Belle Bridal

:13:53. > :13:56.Wear were featured in October last year. The coroner said it appeared

:13:56. > :14:00.the programme had deeply troubled James Alan Edwards, and recorded a

:14:00. > :14:09.verdict of suicide. A BBC Wales spokesperson says the programme

:14:09. > :14:12.focussed solely on Mrs Edwards' business. They express condolences

:14:12. > :14:14.to the family. Prison service officials say

:14:14. > :14:17.they've eased restrictions which led to a Welsh-speaking inmate

:14:17. > :14:21.being told to speak English during phone calls. Martin Tate was told

:14:21. > :14:26.he had to give 48 hours notice to speak Welsh to his relatives in

:14:26. > :14:31.Caernarfon. He's serving a sentence at a prison on Teesside for vehicle

:14:31. > :14:35.theft. For the first time here, a safety

:14:35. > :14:38.course for people using mobility scooters has started. Up to 150

:14:38. > :14:42.people in the UK have been injured or even killed in accidents

:15:33. > :15:36.courses as many feel these scooters are danger to pedestrians. These

:15:40. > :15:44.lifeline to the outside world but there are many that as these can

:15:44. > :15:48.reach up to eight mph the error danger and there has on the

:15:48. > :15:58.pavement as people can't hear them coming. In the training course we
