:01:15. > :01:18.Good evening. Tax cuts at the top and the bottom of the income scale,

:01:18. > :01:25.no decision yet on regional pay and additional support for one of

:01:25. > :01:29.Wales' new enterprise zones on Deeside. Just some of the measures

:01:29. > :01:33.announced by the Chancellor today in his budget. So what does it mean

:01:33. > :01:36.for us in Wales? From April next year, the point at which we start

:01:36. > :01:42.paying income tax goes up, meaning an extra 42,000 people in Wales

:01:42. > :01:45.won't have to pay any tax at all. At the other end of the wage scale,

:01:45. > :01:48.around 4,000 people here will benefit when the 50 pence top tax

:01:48. > :01:51.rate is reduced to 45 pence. And as a consequence of today's budget,

:01:51. > :01:59.Wales will get an extra �11.7 million from the Treasury over the

:01:59. > :02:02.next three years. We'll be at Westminster for all the

:02:02. > :02:11.political reaction in a moment but first Nick Servini on what this

:02:11. > :02:16.means for business and families. Catering staff like these in

:02:16. > :02:20.Cardiff are the kinds of workers who will benefit from the increase

:02:20. > :02:27.in the amount they can earn before paying income tax. From April next

:02:27. > :02:33.year, it will be extended to �9,200. It is about the annual salary of

:02:33. > :02:39.Andrew Thomas. He is one of an estimated 42,000 people who will be

:02:39. > :02:43.taken out of income tax altogether, saving him hundreds of pounds.

:02:43. > :02:50.will be a great impact over the entire year. It is beneficial for

:02:50. > :02:56.most young people working part-time. The rise in the first allowance in

:02:56. > :02:59.Wales is one of the big issues in today's budget. Compare that with

:02:59. > :03:04.the tap -- cut in the top rate of income tax. That will affect all

:03:04. > :03:11.those earning more than �150,000 per year. In Wales, that is 4,000

:03:11. > :03:19.people. The boss here says he does not earn enough to qualify for the

:03:19. > :03:24.top rate but still supports the reduction. If you have an incentive

:03:24. > :03:29.to people to take the risk initially, you cannot take that

:03:29. > :03:34.incentive for them to earn good money and take it back in taxation.

:03:34. > :03:39.The UK government has changed plans to withdraw child benefit from

:03:39. > :03:46.households where one benefit -- Perrett is more than �42,000.

:03:46. > :03:53.Wriggle be withdrawn gradually when one parent birds more than �50,000

:03:53. > :03:55.-- instead. I think it is an important thing. There are a lot of

:03:55. > :04:02.families that when the child benefit and will continue to need

:04:02. > :04:06.it. It is great if they are putting that threshold up for those people

:04:06. > :04:15.just on the border of losing it but I still think it needs to be looked

:04:15. > :04:22.at. There was little in the Budget about major infrastructure projects

:04:22. > :04:27.in Wales. Work on the M4 in Newport, for

:04:27. > :04:30.example. The Welsh government has said that key road projects and

:04:31. > :04:34.hospital improvements will be delayed as a result.

:04:34. > :04:40.There was also nothing from the Chancellor to reduce the cost of

:04:40. > :04:44.fuel. This was the response from motorists in Barry. I do not like

:04:44. > :04:50.the thought of petrol prices going up. I pay about two grand in

:04:50. > :04:57.Insurers per year. I cannot really afford it. It should be a decrease,

:04:57. > :05:02.I think because of the haulage. All of the taxi-drivers. They all find

:05:02. > :05:05.it really difficult at the moment. Every penny counts. It would be

:05:05. > :05:09.nice if it came down a bit but it has never seemed to come down. It

:05:09. > :05:12.always seems to be on the rise. There was a significant

:05:12. > :05:17.announcement about one of the new enterprise zones on Deeside.

:05:17. > :05:26.Businesses will be offered capital allowances. These are major tax

:05:26. > :05:31.breaks. It is high quality businesses. They

:05:31. > :05:36.want to invest. They want to grow. That is what we want. We're working

:05:36. > :05:39.hard to achieve that. Another potentially important decision was

:05:39. > :05:44.removing age-related income tax allowances for new pensioners from

:05:44. > :05:49.next year. That impact will be felt as a result of Wales's relatively

:05:49. > :05:52.old population compared with many other parts of the UK. Nick will

:05:52. > :05:56.have more business reaction in a minute but first let's go to

:05:56. > :06:00.Westminster and join our political editor, Betsan Powys.

:06:01. > :06:06.We may have no an awful lot about the Chancellor's choices that his

:06:06. > :06:11.priorities before he got on his feet. It was, says George Osborne,

:06:11. > :06:19.a fair Budget. But what Labour saw was a budget of disappointing --

:06:19. > :06:25.disappointment. Joining the is the Secretary of

:06:25. > :06:28.State, Cheryl Gillan. When we look at the detailed, are you saying

:06:28. > :06:33.about ordinary Welsh families will be better off after today's Budget

:06:33. > :06:37.than they were? Yes, ordinary families in Wales will be better

:06:37. > :06:42.off after the Budget today. We have taken another 42,000 families out

:06:42. > :06:47.of tax altogether. That means 95,000 people will be taken out of

:06:47. > :06:54.tax and 1.1 million people will benefit would be increasing

:06:54. > :07:00.personal allowances. -- with the increase in personal allowances.

:07:00. > :07:05.But you are giving millionaires, as Labour would say, a bit of slack.

:07:05. > :07:09.It is not surprising that the opposition parties and the unions

:07:09. > :07:14.and charities are lining up to condemn this Budget. We are about

:07:14. > :07:18.to have a cash increase for the state pension. We are protecting

:07:18. > :07:24.pensioners. Be a simplifying the tax system and protecting the

:07:24. > :07:29.benefits for pensioners. It is good news for many people across Wales.

:07:29. > :07:33.I was saying that Labour have condemned this Budget. Let's hear

:07:33. > :07:38.briefly from the First Minister, Carwyn Jones. The disappointment is

:07:38. > :07:43.this is not a Budget for Jobs, for growth, to create an economy that

:07:43. > :07:47.we want to see improved in the future. The worry must be now that

:07:47. > :07:53.as we see Germany and the US for example moving towards economic

:07:53. > :07:58.growth that the UK will be left behind. Disappointment. How can you

:07:58. > :08:02.claim he is wrong? I am tired of hearing the First Minister talk

:08:02. > :08:09.down Wales. This is a Budget for enterprise. We have the enterprise

:08:09. > :08:13.zone in Deeside. They will be get best getting capital allowances. --

:08:13. > :08:18.they will be getting. We have got Cardiff about to become

:08:18. > :08:22.a super broadband City would the extra investment coming from the UK.

:08:22. > :08:28.It is about time the First Minister told people how good Wales is going

:08:28. > :08:33.to be for businesses to do business. Cheryl Gillan, thank you very much

:08:57. > :09:01.I am speaking with the manager. We should talk about fuel to talk off

:09:01. > :09:06.-- to start with. There was nothing in it in terms of relieving fuel

:09:06. > :09:09.duty. Very disappointing but we did not really expect anything.

:09:09. > :09:14.Slightly pleased that there is a freeze on the excise duty for

:09:14. > :09:24.hauliers but overall, there is not a lot for the transport industry in

:09:24. > :09:26.

:09:26. > :09:31.the Budget today. From a transport point of view,

:09:31. > :09:36.there is not an awful lot in the budget for them. We will talk your

:09:36. > :09:39.-- talk about corporation tax in a minute. I suppose the big question

:09:39. > :09:45.that people will want to know is, was there anything in that budget

:09:45. > :09:50.that will help your members recruit more people? I think it is too

:09:50. > :09:55.early to say now at this point. We are quite keen to see a more

:09:55. > :09:58.favourable business environment. That is moves such as the tax

:09:58. > :10:02.simplification and the rise in the personal tax threshold. These are

:10:02. > :10:07.the kind of things that were in centre vies businesses to operate

:10:07. > :10:13.in a more favourable environment. When we look at the corporation tax,

:10:13. > :10:16.how much of a business will it make to this business? Was it the best

:10:16. > :10:21.thing the Chancellor can do to help you? Not really. We will take

:10:21. > :10:25.anything we can get, quite honestly. Any reduction in any tax is

:10:25. > :10:28.welcomed. After all, businesses do not really want handouts, they want

:10:28. > :10:32.to employ a reasonably educated people in an atmosphere that is

:10:32. > :10:37.conducive to growth and providing employment for all of their staff.

:10:37. > :10:44.I do not necessarily think this Budget has given us that. Was there

:10:44. > :10:50.anything that was not there that he would have liked to see? -- you

:10:50. > :10:53.would have? The fuel concession is something we would like to see

:10:53. > :10:56.worked on in the future. Infrastructure investment is

:10:56. > :11:06.something we have been lobbying on. It has not delivered in this Budget.

:11:06. > :11:10.But lots to be pleased with. Thank you very much. The view of the

:11:11. > :11:14.private sector and now back to Westminster.

:11:14. > :11:24.I said earlier the opposition politicians were straining at the

:11:24. > :11:27.bit to have a go at this Budget. Owen Smith, the Welsh Liberal

:11:27. > :11:33.Democrats seemed quite happy. They are saying this is a Budget for the

:11:33. > :11:36.many, not the field. They are fundamentally wrong. They were told

:11:36. > :11:40.they would get something significant in return for accepting

:11:40. > :11:46.the cut in the 50 pence rate. What they have actually got is a big

:11:46. > :11:50.kept to the incomes of pensioners in Wales. We have 42,000 people not

:11:50. > :11:53.paying tax and more. And we knew they were going to get that. That

:11:53. > :11:59.was already in the agreement. We knew they would get to 10,000. That

:11:59. > :12:07.is not a bad thing, it is a good thing. What is new in this Budget

:12:07. > :12:13.is that 14,000 millionaires in Britain will get either 40,000 or

:12:13. > :12:18.�10,000 per year from this government. The pensioners will be

:12:18. > :12:23.paying for tax breaks for the richest 1%. That is completely the

:12:23. > :12:27.wrong set of priorities. And especially in a period of austerity,

:12:27. > :12:30.it is a crazy set of priorities. People were not think it is fair

:12:30. > :12:36.and they were not understand it and they will not forgive the Liberals

:12:36. > :12:40.for selling out on this issue. There have been strong feelings

:12:40. > :12:44.here all day today. Jonathan Edwards, we did not actually see

:12:44. > :12:48.anything you today? I thought the Chancellor today but a clear

:12:48. > :12:54.framework in place to implement regional pay across all departments.

:12:54. > :12:58.It is adding on to the policy introduced by the Labour Party.

:12:58. > :13:02.What was most bizarre about day was the Welsh government announcing

:13:02. > :13:05.they would stop regional pay. There is a framework in place. It

:13:05. > :13:11.will be hugely damaging for the public sector in Wales. Real-terms

:13:11. > :13:21.pay cuts on top of pension cuts and job losses. It also hit the private

:13:21. > :13:23.

:13:23. > :13:33.sector. It will affect the cash being spent in local shops. It is a

:13:33. > :13:37.very worrying time. It is good they do not implemented instantly, as

:13:37. > :13:40.the briefing had suggested they were going to. But we are opposed

:13:40. > :13:48.to what they are doing. It is not true that it is an evolution of

:13:48. > :13:54.what we did. The Court Service is a very different. We are committed

:13:54. > :14:02.different types of courts. We reduce it to five rates of pay.

:14:02. > :14:07.Your opened the door to it. It is Tory spin. The only real instance

:14:07. > :14:14.we have had in the UK was in the NHS in the 1990s. We got rid of it

:14:14. > :14:23.and introduced agenda for change. National pay bargaining is what we

:14:23. > :14:28.support, along with Plaid Cymru. We will continue to oppose -- we will

:14:28. > :14:31.continue to oppose this. There will be an awful lot more detail coming

:14:31. > :14:37.out from that Redbook over these next few days that will be keeping

:14:37. > :14:40.a close eye on those. But for now, that is it from Westminster.

:14:40. > :14:43.The Welsh Ambulance Service has been accused of systemic failure,

:14:44. > :14:47.with managers showing a basic lack of empathy for bereaved families.

:14:47. > :14:51.If follows two cases of patients being left without ambulances. One

:14:51. > :14:54.waited nearly three hours for help to arrive. Our Health Correspondent,

:14:54. > :15:02.Hywel Griffith, is here. Talk us through what happened in these two

:15:02. > :15:08.cases. Both cases are anonymous. But we do

:15:08. > :15:14.know they involve two men from the Pontypridd area. One gentleman had

:15:14. > :15:17.fractured his hip. Five phone calls were made to be ambulance service

:15:17. > :15:21.but it took over two and three- quarter hours for paramedics to

:15:21. > :15:26.arrive at his home. During that time, it has been uncovered that 11

:15:26. > :15:30.other ambulances could have responded. Sadly, after the

:15:30. > :15:35.gentleman was taken to hospital, four days later, he died.

:15:35. > :15:39.There are similarities in a second case in 2010. This time a gentleman

:15:39. > :15:43.with breathing difficulties. It took 51 minute that 51 minutes to

:15:43. > :15:46.get to him. Yet again, there was another

:15:46. > :15:51.ambulance that could have been called in. Tragically, that

:15:51. > :15:56.gentleman suffered a cardiac arrest. He died. Both families feel the

:15:56. > :16:01.delays contributed sadly to their loss. The ombudsman says he is

:16:01. > :16:06.deeply concerned by this will stop yes, I have read a lot of these

:16:06. > :16:11.ombudsman's reports. The language is pretty damning.

:16:11. > :16:15.He says he has ongoing reservations over the way that ambulances are

:16:15. > :16:25.deployed and if there is not one in your immediate area, they are not

:16:25. > :16:25.

:16:25. > :16:31.brought in from wider field. This was a systemic failure in the way

:16:31. > :16:34.the processes operated at the time. They did not look out of the --

:16:34. > :16:39.outside of the district to see if others were available. They could

:16:39. > :16:45.have been dispatched within minutes. Instead, they waited for an

:16:45. > :16:49.ambulance to become available. Managers have also been criticised

:16:49. > :16:53.for the way they handled the complaints. What have they had to

:16:53. > :17:03.say? It took months to answer these complaints from the families.

:17:03. > :17:07.According to the ombudsman, it was woefully inadequate. The ambulance

:17:07. > :17:11.service say they would like to apologise to the families concerned

:17:11. > :17:14.and they will review the way that ambulances are sent out in

:17:14. > :17:17.emergencies. The University of Wales is warning

:17:17. > :17:21.it may make redundancies. It's launched a consultation with more

:17:21. > :17:24.than 200 full time members of staff, but won't say the level of cuts

:17:24. > :17:27.it's considering. Last year, BBC Wales exposed a scam where overseas

:17:27. > :17:30.students were offered ways to help cheat their way to the university's

:17:30. > :17:33.degrees. Video games retailer Game, which

:17:33. > :17:37.has 21 stores in Wales, says it intends to appoint administrators

:17:37. > :17:40.in the next few days. The company, which also owns the Gamestation

:17:40. > :17:44.chain with 12 shops here, has failed to secure new funding. It

:17:44. > :17:51.says its stores will remain open for the foreseeable future. The

:17:51. > :17:54.company employees 6,000 staff across Britain.

:17:54. > :17:57.Well, if things on the High Street weren't tough enough, businesses in

:17:57. > :18:04.Welshpool say they're being hampered further by the town's new

:18:04. > :18:07.one way system. In the year it's been in operation local traders say

:18:07. > :18:16.they've seen sales drop. Powys County Council says it's reviewing

:18:16. > :18:23.the system. Cemlyn Davies reports. Traffic flows along Welshpool's

:18:23. > :18:31.main shopping streets. Since the one-way system was introduced, many

:18:31. > :18:37.of the town's businesses save their sales have also only gone one way.

:18:37. > :18:44.This woman runs a pet shop in the town centre. We lost a huge amount

:18:44. > :18:49.of sales. Almost 60 %. Straight away. People are just not coming

:18:49. > :18:53.into the town itself. Just like any other town centre, Welshpool is up

:18:53. > :18:57.against it. And another -- in number of people living locally

:18:57. > :19:00.feel this no rope -- new road layout is another blow for the high

:19:00. > :19:04.street. The change coincided with the

:19:04. > :19:09.opening of a new supermarket on the edge of town. The local livestock

:19:09. > :19:14.market had already moved away. And this pub -- abyss that, there is a

:19:14. > :19:19.feeling people are less likely to pass by.

:19:19. > :19:23.I just 10 to think there is a feeling that any time we want help

:19:23. > :19:26.from the council, small businesses, it is negative, it has gone the

:19:26. > :19:31.other way. It seems to be deflecting traffic away from the

:19:31. > :19:35.centre now. The council says it is reviewing the one-way system.

:19:36. > :19:40.Meanwhile, motorists are still getting to grips with the changes.

:19:40. > :19:45.Do you think people are confused? Definitely. I have seen cars going

:19:45. > :19:50.down past the Royal Oak, the once asked the wrong way, turning the

:19:50. > :19:55.wrong way. It is not as good as it used to be. It takes hours to get

:19:55. > :20:03.around the one-way system. A Quinn to residents, be one way system

:20:03. > :20:07.causes congestion. -- according to. Local businesses will be hoping

:20:07. > :20:12.holidaymakers have not already decided Welshpool is a no-go area

:20:18. > :20:21.community centre. Earlier this month, television star Stephen Fry

:20:21. > :20:24.got involved and called on his four million followers to help raise the

:20:24. > :20:27.funds before the community lost grant money they'd secured. Our

:20:27. > :20:36.reporter Caroline Evans has been back there today, as people were

:20:36. > :20:39.given the news. They had been hoping for a new community centre

:20:39. > :20:44.for so long, most of these children were not born when they first drew

:20:44. > :20:49.up the plans. There was great excitement as they heard the news.

:20:49. > :20:52.I have got great news. We have now secured all the money for the

:20:52. > :21:02.community centre. The community centre will start to be built

:21:02. > :21:04.

:21:04. > :21:09.shortly. These children have even given up

:21:09. > :21:17.�250 in prize money they won to help meet the target. We put it

:21:17. > :21:23.towards the new centre. We did not know what to do with it. And they

:21:23. > :21:27.were short of money. We just wanted to put it towards it. It is easy to

:21:27. > :21:31.see why they need a new building. But as the end of March approached,

:21:31. > :21:37.they were in danger of losing grant money they had already secured.

:21:37. > :21:44.There was massive relief that two big donations help them reach the

:21:44. > :21:49.�30,000 they needed. It is brilliant! All that hard

:21:49. > :21:57.work! It is unbelievable to think that last week, we did not think he

:21:57. > :22:07.would get anywhere. Last month, Stephen Fry got involved Kohl --

:26:47. > :26:51.good news. 42,000 people in Wales will not have to pay tax.
