:01:18. > :01:22.Wales' education system is in real danger of falling behind. That was

:01:22. > :01:24.the warning from the Prime Minister today. David Cameron has been in

:01:24. > :01:27.Wales to launch the Welsh Conservative campaign for next

:01:27. > :01:32.month's local elections. He visited businesses in Barry this afternoon,

:01:32. > :01:35.before heading to Llandudno to speak to supporters there.

:01:35. > :01:37.He also spoke to our Welsh Affairs Editor Vaughan Roderick, who began

:01:37. > :01:40.by asking him whether the relationship between his government

:01:40. > :01:50.and the Labour one in Cardiff Bay had deteriorated to a level where

:01:50. > :01:55.it was all about point-scoring and finger-pointing between both sides.

:01:55. > :01:59.I don't accept that very moment. We made some very clear policies to

:01:59. > :02:04.the people of Wales and to the Welsh Assembly Government. We said

:02:04. > :02:07.we would hold a referendum on extra powers. We have held that

:02:07. > :02:12.referendum and delivered those extra powers. We said we would

:02:12. > :02:17.devolve law-making powers, we have fulfilled that promise. We said we

:02:17. > :02:22.would look at the case for a letter fire in the Great Western rail line.

:02:22. > :02:25.We have found the money to make sure that goes ahead. We will also

:02:25. > :02:32.go ahead to the electrification of the Valley's line. Can you confirm

:02:32. > :02:36.that? Yes. It is in black and white. We have to determine the exact

:02:36. > :02:41.breakdown of the finance, but that is something we want to do.

:02:41. > :02:47.entire value line network? And set out in the draft budget. It does

:02:47. > :02:53.appear though, and people in Wales feel it is somehow unbecoming that

:03:45. > :03:51.job to point out and encourage politicians to do more, to have a

:03:51. > :03:56.more radical agenda. I'm very clear what works in education. You need

:03:56. > :04:00.to publish results, test children regularly, make sure schools can be

:04:00. > :04:06.compared with each other and challenge the system to rates those

:04:06. > :04:12.standards. Five no question, six months ago, the Welsh Assembly on

:04:12. > :04:18.all party bases introduced the 5p charge on backs. It is something

:04:18. > :04:22.you have considered. 90% of that, a lot of money has gone to charity.

:04:22. > :04:27.We you take that on? I have always thought that is a issue we should

:04:27. > :04:32.look at carefully and we are looking at it in Westminster. I am

:04:32. > :04:36.not embarrassed about this. The Scots have gone for a minimum price

:04:36. > :04:40.on our core. By think that is a good idea. That is why we are

:04:40. > :04:43.looking at introducing it. Devolution means we can learn from

:04:43. > :04:48.each other. We should respect each other and the different decisions

:04:48. > :04:53.we make, but we should not hold back if we think we are making

:04:53. > :04:56.mistakes. I think the plastic bag it moves that have been made are

:04:56. > :04:59.interesting. We are looking at them carefully.

:05:05. > :05:12.respect agenda, but how much respect is there between Downing

:05:12. > :05:17.Street and Cardiff Bay? You can see there's not much respect for the

:05:17. > :05:22.Welsh education system from David Cameron. He need to remember that

:05:22. > :05:26.this was a political decision. He was here as the leader of the

:05:26. > :05:30.Conservative Party. He was due to argue his case ahead of the local

:05:30. > :05:36.elections. He was being a little bit more blunt and outspoken than

:05:36. > :05:40.he would be if he was visiting in his prime ministerial role. You did

:05:40. > :05:44.see a pretty blunt accusation that the Welsh Government is failing on

:05:44. > :05:50.medication, failing on health and that is a message the Conservatives

:05:50. > :05:54.will be trying to drive home during the coming weeks, even though these

:05:54. > :05:58.elections are fought local councils. It was a very blunt accusation.

:05:58. > :06:03.What has been the response from the Welsh Government? No official

:06:03. > :06:09.response, again, because it is a political visit. But Labour would

:06:09. > :06:12.be very dismissive. They say, Hoare is he to come Shia and to criticise

:06:12. > :06:15.our health service when you see what he has done to the health

:06:15. > :06:20.service in England. They say the voters of wires had a choice about

:06:20. > :06:24.what they wanted to form the Welsh Government under a year ago when it

:06:24. > :06:27.did not choose David Cameron or the Conservatives.

:06:27. > :06:30.Work to remove diesel from the stricken cargo ship off the North

:06:30. > :06:34.Wales Coast has begun. The vessel was grounded on Tuesday night at

:06:34. > :06:44.Llanddulas near Colwyn Bay. Salvage workers are now onboard, although

:06:44. > :06:44.

:06:44. > :06:49.the operation is expected to take a number of days. Sian Lloyd reports.

:06:49. > :06:54.Two days on and the cargo ship remains in much the same position

:06:54. > :06:59.on the beach at Llanddulas, close to the coastal barrier. Weather

:06:59. > :07:03.conditions are very different to when this ship ran aground two days

:07:03. > :07:07.ago in recipes when there were very high winds. Those charged with

:07:07. > :07:14.carrying out the selvage say these improved conditions will play a

:07:14. > :07:19.vital part in the operation. Worked to remove the 24,000 litres of

:07:19. > :07:24.diesel from the ship's tanks is underway. Specialist equipment was

:07:24. > :07:27.brought to the scene earlier this afternoon. It is all fully

:07:27. > :07:32.contained in containers. The operation is to remove it from

:07:32. > :07:36.those containers into containers on land so what can be taken away for

:07:36. > :07:41.disposal. And the next stage of the operation is for the salvors to

:07:41. > :07:46.come up with a plan to remove the ship. There will be some

:07:46. > :07:50.inconvenience for drivers. Police say restrictions imposed will

:07:50. > :07:55.remain in place. The expressway is expected to be busy with Easter

:07:55. > :07:59.visitors, but police say public safety is paramount and to one lane

:07:59. > :08:03.of the spine carriageway will remain closed for now. It's not

:08:03. > :08:08.known how long the operation would take, but it is expected to be at

:08:08. > :08:13.least days. Moving the stricken vessel could take substantially

:08:13. > :08:18.longer. Meanwhile, an investigation is underway into what happened on

:08:18. > :08:23.Tuesday night. It is being co- ordinated by marine accident

:08:23. > :08:27.investigators, who have already visited the scene. The union which

:08:27. > :08:29.represents maritime workers is calling for a full inquiry on

:08:29. > :08:32.safety grounds. Fewer than 100 homes in North Wales

:08:32. > :08:34.are still without power after being cut off during yesterday's snow

:08:35. > :08:37.storms. Manweb, part of Scottish Power, say engineers are working

:08:37. > :08:41.flat out to restore supplies. Thousands of homes in Caernarfon,

:08:41. > :08:44.Anglesey and on the coast were affected.

:08:44. > :08:46.A health board has apologised after a woman who went into Morriston

:08:46. > :08:52.Hospital in Swansea for heart surgery died after contracting

:08:52. > :08:57.hepatitis B. It's thought the source was a probe used during her

:08:57. > :09:00.surgery. 178 other people also had to be screened. A report into her

:09:00. > :09:06.death found healthcare workers were not always clear on how to clean

:09:06. > :09:09.items or which cleaning products to use. Caroline Evans reports.

:09:09. > :09:15.A mother and grandmother, Nancy Lane from Aberaman was 68 when she

:09:15. > :09:18.went into hospital for heart surgery. She made a full recovery,

:09:18. > :09:23.but during the operation, she was exposed to the hepatitis B virus

:09:23. > :09:26.which later killed her. The hospital has been unable to

:09:26. > :09:32.establish for certain the source of the infection, but it was probably

:09:32. > :09:34.an electronic probe used during surgery. The board responsible for

:09:34. > :09:39.the running of this hospital admitted today there had been

:09:39. > :09:41.failures and poor practice. According to this report, an audit

:09:41. > :09:47.of theatre and the wards highlighted widespread blood

:09:47. > :09:52.contamination in the environment. It is not clear, it says, how long

:09:52. > :09:54.this situation existed. At special meeting of the health board at

:09:54. > :09:59.lunchtime, executives apologised and pledged that lessons would be

:09:59. > :10:09.learned. Afterwards, I asked the medical director what had gone

:10:09. > :10:09.

:10:09. > :10:15.wrong. The processes we were using at the time were based on

:10:15. > :10:23.manufacturer's guidelines. In retrospect, it was not a complete

:10:23. > :10:29.end of the process. So we are now more complying with the National

:10:29. > :10:31.Guide turns, which has been developed since the incident. --

:10:31. > :10:34.guidance. In a statement, Mrs Lane's family

:10:34. > :10:37.said no other family must go through what they've been through.

:10:37. > :10:39.We have grave concerns about the general level of hygiene and

:10:39. > :10:42.infection control at the hospital at the time.

:10:42. > :10:46.It is particularly distressing to learn that testing showed another

:10:46. > :10:50.patient was also exposed to the virus. That other patient is said

:10:50. > :10:54.to have survived with no ill effects. The equipment used in this

:10:54. > :10:56.case is now being sterilised in a different solution and for longer.

:10:56. > :11:01.The hospital is committed to tackling healthcare-associated

:11:01. > :11:04.infections as a top priority for the coming year.

:11:04. > :11:07.The health watchdog has condemned Cefn Coed hospital in Swansea as no

:11:07. > :11:10.longer fit for purpose after a member of staff was convicted of

:11:10. > :11:13.sexually assaulting a patient. Health Inspectorate Wales carried

:11:13. > :11:18.out an investigation into standards at the hospital, which mainly cares

:11:19. > :11:21.for mental health patients, following the incident in 2010. The

:11:21. > :11:26.health board says it accepts the report's findings and has already

:11:26. > :11:29.introduced what it calls substantial improvements.

:11:29. > :11:35.It's emerged that five universities in Wales will charge no more than

:11:35. > :11:37.�7,500 in tuition fees next year. It follows a change in the way

:11:37. > :11:42.undergraduate places are allocated to reward institutions prepared to

:11:42. > :11:46.charge lower fees than the maximum charge of �9,000. Our education

:11:46. > :11:56.correspondent, Nicola Smith, is in Newport tonight with the details.

:12:04. > :12:09.Newport. Students take courses in everything from fashion to business.

:12:09. > :12:14.Come September, at first year students will be charged just shy

:12:14. > :12:18.of �9,000 for their course fees. That is a very similar situation to

:12:18. > :12:23.have a universities. The Welsh Government will help Welsh students

:12:23. > :12:28.pay those higher fees. That is a very expensive undertaking. To

:12:28. > :12:34.bring down the costs and make sure there is more money in the pot

:12:34. > :12:39.available for core funding, things will be done a little differently

:12:39. > :12:43.in 2013. The Higher Education Funding Council says it will report

:12:43. > :12:48.universities who bring their fee levels down to seven and a half

:12:48. > :12:53.�1,000. They will get extra places. There will also get extra places if

:12:53. > :12:57.they meet targets on things like research, income and overseas

:12:57. > :13:02.students. They say it is a better way of spending the money available.

:13:02. > :13:07.We need to be able to find a way to bring down the cost of the grants

:13:07. > :13:12.that we will be paying over all too Welsh students. So that we can

:13:12. > :13:17.afford, then, to meet the cost of high-cost subjects and also

:13:17. > :13:27.continued to maintain levels of research.

:15:50. > :15:53.A Japanese car parts maker has told BBC Wales about its plans to create

:15:53. > :15:56.a 500 strong workforce in Gorseinon. Toyoda Gosei bought a factory in

:15:56. > :15:59.the town last year, making it the last foreign-owned manufacturer to

:15:59. > :16:03.come to Wales. Here's our business correspondent Nick Servini.

:16:03. > :16:07.Dashboards for cars are put together at Toyoda Gosei's new

:16:07. > :16:13.plant in Gorseinon. This factory was empty 15 months ago and it had

:16:13. > :16:19.been that way for a decade after a French firm pulled out. Since

:16:19. > :16:24.moving in, Toyoda Gosei has invested �10 million and taken on

:16:24. > :16:31.staff. Production got under way at the start of the year.

:16:31. > :16:38.We have the car business and in the summer, we will have the next model

:16:38. > :16:43.in line as well. We also have a new car manufacturer coming in next

:16:43. > :16:47.year and we plan to have more employees.

:16:47. > :16:52.Japanese used to be a language familiar to Welsh factory workers.

:16:52. > :16:58.That was in the early 90s went 70,000 staff were employed by

:16:58. > :17:04.foreign owned companies. More than 170 of their factories closed

:17:04. > :17:08.between 1998 and 2008 and Wales success in attracting new companies

:17:08. > :17:13.has deteriorated significantly. This is the last major foreign

:17:13. > :17:17.manufacturer to come here but will there be any more? Recent reports

:17:17. > :17:20.criticised the country's image overseas. Now there Welsh

:17:20. > :17:26.government says its working on improving international branding

:17:26. > :17:31.and managers here say changes in global supply chains means there

:17:31. > :17:35.are opportunities, particularly in manufacture ring.

:17:36. > :17:42.The disaster in Japan and the floods in Thailand had an impact on

:17:42. > :17:45.our customer base. I would hope they are looking at more -- more

:17:45. > :17:49.local supply chain rather than global suppliers because we don't

:17:49. > :17:52.have the issues here that other parts in the world do and it's a

:17:52. > :17:56.more stable environment. It's easy to be negative about

:17:56. > :18:02.inward investment after closures but when you come to a factory like

:18:02. > :18:06.this, you realise how beneficial it can be. It acts as a huge cash

:18:06. > :18:11.injection to a local community and that's why so many people want

:18:11. > :18:18.Wales to reclaim its position as the top place in the UK to attract

:18:18. > :18:21.All week we've been marking the 30th anniversary of the Falklands

:18:21. > :18:24.War and speaking to those with memories of the conflict. But of

:18:24. > :18:27.course there are still Welsh forces on the islands today. Jenny Rees

:18:27. > :18:37.has been catching up with some of them and their relatives back home

:18:37. > :18:40.

:18:40. > :18:46.Nicola Morgan's house is a busy one. Her 13-year-old twin sons and their

:18:46. > :18:49.10-year-old brother keep it that way. One person is missing. Big

:18:49. > :18:52.Brother Alex Jones is the way in the Falklands, serving with the RAF,

:18:52. > :18:57.following in the footsteps of his uncle.

:18:57. > :19:02.He used to come home and tell Alex stories and Alex used to sit there

:19:02. > :19:10.nice and quietly and from a very young age, he wanted to go into the

:19:10. > :19:16.RAF. I do worry about him. I wish I could see him. I think about him

:19:16. > :19:20.all the time but at the end of the day, it is his job.

:19:20. > :19:25.23-year-old Alex, seen in the middle, is one of a number of

:19:25. > :19:30.forces personnel in Wales currently based in the Falklands. We arranged

:19:30. > :19:33.for four of them to speak to us. He said he was part of the Joint

:19:34. > :19:38.Services police force, dealing with civilians.

:19:38. > :19:44.If that a difficult role? It's a nice change. It's nice to

:19:44. > :19:49.get out on the streets and talked to normal people and have decent

:19:49. > :19:53.conversations on the civilian street. All the same sort of things,

:19:53. > :19:58.we deal with the same problems out here.

:19:58. > :20:03.8,000 miles away from home, life on the island can be quiet. There are

:20:03. > :20:08.around 1,200 British forces at the garrison, 35 miles outside the

:20:08. > :20:16.capital. There is enough to do to keep us

:20:16. > :20:21.busy. Plenty if you are an outdoor type. There is wildlife as well.

:20:21. > :20:28.I've got a wife and a son in Southampton. My mother and sisters

:20:28. > :20:33.live in Wales. With my wife, I mean, I do get to speak to her on a daily

:20:33. > :20:38.basis so that is quite good. The rest of my family, not quite as

:20:38. > :20:45.much. The majority of the personnel who

:20:45. > :20:50.live here are ex-military from many years ago. They just welcome the

:20:50. > :20:55.likes of us. Back home, Alex is will model to

:20:55. > :21:00.his younger brothers. Josh and Jake want to follow him into the RAF. Is

:21:00. > :21:06.his mum proud? Very proud. I burst into tears when

:21:06. > :21:10.somebody asked me that the other day. It's because I miss him so

:21:10. > :21:13.much and he is so far away. Three Welsh weightlifters will head

:21:13. > :21:18.out to Turkey this weekend hoping to qualify for London 2012 Olympics.

:21:18. > :21:21.Among them Gareth Evans from Anglesey. He's now based in Leeds

:21:21. > :21:31.with the GB squad but was back in his hometown of Holyhead today to

:21:31. > :21:33.

:21:33. > :21:38.reopen his old club which has just Being a welterweight, Gareth Evans

:21:38. > :21:45.has been waiting -- lifting weights since the age of 12. He has always

:21:45. > :21:50.wanted to reach the Olympics and this weekend, he gets a step closer.

:21:50. > :21:55.They aim to reach qualifying standards for London 2012 at the

:21:55. > :22:00.European Championships in Turkey. A weight lifter from Holyhead going

:22:00. > :22:05.to the Olympic Games. It has never happened before. I have reached the

:22:05. > :22:10.Commonwealth Games and the Olympic Games are the pinnacle of any

:22:10. > :22:15.athlete's career. He now trains in Leeds with the

:22:15. > :22:18.rest of the GB squad but was back in his home town to open the

:22:18. > :22:24.Holyhead and Anglesey weightlifting and fitness centre. The club has

:22:24. > :22:27.undergone a �300,000 referred to and is hoping to attract the

:22:27. > :22:32.Albanians here to use it as a training base for the Olympics.

:22:32. > :22:38.They have a long history in the sport but so does the club. It has

:22:38. > :22:47.produced medal winners including gold medallist Ray Williams who now

:22:47. > :22:51.runs the centre. For a town of 7,000, it is a huge

:22:51. > :22:54.achievement and Gareth Evans is on the list of champions in the past

:22:54. > :22:58.and he has taken it to another level.

:22:58. > :23:03.A medal might be an outside chance for Gareth as he's only been doing

:23:03. > :23:06.this on a professional level for over a year. A former painter and

:23:06. > :23:09.decorator, he has had to move away from his family and give up

:23:09. > :23:12.everything to follow his Olympic dream.

:23:12. > :23:14.The new cricket season couldn't have begun much better for

:23:14. > :23:17.Glamorgan this morning. The Welsh county won the toss at

:23:17. > :23:20.Leicestershire and bowler Huw Waters took two wickets with the

:23:33. > :23:35.and Leicestershire recovered well. A children's author and illustrator

:23:35. > :23:38.from Flintshire is celebrating a double success after designing

:23:43. > :23:53.premiere of Pirates! In An Adventure With Scientists, and

:24:08. > :24:11.In Cinemas this week, The Pirates took years of painstaking work to

:24:11. > :24:15.put together, Jonny Duddle who doodles on a computer rather than

:24:15. > :24:19.paper, was there at the beginning. You do a lot of these and then the

:24:19. > :24:22.director will say, I like the head off, I like the body.

:24:22. > :24:25.The film's directors had seen one of his sketches and decided he

:24:25. > :24:28.would be perfect to help create the characters in their film. After

:24:28. > :24:32.four years of making and refining hundreds of drawings he's finally

:24:32. > :24:36.seen his creations on the big screen.

:24:36. > :24:42.I would be looking at a clay model in meetings so I've seen them

:24:42. > :24:46.revolve. The puppets, you could dissemble some of them and they

:24:46. > :24:51.become fully articulated so I had seen them before the film but to

:24:51. > :24:55.see them with a good actor's boys behind it, they really come to life

:24:55. > :24:57.and it's great. At the same time as working on the

:24:57. > :25:01.film Jonny has published two successful children's books, also

:25:01. > :25:09.with a pirate theme. The latest won two prizes at a major awards show

:25:09. > :25:15.last week. His adventures with pirates are over for the time being

:25:15. > :25:19.but he is now sketching for his next book, set in space.
