:00:11. > :00:13.his inquest says he was probably killed unlawfully. His family

:00:13. > :00:16.criticise MI6, saying their failures have compounded their

:00:16. > :00:19.distress. Our grief is exacerbated by the failure of his employers,

:00:19. > :00:29.MI6, to have taken even the most basic enquiries into his

:00:29. > :00:37.

:00:37. > :00:39.whereabouts and welfare. Also tonight, an embarrassing climb down

:00:39. > :00:42.by the Health Minister. It's revealed she's bailed out health

:00:42. > :00:45.boards after promising there would be no extra money.

:00:45. > :00:51.Wales votes tomorrow to decide who runs vital services, so what

:00:51. > :00:54.challenges will councils face? In tonight's sport, we're in the

:00:54. > :01:04.Wrexham camp as they prepare for the play-offs, and a potential

:01:04. > :01:16.

:01:16. > :01:17.The family of Anglesey-born code- breaker Gareth Williams has

:01:18. > :01:23.criticised MI6, saying their failures have compounded their

:01:23. > :01:29.distress. In a statement released after today's inquest verdict, they

:01:29. > :01:32.said their grief was exacerbated by MI6 failing to report him missing.

:01:32. > :01:34.The coroner who led the inquest said that on the balance of

:01:34. > :01:37.probabilities, Gareth Williams, who was found dead in a padlocked bag,

:01:37. > :01:41.was killed unlawfully, but she said she was doubtful his death would

:01:41. > :01:48.ever be explained. Roger Pinney is in Pimlico in Central London

:01:48. > :01:51.tonight. II was here in a flat in the

:01:51. > :01:59.building behind me that Gareth Williams body was found in August

:01:59. > :02:04.2010. This has been the focus of the inquest. It took the coroner

:02:04. > :02:08.two hours to deliver her verdict. In a full review of the evidence,

:02:08. > :02:18.she was critical of some witnesses. They lacked credibility, she said.

:02:18. > :02:18.

:02:18. > :02:21.And in her findings, she said she'd attempted to avoid speculation. And

:02:21. > :02:25.MI6 officer found dead in the strangest of circumstances. If

:02:25. > :02:30.anyone expected answers, they did not get them. In some respects,

:02:30. > :02:35.even more questions arise now. The coroner was not evil able to

:02:35. > :02:40.satisfy herself on the cause of Gareth Williams's death. Gareth

:02:40. > :02:46.Williams took his GCSE a primary school and A-levels at 13. By the

:02:46. > :02:49.time he was 17, he graduated with a first-class degree. He went on to

:02:49. > :02:55.Cambridge but left because he felt there was nothing more he could eat

:02:55. > :03:00.-- that they could teach him. That it took him into the world of the

:03:00. > :03:04.Secret Intelligence Service. First in Cheltenham and then MI6. The

:03:04. > :03:08.tributes at his funeral lifted the curtain on the private man in a

:03:08. > :03:13.secretive profession. He was according to beat MI6 chief, hugely

:03:13. > :03:16.talented. Members of his family have sat through this inquest. They

:03:16. > :03:20.have believed all along that someone else was involved in Gareth

:03:20. > :03:26.Williams's death. Now the coroner has backed them up.

:03:26. > :03:34.Our Creek is exacerbated by the failure of his employers at MI6 to

:03:34. > :03:38.take even the most basic inquiries as to his whereabouts and welfare.

:03:38. > :03:44.We are also extremely disappointed over the reluctance and failure of

:03:44. > :03:48.MI6 to make available relevant information. We should like to ask

:03:48. > :03:58.the Metropolitan Police Commissioner to look into and

:03:58. > :04:00.

:04:00. > :04:03.review how this investigation will proceed.

:04:03. > :04:07.Has there been a conspiracy of silence? Maybe we will never know

:04:07. > :04:11.for certain. At the least, this inquest has heard claims,

:04:11. > :04:18.potentially important evidence was kept from the police are

:04:18. > :04:26.rustication. And the question remains, how did he die. The best

:04:26. > :04:31.pathologist could say is it was either poisoning or suffocation.

:04:31. > :04:37.His body was found in a bad in the bath. The bag had been padlocked on

:04:37. > :04:41.the outside. The coroner, Dr Fiona Wilcox, said she was satisfied some

:04:41. > :04:47.girls had moved it to the Bath and probably looked at as well. --

:04:47. > :04:57.someone else. She said Kenneth Williams had probably been

:04:57. > :04:58.

:04:58. > :05:05.unlawfully killed. -- Gareth One expert believed Gareth was

:05:05. > :05:09.either on can just or dead when he went into the bag. -- unconscious.

:05:09. > :05:14.You cannot access the lock from the outside. You can pull the material

:06:08. > :06:13.Metropolitan Police in the last couple of hours.

:06:13. > :06:19.That is right. It was in response to that call from the family for an

:06:19. > :06:27.inquiry into the Metropolitan Police's counter intelligence

:06:27. > :06:37.command. It was a postal act as a go-between between security

:06:37. > :06:41.services and people investigating It was said there would be an

:06:41. > :06:47.inquiry because the force wanted to know what had gone wrong. He also

:06:47. > :06:54.stressed this was an ongoing current inquiry. They have also

:06:54. > :06:58.been a statement from the head of MI6. -- there has also been. He

:06:58. > :07:03.apologised unreservedly for the delays in reacting to his

:07:03. > :07:08.unexplained absences from work. He said that as far as his

:07:08. > :07:15.organisation was concerned, lessons would be learned. Will the family

:07:15. > :07:24.be satisfied with this? They are extremely private family. They have

:07:24. > :07:29.avoided media contact. From at the reactors in court, and I have been

:07:29. > :07:35.sitting just behind them, they have been deeply distressed -- reactions

:07:35. > :07:41.in court. Naturally, what they have wanted

:07:41. > :07:46.his at the truth, the full facts to come out. But we must go back to

:07:46. > :07:50.that statement by the coroner, Dr Fiona Wilcox, doubting that the

:07:50. > :07:53.full facts would ever come out. There's a special edition of Week

:07:53. > :07:59.In Week Out, looking at the events surrounding Gareth Williams' death,

:07:59. > :08:02.straight after Wales Today, at 7:00pm.

:08:02. > :08:09.Three of Wales' NHS boards would not have broken even without a cash

:08:09. > :08:12.injection of more than �12 million from the Welsh Government. The

:08:12. > :08:15.Health Minister, Lesley Griffith, had said that there would be no

:08:15. > :08:18.extra money for boards who overspent. Opposition parties have

:08:18. > :08:27.accused the Government of fantasy economics. Here's our political

:08:27. > :08:31.correspondent, Aled ap Dafydd. is not about productions of

:08:31. > :08:37.services, they have got the funding in place now to be able to deliver

:08:37. > :08:41.the services. And that is where the accountability is. Steps will have

:08:41. > :08:44.to be taken. We will have to bring in sanctions. They are going to

:08:44. > :08:48.deliver a. The Health Minister could not be clearer. The culture

:08:48. > :08:52.of overspending in Welsh health boards would come to one end. Bail-

:08:52. > :08:57.outs would be a thing of the past. Today, we learned that was not the

:08:57. > :09:03.case. Three local health boards needed extra money to break even.

:09:03. > :09:07.Between them, they wanted �12 million to balance the books. This

:09:07. > :09:17.was on top of 150 million which were shared between all of the

:09:17. > :09:19.

:09:19. > :09:24.health board's last autumn. It indicates all NHS organisations

:09:24. > :09:27.met strategy to keep to break even. This is a remarkable achievement.

:09:27. > :09:31.remarkable achievement, it is not, according to opposition parties.

:09:31. > :09:39.They rounded on the health boards for the overspend and the Minister

:09:39. > :09:42.for helping them out. If the �12.4 million had not been able to be

:09:42. > :09:48.transferred from this year's financial settlement to last year's

:09:48. > :09:52.financial settlement, three local health boards in Wales would not

:09:52. > :09:56.have balance their budgets. Isn't it true you have rolled over, you

:09:56. > :10:02.have caved in and every local health board knows that if they run

:10:02. > :10:06.out of money, you will be will come out? Could you give this chain that

:10:06. > :10:11.an analysis of whether the savings that have been achieved, or whether

:10:11. > :10:21.these are recurrent savings or are they one-off, emergency measures? -

:10:21. > :10:22.

:10:22. > :10:25.The three local health boards were now face an external review of

:10:25. > :10:29.financial plans. The extra money given to the three health boards

:10:29. > :10:31.will have to be repaid from this year's round of funding. Our

:10:31. > :10:39.Political Editor, Betsan Powys, joins us now from the National

:10:39. > :10:44.Assembly. This has been brewing for some months.

:10:44. > :10:54.Yes, and you can't argue that today was a war of words. -- you can

:10:54. > :10:58.argue. The opposition parties, the day

:10:58. > :11:05.before an election, it is difficult to look not see it as a bruising

:11:05. > :11:12.political battle. The Health Minister has been entirely

:11:12. > :11:16.unequivocal. Local health ought to have to be breaking even and they

:11:16. > :11:26.would be no more money for them. -- local health boards. The opposition

:11:26. > :11:30.

:11:30. > :11:32.parties say she should be talking... You had to delve quite deep to

:11:32. > :11:37.realise that three health boards would not have broken even without

:11:37. > :11:42.some help from central government. What does this mean for the future?

:11:42. > :11:48.They have already had to cut and scrape and that is another story in

:11:48. > :11:58.itself to get to where they have got today. But now we know that

:11:58. > :11:59.

:11:59. > :12:03.three local health boards start this year it made it worse off. --

:12:03. > :12:08.already worse off. The Health Minister will want to be sure next

:12:08. > :12:11.time that they break absolutely even, with no help at all. A murder

:12:11. > :12:14.trial in Cardiff has heard a father tell police that he knew nothing of

:12:14. > :12:19.any injuries to his seven-year-old son. Yaseen Ali Ege died after

:12:19. > :12:22.being beaten in July 2010. He had severe abdominal injuries and his

:12:22. > :12:26.body was burned when the family home in Cardiff was set on fire.

:12:26. > :12:29.His mother Sara denies murder and perverting the course of justice.

:12:29. > :12:39.His father Yusuf Ali Ege denies causing or allowing the death of a

:12:39. > :12:44.

:12:44. > :12:47.child by failing to protect him. The polls open tomorrow morning in

:12:47. > :12:49.local elections up and down Wales. The results will decide who runs

:12:49. > :12:51.vital local services, but has the campaign caught the public's

:12:51. > :13:01.imagination? Our Political Correspondent, Tomos Livingstone,

:13:01. > :13:01.

:13:02. > :13:06.reports. All parties are busy with the last-minute campaigning. But

:13:06. > :13:10.are the voters interested in what is on offer? I think they are

:13:10. > :13:14.interested in having council tax frozen, in having streets clean and

:13:14. > :13:21.safe. They are interested in making sure that schools are free and

:13:21. > :13:31.those are the only things that can be delivered by Conservative

:13:31. > :13:31.

:13:31. > :13:36.council does councils. We have tried to keep the focus local. The

:13:36. > :13:40.discussion from my experience has been very much about the quality of

:13:40. > :13:44.services and concerns people have got going forward with regard to

:13:44. > :13:51.changes due to the financial climate. Labour are hoping to win

:13:51. > :13:55.back councils they lost in 2008. It is also a test will Plaid Cymru

:13:55. > :14:01.with their new leader. campaign's I have been taking part

:14:01. > :14:09.in have been lively. We have been told about local issues and how

:14:09. > :14:13.they do it -- deliver those issues. We are safeguarding jobs and

:14:13. > :14:15.creating opportunities. People need a bit of explanation sometimes as

:14:15. > :14:20.to why these elections are important but once you one able to

:14:20. > :14:25.do that, these are the things that matter day-in day-out, in schools,

:14:25. > :14:35.roads, I think it is easy enough to extend to people and people respond.

:14:43. > :14:50.There are elections in 21 local a authorities. Whether wins will

:14:51. > :14:54.control annual budgets of more than �7 billion. -- whoever. It is a

:14:54. > :14:59.challenging few years ahead. Money is tight and there are difficult

:14:59. > :15:05.decisions to be made. The politicians have had their say.

:15:10. > :15:13.Government Association, Steve Thomas As we were hearing in Tomos'

:15:13. > :15:16.piece there, it's going to be difficult for whoever wins these

:15:16. > :15:26.elections. Money is tight, so are councils going to cut back on

:15:26. > :15:27.

:15:27. > :15:32.services? Councils are looking to protect frontline services like

:15:32. > :15:37.education and social care. Inevitably, in this climate,

:15:37. > :15:41.cutbacks are being made. We are seeing that in non-statutory

:15:41. > :15:45.services like leisure and other services. We are looking to protect

:15:45. > :15:55.services and we are looking to ensure we deliver services in a far

:15:55. > :15:55.

:15:55. > :15:59.more efficient way. We have seen some other factors. Some big issues.

:15:59. > :16:07.You're talking about working more efficiently. Could that mean

:16:07. > :16:15.working more closely together? Some merging? There are some mergers

:16:15. > :16:25.going on in key service areas. Social care departments have huge

:16:25. > :16:27.

:16:27. > :16:33.budgets. They are merging together in central Wales. Some areas are

:16:33. > :16:40.looking at integrating social care. I suspect we will see more of that.

:16:40. > :16:44.What about this campaign? Our people are interested? What is the

:16:44. > :16:51.turn Quinn to be like tomorrow? was driving around Cardiff and

:16:51. > :16:57.there seems to be a fierce election in the capital. It depends on the

:16:57. > :17:07.council area and it depends on how the parties themselves and

:17:07. > :17:10.

:17:10. > :17:14.independents have infused the voters. -- enthused. But these are

:17:14. > :17:19.important services. It is vital that people exercise their rights

:17:37. > :17:43.apparently fit and healthy collapse and die. They are struck down by an

:17:43. > :17:45.undiagnosed heart defect and people aged 14 to 35 are most at risk.

:17:46. > :17:50.You'll remember footballer Fabrice Muamba collapsed on the pitch in

:17:50. > :17:55.March. And former Wales manager Terry Yorath lost his 15-year-old

:17:55. > :17:57.son Daniel to a sudden cardiac death in 1992. With me now is Anne

:17:57. > :18:02.Thomas from Llantrisant, who is part of a campaign calling for

:18:02. > :18:12.greater awareness. Your son Gareth died five years ago. What happened

:18:12. > :18:14.

:18:14. > :18:19.to him? He was a healthy 21-year- old. He went to bed in the house he

:18:19. > :18:24.shared with his flatmates in Cardiff. The following day, when

:18:24. > :18:28.they tried to weaken, they discovered he had died in the night.

:18:28. > :18:34.It was a huge shock. We have never got over it as a family. It does

:18:34. > :18:44.not make any sense to me. He played football every week. He had just

:18:44. > :18:51.returned from skiing. So statistics are high. While not more aware of

:18:51. > :18:56.it? It is a difficult one. Until he died, I had no idea either. As a

:18:56. > :19:03.nurse, I have worked in intensive care for 20 years. I had not really

:19:03. > :19:08.heard of this particular situation. I think a lot of the problem is

:19:08. > :19:15.that most of these young people do not make it to hospital. They

:19:15. > :19:17.actually die at home or on the street. They may make it to the

:19:17. > :19:23.emergency admission apart -- to partner but most would just go

:19:23. > :19:27.straight to the mortuary. -- department.

:19:27. > :19:31.Raising awareness so that GPs are aware if people do come to them

:19:32. > :19:40.with symptoms that could be indicative of the problem. Young

:19:40. > :19:45.people might faint more often, there is a concern. But often --

:19:45. > :19:55.also there is screening. It does find patients with problems. Eight

:19:55. > :20:00.out of 10 people who die suddenly do not have any symptoms. Thank you

:20:00. > :20:03.for coming in to talk about your son and your campaign. A diamond

:20:03. > :20:06.jubilee party in Denbighshire which had been thrown into doubt because

:20:06. > :20:09.of street signage has finally been given the go ahead. Organisers of
