:01:37. > :01:41.your recycling in separate bins before it gets collected, or does

:01:41. > :01:44.your paper, glass and tin all go into one bag? At the moment half

:01:44. > :01:47.the councils in Wales allow us to put all our recycling in one

:01:47. > :01:50.container to be sorted later. But new European rules say we may soon

:01:50. > :01:51.have to sort all our waste into separate bags, before it's

:01:51. > :01:55.collected. Our political correspondent, Tomos Livingstone,

:01:55. > :02:01.reports. The communities of this town are

:02:01. > :02:05.showing the rest of Wales how it is done. Nearly three-quarters of

:02:05. > :02:11.waste is recycled. The community has hit ambitious Welsh government

:02:11. > :02:15.targets, more than one decade ahead of scheduling. Households are

:02:15. > :02:20.giving three boxes to help them sort their recycling and the

:02:20. > :02:26.rubbish is sorted further on the side of the road. All the paper and

:02:26. > :02:32.cardboard is in this one. Cans are trained here. Then we have glass

:02:32. > :02:37.and food. We also take textiles and small electrical items. Some Welsh

:02:37. > :02:45.councils collect these things separately but more than half-assed

:02:45. > :02:53.et put your recycling all-in-one green bag. -- a but more than 50 %

:02:53. > :02:58.of them askew. It is too expensive, says summer and more inconvenient

:02:58. > :03:02.for households as well. The more complicated it becomes the less

:03:02. > :03:08.likely it is that someone is going to participate. Changing those

:03:08. > :03:13.systems is always done with some trepidation. It was rubbish bin day

:03:13. > :03:20.in this town today. The Vale of Glamorgan council has scrap

:03:20. > :03:28.separate collections and all the recycling goes in one can Stainer.

:03:28. > :03:34.-- one container. I think it is a brilliant idea. My wife puts it all

:03:34. > :03:39.in one bag. She recycles everything. If she had to separate everything I

:03:40. > :03:49.do not think she would bother. Wales recycles 48 % of its waste.

:03:49. > :03:52.The target is to increase this to 70 % by 2025. If councils do not

:03:52. > :03:58.keep to the brand new EU rules, they could lose their grants, worth

:03:58. > :04:05.�72 million last year. Councils who have not moved to separate

:04:05. > :04:09.collection will have to do so by 2015. The stakes are high as the

:04:09. > :04:12.argument rages over what to do with the things that we throw away.

:04:12. > :04:16.There has been traffic chaos across North Wales after a lorry crash led

:04:16. > :04:19.to the complete closure of the A55 for most of the day. Drivers caught

:04:19. > :04:21.up in the crash at Abergwyngregn near Bangor were diverted around 40

:04:21. > :04:23.miles via Betws-y-Coed to Llandudno Junction. The eastbound carriageway

:04:23. > :04:26.is still closed this evening. The disruption affected thousands of

:04:26. > :04:31.commuters, tourists and even led to the adjournment of a trial as

:04:31. > :04:33.jurors were stuck in traffic. 500 litres of diesel had leaked after

:04:33. > :04:36.the lorry carrying meat overturned on the eastbound carriageway at

:04:36. > :04:42.Llanfairfechan this morning. One man was injured.

:04:42. > :04:44.The main carriageway through North Wales brought to a total standstill.

:04:44. > :04:47.The lorry overturned near Abergwyngregyn just before 8

:04:47. > :04:49.o'clock and the emergency services closed the A55 in both directions

:04:49. > :04:58.while fire crews and the environment agency mopped up

:04:58. > :05:04.hundreds of gallons of spilled diesel. Every Road has road

:05:04. > :05:09.drainage and doors had quite a lot -- and those often lead to water

:05:09. > :05:13.courses and rivers. Our concern is to make sure that no diesel is

:05:13. > :05:16.going into those drains and rivers. The westbound carriageway was re-

:05:16. > :05:20.opened at 12:30 but the long tailbacks in both directions meant

:05:20. > :05:25.misery for motorists. frustration is the fact that we

:05:25. > :05:30.have managed to pull over here and there is such a lack of information

:05:30. > :05:37.and it is such a tourist area. The majority of people are tourists and

:05:37. > :05:43.there is no information. We took a bit of a data. We have literally

:05:43. > :05:47.been sat here ever since. How have you cope? It has been a trial. Are

:05:47. > :05:55.we there yet, we there yet? Drivers were forced to use

:05:55. > :06:00.alternative routes, adding hours to their journeys. At the moment, the

:06:00. > :06:06.eastbound carriageway is still closed, forcing drivers to take

:06:06. > :06:10.this road, the A5, and then back up the A 70.

:06:10. > :06:11.Ten hours on, traffic was finally on the move again with many drivers

:06:11. > :06:15.asking why the clean-up took so long.

:06:15. > :06:17.To the Olympics now, and as well as the swimming this evening, there is

:06:17. > :06:20.plenty of other Welsh interest tonight. Men's football returns to

:18:43. > :18:49.England talking about increased communication about changes to

:18:49. > :18:55.exams. In the past few months, England only announcements have

:23:28. > :23:32.government to decide. In any event, planners have already said they won

:23:32. > :23:35.the dismantling done inside hangers. The National Parks you is that

:23:35. > :23:40.planning decisions are best made when they are made locally, and

:23:40. > :23:43.that part will be made forcibly to the Welsh government. Park members

:23:43. > :23:51.hope this decision will be bounced back to them. A public inquiry may
