:01:12. > :01:22.Paralympics already? The national pool in Swansea sees a new wave of

:01:26. > :01:28.Good evening. The victims of an injustice is how the education

:01:29. > :01:31.minister described students awarded lower GCSE grades than expected

:01:31. > :01:34.this summer. Now Leighton Andrews has asked for this year's English

:01:34. > :01:37.Language papers to be regraded. His decision marks a break with England,

:01:37. > :01:47.where ministers have refused to intervene. Let's talk to our

:01:47. > :01:55.

:01:55. > :02:00.And thank you. Well, yes, the man in charge in

:02:00. > :02:05.England, Michael Gove, was clear - and there had been an unfairness.

:02:05. > :02:10.But as a politician, it was not his place to intervene. The man in

:02:10. > :02:15.charge of education in Wales has today come to a quite different

:02:15. > :02:20.conclusion, and he has intervened. In a moment I will ask him why, but

:02:20. > :02:24.first, for the back row, here is an education correspondent.

:02:24. > :02:28.-- background. Results day was more emotional this

:02:28. > :02:31.year, with hundreds of students getting an English-language grade

:02:31. > :02:37.lower than expected. The education minister says the situation is an

:02:37. > :02:43.injustice. I ask the committee to reach grade

:02:43. > :02:51.English language to the disease -- to reach grade English language

:02:51. > :02:55.GCSEs. We expect that to be done in a matter of days.

:02:55. > :02:59.To ensure fairness to all candidates, each exam board has to

:02:59. > :03:03.agree to a consistent marking system. But according to the

:03:03. > :03:10.minister, the way the system was adopted in Wales puts students at a

:03:10. > :03:16.disadvantage. Wells' main board says it has received 1,000 appeals

:03:16. > :03:20.about the exam results. Teaching unions have welcomed the rich --

:03:20. > :03:26.result. It is a speedy solution. It is

:03:26. > :03:36.better than what has happened in England. It will be too late for

:03:36. > :03:36.

:03:36. > :03:40.youngsters there to change course. Even though the English exam

:03:40. > :03:44.regulator has already ruled out regrading the exams, the Education

:03:44. > :03:52.Minister here says the results of the regrading should be achievable

:03:52. > :03:57.within days. He has power to force the exam board to accede to his

:03:57. > :04:04.request. But more questions will now be asked about the reliability

:04:04. > :04:09.of GCSEs. Leighton Andrews joins me now. So

:04:09. > :04:12.it is wrong for a politician to intervene in England, not in Wales.

:04:12. > :04:19.Why? We have looked at the evidence, and

:04:19. > :04:25.we have seen a report today on the conclusions they have drawn from

:04:25. > :04:30.the results for GCSE English language. They have concluded that

:04:30. > :04:36.the results were unfair to candidates in Wales. As a result, I

:04:36. > :04:46.have asked the well as examining body to read grade. -- the Welsh

:04:46. > :04:49.

:04:49. > :04:53.Isn't it true that you are putting pressure on Michael Gove?

:04:53. > :05:01.It has been clear that he has made a series of announcements about

:05:01. > :05:06.GCSEs and A-levels without reference to the fact that they are

:05:06. > :05:09.three kinds of qualifications. The Northern Ireland minister and I

:05:09. > :05:14.wrote to Mr Gove in the summer about the announcements that he has

:05:14. > :05:20.made. This is about fairness to individual candidates in Wales.

:05:20. > :05:26.That is why I have asked the committee took grade again and the

:05:26. > :05:32.results this summer. I don't think they were fair. If you read the

:05:32. > :05:38.detailed report that we have, that was the conclusion.

:05:38. > :05:42.Are you sure it is not a taste of his own medicine for Mr Gove? The

:05:42. > :05:46.Conservatives in Wales are saying you are on the hunt for headlines.

:05:46. > :05:50.This is about fairness to candidates in Wales. Candidates who

:05:50. > :05:55.work hard for their exams, who sat them and did not get the grades

:05:55. > :05:59.they were expecting. We, having looked at the evidence, believe

:05:59. > :06:03.there's a case to answer. We found the results were unfair and we have

:06:03. > :06:07.acted. They don't think your motives are

:06:07. > :06:11.the right ones. I suspect they did not even read

:06:11. > :06:18.the report before they did the press blitz. We are here to support

:06:18. > :06:23.candidates in Wales. -- the press release. But as what we have done

:06:23. > :06:25.and I think it will be welcomed by pupils, by their parents, by

:06:25. > :06:32.teachers and by the profession as a whole.

:06:32. > :06:34.At thank you very much. Wales' Olympic and Paralympic

:06:34. > :06:38.athletes are celebrating their achievements in London tonight

:06:38. > :06:41.after a parade through the city to mark the end of the Games. Between

:06:41. > :06:44.them, Welsh athletes won 21 medals in record hauls for the British

:06:44. > :06:46.teams. They're due to arrive in Wales on Friday for a special

:06:46. > :06:52.celebration in Cardiff Bay. Ashleigh Crowter now on the

:06:52. > :06:56.celebrations in London. It was a condensed carnival of the

:06:56. > :07:03.last six weeks of pride and competition, with Olympians and

:07:03. > :07:08.Paralympians standing side by side. We get so wrapped up in our own

:07:08. > :07:14.world, and we just want to do well for our family and friends, but to

:07:14. > :07:19.see people out there who are so passionate about it was a great

:07:19. > :07:28.feeling. Like I say, we will not understand this until decades down

:07:28. > :07:34.the line. The most successful Welsh athlete,

:07:34. > :07:39.Mark Colbourn, seemed to be orchestrating the crowds. Some,

:07:39. > :07:46.like David Davies, was saying farewell to combat the sport.

:07:46. > :07:49.Others were soaking it up. -- farewell to competitive sport.

:07:49. > :07:56.Nobody had seen in the like it before.

:07:56. > :08:00.It was really nice to see everybody come out and congratulate us. We

:08:00. > :08:06.never had that kind of support before. One of the main aims for

:08:06. > :08:16.the games was to come out and be recognised.

:08:16. > :08:18.

:08:18. > :08:24.A 2012, 12 -- which Olympians won Our Paralympians also did well,

:08:24. > :08:27.matching the 14 medals they won four years ago. But they won fewer

:08:27. > :08:33.golds and missed their target of exceeding their haul from China.

:08:33. > :08:37.No doubt that new Welsh heroes have been created. New sports have been

:08:37. > :08:42.showcased, too. That is where the real legacy of 2012 will be found,

:08:42. > :08:47.according to the First Minister. The legacy will be mainly sporting.

:08:47. > :08:50.More people will take up sport. Many more sports we have seen this

:08:50. > :08:58.time did not have a structure in the past, or, if they did, people

:08:58. > :09:04.did not notice them as much. Taekwondo, for instance. A lot more

:09:04. > :09:10.people will want to take it up now. A J had plenty of fans in London.

:09:10. > :09:15.Some had travelled from her home town to join the party. -- Jade and

:09:15. > :09:20.plenty of fans. We really enjoyed the whole few

:09:20. > :09:24.weeks. The final Welsh gold was won by

:09:24. > :09:28.Josie Pearson on Friday. Today was the end of a weekend of

:09:29. > :09:36.celebrations for her. She had not had time to go home yet, but when

:09:36. > :09:39.she does, she will find a golden postbox. It is the seventh in Wales.

:09:39. > :09:44.The parade climaxed with performances in front of Buckingham

:09:44. > :09:50.Palace. Catherine Jenkins joined the athletes on stage to sing God

:09:50. > :09:55.Save the Queen. The world Olympians and

:09:55. > :10:01.Paralympians will be celebrated again on Friday at a special public

:10:01. > :10:03.celebration at the scene of Cardiff Bay.

:10:03. > :10:06.Later on we'll be live outside Buckingham Palace. Our reporter

:10:06. > :10:09.Tomos Dafydd will be there, and fingers crossed he'll be catching

:10:09. > :10:11.up with one of the Olympians who was on the parade today.

:10:11. > :10:14.Schools in Wales will face disruption on September 26th.

:10:14. > :10:18.Members of the National Union of Teachers and NASUWT are taking

:10:18. > :10:20.action short of a strike as part of their ongoing dispute over pay and

:10:20. > :10:23.pensions. The last time the NUT walked out

:10:23. > :10:33.was in November as part of a wider day of strike action by public

:10:33. > :10:45.

:10:45. > :10:48.sector workers over changes to pensions.

:10:48. > :10:51.The parents of a seven-year-old boy from Cardiff who died following a

:10:51. > :10:54.cardiac arrest after having heart surgery say they're frustrated and

:10:54. > :10:57.feel let down by the care their son received in hospital. Luke Jenkins

:10:57. > :11:00.was expected to make a full recovery after surgery at Bristol

:11:00. > :11:03.Children's Hospital two years ago. A report into the case says bank

:11:03. > :11:06.holiday staff shortages contributed to his death, and there was a

:11:06. > :11:10.series of human errors which could have been avoided in his care. Our

:11:10. > :11:17.health correspondent Owain Clarke reports.

:11:17. > :11:21.Luke was a happy child, as these pictures show. But he lived with a

:11:21. > :11:25.serious heart condition, but even when he was ill, he pretended he

:11:25. > :11:32.was a doctor. He wanted to be a doctor to help

:11:32. > :11:37.other children like him. It is what he really wanted to do.

:11:37. > :11:41.At the end of March, Luke went into hospital to have corrective surgery.

:11:41. > :11:45.The original operation went according to plan, but in the days

:11:45. > :11:50.after surgery, his parents were worried about his recovery.

:11:50. > :11:57.He started to deteriorate. We were concerned. They were trying to get

:11:57. > :12:01.in out of bed but he could not even get out of bed. He was just drained.

:12:01. > :12:04.With us raising concerns, they were not listening.

:12:04. > :12:08.An investigation found that staff at the Children's Hospital had

:12:08. > :12:18.failed to recognise the deterioration and escalate concerns

:12:18. > :12:20.

:12:20. > :12:26.in a timely manner. The report The trust says it is continuing to

:12:26. > :12:30.investigate, but Luke's parents say lessons need to be learned now.

:12:30. > :12:34.We don't want it to happen to me anybody else. It should not be

:12:34. > :12:43.happening in a children's unit. In the meantime, they remember the

:12:44. > :12:47.smile of a boy who would warp -- always wanted to be a doctor.

:12:57. > :13:00.Penrhys estate in Rhondda to try to encourage people back to live there.

:13:00. > :13:03.Most of the once troubled estate was knocked down in the 90s as

:13:03. > :13:13.tenants looked to move out. The plan now is to create a new

:13:19. > :13:28.sustainable community. Caroline Moving day is here. When it was

:13:28. > :13:32.officially opened, it was state-of- the-art. 951 houses, the biggest

:13:32. > :13:38.councillor the rising cost of heating homes on the mountain, and

:13:38. > :13:43.a rising unemployment, saw its fortunes decline. By the 1990s,

:13:43. > :13:47.most of the homes had to be demolished. They started pulling

:13:47. > :13:54.the houses down. People got afraid that they were always going to come

:13:54. > :13:59.down. They need to brighten it up, and may give a better place. It

:13:59. > :14:05.will go from strength to strength. Like the original idea, this is

:14:05. > :14:12.about creating a new model, that will be successful, and can be

:14:12. > :14:22.replicated across Wales. The plans are to construct their community

:14:22. > :14:28.that works, and will be sustainable. -- a community. The plan is to

:14:28. > :14:32.upgrade the homes of all 320 families that remain here. They

:14:33. > :14:39.also want to build private homes, which will be sold below market

:14:39. > :14:44.value, encouraging people to return. These new buildings will bring more

:14:44. > :14:54.people in, and bring greater affluence. That will also bring

:14:54. > :14:55.

:14:55. > :15:02.shops, doctors, maybe even businesses. This is not be -- the

:15:02. > :15:11.first attempt to revive the community. The this man has lived

:15:11. > :15:20.here all his life, he helped draft plans. There has been a lot of

:15:20. > :15:24.interest, people have moved away, some of them not to come back.

:15:24. > :15:28.Around 100 houses are going to be built on this land, it is hoped

:15:28. > :15:35.that the money from the sale of these will help to pay for the risk

:16:36. > :16:41.scenes on the streets of London. This place has seen many high-

:16:41. > :16:46.profile events, this has been special. 800 athletes, in front of

:16:46. > :16:51.tens of thousands of fans. The biggest cheer came when they were

:16:51. > :16:58.introduced on that stage in front of the crowd. Right now they are

:16:58. > :17:02.dismantling the stage, it seems pretty quiet. Welsh athletes have

:17:02. > :17:11.played a crucial part of the Olympics and Paralympics, bringing

:17:11. > :17:18.home a total of 21 medals. It's all came to end late last night.

:17:18. > :17:27.It was a fitting end to a summer spectacular. Fireworks lit up the

:17:27. > :17:33.London sky. Golden girl Ellie Simmonds brought the games to an

:17:33. > :17:39.end. It is a massive change of attitude, we have not been talking

:17:39. > :17:45.about disability or tragedy. We are talking about sporting performances.

:17:45. > :17:52.Some people do have a story, some like me don't. I think it will open

:17:52. > :17:58.up people's minds to the wider understanding of disabled people.

:17:58. > :18:08.One man missing out on the celebrations was made in Stevens, -

:18:10. > :18:17.- and Nathan Stephens, his gains ended in disappointment when

:18:17. > :18:25.officials disqualified him. He is recovering with family and friends.

:19:15. > :19:22.it is the volunteers and coaches. It started off more as a social

:19:22. > :19:27.thing, coming along to enjoy swimming. If they get the bars,

:19:27. > :19:32.they can start entering competitions. If they get good

:19:32. > :19:40.enough, they will make the national team. Thousands lined the streets

:19:40. > :19:46.to celebrate our newest sporting heroes, they want to use this as a

:19:46. > :19:51.catalyst for change, getting more people involved in sport.
