:00:29. > :00:39.officers searched the river here. I'll be talking to the man who led

:00:45. > :00:49.Children and pensioners were allowed in for free at our national

:00:49. > :00:53.treasures, but was that discrimination?

:00:53. > :01:00.People once flocked from all over the valleys to shop in Pontypridd.

:01:00. > :01:05.But now, disappointment after a new town centre plan collapses.

:01:05. > :01:09.walked down here now and there is not a decent shot to going to. What

:01:09. > :01:12.is going to be put there now? It wasn't always sunny on the beach

:01:12. > :01:14.this summer. The endless rain could see some of our coastline

:01:14. > :01:24.downgraded. And after an incredible summer of

:01:24. > :01:26.

:01:26. > :01:29.sport, a new programme to get kids The family of a young couple, whose

:01:29. > :01:32.bodies were found in a swollen river near Wrexham, say they're

:01:32. > :01:36.devastated by what's happened. Alicia Williams and David Platt,

:01:36. > :01:41.who were both 25, were found in the River Clywedog near Felin Puleston

:01:41. > :01:50.yesterday. It's thought they may have been trying to rescue a pet

:01:50. > :01:55.dog. Sian Lloyd is by the river tonight.

:01:55. > :01:59.The spot where I'm standing on now is actually -- was actually an

:01:59. > :02:03.award yesterday. Local people have told me how high the water had

:02:03. > :02:09.risen and how fast it was flowing. It was near here that the two

:02:09. > :02:15.bodies were found by rescuers. Throughout the day, local people

:02:15. > :02:24.have been coming to the spot to pay tribute and to lay flowers. Tonight,

:02:24. > :02:27.to boxing gloves have been put on the fence.

:02:27. > :02:30.This was the River Clywedog yesterday. Days of rainfall turned

:02:31. > :02:33.a normally peaceful river into a torrent. 25-year-old Alicia

:02:34. > :02:37.Williams, who has a young daughter, and her partner, David Platt, who's

:02:37. > :02:41.also 25, were taking their five dogs for a walk along the riverbank

:02:41. > :02:44.when tragedy struck. Mr Platt's uncle was at the river today,

:02:44. > :02:54.stunned by the loss of his nephew, who he says was a decent and

:02:54. > :02:55.

:02:55. > :03:00.respectable member of a loving family. If your pet was in trouble,

:03:00. > :03:10.you would go in. But they can't understand because he was such a

:03:10. > :03:11.

:03:11. > :03:14.powerful amp -- powerful lad. thought one or both of the victims

:03:14. > :03:17.may have tried to rescue a dog which had got into difficulty in

:03:17. > :03:19.the water. The strong currents meant that the bodies were found

:03:19. > :03:22.several hundred metres apart. Mr Platt was recovered seven hours

:03:22. > :03:27.after Miss Williams. The search has commenced by the search and rescue

:03:27. > :03:31.team. After midnight last night, a body was found of a man in the

:03:31. > :03:33.river. A local businessman saw some of the couple's dogs running loose

:03:33. > :03:36.and became suspicious. He went to the river to witness emergency

:03:36. > :03:40.crews trying to recover Alicia Williams body. He says the force of

:03:40. > :03:45.the water was intense. Her the river had dropped about 4 ft but

:03:45. > :03:52.the river has filled up tremendous power and it was still bursting

:03:52. > :03:59.banks. It moved a tree by 8 ft behind us. If anybody had slipped

:03:59. > :04:01.in, it would take quite a while for them to go further down the river.

:04:01. > :04:04.The Environment Agency say that even apparently peaceful rivers can

:04:04. > :04:08.be dangerous, and during heavy rain can be especially treacherous.

:04:08. > :04:13.river will remain dangerous for the next few days. Water will be coming

:04:13. > :04:22.off the fields. It may look safe but walking along riverbanks, those

:04:23. > :04:26.of us are still fast-flowing. It will take days for the levels drop.

:04:26. > :04:29.-- for the levels to drop. Post mortem examinations will be carried

:04:29. > :04:39.out tomorrow. Meanwhile, friends and relatives are paying their

:04:39. > :04:41.

:04:41. > :04:47.respects to the couple who fell victim to our recent wild weather.

:04:47. > :04:51.I am joined now by the man who led the investigation yesterday. Tell

:04:51. > :04:56.us what you were met with when you arrive at the scene? The river was

:04:56. > :05:01.running very high. It had broken the bank in quite a few places. The

:05:01. > :05:04.water meadow surrounding the river had flooded as well. We heard the

:05:04. > :05:10.story developing throughout the day. It is believed the couple went into

:05:10. > :05:17.the water to rescue one of their Peps. Can you tell us about what

:05:17. > :05:24.happened? I cannot comment on the pets because I don't know. We do

:05:24. > :05:31.know... When we got here we were deployed -- redeployed 20 team

:05:31. > :05:34.members. We searched the banks of the river. We searched the areas

:05:34. > :05:43.downstream as well. We've had a lot of torrential rain in this part of

:05:43. > :05:49.Wales for the past two days. But it seems this had swamped much of the

:05:49. > :05:57.area. That is right. Most of the rivers around here had burst their

:05:57. > :06:00.banks and we've had a lot of flooding in this area. It is very

:06:00. > :06:08.difficult for officers involved in an operation like this.

:06:08. > :06:13.fatality like this is always difficult to deal with. It was

:06:13. > :06:20.quite hard. You are trained to come across all sorts of situations of

:06:20. > :06:25.course. That's right. This is not the only fatality we've had this

:06:25. > :06:33.year but we maintain a professional outlook and on behalf of the team,

:06:33. > :06:39.I offer my deepest condolences to the friends and family. More people

:06:39. > :06:42.are still coming to bring floral tributes. Back to the studio.

:06:42. > :06:46.It's emerged the Welsh Government introduced a free entry scheme at

:06:46. > :06:50.heritage sites, despite a high risk of it being declared illegal. In

:06:50. > :06:53.2008, it was announced if you were Welsh and you were under 16 or over

:06:54. > :06:56.60, you could get into some of our most famous castles and ruins for

:06:56. > :06:59.nothing. But a freedom of information request released to BBC

:06:59. > :07:09.Wales has now shown that ministers were warned the policy could be

:07:09. > :07:15.

:07:15. > :07:19.declared unlawful if it was We think this is a good investment

:07:19. > :07:23.and we think it will encourage people to visit CADW sites

:07:23. > :07:27.throughout Wales. The then minister said this was good news ended

:07:27. > :07:31.investment. They dream of free entry to castles had come true but

:07:31. > :07:35.only if you lived in Wales. If you were a pensioner with a child from

:07:35. > :07:40.anywhere else you have to pay. But everyone thought that was fair.

:08:00. > :08:05.it. What he chose is that the Government was warned that if

:08:05. > :08:09.challenged, this policy was highly likely to be discriminatory and

:08:09. > :08:15.therefore illegal under domestic and European Union law. The scheme

:08:16. > :08:18.was abandoned in March last year. But if this was quite possibly

:08:18. > :08:22.unlawful the opposition parties are now asking could the same be true

:08:22. > :08:31.of other Wales only policies like free bus passes and free

:08:31. > :08:34.prescriptions. It raises questions about the veracity of other

:08:34. > :08:42.policies. Some of us are concerns as to whether there might be

:08:42. > :08:49.liability on the last Government. Up to date, the was Government has

:08:49. > :08:53.not been releasing the advice it has been given. When we look at

:08:53. > :08:57.something like availability of a benefit to a resident of one of the

:08:57. > :09:03.home nations, there is the complication that under European

:09:03. > :09:08.Union law, some of those benefits can be tied to residency and others

:09:08. > :09:18.have to be made more generally available and the law is not clear

:09:18. > :09:20.

:09:20. > :09:25.on this point. In the past, the Education Minister has described

:09:25. > :09:35.questions over the ed legality of his policy as tosh but today there

:09:35. > :09:39.

:09:39. > :09:43.was Government chose their words The CADW scheme has been scrapped

:09:43. > :09:47.but the Welsh Government will now hope it does not lead to a rather

:09:47. > :09:51.more tangled legal web. Betsan is outside Caerphilly Castle

:09:51. > :10:01.for us tonight. How unusual is it that this legal advice has been

:10:01. > :10:01.

:10:01. > :10:07.made public? It is extremely unusual. The Government is always

:10:07. > :10:12.reluctant to release this kind of internal legal advice. It took

:10:12. > :10:17.quite a battle to see this in the end. We appealed to the information

:10:17. > :10:21.commissioner and he said it was in the public interest. What it tells

:10:21. > :10:28.us is that the Government's own lawyer's were telling them that a

:10:28. > :10:37.policy they were pursuing was probably unlawful. So how difficult

:10:37. > :10:41.might this turn out to be for the Government? I am sure this Labour

:10:41. > :10:50.administration would remind us that it was a Plaid Cymru minister who

:10:50. > :10:54.introduced this. Nobody challenged it. They will say they -- there is

:10:54. > :11:00.no Derek Read across. But we've spoken to plenty of liars today who

:11:00. > :11:04.say they don't really know. Nobody can know until these things are

:11:04. > :11:10.tested in a court of law. That is what decides what is lawful and

:11:10. > :11:13.what is not. Others are saying that if the Government is so confident

:11:13. > :11:18.that there is no relevance and though read across to other Wales

:11:18. > :11:23.only policies like student fees for instance, then why don't they

:11:23. > :11:28.publish that lead advice for all to see? There is certainly no sign

:11:28. > :11:31.that they are about to do that. Three teenagers have been found

:11:31. > :11:34.guilty of a robbery near Rhydyclafdu near Pwllheli in which

:11:34. > :11:37.a farmer was shot in the leg. 18- year-old Liam Roberts, 19-year-old

:11:37. > :11:40.Steven Evans and 18-year-old Luke Evans were jailed for a total of 24

:11:40. > :11:48.years in youth custody at Mold crown Court after they admitted

:11:48. > :11:51.joint robbery and possessing an air rifle with intent to commit robbery.

:11:51. > :11:55.North Wales police welcomed the sentence today which reflects the

:11:55. > :12:00.brutality used against the victim and his own home. I would like to

:12:00. > :12:03.assure the community that incidents of this nature are extremely rare

:12:03. > :12:08.and the shooting of an innocent member of the public is unheard of

:12:08. > :12:12.in this area. This has been a complex investigation and I would

:12:12. > :12:15.like to thank those members of the public who came forward with

:12:15. > :12:18.information. A man convicted of murdering a

:12:18. > :12:21.pensioner in Cardiff 25 years ago has been given another 16 life

:12:22. > :12:24.sentences for a horrific sex attack on a woman at knifepoint in Bristol.

:12:24. > :12:29.42-year-old Mark Shirley is already serving a life sentence for a

:12:29. > :12:33.similar attack on another woman in 2009. The judge told him he would

:12:33. > :12:36.probably die in jail. Parents in Carmarthen say they're

:12:36. > :12:38.worried about their children walking to and from school after

:12:38. > :12:43.discovering there has been a serious sexual assault along the

:12:43. > :12:48.route to Ysgol Gyfun Bro Myrddin. A man's been charged with an attack

:12:48. > :12:50.on a 14-year-old girl who wasn't a pupil at the school. It happened

:12:51. > :12:58.during the summer holidays in an underpass designated as a safe

:12:58. > :13:02.route. Abigail Neal reports. $WHITE Bro Myrddin school is on the

:13:02. > :13:05.outskirts of Carmarthen. To reach it on foot, there's only one way to

:13:05. > :13:08.get across the A48 safely. You have to go underground. This underpass

:13:08. > :13:11.is the designated safe route to school, but after a teenage girl

:13:11. > :13:21.was attacked walking through here in August, parents now believe it's

:13:21. > :13:22.

:13:22. > :13:26.anything but. Leigh Richardson has two daughters at the school.

:13:26. > :13:30.always thought it wasn't a safe route. We are more concerned about

:13:30. > :13:34.the traffic than this happening but the in the pass is quite a scary

:13:34. > :13:39.place to be an full and 11-year-old and a 13-year-old walking through

:13:39. > :13:42.that now knowing what happened there, my kids are particularly

:13:42. > :13:45.scared about it. As a Welsh medium school, many pupils travel long

:13:45. > :13:48.distances by bus to get to Bro Myrddin. But two years ago, the

:13:48. > :13:52.council scrapped free buses for those who lived less than three

:13:52. > :13:56.miles away in line with legislation. That meant more children having to

:13:56. > :14:06.walk this route. Now, parents and teachers want the council to re-

:14:06. > :14:12.think that policy. I want the council to consider, as they have

:14:12. > :14:18.in the past, what they can do as a response. There are dark days of

:14:18. > :14:22.winter nearly upon us that it has to be said that these are dark days

:14:22. > :14:26.financially for councils in Wales and economies of scale have to be

:14:26. > :14:28.made. Carmarthenshire Council told us there are no plans to change the

:14:28. > :14:31.policy because it would require more funding, which isn't available.

:14:31. > :14:34.The incident happened outside of school term time and they say that

:14:34. > :14:36.where a child lives within statutory walking distance, it is

:14:36. > :14:44.the parents who are responsible for children getting to school,

:14:44. > :14:46.including accompanying them. Still to come in the programme:

:14:46. > :14:55.What now for the centre of Pontypridd after a multi million

:14:55. > :14:59.pound shopping development falls through?

:14:59. > :15:02.It was a dismal summer in terms of weather and one of the likely

:15:02. > :15:05.effects is that many of Wales' beaches will lose their Blue Flag

:15:05. > :15:08.status. After heavy and persistent rain, samples taken by the

:15:08. > :15:12.Environment Agency indicate that up to a quarter of Welsh beaches are

:15:12. > :15:18."at risk" of losing the status next year. It's because of more

:15:18. > :15:25.pollution from farmland and tougher European rules on water quality.

:15:25. > :15:29.More from our environment correspondent, Iolo ap Dafydd.

:15:29. > :15:33.It has hardly been good beach weather during most of the summer.

:15:34. > :15:37.Months of misery and another blow now which could affect 12 beaches

:15:37. > :15:41.next year. Blue Flag status is given for reaching the European

:15:41. > :15:45.standard of excellence for water quality and local amenities. Five

:15:45. > :15:55.beaches have already lost their Blue Flag status for next year.

:15:55. > :15:55.

:15:55. > :16:05.They include several in North Wales. But BBC Wales has found out that

:16:05. > :16:10.other beaches are at risk as well and they include this won in Paris.

:16:10. > :16:15.-- this one in Barry. Confirmation is expected by the Environment

:16:46. > :16:52.invested since 1995 on treating waste water near the coast to

:16:52. > :16:55.improve bathing water quality. analysis says we are likely to see

:16:55. > :16:59.a drop. Even though the water quality remains above the guideline

:16:59. > :17:03.standard, it won't be good enough to meet the new excellence standard.

:17:03. > :17:07.The dry economic concerns as well because beaches with a good

:17:07. > :17:12.reputation attract visitors. It is important to small businesses

:17:12. > :17:18.around here. They advertise it as a Blue Flag beach and when people

:17:18. > :17:22.read the websites and things like that they see the blue flag ban or

:17:22. > :17:25.and they appreciate that the beaches clean. The a third of Blue

:17:25. > :17:31.Flag beaches are in Wales and water quality keeps improving but tougher

:17:31. > :17:36.regulations next year and pour water samples this year is likely

:17:36. > :17:38.to lead to fewer Blue Flag beaches next summer.

:17:38. > :17:41.Welsh Rugby International Andrew Bishop has been ordered to pay more

:17:41. > :17:44.than �1,000 in fines and compensation after assaulting a

:17:44. > :17:47.passer-by on a night out in Cardiff. The Ospreys player from Treorchy at

:17:47. > :17:52.first denied the charges, but later admitted common assault after being

:17:52. > :17:54.shown CCTV footage of the incident. There's been disappointment in

:17:54. > :17:58.Pontypridd after plans for a new multi-million pound shopping centre

:17:58. > :18:05.collapsed. A number of national retailers had expressed an interest

:18:05. > :18:09.in the development. So what now for the town? Sachin Krishnan reports.

:18:09. > :18:12.It's easy to see why the Taff Vale shopping centre was being replaced.

:18:12. > :18:15.Built in the 1960s, it had long since been considered an eyesore in

:18:15. > :18:20.Pontypridd before it was demolished ahead of the site's planned

:18:20. > :18:23.redevelopment. With around �15 million set to be invested,

:18:23. > :18:28.Poundland and Wilkinson's were two chains who had signed up to the

:18:28. > :18:31.project. But after funding problems and delays, now the plans have

:18:31. > :18:37.collapsed with the developers, Taff Vale Limited, believed to have

:18:37. > :18:44.called in the receivers. We went into Ponty today and it was the

:18:44. > :18:48.talk of the town. There is so much work going on Europe the moment.

:18:48. > :18:53.And everybody is -- everything is being brought into the -- up to

:18:53. > :18:59.scratch and this was going to be the icing on the Cape. I am really

:18:59. > :19:06.disappointed. The shops are closing. We need a boost to the economy so

:19:06. > :19:12.it's not very good. We needed these shops. There is not a decent job to

:19:12. > :19:15.go into. What is going to be put there now? When coal was still king,

:19:15. > :19:18.Pontypridd was THE destination for shoppers from across the South

:19:18. > :19:24.Wales Valleys. But decades on, it's out-of-town supermarkets and

:19:24. > :19:27.Cardiff where the focus has shifted. The new Taff Vale was seen as the

:19:27. > :19:33.centre-piece of a redevelopment of Ponty town centre, which includes a

:19:33. > :19:42.�10 million facelift, improvements to roads and around the station. So

:19:42. > :19:46.what now for the site? Us there are lots of things we could do.

:19:46. > :19:56.don't have a contemporary modern art museum in Wales to showcase of

:19:56. > :19:56.

:19:56. > :20:01.the modern-art be a producing. Why not have a museum? We don't have a

:20:01. > :20:04.People's History Museum either to show the industrial history of

:20:04. > :20:10.urban South Wales. Pontypridd was at the heart of that industrial

:20:10. > :20:12.heritage. Or why not something to reflect the sporting heritage?

:20:12. > :20:15.Rhonnda Cynon Taff Council have expressed disappointment that the

:20:15. > :20:18.Taff Vale project won't be going ahead but say they remain committed

:20:18. > :20:23.to finding a way to redevelop the site. Getting one of our most

:20:23. > :20:26.historic town centres bustling again has still got some way to go.

:20:26. > :20:29.Good evening. Well, it was a fantastic summer of sport, but now

:20:29. > :20:33.the work really begins to make sure all that inspiration from the

:20:33. > :20:35.Olympics and Paralympics doesn't go to waste. Today, a new programme

:20:35. > :20:39.was unveiled which will radically change the way that primary school

:20:39. > :20:45.children in Wales learn to play sport. It's hoped they'll get

:20:45. > :20:48.hooked for life. There's a new appetite for sport at

:20:48. > :20:53.Laugharne Primary School in Carmarthenshire. But this isn't

:20:53. > :20:56.rugby, hockey, netball or cricket. The school's been part of a pilot

:20:56. > :20:58.scheme for Dragon Multi-Skills and Sport, a new programme from Sport

:20:58. > :21:03.Wales which aims to help children develop everything they need to

:21:03. > :21:07.enjoy sport for the rest of their lives. There are 48 different

:21:07. > :21:17.skills to learn, packaged into a series of games. This one's called

:21:17. > :21:18.

:21:18. > :21:24.'Crazy Capers'. Hero loads of robes around in a circle and there is one

:21:24. > :21:33.in the middle and end up the run from that one and take them back.

:21:33. > :21:38.It is helping us to get faster. Ball skills help as well.

:21:38. > :21:42.multi-skilled programme gives them course skills they can apply to any

:21:42. > :21:46.sports they want to do was teenagers. That fundamental because

:21:46. > :21:50.children enjoy things when they are confident in their own abilities.

:21:50. > :21:55.If they go to a club and find they don't have the skills the rest of

:21:55. > :21:57.the children do, they are put off and they won't go again.

:21:57. > :22:02.sports-mad nations of Australia and New Zealand have had similar

:22:02. > :22:05.schemes in place for a while. It's got the support of the Welsh

:22:05. > :22:08.Government and 98% of primary schools are already part of the

:22:08. > :22:18.Dragon Sport scheme, although it's not part of the curriculum. It's

:22:18. > :22:23.hoped sports clubs and community groups will start using it too.

:22:23. > :22:27.want every school to have the same games because it will mean

:22:27. > :22:31.something to the children and they can make connections. Parents might

:22:31. > :22:33.be able to play some of these activities on the beach or in the

:22:33. > :22:38.park with their children as well. The Olympics has certainly created

:22:39. > :22:41.a buzz about sport. Pupils were firing questions at Olympic swimmer

:22:41. > :22:49.Georgia Davies all morning about her experience in London, which was

:22:49. > :22:53.built on the foundations of her own sporting childhood. At school, I

:22:53. > :22:58.did netball and hockey and cross country. I also played football and

:22:58. > :23:03.rugby. I did athletics in the summer. I have been brought up to

:23:03. > :23:08.be active and it's the best way to the. I have met so many friends

:23:08. > :23:11.through it and it has helped me develop into the swimmer I am now.

:23:11. > :23:13.Not every child is destined for Olympic success, but this new

:23:13. > :23:15.scheme should help more young people achieve their full sporting

:23:16. > :23:18.potential. Football, and Swansea City

:23:19. > :23:23.goalkeeper Michel Vorm has signed a new contract with the club, which

:23:23. > :23:27.should keep him at the Liberty Stadium until 2016. The Dutchman

:23:27. > :23:30.was voted player of the year in his first season with the Swans. He's

:23:30. > :23:33.also looking forward to coming up against the man who first signed

:23:33. > :23:43.him, Brendan Rodgers, after Swansea were drawn away to Liverpool in the

:23:43. > :23:49.

:23:49. > :23:54.fourth round of the Capital One Cup. Of course, it is special, because

:23:54. > :24:03.he became a big name here over the last two years and did very well
