:01:26. > :01:31.court charged with murder and 13 counts of attempted murder
:01:31. > :01:35.following a series of hit and run incidents in Cardiff on Friday.
:01:35. > :01:43.Matthew Tvrdon has been remanded in custody. Six people are still in
:01:43. > :01:47.hospital tonight, including three children. After the chaotic scenes
:01:47. > :01:54.in the west side of the city, everyone involved is still coming
:01:54. > :02:00.to terms with what happened. Nick Palit reports. 31-year-old Matthew
:02:00. > :02:04.Tvrdon was in court this morning to face 19 charges of hit and runs on
:02:04. > :02:09.Friday afternoon. In court he spoke only to confirm his name and was
:02:09. > :02:13.remanded in custody. He was charged with one count of murder, 13 of
:02:13. > :02:23.attempted murder, four of occasioning actual bodily harm and
:02:23. > :02:24.
:02:24. > :02:29.The community of Ely are still reeling after the events of Friday
:02:29. > :02:34.afternoon, a tragedy which claimed the life of a young woman and left
:02:34. > :02:38.13 as a this -- others including seven children in hospital.
:02:38. > :02:41.Yesterday the committee came together at the spot where Karina
:02:41. > :02:46.Menzies died. This is not a plea to the community
:02:46. > :02:52.but Cardiff and the whole of the UK. We need to raise funds. The
:02:52. > :03:00.children have been left with no mother and no future, nobody. I
:03:00. > :03:05.can't express... Nearly �2,000 has already been
:03:05. > :03:09.raised. It was a good send-off. We raised
:03:09. > :03:12.loads of money, in the thousands already, and it wasn't even a
:03:12. > :03:16.fundraiser. Police say their investigation is
:03:16. > :03:21.ongoing and they are keen to gather as much CCTV footage of the ban as
:03:21. > :03:26.possible. From that they had ticket -- piece together the sequence of
:03:26. > :03:29.events. They also want information on a black Renault Cleo speeding
:03:29. > :03:34.along the wrong side of the road along Western Avenue towards Ely a
:03:34. > :03:37.few minutes before the band began its journey on Friday. Police say
:03:37. > :03:42.the white van was involved in five separate collisions spread out over
:03:42. > :03:49.an area of around three miles. They had their first call from a member
:03:49. > :03:52.of the public from Ely, where two children suffered arm, leg and head
:03:52. > :03:56.injuries and 29-year-old woman was injured.
:03:56. > :04:02.I was worried about my own children because my sister was looking after
:04:02. > :04:07.my son. I was really worried. There were also called to Cowbridge
:04:07. > :04:11.Road West, where 22-year-old woman suffered leg injuries and to 24-
:04:11. > :04:21.year-old man and to-year-old goal were also injured.

:04:22. > :04:26.As a parent, the streets have got to be safe for them. I just want to
:04:26. > :04:31.pay my respects, that saw. Police believe the incident lasted
:04:31. > :04:35.around 30 minutes. It was a Ely fire station with 32-year-old
:04:35. > :04:40.Karina Menzies was killed. Hill also the youngest victim, a toddler,
:04:40. > :04:44.was heard alongside another goal. On this fire station forecourt
:04:44. > :04:49.where Karina Menzies was knocked down and killed, there is a scene
:04:49. > :04:54.of floral tributes. Three days on, the outpouring narrow -- of grief
:04:54. > :04:58.continues with flowers, candles and soft toys arriving by the minute.
:04:58. > :05:06.The grey, wet, miserable day matches the sombre mood of this
:05:06. > :05:11.community in mourning. A 32-year-old man and two girls
:05:11. > :05:15.were also injured. Over Leckwith retail park, the oldest victim, a
:05:15. > :05:19.49-year-old woman, who is still in hospital with multiple injuries.
:05:19. > :05:23.The 27-year-old woman was also injured next to Cardiff City
:05:23. > :05:27.stadium. At the stadium itself they are raising money at tomorrow's
:05:27. > :05:32.game against Watford and happen to special T-shirts to remember Karina
:05:32. > :05:38.Menzies. As a parent it is just hard to
:05:38. > :05:42.understand what people are going through. Anything that anyone can
:05:42. > :05:45.do, ourselves included, it is only a small thing we can do that
:05:45. > :05:49.anything will help. Meanwhile, Matthew Tvrdon is back

:06:05. > :06:10.from the University Hospital of Wales. Six people remain in
:06:10. > :06:13.hospital tonight, three adults and three children, but two adults
:06:13. > :06:19.described as being in a critical but stable condition over the
:06:19. > :06:23.weekend, we are told that they are improving tonight. Of course, a
:06:23. > :06:27.great sense of shock here in Ely. The community that has been struck
:06:27. > :06:32.by this. Since I have been here, the amount of flowers has been
:06:32. > :06:38.growing steadily. People have been pausing to read the messages,
:06:38. > :06:43.candles have been left here at this evening as well, people remembering
:06:43. > :06:48.particularly Karina Menzies, who was knocked down in this spot. The
:06:48. > :06:53.chief executive of the Cardiff and vale University Health Board has
:06:53. > :06:57.spent his staff, saying they work round the clock over the weekend --
:06:57. > :07:03.thanked his staff, treating those who were injured on Friday evening
:07:03. > :07:06.at the accident and emergency unit, which had to be shut, such was the
:07:06. > :07:10.scale of this incident. A number of people have been discharged since
:07:10. > :07:14.then, but this evening, the thoughts here are very much with
:07:14. > :07:18.the families of those who have been hurt.

:07:21. > :07:24.victims of a fire in Prestatyn which killed a mother, her baby boy,
:07:24. > :07:27.niece and nephew. The baby's father is still critically ill in hospital.
:07:27. > :07:32.A man and woman who live in the flat below are still being
:07:32. > :07:35.questioned on suspicion of murder. As this neighbourhood continues to
:07:35. > :07:38.ask the question, why, police and fire investigators are still
:07:39. > :07:41.looking for their own answers. 20- year-old Lee Anna Shiers, described
:07:42. > :07:43.as friendly and caring, was looking after her nephew, Bailey, a happy,
:07:44. > :07:46.loud, outdoor-loving four-year-old, his two-year-old sister, Skye, who
:07:46. > :07:55.loved butterflies and dressing up as a princess, and her 15-month-old
:07:56. > :07:59.son, Charlie. All four died as a result of the intense fire in this
:07:59. > :08:02.first floor flat. The two older children went to playgroup and
:08:02. > :08:06.nursery here. Their parents wanted fellow pupils to know what had
:08:06. > :08:12.happened. A youth pastor from the local church is on hand to address
:08:12. > :08:17.their concerns. They have come up and just said, we
:08:18. > :08:23.don't understand it. We as a church and myself as be used Pastor are
:08:23. > :08:27.here to serve the community and these young people -- a youth
:08:27. > :08:30.pastor. I have to be here for them. Charlie's father, Liam Timbrell, is
:08:30. > :08:33.in a critcial condition in hospital. Until recently, he worked at this
:08:33. > :08:36.cafe in Prestatyn's Scala Cinema. He was a popular member of staff,
:08:36. > :08:42.and still visited regularly with his baby boy.
:08:42. > :08:47.Always so considerate, always used to bring us drinks and things. We
:08:47. > :08:49.used to call him Harry because he looks like Harry Potter. A nice man.
:08:49. > :08:53.A fundraising event is being planned for next month to support
:08:53. > :09:01.his recovery. We will be showing films in the
:09:01. > :09:05.cafe where he worked, and also have some food, to do something nice for
:09:05. > :09:08.him and raised some money, we will do raffles, anything we can to
:09:08. > :09:13.raise money. Prayers have been said at local
:09:13. > :09:18.church services for the victims. We had 30 teachers and staff
:09:18. > :09:24.members who came together for special prayers and consolation. It
:09:24. > :09:30.was a very difficult service. Everybody feels something like this.
:09:30. > :09:34.For the children involved, it really is a sad thing. Members of
:09:34. > :09:37.the church here were very concerned. A 45-year-old man and a 42-year-old
:09:37. > :09:45.woman who lived in the ground floor flat below Lee-Anna Shiers and Liam
:09:45. > :09:48.Timbrell have been arrested on suspicion of murder. Relatives have
:09:48. > :09:52.released a statement thanking all those who have sent cards and
:09:52. > :09:57.messages of condolence and Friday, and thank members of the public who
:09:57. > :10:00.attempted to rescue the family. They have also given their
:10:00. > :10:05.gratitude to members of the emergency services and medical
:10:05. > :10:07.teams who did will they could during this tragic incident. -- all
:10:07. > :10:10.they could. The author of an independent report
:10:10. > :10:12.which recommended the merger of three of South East Wales's
:10:12. > :10:14.universities has denied threatening budget cuts against Cardiff
:10:14. > :10:17.Metropolitan University unless it agrees to merge. The Chair of
:10:17. > :10:19.Governors at Cardiff Met, Barbara Wilding, claimed that Professor Sir
:10:19. > :10:23.Steve Smith had threatened "a thousand cuts" against the
:10:23. > :10:28.institution. But he denies the claim in a letter to the Education
:10:28. > :10:32.Minister. One in four of us will suffer some
:10:32. > :10:35.form of mental illness - more money is spent on it than any other part
:10:35. > :10:38.of the health service. Today, the Welsh Government launched its 10-
:10:38. > :10:42.year plan to make sure that everybody with a condition can live
:10:42. > :10:45.as full a life as possible. Some of the priorities are that people, no
:10:45. > :10:48.matter what age, get a continuous level of support. Negative
:10:48. > :10:51.attitudes of some employers to mental illnesses should be tackled,
:10:51. > :10:52.and patients and their families should have more say about the care
:10:52. > :11:02.they receive. Our health correspondent, Owain Clarke,

:11:04. > :11:07.reports. Here in Port Talbot, they are
:11:07. > :11:11.preparing for Christmas, sanding down wooden reindeer to sell in
:11:11. > :11:17.local shops. But this isn't a business, it is a support centre
:11:17. > :11:21.run by a mental health charity. It is somewhere to go rather than
:11:21. > :11:25.stay in a house. When you are not well it is better to go outside,
:11:26. > :11:29.and I come here to socialise. This place also gives advice on the
:11:29. > :11:32.type of care available, and one of the big priorities of the new
:11:32. > :11:38.strategy will be to give people with mental illnesses more power to
:11:38. > :11:42.decide what type of treatment is right for them. It was in this room
:11:42. > :11:47.about this time last year that I received some cognitive behavioural
:11:47. > :11:51.therapy. That choice was crucial in putting Mark Smith from Talbot
:11:51. > :11:58.Green on the road to recovery after severe depression and anxiety.
:11:58. > :12:02.It has been a combination of trying different types of medication and
:12:02. > :12:07.talking therapies, such as the cognitive behaviour therapy I
:12:07. > :12:11.received in this room. But you can't get that support without
:12:11. > :12:14.tackling the problem head-on and talking about it in the first place.
:12:14. > :12:20.And those choices could make a big difference.
:12:20. > :12:25.If the policy is put into practice, people would see quite a big change.
:12:25. > :12:28.What they would see it is that the one in 30 people who gets us as --
:12:28. > :12:32.serious mental illness needing significant care, instead of them
:12:32. > :12:36.remaining unproductive and often lonely with damaged lives, those
:12:36. > :12:41.people would get better, get into education and get back to work and
:12:41. > :12:45.enjoy a social life, being, as they fully deserved, for members of
:12:45. > :12:50.society. That is the objective. But others are struggling. Even
:12:50. > :12:56.though the sun is shining, she won't go out. I met this 37
:12:56. > :12:59.agemacro look has that anorexia and bulimia since her teens two 37-
:12:59. > :13:04.year-old. She says she needs specialist treatment which is not
:13:04. > :13:07.available. She says another thing is stopping her recovery, and it is
:13:07. > :13:12.the reason she doesn't want to show herself on camera. Stigma.
:13:12. > :13:17.I have had one woman tell me, you make me feel sick looking at you,
:13:17. > :13:21.that was when I was extremely anorexics. Another woman said to me,
:13:21. > :13:27.do you know what, if you swallowed a pickled onion whole, people would
:13:28. > :13:31.think you were pregnant. You think yourself, I can't get left alone no
:13:31. > :13:35.matter what I am. According to the health minister,
:13:35. > :13:38.getting to grips with prejudice is critical.
:13:38. > :13:42.Service users have had a great input into the consultation we had
:13:42. > :13:47.over the summer and I am grateful to them. When you hear their
:13:47. > :13:50.stories about how they have had 100 job applications and not one
:13:51. > :13:54.interview because they feel they have to put that they have a mental
:13:54. > :13:58.health problem on their application, you realise it is very much alive
:13:58. > :14:03.and kicking in Wales and we must do more to overcome that.
:14:03. > :14:08.Back in Port Talbot, the reindeer are shaping up nicely. The Welsh
:14:08. > :14:14.Government hopes that its new strategy will not only reshape

:14:36. > :14:41.a 12-year-old boy hadn't been designed in accordance with any
:14:41. > :14:44.guidelines or standards. Casey Breeze died after being struck by
:14:44. > :14:54.the goalposts on his local playing field in Caersws last July. Cemlyn
:14:54. > :14:55.
:14:55. > :14:59.Davies reports. Casey Breeze's family arrived at
:14:59. > :15:04.this morning's inquest to piece together the final moments of their
:15:04. > :15:08.son's life. The 12-year-old died after being struck by a set of
:15:08. > :15:12.goalposts whilst playing football with friends on his local
:15:12. > :15:15.recreation ground in Caersws. His mother wept as the court heard and
:15:15. > :15:20.number of statements taken from children who were playing with him
:15:20. > :15:24.at the time. Many of them described how he was playing in goal, and
:15:24. > :15:29.after diving to make a save, he got his foot caught in the neck which
:15:29. > :15:33.hadn't been paid back. As he tried to free himself, the goal frame
:15:34. > :15:39.toppled over and landed on his back. One of the friends said he was
:15:39. > :15:42.crying out at first, but then he went quiet. In this -- in their
:15:42. > :15:47.statements, some children also claimed the posts fell the previous
:15:47. > :15:50.week, but no one was hurt on that occasion. And one of the first
:15:50. > :15:54.police officers at the scene said there was nothing to hold the goal
:15:54. > :15:59.frame in place. The jury later heard that the goalposts had not
:15:59. > :16:03.been designed in accordance with any guidelines or standards. In the
:16:03. > :16:07.days after Casey Breeze's death, scarves and shirts were left on the
:16:07. > :16:11.pitch as a tribute to him. What happened he didn't just shock the
:16:11. > :16:15.people of Caersws, it also had an impact on the wider football
:16:15. > :16:20.community and prompted the Football Association of Wales to issue new
:16:20. > :16:24.guidelines relating to the use of goal posts, including one rule that
:16:24. > :16:29.states that goalposts of any size, including portable ones, must
:16:29. > :16:34.always be securely anchored to the ground when they are being used. It
:16:34. > :16:38.seems lessons are being learned from what happened in Caersws last
:16:38. > :16:41.summer, but exactly how and why Casey Breeze died it is still
:16:41. > :16:44.becoming clear. The inquest into his death is due to conclude
:16:44. > :16:46.tomorrow. Free parking should be on offer to
:16:46. > :16:49.encourage shoppers into Wales's town centres. That's according to
:16:49. > :16:51.the Conservatives, who were visiting Barry High Street today.

:18:28. > :18:34.realise is the emotional aspect of its and the feeling of well-being

:18:41. > :18:45.some universal benefits if elected as the Scottish First Minister.

:18:56. > :19:01.provision in this era of austerity. But I do think it is a difficult

:19:04. > :19:08.traditionally savoured a more social democratic approach.
:19:08. > :19:12.This is the capital city of a country which has become accustomed
:19:12. > :19:15.to universal benefits. Scottish Labour is banking on being able to
:19:15. > :19:20.convince the public that that is a luxury Scotland can no longer
:19:20. > :19:24.afford. But that could be a gift to the SNP and cause a headache for
:19:24. > :19:27.Welsh Labour. In government, Welsh Labour's at -- was Labour has
:19:27. > :19:31.allocated more than �100 million this financial year for
:19:31. > :19:34.concessionary fares for elderly and disabled people, free school
:19:34. > :19:38.breakfasts and free prescriptions. The Welsh Conservatives have seized
:19:38. > :19:43.on the move away from universal benefits in Scotland.
:19:43. > :19:49.I can't see any just a vocation for millionaires being able to access
:19:49. > :19:54.paracetamol they could buy for 16p at the supermarket, while denying
:19:54. > :19:58.cancer patient's life ranging drugs which could prolong and improve
:19:58. > :20:01.their quality of life. There is no social justice in that and it is
:20:01. > :20:05.morally wrong to defend free prescriptions on a basis. Free
:20:05. > :20:09.prescriptions keep people out of hospitals, they are part of social
:20:09. > :20:13.justice and eradicating proper sit -- poverty, clearly something the
:20:13. > :20:17.Conservatives don't recognise. When money is tight, politicians
:20:17. > :20:20.need to prioritise, but as Heti Davies demonstrates, there are
:20:20. > :20:23.risks to taking away benefits people have grown used to.
