:01:15. > :01:18.large retailers here is warning consumer confidence is at a six-

:01:18. > :01:20.month low, and it's fearing the worst just weeks before Christmas.

:01:20. > :01:26.People are facing a squeeze on their disposable income and new

:01:26. > :01:28.figures suggest we're spending less on the High Street. Well, it's

:01:28. > :01:38.late-night shopping tonight and our Business Correspondent Nick Servini

:01:38. > :01:39.

:01:39. > :01:43.is in Cardiff for us. A drop in the amount of clothing

:01:43. > :01:47.people have been buying has been behind one of the factors behind

:01:47. > :01:53.the figures that have come out today. The retailers will be trying

:01:53. > :01:57.to change things over the course of the next six weeks. It is a hugely

:01:57. > :02:03.important time. For many retailers, they can make as many as half their

:02:03. > :02:08.annual profits during the course of the Christmas period. If they have

:02:08. > :02:12.a bad Christmas, it means that they have a bad year. It is a big night

:02:12. > :02:18.in Cardiff. The Christmas lights have just come on. His is all to

:02:18. > :02:21.get people in the Christmas mode and to spend more. So the timing of

:02:21. > :02:27.the release of today's figures was significant because it is a

:02:27. > :02:33.critical time for retailers as they gear up for the festive period.

:02:33. > :02:37.This lady and owns a flat shop. She says she started Christmas early to

:02:37. > :02:42.try to drum up trade. October was one of her was man's and sales were

:02:42. > :02:46.down by at least a quarter. last we call two, people are

:02:46. > :02:53.starting to look towards Christmas and starting to spend more. But

:02:53. > :02:57.still, it is not enough. All the big stores offer so much more. And

:02:57. > :03:02.at lower prices. The smaller retailer or does not get another

:03:02. > :03:06.chance. From the town to the city centre, this store in Cardiff is

:03:06. > :03:10.the largest outside of the south- east of England. So far up on the

:03:10. > :03:15.year and in recent months, but they are not taking anything for granted.

:03:15. > :03:20.We have got to be realistic. The economy is still fragile. We are

:03:20. > :03:25.still trying to see growth. We have got be realistic in terms of their

:03:25. > :03:30.approach. Christmas is going to be strong. It is a fact that we need

:03:30. > :03:35.to stick to our who values. views of the current state of the

:03:35. > :03:45.high street which give us a reader the Lynch snapshot of how many s

:03:45. > :03:50.are feeling it financially. Sales of clothing and shoes was down 2.3%.

:03:50. > :03:55.Compared with this time last year, the overall volume of sales was up

:03:56. > :03:59.0.6%. Another standard figure today from the Office for National

:03:59. > :04:04.Statistics was that the average weekly spend on the internet has

:04:04. > :04:10.gone up by 11% on the year. That was reflected in the centre of

:04:10. > :04:15.Carmarthen today. I think it is internet shopping. Piggott's take

:04:15. > :04:20.advantage of cheaper prices. Find out where they are coming from. --

:04:20. > :04:28.it is internet shopping. I have bought two books for half price.

:04:28. > :04:32.Anything big, I would go one the internet. This lady and her son

:04:32. > :04:35.living on Deeside. She is having to make tough choices when it comes to

:04:36. > :04:40.spending this Christmas because a few months ago, she was made

:04:40. > :04:45.redundant from her job in a solicitor's. Last year, she says

:04:45. > :04:50.first Christmas budget was run to �150. This year, it will be half

:04:50. > :04:54.that. When you going to the shops, you spend money on petrol and food

:04:54. > :04:59.one you were right because you have to buy lunch. When you were at home,

:04:59. > :05:03.it is a lot cheaper. A lot of the things are half the price on some

:05:03. > :05:08.websites. The high street is clearly facing major challengers.

:05:08. > :05:15.But it has bases for a number of years now and has proved more

:05:15. > :05:21.resilient than many have given it credit for. Some differences on the

:05:21. > :05:24.state of the high street. Huge crowds year out tonight as people

:05:24. > :05:29.are building up for the Christmas season. It was interesting speaking

:05:29. > :05:33.to retailers in Cardiff there was that plague warning from the Wash

:05:33. > :05:36.Retail Consortium, contrasted with a number of retailers hope that

:05:36. > :05:41.they have gone through a difficult period, they are resilient and

:05:41. > :05:49.think things are looking reasonably up. Let's have a word with a few

:05:49. > :05:54.gusts. -- gusts. By choosing we are at in terms of the high street?

:05:54. > :05:59.high street is not good. There is a high rate of shop vacancies. People

:05:59. > :06:03.are spending more online. Thames cent of retail sales are not online.

:06:03. > :06:06.Today's figures are worrying for the retail sector in the UK. The

:06:06. > :06:10.growth is not as much as people expected and this year's sales

:06:10. > :06:14.figures have been practically the last -- the same as last year's. By

:06:14. > :06:18.the people are holding back for a big spending spree at Christmas, I

:06:18. > :06:21.do not know. Let's get another perspective. What your members

:06:21. > :06:27.telling you about what they are expecting over Christmas? It is

:06:27. > :06:30.very difficult. They are saying that retail sales at the top of a

:06:30. > :06:35.tree of economic indicators and businesses, all contributing.

:06:35. > :06:39.Essentially, it means what we have got in a pocket to spend at

:06:39. > :06:42.Christmas. If the economy and the high street is not doing well, it

:06:42. > :06:48.is not doing well elsewhere. They have been good signs. More people

:06:48. > :06:51.in jobs. But inflation has gone up. Normally, though things do not go

:06:51. > :06:56.hand in hand. We do not know exactly what is going on so it is

:06:56. > :07:01.very hard to predict what this Christmas will bring. But we have

:07:02. > :07:05.this trade-off between the shoppers and in terms of what is happening

:07:05. > :07:09.in terms of the Consumers'? There is already at some pre- Christmas

:07:09. > :07:15.discounting going on. I have noticed that as I have walked

:07:15. > :07:18.through the city centre. Consumers are looking for a bargain. They are

:07:18. > :07:22.looking for value-for-money. They need to make their money stretch as

:07:22. > :07:28.far as they can. So anything that gives them a deal. Anything that

:07:28. > :07:33.gives them a way of stretching their budget will be welcomed.

:07:33. > :07:38.are here in Cardiff city centre, a huge amount of investment in terms

:07:38. > :07:41.of the retail. But many of your members are in town centres, a high

:07:41. > :07:44.streets up and down the country and things are very difficult birth.

:07:44. > :07:48.They are very difficult, but the opportunities they have got a lot

:07:48. > :07:52.of a good as well. They have something to offer that the big

:07:52. > :07:58.retail brands cannot give. That is something a unique, special, local.

:07:58. > :08:03.There will be selling on value, quality, service. Adding that

:08:03. > :08:07.something extra over and above simply a cheaper priced item.

:08:07. > :08:11.must talk about inflation. It is the lingering thing going on in the

:08:11. > :08:17.economy at the moment. We're out of recession. Unemployment is coming

:08:17. > :08:20.down. But disposable cash has come down. Wages are not keeping up.

:08:20. > :08:25.That is why people are looking to insure. There are also going up,

:08:25. > :08:30.their wages are not going up or are even coming down, and they have got

:08:30. > :08:34.Christmas. And I think when people are feeling the heat of a recession,

:08:34. > :08:38.something like Christmas that can be a big celebration, they do not

:08:38. > :08:45.think they will go without this year, so will people stop spending?

:08:45. > :08:48.They do nothing fog so. -- I do not think so. With the small shops on

:08:48. > :08:52.the high street, these can often be a way you can buy goods and

:08:52. > :08:56.presents for people that you want find in the town centres. You want

:08:56. > :09:06.find this city centres. By the degree that we should support

:09:06. > :09:07.

:09:07. > :09:09.smaller independent traders will have you can. Thank you very much.

:09:09. > :09:12.Thank you very much. The former Conservative Treasurer,

:09:12. > :09:16.Lord McAlpine, says he doesn't want to meet the man who wrongly accused

:09:16. > :09:18.him of abusing him, but he says Steve Meesham is a victim and he

:09:18. > :09:21.has sympathy with him. In an interview with the BBC, Lord

:09:21. > :09:30.McAlpine said the Newsnight programme should've called him to

:09:46. > :09:51.Wrexham once in my life. They could have saved themselves a lot of

:10:00. > :10:08.comment that he sincerely apologises and that he would like

:10:31. > :10:34.veterans after they return to civilian life is one we've featured

:10:34. > :10:37.extensively on Wales Today this year. A report by Health

:10:37. > :10:39.Inspectorate Wales, which took evidence from 250 people associated

:10:39. > :10:43.with the armed forces, made a series of recommendations back in

:10:43. > :10:46.May. Among them was the establishing of a permanent

:10:46. > :10:49.residential centre for veterans in Wales. Professor Rosemary Kennedy

:10:49. > :10:56.has today been tasked with leading a review into whether such a centre

:10:56. > :10:59.is needed and she joins me now. What would a centre like this do

:10:59. > :11:03.question a kid could fulfil a number of functions. On other

:11:03. > :11:07.things we would need to do is to look at the responses that came

:11:07. > :11:12.back to the health inspector it Wales. Because for some people,

:11:12. > :11:16.what they need is just a signpost through hugely complicates it

:11:16. > :11:20.things like pensions and grants or how to get themselves into a new

:11:20. > :11:25.career and some career development opportunities. For others, it is

:11:25. > :11:28.much more of a lasting half a support that they need. And

:11:28. > :11:34.possibly residential accommodation for short periods for assessment of

:11:34. > :11:37.for respite care. And support for their families. Because they

:11:37. > :11:42.require it, as well. The row centres like this in Scotland, in

:11:42. > :11:47.England. -- there are centres like this. By you surprise we have not

:11:47. > :11:53.got one in Wales? The centres that have been established principle

:11:53. > :11:57.League -- principally in England have certainly come to Wales. We

:11:57. > :12:00.have a significant proportion of armed forces recruited in Wales for

:12:00. > :12:06.will return here we have to look at how we can provide all the support

:12:06. > :12:15.that they need. But Government has asked you to carry out this revered.

:13:29. > :13:32.injured. A woman who was taken ill after her

:13:32. > :13:35.car was deliberately set on fire outside her home in Wrexham has

:14:05. > :14:08.the yard have been removed from an anonymous website. The individuals

:14:08. > :14:11.behind the site say they've been accused of making things up but

:14:11. > :14:14.insist all they wanted to do was assess how much concern there is

:14:14. > :14:17.amongst parents. Our reporter, Cemlyn Davies, is in our

:14:17. > :14:27.Aberystwyth newsroom this evening. What more do we know about this

:14:27. > :14:30.site? The website was set up in the middle of October and since then it

:14:30. > :14:34.has published a number of allegations including claims some

:14:34. > :14:38.schools are using a traffic light system to punish children were

:14:38. > :14:44.caught speaking English. The report suggested some children are going

:14:44. > :14:48.home afraid of speaking English for fear of being told off. These

:14:48. > :14:52.allegations are completely anonymous. We have no idea who is

:14:52. > :14:56.behind this website or how many people are involved. We have been

:14:56. > :15:01.in contact with them but they would not give us their names or an

:15:01. > :15:05.interview either. Tonight, the allegations have been removed from

:15:05. > :15:09.the website and a new statement has been published by those involved

:15:09. > :15:12.and that says the people have been accused of making things up and all

:15:13. > :15:16.they wanted to do was assess how much concerned it is and draw

:15:16. > :15:21.attention to the issue. They say tonight they have managed to do

:15:21. > :15:29.that. The story has appeared in a number of national newspapers over

:15:29. > :15:35.the last few days. It was in the Daily Mail today. What more has

:15:35. > :15:39.been said about this website? number of people have taken to

:15:39. > :15:44.social media sites. Some have contacted the BBC as well asking so

:15:44. > :15:49.much -- asking why so much attention is being paid to this

:15:49. > :15:54.anonymous campaign. In the meantime, the Cabinet member with

:15:54. > :15:58.responsibility for education in Ceredigion has said he would be

:15:58. > :16:08.happy this -- to discuss any concerns with the person or persons

:16:08. > :16:13.behind the website. The council also says the council find it very

:16:13. > :16:17.difficult to believe the accusations have any basis. The

:16:17. > :16:21.Children's Commissioner has also been made aware of the issue and he

:16:21. > :16:24.will be listening to interested parties in due course.

:16:24. > :16:27.Police are investigating a ram-raid at a shop in Cardiff. Thousands of

:16:27. > :16:31.pounds worth of cigarettes were stolen from a Co-op store in the

:16:31. > :16:33.Danescourt area of the city in the early hours of this morning. Three

:16:33. > :16:36.men are believed to have been involved.

:16:36. > :16:39.A formal complaint has been filed against the accountancy firm Ernst

:16:39. > :16:41.& Young in connection with the collapse of the Christmas hamper

:16:41. > :16:44.company, Farepak, six years ago. It left thousands of people across

:16:44. > :16:46.Wales out of pocket. The disciplinary body for auditors, the

:16:46. > :16:49.Financial Reporting Council, alleges that the firm failed to

:16:49. > :16:59.consider Farepak's ability to continue as a going concern. A

:17:03. > :17:05.A supermarket chain has withdrawn its application to build a new

:17:18. > :17:21.have welcomed the decision. A third of blind or partially

:17:21. > :17:25.sighted people in Wales are living in poverty, according to the

:17:25. > :17:28.charity RNIB Cymru. It says the figure is "shocking", and is

:17:28. > :17:37.calling for more help for those living below the breadline. Carwyn

:17:37. > :17:41.Jones reports. Danny Eggar lost his sight when he

:17:41. > :17:47.was 16. He's now 24 and despite having qualifications and years of

:17:47. > :17:55.voluntary work under his belt, he's found it difficult to get a job.

:17:55. > :18:00.He's currently unemployed and says he's struggling to make ends meet.

:18:05. > :18:11.they are young people and they don't want to work. I want to work

:18:11. > :18:18.but I have no choice. I have to pay my rent and gas and electric and

:18:18. > :18:21.water. Danny is one of a hundred thousand people living in Wales who

:18:21. > :18:24.are blind or partially sighted and one in three of those is living in

:18:24. > :18:28.poverty. That's according to a report released today by two

:18:28. > :18:32.charities - the Bevan Foundation and RNIB Cymru. The report says

:18:32. > :18:34.it's much harder to get a job if you're blind or partially sighted

:18:34. > :18:44.and you're more likely to experience discrimination by

:18:44. > :18:46.

:18:46. > :18:48.employers. Visually impaired people face additional costs in their

:18:48. > :18:51.daily lives, like specialist equipment and medical expenses. And

:18:51. > :18:53.while most people with sight loss rely on welfare benefits, there's

:18:53. > :18:59.confusion as to what those entitlements are and to how to

:18:59. > :19:03.apply for them. It is very shocking in this day and age that we have so

:19:03. > :19:10.many people living in poverty. The people I talked to don't have

:19:10. > :19:15.enough money to heat their house and it is their basic right and

:19:15. > :19:19.people should be able to have enough money to heat their homes

:19:19. > :19:21.and be able to eat. The Welsh Government says it's committed to

:19:21. > :19:24.tackling poverty in all its forms. That's an approach welcomed by

:19:24. > :19:27.charities who work with visually impaired people in Wales. But they

:19:27. > :19:33.say much more can be done to support people like Danny, who live

:19:33. > :19:36.below the poverty line. Rugby and Wales' interim head coach,

:19:36. > :19:39.Rob Howley, says Sam Warburton is still the squad captain, despite

:19:39. > :19:41.his exclusion from tomorrow's starting line-up against Samoa.
