:00:02. > :00:05.Welcome to Wales Today. Tonight's headlines.

:00:05. > :00:15.Aiming for sweet success but claims businesses cannot get the help they

:00:15. > :00:15.

:00:15. > :00:19.need from banks. Now a review to see if they are lending enough.

:00:19. > :00:29.There is a lot of talk about borrowing. It is definitely not

:00:29. > :00:33.

:00:33. > :00:38.Also tonight. A court is told of the sheer

:00:38. > :00:41.stupidity of a man who drove his 4x4 to the summit of Snowdon, twice.

:00:41. > :00:51.The construction industry in decline. A warning 30,000 workers

:00:51. > :00:57.will have lost their jobs in 10 years. There are not many glimmers

:00:58. > :01:01.of hope. Profit will probably a non-existent word in the industry.

:01:01. > :01:05.Singing to stop the cuts. One of our greatest composers fears they

:01:05. > :01:15.could make music tuition the preserve of the rich.

:01:15. > :01:17.

:01:17. > :01:27.In tonight's sport. Can Swansea City do it again at the

:01:27. > :01:35.

:01:35. > :01:42.Emirates, but this time knock There are concerns this evening

:01:42. > :01:45.that banks are not lending enough. A review is being set-up to look at

:01:45. > :01:48.whether banks are lending as much as they should to Welsh companies.

:01:48. > :01:51.Business Minister Edwina Hart says firms are telling her the money is

:01:51. > :02:00.not coming through. There has been pressure on banks to support

:02:00. > :02:06.companies to help the economy grow. Chocolates being made in Denbigh. A

:02:06. > :02:16.string of other shops like this could have opened across Software's

:02:16. > :02:17.

:02:17. > :02:24.had the owner realised his dream. The message from the bank was clear.

:02:25. > :02:32.The answer was No. There was no real business relationship with

:02:32. > :02:36.them. You just do not think about asking them any more. Many others

:02:36. > :02:46.seem to have similar opinions. They say the banks are reluctant to help

:02:46. > :02:46.

:02:46. > :02:54.them grow. They are happy that we are running schemes. The reality is

:02:54. > :02:56.it is hard because there are not getting the money they require.

:02:57. > :03:03.Last August the Bank of England and Chancellor came together to launch

:03:03. > :03:08.a scheme to ease up cash for firms to expand. The aim was to increase

:03:08. > :03:15.banks' loans by a roughly 60 billion. The British Bankers

:03:15. > :03:18.Association says it welcomes the initiative by Edwina Hart and we do

:03:18. > :03:27.all it can to help. It also points out that eight out of 10

:03:27. > :03:29.applications by businesses for loans from the banks are granted.

:03:29. > :03:36.Many smaller businesses are not applying because they think they

:03:36. > :03:44.were not get one. The answer has always been no so we do not bother

:03:44. > :03:53.now. Experiences like this will be fed into the research to highlight

:03:53. > :03:59.any barriers. Certain banks have blacklisted certain sectors.

:03:59. > :04:02.Tourism makes up 10% of the Welsh economy. If we see less money going

:04:02. > :04:11.into the tourism sector then businesses will be at a

:04:11. > :04:15.disadvantage. These chocolates may not seem to be at the heart of the

:04:15. > :04:18.economy of Wales but it is about the issue of whether banks are

:04:18. > :04:21.holding many bank. I'm joined now by Jonathan Good

:04:21. > :04:24.from Barclays, one of the biggest lenders in Wales. We heard Mark

:04:24. > :04:28.Young in Sarah's report saying that he and many others wouldn't even go

:04:28. > :04:37.to a bank to try and get a loan because they feel there's no chance

:04:37. > :04:45.of getting one. What do you think when you hear that? Our bank

:04:45. > :04:51.realised there is a lack of confidence. We have seen a 25%

:04:51. > :04:57.decrease in applications from pre- recession days. There is an issue

:04:57. > :05:03.of the lack of demand and confidence in the economy. A we do

:05:03. > :05:13.want to loan the money. The mentioned the guarantee schemes. We

:05:13. > :05:15.

:05:15. > :05:20.have been involved in the funding for lending scheme. We have been

:05:20. > :05:26.part of other government schemes as well. We have been part -- involved

:05:26. > :05:32.with the Welsh government scheme for investment. That has been a

:05:32. > :05:36.used to support small, medium and micro businesses across the country.

:05:36. > :05:44.There is definitely a perception that you have not been granting

:05:44. > :05:48.loans? The current year lend, sanction a 80% of all our

:05:48. > :05:52.applications. We work closely with businesses to make sure the

:05:52. > :05:56.applications are strong. That is the key thing. We have seen a did

:05:56. > :06:02.cent success rate with the applications we are reviewing. But

:06:02. > :06:06.we are seeing a drop in consumer demand. What would you say to the

:06:06. > :06:10.review? We welcomed the review. Anything that can support the Welsh

:06:10. > :06:16.economy is good news. They will be working to help support that. If

:06:16. > :06:21.there is anything, I would say to businesses please come and talk to

:06:22. > :06:24.us or your local bank because banks do want to lend money. I think your

:06:24. > :06:28.phone will be red hot tomorrow morning.

:06:28. > :06:30.The trial of a man accused of twice driving a vehicle up Snowdon, once

:06:31. > :06:32.to the summit itself, has gone ahead in his absence. Craig

:06:33. > :06:42.Williams from Cheltenham in Gloucestershire denies two charges

:06:43. > :06:44.

:06:44. > :06:50.of dangerous driving. A four by four parked just 100 yards short of

:06:50. > :06:55.the summit of Snowdon. Driving the vehicle there was an act of sheer

:06:55. > :07:00.stupidity, the jurors were told. The Act could have had a horrendous

:07:00. > :07:05.consequences. The court heard Craig Williams did not do it once but

:07:05. > :07:10.twice. The second time he went to the top. The vehicle was parked

:07:10. > :07:15.alongside the cafe. The jury was told there were a couple of

:07:15. > :07:25.possible routes. One was along the path and the other would use part

:07:25. > :07:33.

:07:33. > :07:39.of the track of the mountain railway. Williams -- and at. Some

:07:39. > :07:43.tyre tracks were seen along the track and some damage. Mike Roberts,

:07:43. > :07:47.a hut and safety officer on the railway said he spoke to Craig

:07:47. > :07:51.Williams the day the vehicle was brought down the mountain. He said

:07:51. > :07:57.he seemed apologetic and had not realised the implications of his

:07:57. > :08:01.actions. Craig Williams pictured here was not in court today. He

:08:01. > :08:04.denies a couple of charges of dangerous driving. The second time

:08:04. > :08:14.the vehicle was taken up the mountain, the jury heard, a sign

:08:14. > :08:17.

:08:17. > :08:20.was left on it. It said "I made it to the summit". The case continues.

:08:20. > :08:23.Jobs at Wales' 28 Blockbuster stores are under threat as the DVD

:08:23. > :08:26.rental firm becomes the latest UK High Street chain to go into

:08:26. > :08:30.administration. It has 528 stores across the UK and employs more than

:08:30. > :08:34.4,000 staff. Administrators say the stores will keep trading while they

:08:35. > :08:37.try to find a buyer. Schools in the bottom two

:08:37. > :08:43.performance bands will be offered an extra 10,000 each to help

:08:43. > :08:45.improve standards. A total of 84 secondary schools could benefit.

:08:45. > :08:55.Education Minister Leighton Andrews says they will have to submit

:08:55. > :08:55.

:08:55. > :08:58.action plans, with targets, before being given the extra money.

:08:58. > :09:00.Questions have been raised about the Assembly's power to legislate

:09:00. > :09:03.on recovering the costs of asbestos related treatment. The Association

:09:03. > :09:05.of British Insurers told the Assembly's health committee that

:09:05. > :09:08.the Bill's purpose was to raise revenue and was therefore outside

:09:08. > :09:11.the competency of the Assembly. The Labour backbencher Mick Antoniw

:09:11. > :09:13.said it was not to create a law that would enable the NHS to

:09:13. > :09:16.recover costs of treating asbestos sufferers.

:09:16. > :09:18.A 32-year-old man has gone on trial accused of the murder of a

:09:18. > :09:21.vulnerable 68-year-old pensioner who was fatally stabbed in the

:09:21. > :09:25.communal hall of the flats where he lived. Defendant William Jones is

:09:25. > :09:28.said to be out looking for his girlfriend and a man he thought she

:09:28. > :09:31.was with when he attacked Peter Lewis who opened his front door

:09:31. > :09:38.last April. He has pleaded not guilty telling police he was

:09:38. > :09:42.defending himself against a knife attack by Mr Lewis. Peter Lewis was

:09:42. > :09:47.described as a vulnerable man with learning difficulties. He played an

:09:47. > :09:52.active part in his community, a churchgoer and a champion for

:09:52. > :09:57.others with learning difficulties. By contrast, the man accused of his

:09:57. > :10:03.murder, William Jones, was said by the prosecution lawyer to be a

:10:03. > :10:07.heroin addict who lived a chaotic life. It was April last year that

:10:08. > :10:12.Paula worse was stabbed in the hallway of the flats by he lived in

:10:13. > :10:19.Cardiff. Unable to move from the floor, he called for help, pressing

:10:19. > :10:24.the button on his personal panic alarm. He told the operator a boy

:10:24. > :10:29.came looking for someone called Dean and hit me. According to the

:10:29. > :10:35.prosecution today, the defendant told police he was here on that

:10:35. > :10:40.night. He was trying to buy Valium from his girlfriend with 10 he had

:10:40. > :10:44.been given by his father. In fact, he had been out trying to find her

:10:44. > :10:49.and a man she was with because he was jealous and planned to attack

:10:49. > :10:53.him. The court heard in the early hours he had been out knocking

:10:53. > :10:56.doors and ringing doorbells. He told police that when he came here

:10:56. > :11:00.Peter Lewis had come out threatening him with a knife. He

:11:01. > :11:05.said he grabbed it and must have stabbed him as he pushed him away.

:11:05. > :11:09.He said he did not know the man had been injured until he saw it later

:11:09. > :11:14.on the news. Peter Lewis was conscious when the police arrived

:11:14. > :11:18.but died in hospital shortly after. A post-mortem examinations as the

:11:18. > :11:23.cause of death was a stab wound to his abdomen. At Cardiff crown court

:11:23. > :11:27.the jury was shown photographs of both men and told to compare them.

:11:27. > :11:31.The prosecution lawyer said the idea that Peter Lewis, a God-

:11:31. > :11:37.fearing man was armed and threatening the defendant was

:11:37. > :11:41.ludicrous. He said it was William Jones that arrived with the knife.

:11:41. > :11:47.When Peter Lewis challenge them, he had stabbed him deliberately. The

:11:47. > :11:51.case continues. The true impact of the recession on

:11:51. > :11:54.construction in Wales has been made clear in a new report. It says

:11:54. > :11:57.there will continue to be job losses, and that the number of

:11:57. > :12:01.workers will have shrunk by almost a quarter in the decade leading up

:12:01. > :12:04.to 2017. But it claims there'll also be opportunities, mainly as a

:12:04. > :12:06.result of the huge project to build a new nuclear power station on

:12:06. > :12:14.Anglesey. Our business correspondent Nick Servini has been

:12:14. > :12:19.looking at the findings. The finishing touches being made to a

:12:19. > :12:25.care home in Carmarthenshire. We knew the sector had suffered.

:12:25. > :12:30.Today's report by construction skills shows by how much. The

:12:30. > :12:34.number of people working in the industry is expected to reach

:12:34. > :12:40.80,000 over the next five years. That is below the pre-recession

:12:40. > :12:47.peak. There was a 13% fall in output last year. The findings came

:12:47. > :12:53.as no surprise to the man running this project. There are not many

:12:53. > :12:58.glimmers of hope. A we now have to look to do a lot more for less.

:12:58. > :13:05.Basically, look at the efficiencies of how you can run your company.

:13:05. > :13:11.The market place is so competitive. Many in the industry says highly

:13:11. > :13:15.competitive tendering are pushing prices down. The company behind

:13:15. > :13:23.this care home have a thinnest a number of large projects. The work

:13:23. > :13:27.in the pipeline is on a smaller scale. It had to let go around half

:13:27. > :13:32.a dozen workers before Christmas. The challenge will be retaining the

:13:32. > :13:35.rest of the workers over the next year. Any hope for is for

:13:35. > :13:41.significant growth in Wales has been pinned on a new nuclear power

:13:41. > :13:45.station which is planned on a site next to the existing Wylfa plant on

:13:45. > :13:52.Anglesey. The report expects people to start feeling more confident in

:13:52. > :13:56.their jobs, driving up rates by private sector housing. But it will

:13:56. > :14:02.be another few years before these and other schemes taking. Until

:14:02. > :14:05.then, the industry will face pressures. It has been called a

:14:06. > :14:12.perfect stone. Last year we had a reduction in public expenditure

:14:12. > :14:16.funding and also a lack of confidence in the private sector.

:14:16. > :14:20.That is less money and ability to spend. Construction has suffered

:14:20. > :14:26.more than most in recent years. Industry experts believe it still

:14:26. > :14:34.Still to come tonight. Not everyone who wants to watch Wales Today is

:14:34. > :14:36.able to. Winter is going to tighten its grip. Heavy snow and disruption

:14:36. > :14:46.expected on Friday but not everywhere. Some places will have

:14:46. > :14:49.One of the country's were celebrated composers, Karl Jenkins,

:14:49. > :14:55.has criticised proposals by Newport Council to cut 40% of its music

:14:55. > :14:59.budget. Newport is the latest authority to look at reducing its

:14:59. > :15:09.service. But Karl Jenkins says any more cuts will permanently damaged

:15:09. > :15:13.

:15:13. > :15:17.the cultural well-being of Wales. They have played all over the world

:15:17. > :15:21.but this may be their most important concern yet. An alfresco

:15:21. > :15:25.performance for Newport councillors during their lunch hour. These

:15:25. > :15:31.young was Titian's at current and former members of the Gwent music

:15:31. > :15:35.support service and they're here to protest at the proposed 200,000

:15:35. > :15:41.budget cut. My friend asked to go on to music college and comes here.

:15:41. > :15:50.I am not sure if we will be able to afford it. It might stop her

:15:50. > :15:54.education. They on sad because we need lessons. That concerns one of

:15:54. > :15:59.Wales's most celebrated composers, Karl Jenkins. He says further cuts

:15:59. > :16:05.will be gained an irreversible decline in the cultural well-being

:16:05. > :16:10.of Wales. Many of unpeople will be excluded from the opportunity of

:16:10. > :16:17.making music. All learning, or having the opportunity to play an

:16:17. > :16:26.instrument. Once you're on that road of cuts and depleted

:16:26. > :16:29.opportunities for young people, it is impossible to reverse it.

:16:29. > :16:33.isn't just young musicians in south-east Wales feeling the pinch.

:16:33. > :16:40.There are no -- no council-funded music lessons in Powys or

:16:40. > :16:48.Carmarthenshire. It has reduced its spending by and and 20,000.

:16:48. > :16:58.Flintshire Kurt 100 sent his 7,000, 30% of its budget. -- hundred and

:16:58. > :16:59.

:16:59. > :17:03.This concert band has been around for 50 years and their repertoire

:17:03. > :17:09.doesn't lack ambition nor their ranks ability. Fewer young people

:17:09. > :17:13.and training. His is a bit of a shame. I believe music for

:17:13. > :17:18.youngsters is becoming slightly elitist and is for those people who

:17:18. > :17:24.can afford to pay for instruments are lessons. That is a terrible

:17:24. > :17:28.situation. Councils don't have to provide music service. Bupa says it

:17:28. > :17:32.wants its service to becoming -- Newport council says it wants his

:17:32. > :17:37.service to become self-funding. Before the ball to wishing could be

:17:37. > :17:40.the difference between one day playing in front of him or filling

:17:40. > :17:42.his issues. An MP has called on the UK

:17:42. > :17:45.government to intervene in the royalties dispute between the group

:17:45. > :17:49.that represents Welsh-language musicians and the BBC. The artists

:17:49. > :17:52.want more money for their music. The row has led to Radio Cymru

:17:52. > :17:54.losing the right to play around 30,000 songs. During Welsh

:17:54. > :17:58.Questions, Plaid Cymru's Hywel Williams asked ministers to help

:17:58. > :18:04.but the Wales Office says it is not a matter for them and is hopeful a

:18:04. > :18:06.resolution can be found soon. The Prince of Wales company from

:18:06. > :18:15.1st Battalion Welsh Guards have been marching through Carmarthen

:18:15. > :18:18.today after six months in Afghanistan. More than 350 members

:18:18. > :18:28.of the battalion have been training the African police and security

:18:28. > :18:29.

:18:29. > :18:32.forces in Helmand Province. -- Afghan police. Three of them were

:18:32. > :18:35.killed during the tour of duty including Lance Corporal Lee Davies

:18:35. > :18:39.who was born in Carmarthen. An extra 5 million has been

:18:39. > :18:41.provided to help protect homes from flooding. The money from the Welsh

:18:41. > :18:44.Government will go towards existing projects aiming to reduce the risk

:18:44. > :18:47.to homes and businesses. It comes as pupils from a school in

:18:47. > :18:50.Denbighshire, which was cut off for two days in November's floods,

:18:50. > :18:53.joined the thousands of children singing at a concert in Manchester

:18:53. > :19:01.tonight. Some of them from Ysgol Esgob Morgan still aren't back in

:19:01. > :19:05.their homes after the deluge. doesn't feel like home yet, it

:19:05. > :19:11.still feels like a living in somebody else's home. It is not

:19:11. > :19:16.that good, really. I feel as if I am sleeping somebody else's bed. It

:19:16. > :19:21.is a good experience and is helping me to forget about the floods.

:19:21. > :19:26.is a great concert to go to. For those children who have had that

:19:26. > :19:29.experience of the past few months, this will be perfect for them.

:19:29. > :19:31.If you are watching this then chances are you don't have a

:19:31. > :19:34.problem receiving Welsh television channels unless you pay for the

:19:34. > :19:38.privilege. But many people across Wales are only getting English

:19:38. > :19:41.regional programmes after the digital switchover. One MP says the

:19:41. > :19:50.situation is shambolic and has called on the UK government to try

:19:50. > :19:55.to resolve the issue. Hundreds of channels to choose from but not

:19:55. > :19:58.those made in Wales. Elwyn Dodd from Johnstown near Wrexham was

:19:58. > :20:00.faced with the loss of Welsh TV stations when digital switchover

:20:00. > :20:03.happened. He paid for a satellite receiver to overcome the problem

:20:03. > :20:13.but says not everyone has the luxury of opting out of English

:20:13. > :20:14.

:20:14. > :20:19.regional channels. I want to know what is going on locally. It is on

:20:19. > :20:24.the exception you get any reference to us. We are due to get some

:20:24. > :20:28.information. Unless we pay for it through Sky or through a digital

:20:28. > :20:31.dish, we're not having it. Dodd's MP Susan Elan Jones has

:20:31. > :20:39.asked the Wales Office minister to make broadcasting regulator Ofcom

:20:39. > :20:43.and Digital UK to resolve the issue. Some committees can not receive the

:20:43. > :20:46.full suite of digital channels most people receive. Most of these

:20:46. > :20:50.problems are relatively straightforward to sort out but

:20:50. > :21:00.where there are persistent problems I am more than happy to meet the

:21:00. > :21:07.

:21:07. > :21:10.honourable lady and with the disorder UK. -- Digital UK. And it

:21:10. > :21:14.is unacceptable. They are supposed to provide a proper television

:21:14. > :21:17.service for Wales and it is not acceptable to say to people, you

:21:17. > :21:22.can watch north-west television or Midlands television because they

:21:22. > :21:25.don't live in either place. You should get English and Welsh

:21:25. > :21:28.language television programmes. Digital TV reception from a

:21:28. > :21:31.transmitter like this can be weakened by hills and mountains

:21:31. > :21:33.blocking the signal or it may be losing out to a stronger signal

:21:33. > :21:36.from transmitters which serve England. The picture for viewers he

:21:36. > :21:39.is still unclear. Let's get the day's sports news now

:21:39. > :21:42.with Claire. Good evening. It's another big

:21:43. > :21:46.night for Swansea City fans. The Swans are at the Emirates Stadium
