:01:23. > :01:27.the missing rugby fan Ben Thompson has made an emotional appeal for

:01:27. > :01:30.help to find her husband. Around 20 people, family and friends have now

:01:30. > :01:32.come from Haverfordwest to Cardiff to join the search for the 34-year-

:01:32. > :01:40.old who disappeared following Saturday's Six Nations match in the

:01:40. > :01:42.city. Caroline Evans reports. Desperate for news today, Jo

:01:42. > :01:52.Thompson, together with her Brother and Ben's Mother and his twin

:01:52. > :01:55.

:01:55. > :02:01.brother, made a public appeal for help to find him. Ben is kind and

:02:01. > :02:09.loving, he is an exceptional friend which is why we have everyone here

:02:09. > :02:13.today looking for him. I would ask everyone who saw him after 7pm on

:02:13. > :02:18.Saturday to please contact the police. Please help me find my

:02:18. > :02:21.husband. 34-year-old Ben Thomspson had won tickets to Saturdays match.

:02:21. > :02:25.He'd travelled up with friends and gone drinking beforehand. After the

:02:25. > :02:32.game ended, he called his wife from the packed city centre, to tell her

:02:32. > :02:37.that he was heading to their favourite Cardiff pub. The won

:02:37. > :02:44.tickets to go in the box for the Rugby, he was very excited about it,

:02:44. > :02:54.he was a big a Rugby fan. At some point in the evening he left acute

:02:54. > :03:00.for the bar and made his way foot deep CCTV camera footage showing

:03:00. > :03:04.him on a particular road. He was last seen by his friends after the

:03:04. > :03:07.match, at around 6:30pm in Mill Lane. The area is well known for

:03:07. > :03:10.its bar and restaurants and would have been packed at the time. From

:03:10. > :03:13.there he's thought to have walked to Canton. At 17 minutes past seven,

:03:13. > :03:16.police now know he was at Lawrenny Avenue near Cardiff City's football

:03:16. > :03:25.ground. Today they issued this CCTV which shows him crossing Leckwith

:03:25. > :03:30.Road into Lawrenny Avenue. Anyone who recognises the hem, he was not

:03:30. > :03:35.wearing a red shirt that night but something that was light coloured.

:03:35. > :03:40.I today ask anyone who was picking their kids upon anything like that

:03:40. > :03:48.if they saw him that night to get in touch. His family say he knows

:03:48. > :03:54.his way through Cardiff by car but fear, on foot, he lost his way.

:03:54. > :04:00.think he was heading back to the hotel which was at the airport.

:06:05. > :06:11.the Conservatives. Plaid Cymru branded it a U-turn. Health checks

:06:11. > :06:18.led by GPs and nurses for the over- fifties are a firm commitment from

:06:18. > :06:28.the Welsh Government. What will this new website offer that is not

:06:28. > :06:34.already offered by NHS 24? It will allow GPs and other care

:06:34. > :06:44.commissioners to identify and contact those most at need for her

:06:45. > :06:51.care and advice. So is the new plan for a U-turn? Or is it a another

:06:51. > :06:55.way of delivering the election promise? Money has been set aside

:07:08. > :07:15.prevention services and for those who do not have alternative online

:07:15. > :07:19.access there will be something else for them. I am disappointed because

:07:26. > :07:30.nothing. We have been promised one thing and now we are getting

:07:30. > :07:33.something different. It is being dressed up as the same thing and I

:07:33. > :07:37.do not think that is right. There will be relief among doctors who

:07:37. > :07:42.were worried about their surgeries being clogged up by people who did

:07:42. > :07:50.not really need to be there at all. Vaughan, U-turn, or is the

:07:50. > :07:54.Government sticking to their promise? If you read the Labour

:07:54. > :07:58.manifesto you would say that everybody would be offered an

:07:58. > :08:03.appointment to see their GP, a practice nurse maybe or a

:08:04. > :08:11.pharmacist. This is something very different. The Government says it

:08:11. > :08:21.is promising this opportunity but it really does not sound like it.

:08:21. > :08:26.Why the change? Other parties are calling it a U-turn on a climbdown

:08:26. > :08:29.but they think that maybe it was not a good idea in the first place.

:08:29. > :08:35.Some people might be concerned about their health but do not

:08:35. > :08:38.really need to be. It is those who are more difficult to reach, the

:08:38. > :08:41.Government system would not necessarily reach them. Is this

:08:41. > :08:44.politically damaging for Labour? The family of a girl who was killed

:08:44. > :08:54.after a wall collapsed on her near Prestatyn have had their campaign

:09:54. > :09:58.the scene. The family of a girl who was killed after a wall collapsed

:09:58. > :10:02.on her have had their campaign to have builders licensed highlighted

:10:02. > :10:04.in the House of Commons. Meg Burgess was 3 when she died

:10:04. > :10:07.following the incident in Meliden five years ago. The man responsible

:10:08. > :10:17.for building the wall was jailed for two years. Today, her parents'

:10:18. > :10:24.local MP spoke in the commons. this case, despite the builder's 30

:10:24. > :10:30.years' experience he decided to cut corners. If the builder had

:10:30. > :10:32.followed guidelines then the little girl would still be alive today.

:10:33. > :10:34.Health Managers in North Wales have denied claims they are rushing

:10:35. > :10:37.through controversial changes to health services. Betsi Cadwaladr

:10:37. > :10:41.Health Board last month approved plans that would see some community

:10:41. > :10:47.hospitals close and big changes to specialist intensive care for

:10:47. > :10:50.babies. They've confirmed some will close within two weeks. Today,

:10:50. > :10:55.Denbighshire council postponed a vote of no confidence in the health

:10:55. > :10:57.board, to hold further discussions with managers. Parents of children

:10:58. > :11:01.at Cwmcarn High School say they're frustrated and confused after being

:11:01. > :11:09.told it will be at least another three weeks before a decision will

:11:09. > :11:12.be reached on whether to re-open the school. It's been closed since

:11:12. > :11:14.a report raised concerns about asbestos level in October, but

:11:14. > :11:24.yesterday a health and safety executive survey said levels were

:11:24. > :11:27.

:11:27. > :11:33.normal. Paul Heaney reports. It has been closed since October because

:11:33. > :11:39.of concerns about high levels of asbestos. The Health and Safety

:11:39. > :11:45.Executive said the amount in the ear at this high school was within

:12:41. > :12:47.the country. There are calls for a national database of where the

:12:47. > :12:52.material is used. Children being bussed 12 miles up the valley when

:12:52. > :12:57.there was asbestos in that school, brown asbestos which is very

:12:57. > :13:03.dangerous. If people had the right to know access to that information

:13:03. > :13:09.beforehand people would know what the situation was in their own

:13:09. > :13:17.school. The decision on whether to reopen the school will be made in

:13:17. > :13:27.the next month after a further report into asbestos levels.

:13:42. > :13:44.Wales and England. All eight Welsh Conservative MPs are expected to

:13:55. > :14:00.Within the next 20 minutes MPs are expected to start of that vote on

:14:00. > :14:06.whether to legalise gay marriage. It is expected to go through but

:14:06. > :14:13.there is a lot of opposition from Conservatives in Wales. Sylvia

:14:13. > :14:16.Jones and Alison Proctor have been together for 22 years. The couple

:14:16. > :14:20.are already in a civil partnership and they would welcome the chance

:14:20. > :14:24.that gay couples to be able to choose to marry. We have always

:14:24. > :14:28.said that people were so supportive of civil partnerships and will be

:14:28. > :14:31.of marriage because everybody loves a good party. It is about

:14:31. > :14:38.celebrating people's love for each other and people's commitment to

:14:38. > :14:42.each other. That is what is important. For those people who are

:14:42. > :14:46.against it, they have a right to voice their opinions, but they are

:14:46. > :14:50.in the minority. The Welsh Secretary arriving at today's

:14:50. > :14:54.Cabinet meeting believe marriage means a union between a man and a

:14:54. > :15:00.woman. He and the other seven Welsh Tory MPs are expected to vote

:15:00. > :15:05.against the bill tonight. I feel redefining the meaning of marriage

:15:05. > :15:09.will inflict damage on the institution of marriage. It is a

:15:09. > :15:14.difficult issue. I know a lot of people disagree with me but that is

:15:14. > :15:20.my distinct -- instinctive opinion. It has split the Conservative Party

:15:20. > :15:23.from the Cabinet to grassroots activists. This man is the former

:15:23. > :15:30.chairman of the Monmouth Conservative Association. I have

:15:30. > :15:35.had a couple of resignations as my time. I have had resignations as

:15:35. > :15:39.chairman of the local branch here in Chepstow. I have not had any

:15:39. > :15:44.body come to me suggesting that this is a desirable position to

:15:44. > :15:48.take. The Church in Wales opposes same-sex marriage and its clergy

:15:48. > :15:53.won't be able to carry out gay weddings are less his governing

:15:53. > :16:00.body later decides to opt in under the new law. One pro gay marriage

:16:00. > :16:04.MP hopes it will do so. It is a regret to me my Church does not

:17:22. > :17:25.BBC over how much they get paid when their songs are played on

:17:25. > :17:28.Over 300 composers and publishers. Our arts and media correspondent

:17:28. > :17:31.Huw Thomas is at Chapter Arts Centre where the meeting is taking

:17:31. > :17:41.place It has no plans to close the city's

:17:41. > :17:42.

:17:42. > :17:46.riding school despite recent 300 composers have signed their

:17:46. > :17:50.broadcast rights to this new company, Eos. Some of them have

:17:50. > :17:53.been arriving here for a meeting which has just gone under way. Eos

:17:58. > :18:03.is played on Radio Cymru. When Radio Cymru lost their right to

:18:16. > :18:21.the process of taking Eos to a Copyright Tribunal in an attempt to

:18:21. > :18:24.resolve this issue and find a fair price for this music. I spoke to a

:18:24. > :18:28.member of the Eos board before he went into this meeting and he was

:18:28. > :18:33.clear he was unhappy with this development and this is what he had

:18:33. > :18:38.to say. We have taken legal advice on that today so we will be

:18:38. > :18:42.considering our position. What is disappointing is why as we thought

:18:42. > :18:49.we were negotiating with the BBC on their term, we were preparing

:18:49. > :18:52.ground for this. The BBC has sent it to approve her to come to an

:18:52. > :18:55.agreement without going to a Copyright Tribunal and it still

:18:55. > :19:00.hopes to do that. It does say it remains the focus to avoid the

:19:00. > :19:06.tribunal process but it would allow a fair decision on a transparent

:19:06. > :19:11.process. What is going on in that meeting behind do? Away any closer

:19:11. > :19:17.to irresolution? The hot topic is this new Copyright Tribunal threat

:19:49. > :19:52.remain open until a third party has been found to run it. It also says

:19:53. > :19:56.it has no plans to sell of land associated with the school.
