:00:58. > :01:04.Good evening live from Swansea, where there has been a parade for

:01:04. > :01:12.champions. Thousands of fans have lined the streets to celebrate the

:01:12. > :01:16.football club's League Cup triumph. Where on the bus with the players

:01:36. > :01:39.He had taken ecstasy and cocaine and was four times over the drink

:01:39. > :01:42.drive limit when he died. Today an inquest decided former Glamorgan

:01:42. > :01:44.cricketer Tom Maynard's death was accidental. He was struck by a tube

:01:44. > :01:47.train while running away from police last year. The coroner

:01:47. > :01:57.called for analysis of hair samples to be considered for future drugs

:01:57. > :01:59.

:01:59. > :02:04.testing by cricket clubs. Tomos He was secretly taking drugs. Tom

:02:04. > :02:08.Maynard's friend, England cricketers and his former team-mate

:02:08. > :02:13.and housemaid Rory Hamilton Brown were among the last people to see

:02:13. > :02:18.him alive. Neither knew their friend was a habitual drug-takers.

:02:18. > :02:24.Today's inquest sheds new light on Tom Maynard's lifestyle. Samples

:02:24. > :02:29.taken of his hair suggested he used cocaine and Ecstasy regularly. A

:02:29. > :02:35.toxicology expert told the inquest it is likely he used cocaine daily

:02:35. > :02:38.in the month before his death. We will be introducing new,

:02:38. > :02:44.improved tests, and I am confident we will get an agreement that we

:02:44. > :02:47.will extend those tests to recreational drugs outside of

:02:47. > :02:52.competition and almost certainly here sampling, which gives a much

:02:52. > :02:57.better picture of somebody's behaviour than a urine test, which

:02:57. > :03:01.will just look at what has happened in the last 48-hour was.

:03:01. > :03:06.Me Mike's girlfriend, the model Carly Baker and sobbed as the

:03:06. > :03:10.inquest was told he was four times the drink-drive done it. -- Tom

:03:10. > :03:16.Maynard's girlfriend. He had been drinking heavily with his team-

:03:16. > :03:20.mates for several hours. Driving erratically at speed, his car was

:03:20. > :03:23.stopped by an unmarked police car near Wimbledon Park station.

:03:23. > :03:28.Agitated and nervous, he fled, leaving his keys in the ignition of

:03:28. > :03:32.his black Mercedes. Within minutes, he had been electrocuted after

:03:32. > :03:37.stepping on a live track and had been hit by a train. The inquest

:03:37. > :03:41.was told he died from multiple injuries. Tom Maynard was

:03:41. > :03:48.considered a rising star in cricket, spending his early years at

:03:48. > :03:53.Glamorgan, the club where his father Matthew crafted his playing

:03:53. > :03:58.career. He is Father Matthew was a fine player in his own right, and

:03:58. > :04:03.Tom took after him in that sense, not only in being a match winner,

:04:03. > :04:07.but he was also a terrific fielder. We must not forget that part of the

:04:07. > :04:13.game. That is how he will be remembered, I think, as a potential

:04:13. > :04:16.England all-rounder. Today, Tom Maynard was described as

:04:16. > :04:26.a natural leader, a talented cricketer who had it all, but his

:04:26. > :04:31.

:04:31. > :04:34.life was cut short at just 23 years A man who drove his dead wife to a

:04:34. > :04:37.North Wales police station in the boot of his car has been found

:04:37. > :04:40.guilty of her murder. John Yates, from Warrington, beat his estranged

:04:40. > :04:50.wife, Barbara, to death last July before driving her body to the

:04:50. > :04:52.

:04:52. > :04:54.station in St Asaph. He'll be sentenced next month.

:04:54. > :04:57.Swansea is partying, celebrating the city's footballing conquering

:04:57. > :05:01.heroes with an open top bus tour through the streets. Claire Summers

:05:01. > :05:05.is there. Good evening.

:05:05. > :05:09.Were welcome to Swansea, it is a little quiet here now. But a short

:05:09. > :05:12.time ago there were incredible scenes as Swansea City fans came

:05:12. > :05:17.out to tube home the players and the manager after the incredible

:05:17. > :05:22.final at Wembley on Sunday. Look at these pictures. This was a little

:05:22. > :05:26.while ago at the Brangwyn Hall. 33,000 fans were at Wembley on

:05:26. > :05:30.Sunday to what is the victory, many more here today. Michael Laudrup

:05:30. > :05:36.and the players came out onto the stage to thank their fans for the

:05:36. > :05:40.tremendous support. If they had an incredibly warm reception on this

:05:40. > :05:48.cold Tuesday. Things got under way a little earlier. The players took

:05:48. > :05:57.part in an open-top bus parade, a victory parade, and considering how

:05:57. > :06:01.Swansea transport could be the bus was only 15 minutes late. On board

:06:01. > :06:05.was our correspondent who caught up with the manager.

:06:05. > :06:09.Winning a first major trophy in 100 years is a fantastic reason to

:06:09. > :06:14.celebrate, and that is what everyone is doing this evening.

:06:14. > :06:17.They are 10 deep either side of the bus as it makes its way down the

:06:17. > :06:20.King's Way. A fantastic party to celebrate the Capital One Cup

:06:20. > :06:25.victory. I am delighted that I am joined by the man who orchestrated

:06:25. > :06:30.it all, at Swansea manager of Michael Laudrup. Congratulations,

:06:30. > :06:36.how do you feel? We're very proud to see so many happy people around

:06:36. > :06:40.the streets here, it is fantastic. As you said, the first major trophy

:06:40. > :06:44.ever in the history of this club, a huge achievement. Given all that

:06:44. > :06:48.you have done in your playing and managerial career, people were it

:06:48. > :06:52.surprised it was your greatest achievement. Well, it is always

:06:52. > :06:56.nice to win trophies, but when you are playing in big clubs it is

:06:56. > :07:01.demanded, you have to win trophies every year. It is not every year at

:07:01. > :07:05.you win but it is what people ask for. In a smaller club you were not

:07:05. > :07:11.playing for trophies, sometimes you're playing to survive or mid-

:07:11. > :07:15.table or whatever. When you get it like this, it is fantastic. Then I

:07:15. > :07:19.think it is even bigger when you are a manager than when you are a

:07:19. > :07:23.player. Given that the celebration comes in the middle of the season,

:07:23. > :07:28.is it hard for you to keep the players on the level? They have

:07:28. > :07:33.flocked to do still. Yes, they have, but you have to enjoy it when you

:07:33. > :07:38.achieve something. -- they have work to do.

:07:38. > :07:40.It could be a good game on Saturday against Newcastle, it is a

:07:40. > :07:45.possibility. They've really love you here now,

:07:45. > :07:48.you will always be remembered in Swansea City and they would love

:07:48. > :07:53.you to stay. You probably cannot make any promises in the long term,

:07:53. > :07:57.but how did you feel about the future?

:07:57. > :08:01.Well, if the time a club and a team has success there is always rumours

:08:01. > :08:06.about the manager, or the players, or both, going to bigger clubs.

:08:06. > :08:10.There are a lot of rumours write melodies about players, but lists

:08:11. > :08:15.just enjoy it and after all back and play the last 11 games in the

:08:15. > :08:17.Premier League. He many congratulations on your achievement

:08:17. > :08:21.and thank you for joining us on Wales Today.

:08:21. > :08:25.Perhaps some hope for fans that hope Michael Laudrup will stay

:08:25. > :08:29.around for a little bit, but they will not be thinking too far ahead.

:08:29. > :08:32.As he said, tonight is a night for celebration and that is what

:08:32. > :08:36.everyone on the bus and on the streets is doing.

:08:36. > :08:41.Great scenes on the incapacity. Swansea City fans have been smiling

:08:41. > :08:46.so much some of them have told me their jaws are aching today. The

:08:46. > :08:51.club has very young fans and old fans. I caught up with their

:08:51. > :08:56.youngest fan, Tyler, who was the club's mascot at Wembley on Sunday,

:08:56. > :09:01.at one of the oldest fans, and here is what he told me this afternoon.

:09:01. > :09:05.I had the best time ever, you know. The have been good times and bad

:09:05. > :09:12.times, as well. What was it like watching them on Sunday?

:09:12. > :09:17.I cannot express it. Exhibition stuff. They were mesmerising. Here

:09:17. > :09:22.you are very proud fan, ardent you? And most definitely. The problem is,

:09:22. > :09:28.can you keep hold of Michael -- Michael Laudrup now go mad I hope

:09:28. > :09:33.so. A pleasure to see you, enjoy it today. From one of the oldest to

:09:33. > :09:38.the youngest fan. Tyler was the mass court at Wembley on Sunday.

:09:38. > :09:44.What was that like? Well, I was shocked, because at first I was

:09:44. > :09:50.really nervous. But when I was out there it was a really lovely. All

:09:50. > :09:55.the players were lovely, it was just a brilliant feeling. What did

:09:55. > :09:59.you say to the players before you left the tunnel? Yes, one of the

:09:59. > :10:08.players asked me, what to do you think the score will be? As said 4-

:10:08. > :10:12.2. You were not far out, where you? He said, sounds good to me!

:10:12. > :10:22.And we will be back with clear stammerers in Swansea a little

:10:22. > :10:24.

:10:24. > :10:26.Merthyr Council's responsibility for education is to be removed by

:10:26. > :10:28.the Education Minister, Leighton Andrews, following a highly

:10:28. > :10:31.critical report by the schools watchdog, Estyn. He said the

:10:31. > :10:34.authority had failed to respond to Estyn recommendations going back

:10:34. > :10:40.eight years. Our education correspondent, Arwyn Jones, is at

:10:40. > :10:44.the Senedd. How unusual is this move by the Welsh Government?

:10:44. > :10:48.It is an unusual situation, but it is not unique. We have seen a

:10:48. > :10:52.similar situation in Gwent, where they have had Education

:10:52. > :10:57.Commissioners go in to sort out problems and they are still there.

:10:57. > :11:01.Other chemicals, such as my amateur, who were criticised by Estyn last

:11:01. > :11:07.week, a penal notice of out their own problems under an external body.

:11:07. > :11:12.-- Monmouth shire. Essentially they are sane, if we do not think we can

:11:12. > :11:17.will cancer out their own problems, we will get in an outside body.

:11:17. > :11:22.Do we know what will happen on the ground in schools in Merthyr next?

:11:22. > :11:27.It is not absolutely clear at the moment. What the education minister

:11:27. > :11:32.wants to see is essentially a takeover of education in Merthyr by

:11:32. > :11:37.the neighbouring council, or what they call a merger. However, there

:11:37. > :11:40.are discussions and other options on the table. Merthyr council have

:11:40. > :11:46.responded saying they think there are green shoots demerging in terms

:11:46. > :11:49.of education. They know they are -- they know what needs to be done to

:11:49. > :11:53.improve the situation but will co- operate with the Welsh Government.

:11:53. > :11:57.But for parents, teachers and pupils, the only change they should

:11:57. > :12:01.see is a marked improvement in education standards.

:12:01. > :12:06.At you were watching Wales Today from the BBC. More to come before

:12:06. > :12:10.7pm... The man who sells fake brides and

:12:10. > :12:14.grooms into sham marriages to build people stay in the country.

:12:14. > :12:18.And after winning two gold medals, we catch up with cyclist Becky

:12:18. > :12:28.James. I will be chatting about my record-breaking world championship

:12:28. > :12:28.

:12:28. > :12:31.Plans to change the NHS in Mid and West Wales are not in the best

:12:31. > :12:35.interests of patients - that is the verdict of the area's patient

:12:35. > :12:40.watchdog. Hywel Dda Community Health Council has written to the

:12:40. > :12:44.Health Minister with their concerns. The minister in Cardiff Bay will

:12:44. > :12:47.now decide on the propoals. Cemlyn Davies reports.

:12:47. > :12:52.Reorganising the health service in West Wales has been a long and

:12:52. > :12:56.winding road, and the journey is far from over. Last month, Hywel

:12:56. > :13:01.Dda Health Board announced plans of how it wants to change the way it

:13:01. > :13:04.provides NHS services to patients living in Carmarthenshire,

:13:04. > :13:10.Pembrokeshire and Ceredigion. The plans include controversial changes

:13:10. > :13:13.to the Accident and Emergency department at Prince Philip

:13:13. > :13:17.Hospital. Now, there will -- watchdog has asked the Government

:13:17. > :13:20.to look at the proposals. It means they Health Minister will

:13:20. > :13:25.have the final say on what happens to hospitals like this one, and

:13:25. > :13:31.that has given hope to campaigners. While hoping she will change, that

:13:31. > :13:38.we can keep the area. We're very worried, it is a rural area, we

:13:38. > :13:42.need both hospitals. I hope that if anything does happen, we need to

:13:42. > :13:48.keep his open. As well as Prince Philip Hospital, the community

:13:49. > :13:54.council is concerned over plans to close the specialist baby-care unit.

:13:54. > :14:00.Another hospital and a major at -- many rate at -- minor injury units

:14:00. > :14:05.also. They say the board has not

:14:05. > :14:09.considered the geography of the area. K gritters important for the

:14:09. > :14:17.Government to recognise how it rural the region is and how it

:14:17. > :14:21.In a statement, the health board said it was disappointed by the

:14:21. > :14:24.Community Health Council's decision and fell back after a series of

:14:24. > :14:29.meetings they had not got to the end of that process. -- and felt

:14:29. > :14:35.that. It previous weeks, health reforms were high on the agenda for

:14:35. > :14:39.First Minister's questions today, and there were questions about how

:14:39. > :14:43.crucial decisions will be made. Be in your mind that what we all

:14:43. > :14:48.want to see is a safe and sustainable health service. -- bear

:14:48. > :14:52.in mind. A scrutiny panel set up will --

:14:52. > :14:57.will be set up from outside of Wales. It will examine all

:14:57. > :15:00.available documents and consult with the local health board. They

:15:00. > :15:04.will then advise the Health Minister will make a final decision,

:15:04. > :15:10.but that could lead to further consultation. The further delay, I

:15:10. > :15:14.think will be a difficult -- difficult issue. The problems have

:15:14. > :15:18.been going on for years and have to be resolved, the current situation

:15:19. > :15:24.is untenable. It is unfortunate that the health board and the sea h

:15:24. > :15:28.e have not found common ground and the minister has to exercise their

:15:28. > :15:36.Let's talk to our health Let's talk to our health

:15:36. > :15:38.What did the community health councils say on their main

:15:39. > :15:42.concerns? What happened to be is not simply a

:15:42. > :15:46.case of people meeting around a table saying we do not like the

:15:46. > :15:50.look of those planned we will refer them to the health minister. The

:15:50. > :15:55.Community Health Council had to provide very detailed reasons for

:15:55. > :15:59.each decision. It has done so in this document, 27 pages long. This

:15:59. > :16:05.document talks about a lack of business case and financial plans.

:16:05. > :16:10.It says the views of GPs were not taken into account. The main

:16:11. > :16:15.accusation here, essentially, is that the health board was flawed in

:16:15. > :16:19.its consultation process, that it did not listen and did not take

:16:19. > :16:24.account of the views of the local community. On the other hand, you

:16:24. > :16:29.have the health board saying that is not the case, we did listen, we

:16:29. > :16:32.even amended some proposals. The task facing the health minister now

:16:32. > :16:35.it is -- decide which views she agrees with.

:16:35. > :16:41.The decision of a day's rest with their health minister, but there

:16:41. > :16:45.could still be another consultation, so this could go on?

:16:45. > :16:48.The s, she could tell the health board could go back to the drawing

:16:48. > :16:53.board and cons of again. There has also pressured tonight on the

:16:53. > :16:58.health minister in light of this decision to look again at proposals

:16:58. > :17:01.in North Wales, for example, Ford neonatal intensive care, even

:17:01. > :17:09.though the Community Health Council there has decided not to refer them

:17:09. > :17:18.formally to the minister. What I am hearing tonight is that those

:17:18. > :17:21.proposals are not inconceivable, so An undercover investigation by BBC

:17:21. > :17:25.Wales into sham marriages has exposed a gang willing to sell fake

:17:25. > :17:27.brides and grooms to help people stay in the country. The UK Border

:17:27. > :17:35.Agency says it is being called in to investigate suspicious weddings

:17:35. > :17:39.in Wales every month. Tim Rogers An undercover journalist hands over

:17:39. > :17:42.a down payment for the services of a fake husband who is willing to

:17:42. > :17:49.help and India woman cheat her way to a visa. This is the man she

:17:49. > :17:52.could be walking down the aisle with for cash. -- and Indian woman.

:17:52. > :17:58.The fixer says this is not the first time he has arranged a sham

:17:58. > :18:04.marriage but has no idea the whole thing is being filmed for tonight's

:18:04. > :18:07.Week In, Week Out programme. The bride is in fact a BBC journalist.

:18:07. > :18:11.She was pretending to be on the lookout for a groom who has the

:18:11. > :18:17.right to live in this country and who, if she marries him, will help

:18:17. > :18:22.our chances of staying here, too. As part of the legal package, the

:18:22. > :18:26.fixture, organises a photo-shoot to make it look as if the couple have

:18:26. > :18:32.been dating for more than a year, when in fact they have only known

:18:32. > :18:38.each other for a few hours. She is driven around the city to pause in

:19:07. > :19:12.there were 1,700 such calls from worried registrars across Britain,

:19:28. > :19:33.we're on the trail of the wedding fixers, confronting the people

:19:33. > :19:37.trying to get away with it and bringing a sham marriage gang up to

:19:37. > :19:46.account. We have more run this story tonight

:19:46. > :19:51.It is not every night that we can say that we have a double gold

:19:51. > :19:54.medal track cycling champion on the programme. Becky James is fresh

:19:54. > :19:56.from her record breaking four medal haul at the World Championships in

:19:56. > :19:58.Belarus. She's been talking to our reporter Jordan Davies at the

:19:58. > :20:02.Veladrome in Newport. Move over Queen Victoria, James the

:20:26. > :20:31.we could not stop talking about it. I got home and had lots of cards

:20:32. > :20:35.and flowers, and my sister has made me a big photo frame. It is slowly

:20:35. > :20:44.sinking in, but it is a good feeling.

:20:44. > :20:48.Today she was joined by feral world champion and Cardiff born teenager

:20:48. > :20:52.Eleanor Barker. As Great Britain, we have not lost

:20:52. > :20:58.that race... We have lost it once since it was introduced. I just

:20:58. > :21:04.thought I could not lose that Jersey, Britain has never lost it.
