:01:27. > :01:30.following the party's emphatic win in the Ynys Mon by-election. Rhun ap
:01:30. > :01:35.Iorwerth said that his win could be a catalyst and springboard for the
:01:35. > :01:38.party in Wales. The former BBC Wales journalist polled more than three
:01:38. > :01:43.times as many votes as his nearest rival, the Labour candidate Tal
:01:43. > :01:47.Michael. UKIP had a good night, narrowly missing out on second place
:01:47. > :01:50.and pushing the Conservatives into fourth. The Liberal Democrats came
:01:50. > :02:00.last and lost their deposit. Our Welsh Affairs Editor Vaughan

:02:02. > :02:05.Roderick reports. Wales's newest Assembly Member arrived this
:02:05. > :02:12.afternoon to cheers from Plaid Cymru supporters. They jubilation echoing
:02:12. > :02:15.the early-morning scenes. As votes piled up, supporters could hardly
:02:15. > :02:21.believe their eyes. Their joy reaching a crescendo in the early
:02:21. > :02:31.hours of this morning. When the result came, it exceeded their
:02:31. > :02:39.
:02:39. > :02:43.leader could hardly conceal their delight at the landslide victory.
:02:43. > :02:46.have taken a positive message out to the people of Anglesey and it is
:02:46. > :02:53.quite clear from the scale of the victory that the message has been
:02:53. > :02:57.embraced. The people of Anglesey have really engaged in this campaign
:02:57. > :03:04.and they have been interested in the politics we have brought to the
:03:04. > :03:07.doorsteps. A positive campaign is just what they wanted to support.
:03:07. > :03:16.For the other three parties, the result was a crushing
:03:16. > :03:20.disappointment. Labour will be disappointed. The Conservatives must
:03:20. > :03:28.be worried, to finish so far behind UKIP, it is not a good position for
:03:28. > :03:30.them to be in. And the Liberal Democrats were frankly embarrassing.
:03:30. > :03:39.Labour threw everything at their campaign for a seat that would have
:03:39. > :03:42.given them a majority. But there was to be no upset victory this time.
:03:42. > :03:47.is a disappointment, particularly when you are caught up in a
:03:47. > :03:51.campaign. I spoke to a lot of people who were positive but we got second
:03:51. > :03:58.place. That is up from third place in the last assembly election. That
:03:58. > :04:05.is a good result but not what we would have hoped for. Labour had to
:04:05. > :04:10.fight off UKIP, only narrowly beating them into second place.
:04:10. > :04:15.are moving forward fantastically. We know full well that in 2016, we will
:04:15. > :04:22.get Assembly Members elected. We have been predicted eight. First
:04:22. > :04:29.past the post, keep an eye out for us. Just six weeks ago, green up
:04:29. > :04:35.your worth was presenting the news for BBC Wales and S4C. His high
:04:35. > :04:40.profile and local roots go some way to explaining his victory. As he set
:04:40. > :04:45.off for Cardiff Bay, some were already critical of his support for
:04:45. > :04:54.a new nuclear reactor, a plan at odds with the party's national
:04:54. > :04:59.policy. But as he took the oath today, he was basking in the
:04:59. > :05:02.afterglow of what was by any measure an extraordinary victory. It is
:05:02. > :05:11.easily his party's best election result since the 1990s.
:05:11. > :05:16.And Vaughan is at the Senedd for us now. This is a part of the building
:05:16. > :05:21.where journalists and the public are allowed. Green up your worth is now
:05:21. > :05:30.allowed to go down into the chamber where mere mortals are not allowed.
:05:30. > :05:34.Who won yesterday? It was a victory for positive electioneering because
:05:34. > :05:42.we took out a very positive message from the outset and the people of
:05:42. > :05:49.Anglesey embraced that message. Also, our vision for the communities
:05:49. > :05:56.on Anglesey and throughout Wales for a fairer and more just society.
:05:56. > :05:59.party does not agree with you on the nuclear reactor. It is a debate I am
:05:59. > :06:04.sure we will be having in years to come and it is a debate that is
:06:04. > :06:10.alive in many parties. Nuclear power generation is not a matter of black
:06:10. > :06:14.and white. What we have in Wales are the powers to work hard on economic
:06:14. > :06:20.development and, in terms of what that offers on Anglesey, it is a
:06:20. > :06:25.huge opportunity to develop the economy. Will you be going to Plaid
:06:26. > :06:31.Cymru conferences and speaking up for that policy? I don't think we
:06:31. > :06:34.need to do it as soon as that. There is a live debate. There are people
:06:34. > :06:40.within the party who are not comfortable with nuclear power and
:06:40. > :06:44.those who are. That is the same as with any party. The party leader was
:06:45. > :06:49.happy with a specific set of circumstances we have on Anglesey.
:06:49. > :06:52.Plaid Cymru has in the past had a policy where it says it is OK to
:06:52. > :07:02.develop on sites where they have been nuclear power plants in the
:07:02. > :07:02.
:07:02. > :07:05.past. Is there anything else you disagree with the party about?
:07:05. > :07:13.am pro-independence for Wales. I want Wales to have the powers to
:07:13. > :07:17.decide its own fate. We will have that when the people of Wales are
:07:17. > :07:21.ready for that change. But there are serious things we need to do to sort
:07:21. > :07:26.out the economy of Wales. That is what we have been saying in this
:07:26. > :07:33.election. It is about bringing prosperity to Anglesey. We want to
:07:33. > :07:41.become a better, wealthier, better educated nation. You know the choice
:07:41. > :07:46.Ieuan Wyn Jones made here once. Did he go into coalition with Labour,
:07:46. > :07:51.the Liberal Democrats? Which one would you have favoured?
:07:51. > :07:56.important thing for me is to get things done. How that is done is a
:07:56. > :07:59.matter for debate at certain points in time. We need to use every
:07:59. > :08:07.opportunity we can to make Anglesey wealthier and to build this nation
:08:07. > :08:12.of ours. Do you want to lead the party one day? It is an interesting
:08:12. > :08:16.question for someone who has just been elected. But I have come to the
:08:16. > :08:24.assembly to become an Assembly Member and I intend to serve
:08:24. > :08:27.Anglesey to the best of my abilities. It was clearly a very
:08:27. > :08:34.good night for Plaid Cymru but Labour are now going to be asking,
:08:34. > :08:40.what went wrong? Absolutely. The Labour vote dropped by 10% from what
:08:40. > :08:45.was a poor result in Anglesey in the last assembly election. Carwyn Jones
:08:45. > :08:52.has talked a lot about trying to revive Labour west of the river, we
:08:52. > :08:56.are. It is not look as if they hit on the formal to do that. They were
:08:56. > :09:01.not particular circumstances in Anglesey about candidates and so on
:09:01. > :09:04.but it really was not a good result for Welsh Labour and it is one that
:09:04. > :09:08.will cause them to scratch their heads and worry a bit about what
:09:08. > :09:13.might happen to the Parliamentary seat, which is a seat Labour
:09:13. > :09:18.currently holds. What about the performance of the other parties?
:09:18. > :09:23.What does that tell is about Welsh politics? They UKIP result is very
:09:23. > :09:28.striking. UKIP have done well in European elections in Wales before
:09:28. > :09:33.but it has never done anything like this well in parliamentary or
:09:33. > :09:38.assembly elections. It does suggest UKIP has arrived as some sort of
:09:38. > :09:44.force in both politics. Disastrous results for the Conservatives and
:09:44. > :09:48.Liberal Democrats. If you lose to the Socialist Labour Party, usually
:09:48. > :09:58.a very marginal party, you know that something is going very badly wrong
:09:58. > :10:06.
:10:06. > :10:15.for you. A man has died and two others are in a critical condition
:10:15. > :10:23.after a rescue on Rhosneigr beach this afternoon. The call came in at
:10:23. > :10:28.around 2:45pm this afternoon. Two men had got into difficulties and a
:10:28. > :10:35.third person has tried to help them before encountering problems. The
:10:35. > :10:41.RAF Valley search and rescue helicopter came and a lifted two of
:10:41. > :10:45.the most seriously injured casualties to the hospital nearby.
:10:45. > :10:52.One man has sadly died according to North Wales Police. The third person
:10:52. > :10:57.was rescued from rocks by a lifeboat crew based not far from here. He was
:10:57. > :11:02.a teenager and had led injuries. It was quite a difficult rescue for the
:11:02. > :11:06.lifeboat crew because, as you can see, the wind has been whipping up
:11:06. > :11:10.the seas into quite rough conditions. But he was conveyed by
:11:10. > :11:14.road ambulance. We still don't know exactly what has happened but
:11:14. > :11:17.conditions may have played some part.
:11:17. > :11:21.Two senior detectives could be sacked after a colleague was found
:11:21. > :11:24.guilty of sexually assaulting female crime victims. Jeffrey Davies, a
:11:24. > :11:28.detective with South Wales Police, was convicted at Swansea Crown Court
:11:29. > :11:34.yesterday. His line managers, Philip Camm and Richard Jones, now face
:11:34. > :11:39.police misconduct hearings. A midwife has been struck off after

:12:18. > :12:22.because they fear being taken to court. Ministers want to give more

:12:24. > :12:28.authorities currently have this special status, but there's concern
:12:28. > :12:30.after an investigation by Wales Today has revealed that one of them,
:12:30. > :12:38.Carmarthenshire, has spent tens of thousands of pounds prosecuting the
:12:38. > :12:44.owners. Abigail Neal has more. This manor house near Lampeter has been
:12:44. > :12:50.transformed from a derelict ruin to a 5-star luxury bed and breakfast.
:12:50. > :12:55.But when emergency roof repairs were carried out in 2011, they ran into
:12:55. > :13:00.problems with Carmarthenshire Council. They were completely
:13:00. > :13:02.unreasonable. They would not sit down and discuss a way forward. They
:13:02. > :13:08.could see water pouring in everywhere and that the owner was
:13:08. > :13:14.also trying to live in part of it. The man was designated a Grade-II
:13:14. > :13:19.listed building in 2003. The Council ruled the works and organised. An
:13:19. > :13:25.appeal found in favour of the owners. The couple moved from
:13:25. > :13:29.Belgium to make the manor home their business Tom spending half �1
:13:29. > :13:33.million on the renovation. High-end tourist accommodation the Welsh
:13:33. > :13:41.government wants to see more of. But now the council are considering
:13:41. > :13:46.whether to prosecute a game. Constant threats of somebody, from
:13:46. > :13:53.people, always these letters coming. You can't imagine what feelings and
:13:53. > :13:57.what stress it brings in your daily life. We want some peace. We came
:13:57. > :14:03.here to have a peaceful life and to give people a fantastic little
:14:03. > :14:09.holiday. But if they make life miserable, we can't be perfect for
:14:09. > :14:14.other people. Carmarthenshire Council is one of five in Wales to
:14:15. > :14:19.have especially delegated powers from elsewhere to make decisions
:14:19. > :14:25.over listed buildings. I asked them why they are intent on pursuing
:14:25. > :14:30.legal action. The works that have been done were a subject of an
:14:30. > :14:34.appeal. Separate that is the offence that has taken place. These works
:14:34. > :14:41.have been carried out and now a decision needs to be taken whether
:14:41. > :14:46.there is a public interest there to prosecute. Do you think there is?It
:14:46. > :14:51.is an ongoing case and I don't think it is appropriate to comment.
:14:51. > :14:54.wanted to find out how much councils had spent on owners of listed
:14:54. > :15:00.buildings. A Freedom of information request found that most of them had
:15:00. > :15:05.spent very little but Carmarthenshire had racked up a bill
:15:05. > :15:12.of �55,267 in the last few years, with Wrexham in second place
:15:12. > :15:19.spending just over �45,000. It turns out this old mill has soaked up most
:15:19. > :15:24.of Carmarthenshire's costs. Since 2007, the council has spent almost
:15:24. > :15:27.�51,000 prosecuting the owner for carrying out unauthorised works by
:15:27. > :15:32.taking out machinery without consent. He says it was dangerous
:15:32. > :15:36.and needed to be removed. As part of a new heritage bill being
:15:36. > :15:39.considered, the Welsh government told us they want to extend what
:15:39. > :15:42.Carmarthenshire has two other councils, in a bring more local
:15:42. > :15:48.planning authorities to benefit from delegated powers, but something that
:15:48. > :15:52.is a bad idea. It seems to me, when there are delegated powers, there is
:15:52. > :15:59.a danger that you have a local perspective brought into place.
:15:59. > :16:01.Perhaps, with bodies working as a national organisation, there will be
:16:01. > :16:07.more consistency and transparency and people would know what the

:23:41. > :23:47.majority of those were recreational gymnasts. We now have 134 members.
:23:47. > :23:50.It has grown a great deal. Budding athletes may find this service is
:23:51. > :23:56.being squeezed with an estimated 5% reduction in leisure spending by the
:23:56. > :24:01.majority of our councils and there are more cuts expected.

:24:47. > :24:55.funding and facilities, delivering the games's legacy may not be
