:01:36. > :01:42.Good evening. Four people have been arrested in dawn raids and police

:01:42. > :01:46.say they are searching for a body, as part of an investigation into

:01:46. > :01:49.slavery. More than 100 police officers, some armed, were involved

:01:49. > :01:53.in the raids across three properties in Cardiff, Newport and

:01:53. > :01:59.Monmouthshire. Detectives say a search is underway for a body at a

:01:59. > :02:05.farm near Peterstone Wentloog. Our reporter, Caroline Evans, is there

:02:05. > :02:09.for us tonight. Thank you. Specialist police

:02:09. > :02:13.officers and diggers are still here working on intelligence that

:02:13. > :02:20.suggests a person may be buried here. Police say their inquiry began

:02:20. > :02:23.earlier this year after a 43-year-old man who'd been missing

:02:23. > :02:40.for 13 years was found by police in the area. Here's Nick Palit.

:02:40. > :02:44.Early this morning, Gwent Police carried out a series of coordinated

:02:44. > :02:47.raids in Cardiff, Monmouthshire and that this farm at Peterstone

:02:47. > :02:52.Wentlooge on the coastal road between Newport and Cardiff. More

:02:52. > :02:56.than 100 officers have been involved in the operation including armed and

:02:56. > :03:01.air support personnel. Police say the raids were in relation to

:03:01. > :03:04.allegations of slavery. Four people are in custody. There is a

:03:04. > :03:09.66-year-old man and a 42-year-old man and a 36-year-old man from

:03:09. > :03:13.Cardiff and a 42-year-old woman. They are in custody and will be

:03:13. > :03:17.helping us with our enquiries. We have also found a man of Eastern

:03:17. > :03:21.European origin at the site who has been taken to a place of safety to

:03:21. > :03:29.have his health assessed. This morning 's raid was a joint

:03:29. > :03:32.operation. In addition to the suspected offences relating to

:03:32. > :03:33.slavery and servitude, Gwent Police say they also have intelligence that

:03:33. > :03:40.suggests a body may be buried say they also have intelligence that

:03:40. > :03:44.somewhere on this site. A forensic archaeologist has been brought in to

:03:44. > :03:49.help with the investigation. The investigation started earlier

:03:49. > :03:52.this year after a 43-year-old man who had been missing for more than a

:03:52. > :03:57.decade was found by police in the area. Six months ago, a 43-year-old

:03:57. > :04:03.man was found living in poor conditions. That started this

:04:03. > :04:12.operation. That man had been missing for some time. 13 years. In the

:04:12. > :04:17.small hamlet of Peterstone Wentlooge, there was incredulity at

:04:17. > :04:19.today's events. It is quite a worry that something

:04:19. > :04:23.like that might be going on in the It is quite a worry that something

:04:23. > :04:28.village where you are living. It is quite worrying because slavery is

:04:28. > :04:35.wrong in any aspect. We have never seen anything like this before. I

:04:35. > :04:41.don't know what to make of it all for. Police expect to be carrying

:04:41. > :04:43.out a detailed search of the site for at least three days. They are

:04:43. > :04:48.appealing for members of the public for at least three days. They are

:04:48. > :04:53.with information to come forward. This has been a huge operation so

:04:53. > :04:58.far. It has brought together the serious organised crime agency,

:04:58. > :05:00.several police forces, the UK human trafficking Centre, they told us

:05:00. > :05:05.they are not surprised by this type of allegation and it has involved

:05:05. > :05:09.the British Red Cross who have been giving support to that Eastern

:05:09. > :05:13.European man that was taken from here. They tell us that the

:05:13. > :05:18.practical help from them has included providing food and drinks.

:05:18. > :05:22.Police say his mental and physical condition is now being assessed and

:05:22. > :05:25.his welfare is paramount. In the meantime, they expect to be here at

:05:25. > :05:28.least three days. Waiting lists have lengthened,

:05:28. > :05:31.targets have been missed. But Ed Miliband says the Welsh Government

:05:31. > :05:36.is doing an excellent job running the health service here. The Labour

:05:36. > :05:39.leader has told Wales Today that Westminster spending cuts were

:05:39. > :05:42.responsible for some of the challenges the NHS faces. He's been

:05:42. > :05:52.talking to our parliamentary challenges the NHS faces. He's been

:05:52. > :06:00.correspondent, David Cornock. He is an NHS -- here is an NHS

:06:00. > :06:06.success story. I think they are doing an excellent job because I

:06:06. > :06:11.have been through so much and I have had so many operations during my

:06:11. > :06:16.lifetime, right, I have had 28, different operations, some small,

:06:16. > :06:19.some pretty big, but I am still here at 84. They are managing to keep me

:06:19. > :06:22.some pretty big, but I am still here going, that is all I can say. Other

:06:22. > :06:24.members of this luncheon club in going, that is all I can say. Other

:06:24. > :06:32.Carmarthenshire have had different experiences. This woman is on a

:06:32. > :06:36.waiting list for heart surgery. I would have thought I would have gone

:06:42. > :06:46.but this is getting a bit too much now really. There was more mixed

:06:46. > :06:51.news for the NHS today. At best, outstanding, all too often failing

:06:51. > :06:55.to get the basics right, that is according to a new report by the

:06:55. > :06:59.independent voice of older people. If you going to hospital across the

:06:59. > :07:03.UK, you expect to be safe, your care to be effective and to be treated

:07:04. > :07:08.with compassion and kindness and respect. That goes to the heart of

:07:08. > :07:11.what the NHS is about. I met with the chairs of health boards last

:07:11. > :07:14.week and I made my position very clear. They must now build on the

:07:14. > :07:19.progress and swiftly made sure they get these basics right. Plenty to

:07:19. > :07:22.ponder for Ed Miliband that his party conference where he hailed

:07:22. > :07:27.Carwyn Jones is a brilliant First Minister. But the numbers waiting

:07:27. > :07:30.for NHS treatment have almost doubled, targets for Amber Lynn 's

:07:31. > :07:40.response times and accident and emergency weights have been missed.

:07:40. > :07:44.-- ambulance response times. Of course, there are challenges in

:07:44. > :07:52.the health service in Wales and they are taken very serious by Carwyn

:07:52. > :07:54.Jones. Don't look to what David Cameron is doing in England because

:07:58. > :08:07.had any conversations with the Welsh health minister about this? I have

:08:07. > :08:12.spoken to Carwyn Jones about this. Do you know who the Welsh Health

:08:16. > :08:21.the issues that the Welsh health service faces. David Cameron should

:08:21. > :08:25.really not be offering advice to the health service in Wales. Delegates

:08:25. > :08:30.at this reception could forgive their leader not knowing the Health

:08:30. > :08:35.Minister. It is Mark Drakeford, by the way. Ed Miliband told them they

:08:35. > :08:41.had a big fight on their hands to win the next election. They may be

:08:41. > :08:45.less forgiving if he loses that. Let's talk now to David Cornock.

:08:45. > :08:51.Doesn't Ed Miliband realise he is vulnerable defending the performance

:08:51. > :08:55.of the NHS in Wales? Certainly if you talk to Welsh

:08:55. > :08:58.Labour MPs privately, there is concern about the performance of the

:08:58. > :09:05.NHS. Some have voiced those concerns publicly, notably and fluid. A major

:09:05. > :09:08.study on the effects of hate crime has been published - revealing that

:09:08. > :09:11.almost a third of victims are affected so badly that they've

:09:12. > :09:13.considered moving house to get away from their abusers. She raised

:09:13. > :09:15.considered moving house to get away concerns about the care of her dying

:09:15. > :09:17.husband. And any wider experience of people that have got in touch to

:09:17. > :09:21.share their experience problems within the NHS. Ed Miliband argues

:09:21. > :09:24.that he takes the views seriously and they are taken seriously by

:09:24. > :09:27.Carwyn Jones but one of the challenges facing the NHS spending

:09:27. > :09:31.and you have the cats impose from challenges facing the NHS spending

:09:31. > :09:35.Westminster the problem with that argument is that in England, the UK

:09:35. > :09:42.government has protected NHS spending and there is enough money

:09:42. > :09:49.in the Welsh budget to do the same. It is a decision taken by ministers

:09:49. > :09:52.in Cardiff not to have the same priority, that is what their critics

:09:53. > :09:57.say is one of the reasons for the problems in Wales.

:09:57. > :09:59.Victims of hate crime are targeted because of their race, religion,

:09:59. > :10:06.disability, sexual orientation or transgender identity. Many victims

:10:06. > :10:17.have considered moving house to get away from their abusers. Carl

:10:17. > :10:23.Roberts reports. Carving out a new life for herself.

:10:23. > :10:27.Samantha was born a man but became a woman four years ago. It was then

:10:27. > :10:32.she says that her life changed dramatically. She became a victim of

:10:32. > :10:37.hate crime. Low-level crime like verbal abuse, going to the shop and

:10:37. > :10:45.buying a loaf of bread, the local youths would abuse me. And the wider

:10:45. > :10:50.impact was my family, my young son, I don't take aim at the shop any

:10:50. > :10:54.more, the police over the last two years have done their very best and

:10:54. > :10:58.they have been excellent. However, they feel and other authorities feel

:10:58. > :11:06.that I have to move for my own safety.

:11:06. > :11:10.Today was the official launch of the publication of a study on hate

:11:10. > :11:17.crime. And the result suggests that almost half of the victim knew who

:11:17. > :11:22.had verbally or physically abused them. Some said they would even

:11:22. > :11:26.leave Wales. Those responsible for this research say it is the biggest

:11:26. > :11:29.ever hate crime survey carried out in England and Wales and for many

:11:29. > :11:34.people in Wales, hate crime is a daily reality. Most incidents

:11:34. > :11:39.reported to the police relate to people 's race but this study shows

:11:39. > :11:44.that victims are picked on because of disability, religion, sexual

:11:44. > :11:46.orientation or transgender identity. Different groups suffer hate crimes

:11:46. > :11:51.orientation or transgender identity. very differently. For example,

:11:51. > :11:57.certain groups are more impacted than others. We sound for example

:11:57. > :12:01.that those unemployed those socially excluded, those who have suffered

:12:01. > :12:05.incidents, violent crimes, they are far more likely to be impacted by

:12:05. > :12:10.hate crimes than other groups. We have got to work closely no to raise

:12:10. > :12:13.the profile of hate crime and hopefully stop people from being

:12:14. > :12:16.perpetrators in the future by spreading that work vertically

:12:16. > :12:20.through education. Back on the building site, Samantha says that

:12:20. > :12:24.her workmates aren't aware of the former life as a man but she is

:12:24. > :12:28.speaking out in order to try and make people aware of the damage hate

:12:28. > :12:32.crime can cause. The reason I have not told anybody, I never tell

:12:32. > :12:36.anybody, is the betas of the harassment and be prejudiced against

:12:36. > :12:39.people like myself. -- it is because of the harassment. I am quite

:12:39. > :12:44.nervous of the impact this will have. It is digging up the ground

:12:50. > :12:53.relief road, aimed at cutting congestion around Newport, have gone

:12:53. > :12:57.out to public consultation. It could lead to a new stretch of motorway

:12:57. > :13:00.being built south of Newport, between junction 23 at Magor and

:13:00. > :13:03.junction 29 at Castleton. The consultation is due to last 12

:13:03. > :13:07.weeks. A fire at several factory units in the Rhondda started

:13:07. > :13:10.accidentally. The blaze broke out yesterday at Ridgeway Industrial

:13:10. > :13:13.Estate in Llwynypia, near Tonypandy. 70 firefighters worked to put out

:13:13. > :13:26.the fire, which spread across six businesses.

:13:26. > :13:31.The fire started in the unit at one of the smaller units, and it started

:13:31. > :13:34.accidentally. The investigation went on last night and during today that

:13:34. > :13:37.it has been found that the investigation has revealed that the

:13:37. > :13:43.cause was down to sparks from an angle grinder igniting petroleum

:13:43. > :13:46.vapours from one of the vehicles and that is what was the starting cause

:13:46. > :13:48.of the fire. How much should the BBC pay to play Welsh language music?

:13:48. > :13:51.It's a debate that's raged for years pay to play Welsh language music?

:13:51. > :13:54.between the corporation and musicians' representatives EOS.

:13:54. > :13:57.Today, both sides ended up at a tribunal to settle the matter. Our

:13:57. > :14:00.Arts and Media correspondent, Huw Thomas, has been at Caernarfon Crown

:14:00. > :14:10.Court all day. What's the background to this dispute?

:14:10. > :14:14.Well, for six years now, some Welsh language composers and publishers

:14:14. > :14:18.have been concerned about the amount of money they receive when there

:14:18. > :14:22.music is played on television or radio but it led to some of them

:14:22. > :14:26.forming a loss last year to try and negotiate directly with the BBC for

:14:26. > :14:34.more money every year for the right to play their music. The difference

:14:34. > :14:37.between both sides is vast. EOS want a fee of £1.5 million per year at

:14:37. > :14:42.the BBC is prepared to pay a fee of £1.5 million per year at

:14:42. > :14:45.£100,000. The situation led to the BBC losing the right to play any of

:14:45. > :14:47.the EOS wrapper to play any of the BBC losing the right to play any of

:14:47. > :15:03.EOS repertoire for six weeks at the start of the did reach an agreement

:15:03. > :15:07.-- a temporary agreement. Evidence today has been coming from BBC

:16:15. > :16:20.has been playing a key role in the work. A tug called the Afon Cefni is

:16:25. > :16:28.off the Italian Coast. The vessel is operated by Holyhead Towing and

:16:28. > :16:34.Roger Pinney has been to the company's headquarters to find out

:16:34. > :16:38.more. From dawn till dusk and through the

:16:38. > :16:43.night they worked, time-lapse photography speeding up a plane free

:16:43. > :16:46.slow operation. For more than a year and a half, the Costa Concordia had

:17:44. > :17:47.in the harbour, now there is an annual turnover of £50 million.

:17:47. > :17:58.These days as well as operating tags, they repair boats. This is HMS

:17:58. > :18:02.charger, a Royal Navy training vessel.

:18:02. > :18:11.Ministry of Defence contracts are important to this business.

:18:11. > :18:15.This is a pilot boat. They are busy but they say there are challenges

:18:15. > :18:21.operating out of Holyhead. The problem is that we are a long way

:18:21. > :18:26.from the markets and we are a long way from the centres where there are

:18:26. > :18:31.skilled people. Recruitment is a real problem for

:18:31. > :18:34.us. Back in Italy, the Walker on the Costa Concordia is far from over --

:18:34. > :18:38.the work. The Afon Cefni will be there at least until the New Year. A

:18:38. > :18:47.Welsh business playing its part in one of the most complex salvage

:18:47. > :18:53.operations ever mounted. Are Brass Bands having a bit of a

:18:53. > :18:57.renaissance in Wales? It would appear so. We've already got two of

:18:58. > :19:01.the best in the UK and there was more success in other competitions

:19:01. > :19:04.at the weekend too. With budget cuts for music tuition in many areas, the

:19:04. > :19:06.bands say they're now helping to teach the next generation of

:19:06. > :19:10.bands say they're now helping to musicians. Our Gwent valleys

:19:10. > :19:14.reporter Paul Heaney has more. Never in its history has the

:19:14. > :19:28.Tredegar town band and such a successful period or had such a

:19:28. > :19:32.bright future ahead of it. Practice is paying off for the

:19:32. > :19:36.Tredegar town band. Recent winners of the oldest competition in the

:19:36. > :19:41.country, the British Open title. But with cuts to music budgets in many

:19:41. > :19:44.areas including in Blaenau Gwent, musicians like these are now

:19:44. > :19:51.offering to help teach the next generation. We have to step into the

:19:51. > :19:59.void. The bands I wrote in the valleys connecting with the people

:19:59. > :20:04.out there. It is expensive to play in a brass band, don't get me wrong.

:20:04. > :20:08.The instruments can cost anything up to £10,000 apiece. But what we are

:20:08. > :20:12.providing is free tuition and that is the key to it. But this band is

:20:12. > :20:14.not the only success story will stop is the key to it. But this band is
