:01:33. > :01:40.talks tomorrow with Toulon. Good evening. The biggest house
:01:40. > :01:42.builder in Wales has stopped developing sites in many of the
:01:42. > :01:46.country's poorest communities because it says it can't make any
:01:46. > :01:51.money there. Persimmon has told BBC Wales that it's pulled out of the
:01:51. > :01:54.heads of the South Wales Valleys. It claims the cost of planning and
:01:54. > :01:59.building regulations are wiping out any profits. Our Political Editor
:01:59. > :02:09.Nick Servini is in Pontypridd for us tonight.
:02:09. > :02:14.I am at the dividing line for Persimmon at Pontypridd because to
:02:14. > :02:18.the south of me is where this company has got to focus its
:02:18. > :02:22.attempts to build around 1000 homes, which occurs every year in Wales. To
:02:22. > :02:28.the north is a no-go area. Despite all the efforts of the Welsh
:02:28. > :02:30.Government and the local council. A senior planner told me this
:02:30. > :02:33.Government and the local council. A afternoon that these challenges are
:02:33. > :02:37.faced by many other house-builders but Persimmon is the only one to
:02:37. > :02:42.have gone public with its policy. The chairman in Wales says without
:02:42. > :02:47.investment many of these areas risk going into a spiral of further
:02:47. > :02:52.decline. Persimmon has dubbed it the snow
:02:52. > :02:57.line, running through Neath in the West to Pontypridd and Pontypool in
:02:57. > :03:02.the East. Above it, the company is to stop building. This is Persimmon
:03:02. > :03:06.'s last site in the heads of the valleys near Aberdare which will
:03:06. > :03:09.take a few years to finish off. It says it cannot make money in areas
:03:09. > :03:14.like this because of planning conditions from councils such as
:03:14. > :03:18.enforcing a quarter of social housing and Welsh Government
:03:18. > :03:24.regulations on energy saving such as wall insulation. What will happen is
:03:24. > :03:27.we will provide homes for the South, people will up sticks, they will
:03:27. > :03:34.move, they will follow the jobs and the homes and the valleys will
:03:34. > :03:41.decline and decline and decline. Until it is a situation where nobody
:03:41. > :03:45.is likely to rush back there. House-building is considered a quick
:03:45. > :03:48.and effective way of boosting and economy. The Welsh Government is
:03:48. > :03:53.trying to encourage it. In fact, it is one of the reasons why it wants
:03:53. > :03:58.control over stamp duty. But here is an example of one of the problems it
:03:58. > :04:02.faces. By far the biggest house-builder in the country is
:04:02. > :04:07.pulling out of some of the most deprived communities in Wales. A
:04:07. > :04:13.small three-bedroom house near Aberdare will go on the market for
:04:13. > :04:19.£120,000. That same house will cost 160,000 further south. Persimmon
:04:19. > :04:24.says the low sale price means it cannot recoup the cost of
:04:24. > :04:31.regulations and still make a profit of 15% which it says it needs. In a
:04:32. > :04:33.statement, the Welsh Government pointed to a major relaxation of
:04:33. > :04:36.energy efficiency targets for house-builders this summer. And said
:04:36. > :04:41.it had been pushing for a more flexible approach from local
:04:41. > :04:45.planning authorities. I would say this is the wrong time to be doing
:04:45. > :04:48.this. There seems to be a genuine willingness within Welsh Government
:04:48. > :04:52.and indeed across the whole housing community to roll our sleeves up,
:04:52. > :04:56.get involved, get engaged and focus on the solutions to the problem
:04:56. > :05:00.rather than the problem itself. But for people living here, one of the
:05:00. > :05:07.areas affected, what did they make of the decision today? You cannot
:05:07. > :05:12.blame them. If they have restrictions from the council.
:05:12. > :05:15.People cannot afford a ground here. If you build houses here, more
:05:15. > :05:19.people will come into the valleys. It is a stupid decision. It is sad
:05:19. > :05:25.that they are giving up on the valleys. There is a good community
:05:25. > :05:29.in the valleys that unfortunately it all boils down to money. Persimmon
:05:29. > :05:32.is in the first of the major house-builders to complain about
:05:32. > :05:38.conditions in Wales. Last year, red Rose said part of the company could
:05:38. > :05:43.become no-go areas. It appears that warning is becoming more of a
:05:43. > :05:46.reality. The Welsh Government wants control
:05:46. > :05:54.over stamp duty, yet it's partly their policies that have led to
:05:55. > :05:57.today's decision? Yes, the Welsh Government has a difficult
:05:57. > :06:02.relationship with house-builders in recent years. Including Persimmon.
:06:02. > :06:05.There is a feeling within the industry, some of the energy
:06:05. > :06:09.regulations have been unfair, compared with the industry in
:06:09. > :06:14.England and particularly the introduction of sprinklers in new
:06:14. > :06:19.homes in three years time. But to be fair with the Welsh Government, that
:06:19. > :06:26.improvement with macro relationship had improved. They announced a
:06:26. > :06:30.pretty drastic reduction. But Persimmon are keeping the pressure
:06:30. > :06:36.on for further change. From the local authorities perspective, they
:06:36. > :06:39.say they have tried to be as flexible as possible but they have a
:06:39. > :06:43.duty to the existing residents within a community, as we all know,
:06:43. > :06:47.when a new housing estate is built, it puts a lot of pressure on the
:06:47. > :06:50.roads and schools in a particular community and as a result, they say
:06:50. > :06:55.it is unfair that the taxpayer picks up all of the bill. It says the
:06:55. > :06:58.house-builders should pick up the tab for some of that. We are seeing
:06:58. > :07:04.the difficulty of doing that in the heads of the valleys. Let's put this
:07:04. > :07:09.into context, what are the wider implications of this decision? The
:07:09. > :07:14.reality is lots of communities in Wales have a shortage of housing. In
:07:14. > :07:19.Rhondda Cynon Taff, where I am, they have a target to build 14,000 homes
:07:19. > :07:21.over the next years with macro ten years. It has two attract
:07:22. > :07:27.house-builders like Persimmon. On the other wider field as well, Lucy,
:07:27. > :07:32.is the potential risk of a kind of hollowing out of the valleys, of
:07:32. > :07:37.people, if investment, and many, to the detriment of the towns and
:07:37. > :07:40.villages. The Home Secretary has ruled out a public inquiry into the
:07:40. > :07:43.collapse of a police corruption trial relating to the Valentine's
:07:43. > :07:47.Day murder of Lynette White in Cardiff back in 1988. Three men were
:07:47. > :07:50.wrongly jailed for the crime, and in December 2011 the trial of eight
:07:50. > :07:53.police officers, charged with perverting the course of justice,
:07:53. > :08:03.was halted when evidence temporarily went missing. Nick Palit reports.
:08:03. > :08:07.Lynette White was stabbed to death in this Bute Street flat in
:08:07. > :08:11.Cardiff's Docklands back in 1988. The so-called Cardiff Three were
:08:12. > :08:17.wrongly jailed for her murder. Their conviction only quashed by the Court
:08:17. > :08:20.of Appeal in 1992. A decade later, after the jailing of the real
:08:20. > :08:23.killer, Geoffrey Gaffoor, a new inquiry was launched into what went
:08:23. > :08:28.wrong with the original police investigation. Eight former South
:08:28. > :08:33.Wales officers were charged with perverting the course of justice.
:08:33. > :08:36.However, their trial collapsed two years ago when it was thought
:08:36. > :08:39.evidence files had been shredded. The missing paperwork later turned
:08:39. > :08:42.up. Despite calls for a public inquiry the Home Secretary today
:08:42. > :08:47.decided there should be no further inquiry surrounding the collapse of
:08:47. > :08:49.the 2011 trial at this stage. That announcement has shocked a leading
:08:49. > :08:58.barrister who's been following the case. This is by some distance the
:08:58. > :09:04.most expensive case in Welsh legal history. It is also a case that has
:09:04. > :09:06.attracted huge attention, I think, it has also undermined public
:09:06. > :09:10.confidence in the police, it has gone woefully wrong and the public
:09:10. > :09:13.and the Welsh people deserve an extra nation. The fact there is no
:09:13. > :09:17.public enquiry intended is both shocking and outrageous. It's
:09:17. > :09:19.possible the Home Secretary she may rethink her decision upon the
:09:19. > :09:22.completion of a related investigation by Devon and Cornwall
:09:22. > :09:25.Police. But a recent report by the Crown Prosecution Service has
:09:25. > :09:30.already concluded there was no evidence to suggest prosecutors or
:09:30. > :09:33.police acted improperly. Nevertheless Tony Paris, one of the
:09:33. > :09:42.so-called Cardiff Three, originally jailed for the murder, says a public
:09:42. > :09:48.inquiry is necessary. There must be an enquiry into what caused the case
:09:48. > :09:52.to collapse. Who killed Lynette White in this flat nearly a quarter
:09:52. > :09:54.a century ago is no longer under question, but what remains
:09:54. > :09:56.unanswered are allegations of possible police corruption during
:09:56. > :09:59.that murder investigation. Although the Home Secretary has refused calls
:09:59. > :10:03.for a Public Inquiry, legal teams acting for those who were wrongly
:10:03. > :10:11.convicted aren't giving up and are seeking a Judicial Review of that
:10:11. > :10:18.decision. That's likely to be heard in the High Court in London early in
:10:18. > :10:22.the New Year. A man who attacked a teenage ballet
:10:22. > :10:24.dancer and broke his neck, two years ago, has had his sentence increased
:10:24. > :10:28.dancer and broke his neck, two years from 13 to 18 years. Mohammed Ali
:10:28. > :10:30.Mohamoed, from Cardiff, was jailed in June for attacking Jack
:10:31. > :10:37.Widdowson, who was left paralysed but has now recovered. The three
:10:37. > :10:40.appeal judges ruled the sentence was inadequate, because the trial judge
:10:40. > :10:52.wrongly thought Mohamoed would automatically be deported on
:10:52. > :10:55.completing his sentence. A copyright tribunal, which will determine how
:10:55. > :10:58.much money the BBC has to pay to use some Welsh language music, has
:10:58. > :11:01.finished hearing the case at Caernarfon Crown Court. EOS, the
:11:01. > :11:04.group which represents some Welsh language musicians, wants the BBC to
:11:04. > :11:07.pay £1.5 million a year for the right to broadcast their work. The
:11:07. > :11:11.Corporation has suggested £100,000. The three members of the tribunal
:11:11. > :11:15.are due to issue a written judgement in the next few weeks. There are
:11:15. > :11:19.fresh questions tonight about the way the most senior staff at Welsh
:11:19. > :11:21.local councils get paid. It's emerged that some councils are
:11:21. > :11:26.paying pension contributions straight to bosses for tax reasons.
:11:26. > :11:31.Our Political Correspondent Tomos Livingstone is here. What's the
:11:31. > :11:34.background to all this? Well, Lucy, problems have come up in three
:11:34. > :11:38.different councils across Wales and one of the main issues is that some
:11:38. > :11:41.well-paid staff have been allowed to leave the pension scheme and get
:11:41. > :11:44.those pension contributions paid to them directly. In Pembrokeshire the
:11:44. > :11:47.auditors have refused to sign off the accounts (because of this type
:11:47. > :11:56.of pension payment to the chief executive Bryn Parry Jones. Come
:11:56. > :11:59.down the A40 to Carmarthenshire and the auditors say payments, including
:11:59. > :12:04.a similar pension arrangement to the chief executive Mark James, were
:12:04. > :12:09.unlawful. And in Caerphilly there's a slightly different issue. The
:12:09. > :12:11.auditors are unhappy there at compensation paid to senior officers
:12:11. > :12:15.after their holiday and car allowances changed. Pembrokeshire
:12:15. > :12:20.and Carmarthenshire say their legal advice is that there are no
:12:20. > :12:24.problems. Caerphilly say they are waiting for their own external
:12:24. > :12:28.auditor to give a view. But these disputes are once again shining a
:12:28. > :12:33.light on a very controversial issue. The amounts that get paid to the top
:12:33. > :12:36.people in local government. And this is already causing a political
:12:36. > :12:40.storm. Yes, this is all happening of course at a time when many staff in
:12:40. > :12:44.the public sector have had their pay frozen. The unions say say they
:12:44. > :12:48.can't support what's been happening and they want much more transparency
:12:48. > :12:51.in the way these things are decided. Plaid Cymru have asked for an urgent
:12:51. > :12:55.question in the Assembly next week to try to get the Welsh Government
:12:55. > :13:00.to intervene, so this isn't an issue that's going away. Members of a
:13:00. > :13:03.savings club near Merthyr Tydfil say they're shocked after finding money
:13:03. > :13:07.they'd paid into a Christmas fund has gone missing. Several families
:13:07. > :13:09.from Treharris, who thought they were saving with Park Christmas
:13:09. > :13:14.Savings Club fear they've lost hundreds of pounds each. A
:13:14. > :13:18.36-year-old woman has been arrested in connection with a number of
:13:18. > :13:28.allegations of theft. Tomos Dafydd reports. Saving for Christmas has
:13:28. > :13:31.never been easier. It is a popular Christmas club allowing families to
:13:31. > :13:36.budget for that expensive time of year. People can pay into Park
:13:37. > :13:39.Christmas Savings club every week so as December approaches, they have
:13:39. > :13:44.vouchers for toys or festive hampers. These women believed they
:13:44. > :13:49.had been paying into their accounts every week since January. But now
:13:49. > :13:52.the company has told them their agent may have fallen behind with
:13:52. > :13:57.the payments and that they should consider contacting police. The
:13:57. > :14:05.group has also advised them not to make any further payments to the
:14:05. > :14:11.agent. I saved £310. My mother saved over £700. And my sister, I am
:14:11. > :14:18.notched with macro not too sure, but it was a few hundred. And Natasha is
:14:18. > :14:25.not the only one affected. Joanne says she is worried about losing the
:14:25. > :14:32.£870 she saved. I had to cut back on a lot of things. My seven-year-old
:14:32. > :14:37.son has asked me if I want his pocket money for my savings. The
:14:38. > :14:41.company says it is aware of the situation but as an arrest has been
:14:41. > :14:47.made, it cannot comment but says it is cooperating fully with the police
:14:47. > :14:52.enquiry. Back in Treharris, people have clubbed together, raising money
:14:52. > :14:56.for the families affected. We got in touch with all of the local
:14:56. > :14:59.supermarkets, hopefully they can donate stocking fillers and
:14:59. > :15:02.vouchers. And we have got to delivery points for people to drop
:15:02. > :15:06.things for raffles. Everyone is clubbing together and offering to
:15:07. > :15:10.help in every way that they can. Some comfort then for those who are
:15:10. > :15:13.waiting to find out what is going to happen to the hundreds of pounds

:15:49. > :15:57.Government and Public Health Wales, as part of a wider health
:15:57. > :16:01.improvement review. Learning about food on the cooking
:16:01. > :16:06.bus, a scheme that was set up seven years ago that cost more than
:16:06. > :16:10.£650,000 worth of public money to run last year alone. By Public
:16:10. > :16:14.Health Wales who allocated its funding said it delivered no health
:16:14. > :16:19.benefits. It is one of 25 schemes that were assessed by a panel of
:16:19. > :16:22.experts. 19 of those had little or no impact on people 's health and
:16:22. > :16:28.for some, it has left a sour taste in the mouth. We have got £5 per
:16:28. > :16:36.second in terms of the real term cuts of the NHS in Wales and 800
:16:36. > :16:39.million over a five-year period. Every pound really does count when
:16:39. > :16:42.you are spending millions. The public will quite rightly question
:16:42. > :16:45.what the Welsh Government has been doing with their money. Other
:16:45. > :16:52.projects that were deemed unlikely to bring a health benefit were the
:16:52. > :16:59.mental health first aid scheme. And a project to stop children smoking
:16:59. > :17:03.cost around £131,000 in 2012. And a childhood obesity scheme was set up
:17:03. > :17:10.with an initial £1.4 million of funding. This national exercise
:17:10. > :17:14.referral scheme in Rhondda Cynon Taff is designed for people at risk
:17:14. > :17:20.of all living with chronic disease. They come once or twice a week to
:17:20. > :17:26.take part in exercise classes. We have been operating for 4.5 years in
:17:26. > :17:28.Rhondda Cynon Taff and we have over 400,000 referrals coming along. We
:17:28. > :17:32.find that the success stories are quite tremendous with people
:17:32. > :17:40.improving in confidence, improving their physical state, and so on. It
:17:41. > :17:46.is hoped that more programmes like this can be developed but to do
:17:46. > :17:49.that, public health says -- public health Wales says it must make
:17:49. > :17:54.changes. What we are doing today is acknowledging that we need to do
:17:54. > :17:57.things differently. It is no longer acceptable to do things in the way
:17:57. > :18:02.that we did them in the past. We now need to look forward to a whole
:18:02. > :18:07.transformational change. And while this scheme is likely to fold, the
:18:07. > :18:11.Welsh Government is looking forward to rolling out new and improved

:23:43. > :23:45.no longer up for debate is the challenge of producing a
:23:45. > :23:51.21st-century newspaper within these four walls. We are very much tied to
:23:51. > :23:56.the past and that is a great thing in many ways but it is a sad reality
:23:56. > :24:00.that today's newsrooms are very different. The building is no longer
:24:00. > :24:03.fit for purpose. Plans for the newspaper to move were first mooted
:24:03. > :24:06.ten years ago but now it is a reality. One of the first tasks has
:24:06. > :24:15.been to pack up the contents of the archive. We have recorded everything
:24:15. > :24:20.from Triumph and tragedy. We think of tragedy, Swansea is effectively
:24:20. > :24:23.flattened by the Blitz in 1941. And it was our job as the local
:24:23. > :24:29.newspaper to be out on the streets, taking the pictures. Since then,
:24:29. > :24:33.much of Swansea City centre has been rebuilt. This is one of its newest
:24:33. > :24:37.buildings and it is here that the South Wales Evening Post will be
:24:37. > :24:43.based as of Monday morning. It is a high-tech office, 7000 square feet
:24:43. > :24:47.in all, with even a miniature putting green. Paul Carter is in
:24:47. > :24:52.charge of the move and for him there is one big challenge. We have got to
:24:52. > :24:57.keep the newspaper going out so whereas we cannot close on a Friday,
:24:57. > :25:04.and reopen on a Monday, we have the newspaper to go out on a Monday. It
:25:04. > :25:08.may look like a work in progress but come Monday morning, 136 people will
