:01:17. > :01:20.cuts to their budgets. The warning tonight from a senior member of
:01:20. > :01:23.Wales' biggest local authority. Russell Goodway, a cabinet member at
:01:23. > :01:26.Cardiff Council, has been speaking to us after yesterday's draft budget
:01:27. > :01:31.by the Welsh Government included the biggest reductions in council
:01:31. > :01:39.budgets in recent years. Our Political Editor Nick Servini has
:01:39. > :01:44.more. We all rely on our local council. But if one man is to be
:01:44. > :01:48.believed, the future is not God. It is the sort of language more
:01:48. > :01:51.commonly used in the private sector. That terms like these have been used
:01:51. > :01:56.to describe local authorities today by one of the most high-profile
:01:56. > :02:00.councillors in Wales. I think some councils will run out of money
:02:00. > :02:01.before they can make savings. They will have to be bailed out by
:02:01. > :02:08.somebody. In effect, they would go will have to be bailed out by
:02:08. > :02:18.bust. They will go bust. In fact, I think that is talk already that two
:02:18. > :02:23.councils will go bust next year. The Welsh Government announced cuts for
:02:23. > :02:29.councillors as a result of the draft budget yesterday. They have been
:02:29. > :02:36.given warnings and more protection than comfortable in England. We are
:02:36. > :02:39.taking the needs of local government into account. We have been preparing
:02:39. > :02:42.them for tougher times. They know and they have said clearly over the
:02:42. > :02:49.last 24 hours that they recognise that tougher times are on the way.
:02:49. > :02:54.Most of what councils spend they cannot cut. The lion 's share of the
:02:54. > :03:00.expenditure is on statutory services, social care and so on.
:03:00. > :03:07.They are largely protected. What is more vulnerable is discretionary
:03:07. > :03:14.services like leisure centres. What was striking about what Russell
:03:14. > :03:18.Goodway said, if they can't discretionary services, it would not
:03:18. > :03:22.be enough. His warning comes on the day a poll for the BBC suggests many
:03:22. > :03:26.people in Britain think the quality of public services overall has been
:03:26. > :03:34.maintained or improved in the past five years despite cuts. In Swansea,
:03:34. > :03:42.the council has been carrying out a consultation asking people where
:03:42. > :03:45.future cuts should be carried out. Services can be had and missed
:03:45. > :03:52.depending on the area you are in. If it was reduced further, it will have
:03:52. > :03:57.a big impact. It will not be fair. Some people will feel pain more than
:03:57. > :04:07.others. Ultimately, everyone will suffer from cuts. Similarly, they
:04:07. > :04:11.were be unavoidable. Local authorities will have to wait until
:04:11. > :04:13.next week before finding out how exactly they will be affected.
:04:13. > :04:18.Well there were further details today of how the Welsh Government
:04:18. > :04:21.intends to spend £600-million on major projects that it hopes will
:04:21. > :04:23.stimulate the economy and create around 11,000 extra jobs. There's
:04:23. > :04:27.£38 million for health, including the final phase of the children's
:04:27. > :04:31.hospital in Cardiff, as well as money for transport and homes. Our
:04:31. > :04:35.economics correspondent, Sarah Dickins, is here with the details.
:04:35. > :04:39.If you pull together the message from the projects announced today,
:04:39. > :04:43.they're aimed at getting Wales to work and improving living
:04:43. > :04:47.conditions. There's £62 million to kick off what's called a South East
:04:47. > :04:54.Wales metro system, a connected bus and train network for speedier and
:04:54. > :05:15.more reliable commuting to work. There's further recognition that
:05:15. > :05:21.housing is a problem. What we need to see if a larger chunk of money
:05:21. > :05:24.being invested replacing the road altogether and creating an M4 relief
:05:24. > :05:33.road. This may be a small drop in the ocean. It will not save that
:05:33. > :05:36.solve the bottleneck in the area. The Welsh Government is channelling
:05:36. > :05:39.£170 million into homes, with the lions' share, £140 million, targeted
:05:39. > :05:45.for Help to Buy Cymru, a scheme to make it easier to buy new homes. The
:05:45. > :05:51.government's hope is that 5000 more homes will be built, providing more
:05:51. > :05:54.jobs for builders. And with families struggling to pay bills, there's £70
:05:54. > :06:00.million to help to make homes more energy efficient. The message from
:06:00. > :06:03.the Finance Minister Jane Hutt is that these projects will create
:06:03. > :06:09.thousands of jobs and help tackle poverty. The government is limited
:06:09. > :06:12.in terms of what it can do economically and it's waiting to
:06:12. > :06:14.hear if it will be allowed to gather smaller taxes and borrow money to
:06:14. > :06:33.fund projects like these. Its emerged a body found at a
:06:33. > :06:37.bungalow in Llandegfan on Anglesey at the weekend may have been there
:06:37. > :06:40.for a considerable length of time. A woman who was living at the property
:06:40. > :06:44.is being treated at Ysbyty Gwynedd in Bangor. Well for more on this
:06:44. > :06:47.story to Llandegfan now and Roger Pinney. The police were called to
:06:47. > :06:49.the property at the end of the road behind on Saturday morning after
:06:49. > :06:56.being alerted by a neighbour. Inside they found the body of a man and
:06:56. > :07:00.said quickly and there were no suspicious circumstances. They
:07:00. > :07:04.handed over the investigation to the coroner. The coroner confirmed what
:07:04. > :07:08.was already speculation that the body had been lying in the property
:07:08. > :07:14.for a very long time. A postmortem examination has been carried out
:07:14. > :07:19.that it has proved inconclusive. Further tests will be carried out.
:07:19. > :07:27.Do we know anything about the people living at the bungalow? Very little.
:07:27. > :07:30.We have been told they were very private people who kept themselves
:07:30. > :07:32.to themselves. They only come out in the evenings. We have also been told
:07:32. > :07:37.that they kept in a bar of animals the evenings. We have also been told
:07:37. > :07:40.at the property. The coroner has said so far that is nothing to
:07:40. > :07:50.suggest foul play. A farmer has lost the latest twist
:07:50. > :07:53.in a twenty year long legal battle for planning permission for a large
:07:53. > :07:56.lake on his land in Lampeter. Ceredigion councillors refused to
:07:56. > :08:01.accept the lake has become part of the landscape. John Rogers built the
:08:01. > :08:04.180-metre long lake in 1991 without permission.
:08:04. > :08:09.Calls have been made for tougher measures to clamp down on scams
:08:09. > :08:13.which target older people. Promises of cash prizes, rogue traders at the
:08:13. > :08:16.door, or scams over the phone and online have all been highlighted
:08:16. > :08:20.today to a group of Assembly Members and the reported cases are just the
:08:20. > :08:25.tip of the iceberg as Jenny Rees reports.

:08:40. > :08:45.were true. These are scams. How does it make you feel when you are

:08:53. > :08:59.fall break. One woman in her 80s was sending them off regularly. Once you
:08:59. > :09:05.are housebound, having a letter of any sort can be something. It's not
:09:06. > :09:10.just letters through the post. Iit could be a knock at the door from a
:09:10. > :09:13.tradesman offering to fix a loose slate, an online scam, or a phone
:09:13. > :09:17.call to help with an apparent virus on your computer, all designed to
:09:17. > :09:28.make you part with your money. In some cases, that's hundreds or even
:09:28. > :09:33.thousands of pounds. Trading standards had to those and reports
:09:33. > :09:38.of scams in Wales last year. The government figures showed 95% of
:09:38. > :09:44.scams go and report it of the problem is huge. On average, people
:09:44. > :09:48.who do reply to scams lose an average £1200 a year. For some
:09:48. > :09:53.people, it can be significantly more. Age Cymru would like to see
:09:54. > :09:56.more of these No Cold Calling Zones. This one is in Pontllanffraith,
:09:56. > :10:04.where Caerphilly Trading Standards are already seeing the benefits. It
:10:04. > :10:09.gives residents reassurance, protection and empowerment that 22
:10:09. > :10:20.get the unwelcome call, they can tell people to go away. The rogues
:10:20. > :10:24.are easily put off because the last thing they want is ourselves or
:10:24. > :10:31.police getting onto them. They want to go in, get the money and go away.
:10:31. > :10:34.Today's cross party group will now write to ministers asking what is
:10:34. > :10:37.being done to protect people from scams and whether no cold calling
:10:37. > :10:39.zones can be made legally enforceable here.
:10:39. > :10:44.There has been an increase in the number of young people taking part
:10:44. > :11:05.in sport three times a week outside of the lessons, at from 27% two
:11:05. > :11:09.years ago to 40% today. That is according to a survey of over
:11:09. > :11:24.100,000 children across Wales. But it also shows less curriculum time
:11:24. > :11:29.given the sport in school. While children may be full of get up and

:12:29. > :12:35.the government aim of two hours a week. The essential part of this is
:12:35. > :12:39.increasing the status of physical education in schools and making it a
:12:39. > :12:44.core part of what teaching is about and how schools go forward. If
:12:44. > :12:47.headteachers think digital activity and in people getting that good
:12:47. > :12:55.spirits as important that we will see it in every school. It is
:12:55. > :13:06.outside of school hours in clubs and activities that the biggest
:13:06. > :13:11.participation has been seen. While drug beer was the order of the day
:13:11. > :13:17.in Colwyn Bay today, it is football which tops the league of most
:13:17. > :13:23.popular sport for boys. For girls, netball get the top spot followed by
:13:23. > :13:28.dance. It seems to be the case at the moment that these activities are
:13:28. > :13:33.very popular. We regularly have 400 students a night staying behind
:13:33. > :13:37.after school. This is a school where they put a lot into sport and pupils
:13:37. > :13:42.get a lot out of it. But it is not the same across Wales. It is
:13:42. > :13:47.important that we make the standard and quality of physically --
:13:47. > :13:52.physical education in schools better. It is patchy at the moment.
:13:52. > :13:57.We are about improving quality of provision. The Welsh Government is
:13:57. > :14:05.looking at a fundamental review of the curriculum in Wales and chill --
:14:05. > :14:10.changes are on the way. Whether children may be full of get up and
:14:10. > :14:13.go, more of us than ever are sitting down and it is damaging our health.
:14:13. > :14:17.The office is largely to blame with the average adult spending at least
:14:17. > :14:24.half of their day sat down. But at one of Wales' largest employers, the
:14:24. > :14:29.DVLA things have been changing. For 40 years, the DVLA in Swansea has
:14:29. > :14:37.been processing our driving licences. It employs 5000 people and
:14:37. > :14:42.like offices everywhere, people here spent most of their working day
:14:42. > :14:47.sitting down. Tara Hammett is the fitness instructor who was brought
:14:47. > :14:50.in to help six members of staff and says we could all benefit from the
:14:50. > :14:57.changes she helped put in place in Swansea. Doing squats and press that
:14:57. > :15:03.and call movements. They are fun, it gets the team together. It gets the
:15:03. > :15:09.muscles going was up 60 seconds of that is going to be better than
:15:09. > :15:14.nothing. While people who worked in traditional industries needed 350
:15:14. > :15:20.calories an hour to keep going, office work burns less than 100. We
:15:20. > :15:24.are now appealed least active generation there has ever been.
:15:24. > :15:30.According to research carried out in 2011, the average adult spends 50 to
:15:30. > :15:38.60% of their day in sedentary pursuits. Experts say adult should
:15:38. > :15:42.carry out at least 150 minutes of moderate aerobic exercise every
:15:42. > :15:47.week. With an estimated four out of five of us now sitting at desks to
:15:47. > :15:52.do our work, the problem of too much sitting down is said to be getting
:15:52. > :15:58.worse. The DVLA has tried introducing a variety of
:15:58. > :16:07.innovations. Walking at one miles an hour. You lose 57 pounds of body
:16:07. > :16:12.weight a year. Dooley the month-long programme, the six chosen were
:16:12. > :16:15.encouraged to abseil, whitewater rafting and team leaders were
:16:15. > :16:21.trained to get staff stopped work and to one minute of exercise every
:16:21. > :16:26.hour. Some of the changes were interesting. They did not quite work
:16:26. > :16:30.for us at other things were really good and interesting. This month we
:16:30. > :16:36.have got a promotion on making sure staff understand how to prepare
:16:36. > :16:47.properly for exercise and what to do to avoid injuries in the first race.
:16:47. > :16:50.Some of the -- first place. Changing attitudes will not happen overnight.
:16:50. > :16:55.But they believe they are ready on the road to a healthier future and
:16:55. > :17:12.the challenge now is for all of us to follow. With me now is the Chief

:17:16. > :17:19.report today. The main message, the nation's health needs to improve.
:17:19. > :17:24.But who needs to be taking responsibility for this, the

:17:30. > :17:33.responsibility. They is a role for government to set the conditions to
:17:33. > :17:38.help create the opportunity for good health. I am delighted to see

:17:44. > :17:49.children to older lady, that is something for all of us to do to
:17:49. > :17:53.help make waves a healthier nation. Another thing you highlight is the
:17:53. > :17:58.gaps in health between richer and poorer -- Paula part of Wales was up
:17:58. > :18:04.it is not getting narrower. Can that be turned around? I firmly believe
:18:04. > :18:09.it can. The Welsh Government does have a plan to tackle poverty and
:18:09. > :18:15.that has has elements in it. We focus on getting children to get the
:18:15. > :18:21.best possible start in life. It does not seem to be narrowing though? We
:18:21. > :18:26.need to keep focus. This is not a quick thing, it is a relentless
:18:26. > :18:34.focus on prevention. That is what we need to see in future years. Active
:18:34. > :18:37.travel helps to create an environment where we can enjoy good
:18:37. > :18:43.health. We have to keep that it relentlessly. Let us talk about
:18:43. > :18:47.children. A quarter start school overweight. That is startling. More
:18:47. > :18:52.are now doing exercises outside school that this is to be a gap
:18:52. > :19:00.between active children going into inactive adults? One of the things
:19:00. > :19:03.we must do is build on the success we have seen reported today.
:19:03. > :19:07.Children getting active at school age. We know they can be a drop off
:19:07. > :19:10.as children become teenagers and into adult life. It is creating the
:19:10. > :19:14.habit early on was up we are into adult life. It is creating the
:19:15. > :19:20.creating new opportunities for physical educate that activity. It
:19:20. > :19:25.does not have to be sport. It can be walking and cycling. Whatever age
:19:25. > :19:28.you are, it is never too late. We all have a role to play in this.
