:00:36. > :00:42.she died - an independent review is promised into care at the health

:00:43. > :00:46.board. It is incredibly frustrated when you

:00:47. > :00:50.know that individuals are suffering. They are in pain, they are

:00:51. > :00:51.suffering, they are crying out, they are being ignored.

:00:52. > :00:54.Also tonight. 180 jobs to go at the biggest mine

:00:55. > :00:59.in Wales. It's an American idea - producing

:01:00. > :01:03.milk on a massive scale. Now a mega dairy's given the go ahead here

:01:04. > :01:06.despite local opposition. And it's the first ever South Wales

:01:07. > :01:09.derby in the Premier League - we'll be looking at the rivalry between

:01:10. > :01:19.our two biggest cities. Good evening. A major announcement

:01:20. > :01:24.is expected tomorrow by the Prime Minister on the future of devolution

:01:25. > :01:26.in Wales. It follows a wide-ranging commission which recommended that

:01:27. > :01:35.the Welsh assembly should be given more powers. Our political editor

:01:36. > :01:39.has more details. Major changes could be on the way

:01:40. > :01:42.for devolution in Wales. The UK government is likely to give its

:01:43. > :01:49.response to proposals to give Wales tax varying and borrowing powers. By

:01:50. > :01:54.Minister David Cameron joins me now. What can we expect tomorrow? I

:01:55. > :02:00.believe in devolution. I believe it is right to give Wales more power

:02:01. > :02:05.over the future. Within three years, we have already had that referendum,

:02:06. > :02:09.given the Welsh assembly lawmaking powers and now we are looking at the

:02:10. > :02:12.issue of how we are make sure the government in Wales is responsible

:02:13. > :02:18.for raising some of the money it spends. I think that makes for good

:02:19. > :02:20.government. We will be making announcements tomorrow. The Deputy

:02:21. > :02:26.Prime Minister will be joining me in Cardiff. To pick up on borrowing

:02:27. > :02:31.powers, does that mean there will be an M4 relief road around Newport? I

:02:32. > :02:36.know we need these investments in Wales. It is the British government

:02:37. > :02:41.giving the money for the electrification of the railway line

:02:42. > :02:46.to Swansea. I know we need to fix the M4 issue as well. But borrowing

:02:47. > :02:50.powers matter because the Welsh government needs the capacity to get

:02:51. > :02:53.things done and if you are going to borrow, you need sources of income

:02:54. > :02:58.to help pay the interest to make sure you can manage things

:02:59. > :03:06.effectively. When it comes to tax, what do you think is acceptable? If

:03:07. > :03:09.we move on income tax, there has to be a referendum. That would be for

:03:10. > :03:14.the Welsh people to decide whether they want to take that power. But

:03:15. > :03:17.the general principle is, you get better government if the government

:03:18. > :03:21.is responsible for raising some of the money it spends because then it

:03:22. > :03:24.is not just receiving a block from Westminster and spending the money,

:03:25. > :03:28.it has got to make decisions about how they raise the money, who they

:03:29. > :03:34.raise it from and how to best spend it. My final question on this issue,

:03:35. > :03:40.why has it taken you so long to come up with a response to this? It takes

:03:41. > :03:44.time to get these things right, to think everything through, to make

:03:45. > :03:47.sure you have consulted and listened. I reject the idea this

:03:48. > :03:52.government has been slow on this issue. We came along, you had the

:03:53. > :03:57.referendum on lawmaking powers straightaway. Big things like the

:03:58. > :04:00.electrification of the railway line to Swansea and now a big

:04:01. > :04:05.announcement tomorrow but I want to make it with the Deputy Prime

:04:06. > :04:07.Minister in the proper way. We have an announcement tonight about a

:04:08. > :04:13.major summit coming to Wales next year. This is a massive summit, the

:04:14. > :04:18.NATO summit which is going to take place in August next year. It

:04:19. > :04:22.includes the president of the United States who will be coming to Wales.

:04:23. > :04:26.But as many as 60 countries will be coming and it is a great opportunity

:04:27. > :04:31.to showcase the modern, successful Wales. We will be hosting it in

:04:32. > :04:36.Celtic Manor but using other sites as well, including Cardiff. Just as

:04:37. > :04:39.the G8 was a great opportunity to show Northern Ireland in its best

:04:40. > :04:43.light, this will be a great opportunity for Wales. It is

:04:44. > :04:49.important because it is at the end of our Afghan mission and it is

:04:50. > :04:54.important to reflect on that and look to the future of NATO. To pick

:04:55. > :04:58.up on another announcement today on making it easier for people to

:04:59. > :05:02.switch energy providers, what do you say to people who need help now,

:05:03. > :05:05.bearing in mind that official figures show people pay more for

:05:06. > :05:11.their energy in Wales than any other part of the UK? We want to give help

:05:12. > :05:15.now which is why we are legislating so that companies have to put people

:05:16. > :05:23.on the lowest tariffs. We have maintained winter payments and

:05:24. > :05:26.obviously we want to help by trying to get people's bills down by making

:05:27. > :05:31.this market more competitive so all these steps can make a difference.

:05:32. > :05:37.But switching is important because that is one option for customers and

:05:38. > :05:40.people can save as much as ?250 by switching their suppliers.

:05:41. > :05:43.Everything takes time but what the energy Secretary announced today

:05:44. > :05:47.that is we are going to try and enable people to switch within 24

:05:48. > :05:51.hours and I think that is an important thing to make this market

:05:52. > :05:55.more competitive. If you want to get prices down, you have got to get

:05:56. > :05:58.costs down and to do that you need a more competitive market and it will

:05:59. > :06:04.all back the costs of some of these regulatory charges. And when it

:06:05. > :06:09.comes to the economy, clearly there is an economic recovery underway.

:06:10. > :06:13.How can you get that recovery spread from the south of England to places

:06:14. > :06:22.like Wales? 180 minus found out today that they pick is going to go

:06:23. > :06:26.into administration. It is essential that every part of the UK shares in

:06:27. > :06:29.this growth. If you look at the figures since the election, there

:06:30. > :06:34.are 65,000 more people in work than they were three years ago,

:06:35. > :06:37.unemployment is down by 12,000 but I know we have got a lot more to do.

:06:38. > :06:42.The infrastructure we build is going to help, the railways, the roads,

:06:43. > :06:47.the nuclear power station proposal in Anglesey, we need to pursue that,

:06:48. > :06:51.and we have got to make it easier for companies to employ people and

:06:52. > :06:54.grow. I will be talking to Carwyn Jones about that tomorrow. The UK

:06:55. > :07:00.government will be doing everything it can to share in this recovery. We

:07:01. > :07:04.know we have some of the communities in Wales have the highest dependency

:07:05. > :07:07.on welfare payments, what do you say to people in those communities who

:07:08. > :07:10.are seeing their benefits cut and yet they are not seeing the new job

:07:11. > :07:16.opportunities in the areas where they live? We are seeing six to 5000

:07:17. > :07:20.more people in work in Wales compared with three years ago. Just

:07:21. > :07:25.over the last quarter, in 11,000 extra people in work. The jobs are

:07:26. > :07:29.coming and it is right to reform welfare to make sure it is always

:07:30. > :07:33.better to work than to be on welfare because I don't want people to miss

:07:34. > :07:42.out on the opportunities coming in our economy. And if those jobs are

:07:43. > :07:46.not there in those communities? We are creating these jobs and that is

:07:47. > :07:50.why the railway investment is important, the road investment, that

:07:51. > :07:54.is why the nuclear power station is important, that is why the big

:07:55. > :07:58.announcement of the new prison in North Wales is going to bring

:07:59. > :08:02.hundreds of jobs to Wrexham. There are a lot of investments that we are

:08:03. > :08:06.making but we need a private sector led recovery. We all know we have a

:08:07. > :08:13.big budget deficit, we can't spend our way out of difficulty. We have

:08:14. > :08:19.to set the conditions where businesses can set up and employ

:08:20. > :08:22.people. Can that happen in Wales? Wales is an incredibly enterprising

:08:23. > :08:26.part of the UK economy and there are great industrial and economic

:08:27. > :08:29.success stories. That is why the NATO summit is not just about

:08:30. > :08:33.talking about defence and security, it is a chance to have a whole world

:08:34. > :08:38.looking at Wales and what Wales offers. I want Wales to put its best

:08:39. > :08:43.foot forward and say it is a great country to invest and growing

:08:44. > :10:21.because you have got a government in the UK that is business friendly.

:10:22. > :10:25.It was a case described as tragic for the patient and her family. In

:10:26. > :10:27.July, we reported on the care given to pensioner Lilian Williams. She

:10:28. > :10:30.was seriously neglected at two hospitals run by Abertawe Bro

:10:31. > :10:33.Morgannwg University Health Board and died in hospital last year. Now

:10:34. > :10:36.the Health Minister has pledged an independent review into care

:10:37. > :10:47.provided by the health board. India Pollock has this exclusive report.

:10:48. > :10:51.The review will look at how medication is administered to

:10:52. > :10:54.patients, particularly those such as Lilian Williams who find it

:10:55. > :10:58.difficult to take medicine orally. The full details and scope of the

:10:59. > :11:03.review are still to be finalised but there are calls for a Wales wide

:11:04. > :11:08.enquiry into care. It is looking at what is good practice but also

:11:09. > :11:11.identifying bad practice. Many patients have a good experience

:11:12. > :11:21.through our NHS but there are an increasing number of people that are

:11:22. > :11:24.not having that positive experience. Abertawe Bro Morgannwg Univrsity

:11:25. > :11:27.Health Board says it has already seen positive results after putting

:11:28. > :11:32.robust measures in place at this hospital to improve standards of

:11:33. > :11:34.care. It welcomes this new review but also says it commissioned its

:11:35. > :11:41.own external review earlier this year. Gareth Williams has described

:11:42. > :11:47.the enquiry as bittersweet. More than 180 jobs have been lost at

:11:48. > :11:49.Wales' largest drift-mine. Unity Mine in Cwmgwrach in the Neath

:11:50. > :11:55.Valley went into administration three weeks ago. The company said

:11:56. > :11:58.the falling price of coal meant its operations were unsustainable. Our

:11:59. > :12:06.reporter Cemlyn Davies is in Cwmgwrach.

:12:07. > :12:10.This is a community that has been bracing itself for today's news for

:12:11. > :12:18.several weeks now. They have been concerns about the future of Unity

:12:19. > :12:24.Mine but now there has been a blow to this area and to the 180 people

:12:25. > :12:29.who have lost their jobs. For ten weeks, workers at Unity Mine

:12:30. > :12:32.have been sharing shifts in an effort to prevent redundancies.

:12:33. > :12:38.Today it became clear that effort has been in vain. Bitterly

:12:39. > :12:42.disappointed but as we spoke earlier, at least there is now some

:12:43. > :12:47.clarity and the workforce actually know exactly what is going on. I

:12:48. > :12:52.don't think I am going to find work around here. I am 57 years of age.

:12:53. > :12:57.It is the young men I feel sorry for. The miners say they would have

:12:58. > :13:01.preferred to hear this news sooner rather than living in hope the

:13:02. > :13:04.outcome would be different. They are now asking why they have been

:13:05. > :13:10.allowed to work for so little for so long. Some of these individuals have

:13:11. > :13:14.not been paid a day's wage in ten weeks. Could this have been going

:13:15. > :13:18.eight or nine weeks ago? That is the question I have got today. Could

:13:19. > :13:23.different strategies have been pursued? According to the

:13:24. > :13:28.administrators, the company is looking to implement a new mining

:13:29. > :13:31.plan and to do that it needs to buy new equipment. The administrators

:13:32. > :13:35.say there is not any funding available to do that and so while

:13:36. > :13:40.they seek investment, a team of 30 staff will be kept on to maintain

:13:41. > :13:43.the mine. But for the rest of the workforce, the job search has

:13:44. > :13:47.already begun and in an area where there is little work on offer, there

:13:48. > :13:53.are real concerns about the knock-on effect these job losses will have on

:13:54. > :13:59.the community. This is a savage blow to the Valley. The men and their

:14:00. > :14:05.families and the whole community. To have 180 men forced on redundancy

:14:06. > :14:10.with good wages, setting that spending power out of the local

:14:11. > :14:14.community is terrible. In a statement the administrators said it

:14:15. > :14:19.is intended sustainable opportunities can be achieved at the

:14:20. > :14:22.mine in the long term. That will be of little comfort to the dozens of

:14:23. > :14:28.miners who now find themselves out of work.

:14:29. > :14:30.There is a glimmer of hope this evening and that is because the

:14:31. > :14:36.administrators have said there has been a high level of interest from

:14:37. > :14:40.potential investors and discussions are ongoing. In the meantime, the

:14:41. > :14:44.local Assembly Member has called for talks between the Welsh government,

:14:45. > :14:48.the local authority, the administrators and the company and

:14:49. > :14:50.she says she has been reassured by the Welsh government that everything

:14:51. > :14:53.is being done to support the workforce.

:14:57. > :14:59.With a potential global audience of billions, we'll asses the rivalry

:15:00. > :15:07.between Swansea and Cardiff ahead of their first Premier League derby.

:15:08. > :15:11.Plans to build a super-dairy near Welshpool have been given the

:15:12. > :15:14.go-ahead despite the Public Inquiry Inspector saying it should be

:15:15. > :15:18.refused. Planning Minister Carl Sargeant said the economic benefits

:15:19. > :15:28.out-weighed other considerations. More from our environment

:15:29. > :15:36.correspondent Iolo ap Dafydd. They already milked 300 cows at this

:15:37. > :15:43.farm. Today's decision arouse the finer -- allows the farmer to triple

:15:44. > :15:45.the size of his herd. I think it is important that private investment

:15:46. > :15:49.takes place and the ministers could seek this is a considerable private

:15:50. > :15:53.investment, it is busily a big investment in a declining industry.

:15:54. > :15:57.A campaign group against the expansion has been formed in the

:15:58. > :16:03.village. The main concerns are about orders will stop and the wider

:16:04. > :16:08.environmental impact on the area. I will be writing to the Minister

:16:09. > :16:14.immediately asking him to take those things on board now that the

:16:15. > :16:20.decision has been finally made. They are real fears. In the letter

:16:21. > :16:24.explaining his decision, Carl Sargeant acknowledged the adverse

:16:25. > :16:27.effect the dairy would have on the landscape and local heritage but he

:16:28. > :16:32.disagrees with the planning inspector who wanted the super dairy

:16:33. > :16:34.application refused because of the weight the inspector gave to the

:16:35. > :16:40.economic benefits. While the Minister acknowledged the concerns,

:16:41. > :16:44.Carl Sargeant's statement says the economic benefits of the proposed

:16:45. > :16:49.element outweigh the social and environmental objections. This

:16:50. > :16:56.decision has been described as a dark day for Wales and Welsh dairy

:16:57. > :17:00.farmers. It also represents a threat to the existence of small-scale

:17:01. > :17:09.dairy farmers who are already struggling to survive in the current

:17:10. > :17:13.market. I think there are a whole host of other harms this can cause

:17:14. > :17:18.as well, hamster the environment, the landscape, animal welfare.

:17:19. > :17:21.Super-sized dairy herds are more common in the US and some Asian

:17:22. > :17:25.countries. But this would not be the first of its kind in Wales.

:17:26. > :17:28.According to the latest government figures, there are six farms in

:17:29. > :17:32.Wales with over a thousand dairy cows.

:17:33. > :17:36.Lecturers and university staff have been on strike in a row over pay and

:17:37. > :17:39.conditions. Classes were cancelled as lecturers took to the streets in

:17:40. > :17:42.Cardiff, Swansea, Aberystwyth and Bangor. Unions say the proposed 1%

:17:43. > :17:45.pay rise is actually a 13% real-terms cut. The body

:17:46. > :17:49.representing university employers says the offer is a good outcome for

:17:50. > :17:51.staff. A jockey has been cleared of

:17:52. > :17:55.indecently assaulting teenage girls at his stables. Stephen Cashmore,

:17:56. > :17:59.who is 49 and from Swansea, was accused of three counts of indecency

:18:00. > :18:07.with a child and four of indecent assault against three different

:18:08. > :18:10.victims between 1988 and 1991. A man is critically ill in Morriston

:18:11. > :18:14.Hospital after being attacked by a stag. Crew from the Wales Air

:18:15. > :18:17.Ambulance performed surgery on the man from Llandysul at the scene,

:18:18. > :18:26.before airlifting him to hospital for further treatment.

:18:27. > :18:31.Swansea City have announced profits of ?15.3 million for the year ending

:18:32. > :18:35.in May. The figure was boosted by the sale of players such as Joe

:18:36. > :18:39.Allen and Scott Sinclair. The news comes days before the first ever

:18:40. > :18:42.Premier League derby at the Cardiff City Stadium. Our reporter Matt

:18:43. > :18:46.Murray has been finding out more about the rivalry between our two

:18:47. > :18:50.biggest cities. Two cities, two football clubs, just

:18:51. > :18:54.separated by 40 miles. But now joined together by the Premier

:18:55. > :18:59.League. Cardiff City and Swansea City have an historic rivalry which

:19:00. > :19:03.dates back over a century. But the competition between these two cities

:19:04. > :19:07.goes back a lot further. Swansea built on copper, while Cardiff was

:19:08. > :19:19.built on coal. There's long been a divide between the two. At the

:19:20. > :19:22.cities' newspapers, a rivalry also exists. The Evening Post is now the

:19:23. > :19:26.biggest selling paper in South Wales. While Media Wales sees itself

:19:27. > :19:29.with a growing online presence as well as its publications, The

:19:30. > :19:33.Western Mail and Echo. But is there still an attitude of them and us? I

:19:34. > :19:35.dread to say it but it is a slight envy Dan West that Cardiff gets

:19:36. > :19:38.everything. All the money seems to come into Cardiff and all the

:19:39. > :19:43.investment so maybe there is a slight inferiority complexes in

:19:44. > :19:48.Swansea. Swansea is Wales's second city and there will always be that

:19:49. > :19:53.city library between the capital and the second city. I don't think that

:19:54. > :19:56.will ever go away. But with the success of Swansea, it has cemented

:19:57. > :20:01.Swansea's place on the world map and it is up to Cardiff to catch us up.

:20:02. > :20:06.It was not helped when the people of Swansea voted for the assembly and

:20:07. > :20:09.Cardiff voted against but the building was located in Cardiff Bay.

:20:10. > :20:13.One thing the Premier League has brought is a boost in profits, not

:20:14. > :20:15.just for the clubs but also business. Whatever your taste it

:20:16. > :20:19.seems there's an appetite for two very Welsh delicacies. From cockles

:20:20. > :20:25.in Swansea to Clark's Pies in Cardiff. Before a big match both see

:20:26. > :20:29.a major increase in trade. Now they have gone up to the Premier League,

:20:30. > :20:36.the pie sales have rocketed, which is really good for business. Cockles

:20:37. > :20:40.and laver bread, the Swans, great football, you can come into Swansea

:20:41. > :20:53.market. It is great. Peter Stead is a historian with his foot in both

:20:54. > :20:57.camps. . He's now that rare find. If both our sites can stay there and

:20:58. > :21:02.maintain that level, South Wales can become recognised internationally as

:21:03. > :21:07.a centre of world-class football. And when the two clubs meet on

:21:08. > :21:10.Sunday, whatever the result, there will be one winner, and that is

:21:11. > :21:14.Wales and Welsh football as this game will be broadcast to 220

:21:15. > :21:22.countries. The eyes of the world will be on the oldest of rivals.

:21:29. > :21:30.Office is investigating the visa terms of Cardiff City's new interim

:21:31. > :21:34.head of recruitment Alisher Apsalyamov. The 23-year-old from

:21:35. > :21:38.Kazakhstan had been on work experience at the club. Cardiff City

:21:39. > :21:41.have also been charged by the FA with failing to control their

:21:42. > :21:45.players after an incident at the end of Saturday's Premier League match

:21:46. > :21:48.at Norwich. Both clubs have been charged with the same offence. They

:21:49. > :21:52.have until Monday evening to respond.

:21:53. > :21:56.Gareth Bale scored twice for Real Madrid after starting his first home

:21:57. > :22:00.match at the Bernabeu Stadium. The Wales star opened the scoring in the

:22:01. > :22:14.7-3 victory over Seville and later added a second thanks to a deflected

:22:15. > :22:17.free-kick. The Prime Minister has told us

:22:18. > :22:22.tonight that a major announcement about devolution in Wales is

:22:23. > :22:25.expected in the morning. I believe in devolution. I believe it is right

:22:26. > :22:29.to give people in Wales more power and control over their future and

:22:30. > :22:32.their government. This was a government that within three years,

:22:33. > :22:36.we have already had that referendum and given the Welsh assembly

:22:37. > :22:39.lawmaking powers and now we are looking at this whole issue of how

:22:40. > :22:43.we make sure that the government in Wales is responsible for raising

:22:44. > :22:48.some of the money it spends. I think that makes for good government,

:22:49. > :22:51.accountable. -- government. The Deputy Prime Minister will be

:22:52. > :22:55.joining me in Cardiff tomorrow and we will make the announcement in the

:22:56. > :23:02.proper way. Our political editor is back. This is the official UK

:23:03. > :23:08.government's response to the Silk Commission which was set up to look

:23:09. > :23:11.at the future of devolution and the financial powers of the Welsh

:23:12. > :23:16.government. There has been criticism that over the years the Welsh

:23:17. > :23:21.government is just a spending body and one of the weaknesses is that

:23:22. > :23:26.the Assembly Members, the Welsh government is not responsible for

:23:27. > :23:30.raising enough of its revenue so as a result, to try to improve the

:23:31. > :23:36.governance in the future, what we will expect is that the Welsh

:23:37. > :23:43.government will be given control over stamp duty and potentially in

:23:44. > :23:47.the future over income tax. There are a number of caveats on income

:23:48. > :23:51.tax. It would need a referendum in the future. Also, crucially, on

:23:52. > :23:58.giving the Welsh government the power to borrow to fund major

:23:59. > :24:04.capital projects. Politically it is a significant moment and it is

:24:05. > :24:07.change the dynamic, moving it from a spending authority to an authority

:24:08. > :24:11.that is now responsible for raising money and sharing the responsibility

:24:12. > :24:19.that we all face on a day-to-day basis. What will businesses be

:24:20. > :24:22.looking out for? We know what business was because it is only in

:24:23. > :24:25.the last week or so we had a statement that involved a number of

:24:26. > :24:29.business leaders including from the CBI, the Federation of small

:24:30. > :24:34.businesses and the trade unions saying they want the full increment

:24:35. > :24:40.Asian of these proposals, including borrowing. But the interesting thing

:24:41. > :24:44.about borrowing is that there is a split within the business committee

:24:45. > :24:49.because you have CBI Wales which was to see borrowing devolved because it

:24:50. > :24:56.was that new M4 relief road whereas the Federation of small businesses

:24:57. > :25:00.says that money can be better spent. Thank you both very much indeed.
