:01:25. > :01:37.Aberystwyth. Good evening. Only one in nine

:01:38. > :01:39.people on the UK Government's flagship welfare-to-work scheme in

:01:40. > :01:42.Wales have found long-term employment. The Work Programme is

:01:43. > :01:46.also performing worse here than in the rest of Britain. That's

:01:47. > :01:48.according to a group of MPs at Westminster. They also say

:01:49. > :01:53.job-seekers here are prevented from going on a range of other

:01:54. > :01:59.publicly-funded training courses. Here's our political reporter James

:02:00. > :02:05.Williams. It is a familiar process for James

:02:06. > :02:09.-looking for work has become a daily chore for the 50-year-old from

:02:10. > :02:17.Cardiff who has been unemployed for almost 30 years of.

:02:18. > :02:19.It is stressful and it is not nice when somebody asks what I do for a

:02:20. > :02:26.living for. He has started the UK government

:02:27. > :02:36.Work Programme scheme. Without these schemes, no one will

:02:37. > :02:41.know how to use a PC, have to work, even have to create a CV.

:02:42. > :02:48.The UK government's action Work Programme is designed to help people

:02:49. > :02:54.like James. It works by providing work experience and training for a

:02:55. > :02:59.22 years to help people find and stay in work. The two main providers

:03:00. > :03:04.in Wales have failed to meet any of the government targets. According to

:03:05. > :03:10.a report by the Welsh affairs select committee, almost 70,000 people in

:03:11. > :03:14.Wales were referred during the first few months of the programme and

:03:15. > :03:19.seven and a half thousand completed several weeks of sustained

:03:20. > :03:25.employment- roughly one in nine. The worst figures in the whole of

:03:26. > :03:28.Britain but they weren't dissimilar to the national average.

:03:29. > :03:32.The performance of the Work Programme in Wales is improving and

:03:33. > :03:40.the improvements between this time last year has been tremendous for it

:03:41. > :03:43.is very encouraging. People in Wales have been out of work for many

:03:44. > :03:48.years. The committee also criticises the

:03:49. > :03:53.vast government for preventing Work Programme participants from

:03:54. > :03:58.accessing its own back to work scheme.

:03:59. > :04:02.The bosses and the government takes the view that they don't want people

:04:03. > :04:06.on the Work Programme to be taking part in schemes that are funded

:04:07. > :04:13.through the liver and yet people in England are allowed to.

:04:14. > :04:19.Jobs growth Wales is not allowed and you thought to do that. I have said

:04:20. > :04:25.to ministers in London, we will work with them in any way, shape or

:04:26. > :04:30.manner to enable as many people in Wales to get into meaningful work as

:04:31. > :04:34.possible for the with an agreement in Wales running at 8%, both

:04:35. > :04:38.governments have their work cut out to make sure Welsh workers like

:04:39. > :04:42.James benefit from the UK economy seemingly have turned the corner.

:04:43. > :04:45.Workers in Wales whose companies volunteer to pay the so called

:04:46. > :04:49.Living Wage, are getting up to ?400 a year more in their pay packets.

:04:50. > :04:53.The rate - which is set independently each year, and is

:04:54. > :04:57.based on the basic cost of living in the UK - is going up 20p to ?7.65 an

:04:58. > :05:00.hour. That's ?1.34 higher than the National Minimum Wage is now. But

:05:01. > :05:04.latest figures show one in four working people in Wales still earn

:05:05. > :05:09.less the Living Wage. Here's our Economics Correspondent Sarah

:05:10. > :05:15.Dickins. For ten years Sue has been working

:05:16. > :05:19.as a cleaner. She was on just above the minimum wage are currently ?6 31

:06:07. > :06:10.business says its members are sceptical.

:06:11. > :06:16.For some small businesses, increasing even small amounts of

:06:17. > :06:22.wages, along with the cost that go alongside running a business could

:06:23. > :06:26.mean the difference between that business staying afloat,

:06:27. > :06:31.irrespective of if it wants to employ some of the new. We need a

:06:32. > :06:34.general uptake in the economy to take place alongside the change of

:06:35. > :06:38.policy. The jewellery is the only member in

:07:39. > :07:41.Caerphilly faces closure. Sapa, the company which owns the factory, says

:07:42. > :07:43.changes in the market have forced them to consider its future. Our

:07:44. > :07:50.business correspondent, Brian Meechan, is at the factory in

:07:51. > :07:57.Bedwas. Brian. Thanks. This factory has been

:07:58. > :08:02.operated since 1971, providing jobs for the local community near

:08:03. > :08:08.Caerphilly. It was taken over in September by the company who have

:08:09. > :08:12.announced today it is contemplating the closure of this site with the

:08:13. > :08:16.loss of 132 jobs. As the consultation goes on that means an

:08:17. > :08:24.uncertain future for some of the workers heading into Christmas.

:08:25. > :08:28.We were told it was going to be done on facts and figures so we thought

:08:29. > :08:35.we would be OK because we are the best press and we are the ones to

:08:36. > :08:38.go. The other factories are worse. It is myself and my two sons so the

:08:39. > :08:47.whole household is reliant on this income. We are all devastated.

:08:48. > :08:52.56% of the miners come here to work because the factory opened roughly

:08:53. > :08:56.the same time as the mine shut. My mother and father started working

:08:57. > :09:07.here for top my brother works here as well.

:09:08. > :09:11.Kevin is the community resources director for the company. First of

:09:12. > :09:16.all, why has this been announced today?

:09:17. > :09:20.It was following a strategic review of our operations in the UK

:09:21. > :09:25.following the joint venture which began on September the 2nd.

:09:26. > :09:28.There are many companies as part of your group that this is the only one

:09:29. > :09:35.that has been looking at for closure. Why is that?

:09:36. > :09:40.This fits with the UK market as it stands. It is very much a proposal

:09:41. > :09:44.and we want to enter into discussions in fine detail with our

:09:45. > :09:48.colleagues. Is this something we hear about

:09:49. > :09:53.manufacturing jobs a lot, that it is cheaper to do these jobs abroad and

:09:54. > :09:59.import? That is true but I think one thing I

:10:00. > :10:06.can tell you if I -- I've been in this industry for about 40 years.

:10:07. > :10:14.There are less than 15 races left in the -- presses left in the UK, down

:10:15. > :10:19.from 84 -- down from 80. Worrying news for the workforce here

:10:20. > :10:22.near Caerphilly and it will be interesting to see what comes out of

:10:23. > :10:25.discussions in the weeks ahead. The cost of paying for meals on

:10:26. > :10:28.wheels, car parks and cremations are all set to rise in Pembrokeshire.

:10:29. > :10:38.It's the latest council to discuss how it plans to balance its books.

:10:39. > :10:41.The local authority has to make savings of ?20 million over the next

:10:42. > :10:43.two years. Abigail Neal reports. Last month fortnightly rubbish

:10:44. > :10:47.collections began in Pembrokeshire - but the cuts won't stop there. Today

:10:48. > :10:50.a raft of new measures were announced to curb costs. Top of the

:10:51. > :10:54.agenda was consultation on the future of Sunnybank residential home

:10:55. > :10:58.in Narberth - one of only two care homes the council owns. It costs

:10:59. > :11:07.them ?10,000 a week to maintain the ten residents and needs major work

:11:08. > :11:10.to bring it up to date. It is no supplies that the future of this

:11:11. > :11:15.care home was being discussed today in light of the budget cuts. Social

:11:16. > :11:22.care along with education is amongst the council's biggest spenders. The

:11:23. > :11:28.country needs to save ?20 million over the coming years. This is the

:11:29. > :11:32.start of that process. Free car parks will be scrapped and parking

:11:33. > :11:45.charges will go up across the county in a bid to raise income but almost

:11:46. > :11:48.?153 -- 150 ?3000. -- 150 ?3000. The cost of paying for home help for

:11:49. > :11:52.elderly people will increase by ?8.40 an hour - although this will

:11:53. > :11:56.be means tested and capped at ?50 a week. Six public toilets across the

:11:57. > :11:59.county are to close, the rest will come under the control of community

:12:00. > :12:03.councils where 20p charges could be introduced. And the cost of

:12:04. > :12:06.cremation will go up by ?150 on a Saturday to a total of ?750.

:12:07. > :12:11.The price increase is significant in some ways and yet when you put it in

:12:12. > :12:17.the larger picture of the price of a funeral, I don't think the increase

:12:18. > :12:21.is going to make a big difference. On the streets of Narberth today -

:12:22. > :12:25.many were well aware of these cuts to come.

:12:26. > :12:31.Rising crematorium prices because people can't afford to live. You

:12:32. > :12:35.can't afford to die either. I live on a farm and it is harder

:12:36. > :12:38.because we have more rubbish at the moment and we got to wait and it is

:12:39. > :12:41.getting annoying. All this comes as senior figures in

:12:42. > :12:44.Pembrokeshire are under scrutiny over their pension arrangements -

:12:45. > :12:49.after they opted for a scheme which allows them to pay less tax in the

:12:50. > :12:52.long-run. In an age of austerity it will not go unnoticed.

:12:53. > :12:55.86 people charged as part of a large so-called "crash for cash" scheme

:12:56. > :12:58.could be split into more than a dozen separate trials. It's alleged

:12:59. > :13:02.car crashes were staged deliberately to defraud insurance companies.

:13:03. > :13:06.Lawyers are looking at putting six to eight defendants on trial at a

:13:07. > :13:08.time - to deal with the "unprecedented numbers" involved. 28

:13:09. > :13:12.people appeared at Newport Crown Court earlier for a preliminary

:13:13. > :13:17.hearing and were released on bail until April next year.

:14:13. > :14:15.struggling to cope at busy times. But there's opposition from the

:14:16. > :14:22.business community and from some local people. Here's Roger Pinney.

:14:30. > :14:36.growing increasingly uncomfortable about the aspect of a new

:14:37. > :14:40.neighbour, a crematorium. It is inconsistent with what we are

:14:54. > :14:57.The company says it is concerned about image as well. It says it

:14:58. > :15:01.wants a tasteful landscape to provide a tranquil and attractive

:16:40. > :16:51.provide some solutions. The first of its kind, in idyllic

:16:52. > :16:58.surroundings in Pembrokeshire. This timber house with solar panels is

:16:59. > :17:06.valued and ?5,000. The idea is to attract buyers by linking affordable

:17:07. > :17:12.homes with affordable fuel bills. The main aim is to keep sustainable

:17:13. > :17:16.communities, keep the cost down for our customers and create something

:17:17. > :17:24.that is sustainable so sometimes using green technologies is a

:17:25. > :17:27.cheaper option. What is important is maintaining sustainable costs for

:17:28. > :17:31.our tenants longer term. Any new house like this one will

:17:32. > :17:41.need a plot of land and connection to the city and water mains top

:17:42. > :17:47.incorporating solar panels, the fire could sell fuel to the National

:17:48. > :17:54.Grid. They are an important part of the

:17:55. > :18:01.house. We have put it in what is a what's -- eight kilowatts.

:18:02. > :18:05.House-building is an important driver for the economy so could
