:01:05. > :01:07.investigation is underway tonight after two people died in a plane

:01:08. > :01:12.crash at Hawarden airport in Flintshire. The man and woman were

:01:13. > :01:15.in a light aircraft which came down close to the runway at lunchtime.

:01:16. > :01:23.Our reporter Matthew Richards is there for us tonight. Matthew, what

:01:24. > :01:35.happened? It is some five hours... We know

:01:36. > :01:41.that a man was reported to be dead at the scene and a woman was taken

:01:42. > :01:45.to the nearby Chester Hospital with serious injuries. She died shortly

:01:46. > :01:48.afterwards. A number of emergency vehicles have been attending the

:01:49. > :01:54.scene from North Wales Police and the Welsh Ambulance Service. We've

:01:55. > :02:02.had members of the Airbus Fire crews here. It shares land with the Airbus

:02:03. > :02:15.plant. The runway is shared by Airbus. We understand the air

:02:16. > :02:27.accident investigation Branch has been... We know the coroner has been

:02:35. > :02:40.the quality of the line. How other health board has confirmed it

:02:41. > :02:45.intends to carry on with nonemergency services. Last month it

:02:46. > :02:49.said certain orthopaedic schedules would be cancelled for a period of

:02:50. > :02:52.time while it dealt with increased pressure.

:02:53. > :02:55.45 horses have had to be destroyed in the Vale of Glamorgan because

:02:56. > :02:58.vets found they had been severely neglected and were suffering. Around

:02:59. > :03:07.200 animals have been assessed by the RSPCA and Red Wings Horse

:03:08. > :03:11.sanctuary over the past few days. Starving and neglected. These horses

:03:12. > :03:14.are some of the 200 animals which are being rescued from this farm in

:03:15. > :03:18.the Vale of Glamorgan. Just metres away from them are more than a dozen

:03:19. > :03:22.dead horses. Diggers were moving the carcases all day. 45 animals have

:03:23. > :03:26.had to be put down after been found in such a suffering state. Nic

:03:27. > :03:30.Debrauwere is a vet at Red Wings horse sanctuary and is assessing the

:03:31. > :03:37.horses at the site. We have discovered that serious concerns and

:03:38. > :03:40.the only way to do it is to get our hands on each horse individually and

:03:41. > :03:44.examine them one by one full stop it is what we're doing and it takes a

:03:45. > :03:48.lot of time. Some of them are quite nervous and have not been handled

:03:49. > :03:54.for quite some time. Some of them are quite ill. The road - has been

:03:55. > :03:58.closed just after nine o'clock this morning three large vehicles went

:03:59. > :04:01.down this lame. It is believed they are from local charities and horse

:04:02. > :04:14.Sanctuary is to pick up the rest of the 200 suffering animals. Just over

:04:15. > :04:19.45 horses have been destroyed on welfare grounds at present. It is a

:04:20. > :04:24.sad state of affairs. Everybody down there is very upset by the whole

:04:25. > :04:27.situation. We are focused on the welfare of those horses we can say.

:04:28. > :04:30.We're moving forward in those terms. The Assembly is planning on fast

:04:31. > :04:33.tracking a bill that's aimed at tackling illegal horse grazing to

:04:34. > :04:40.prevent such cases as this happening. Neighbours say the

:04:41. > :04:45.animals were faring well just until a few weeks ago. They were doing OK

:04:46. > :04:49.and then the weather changed. All the rain came down and the fields

:04:50. > :04:52.became muddy and they were struggling to find food. After more

:04:53. > :04:56.than two hours of rounding up the horses these vehicles left the site

:04:57. > :04:58.to take away the neglected animals and to a sanctuary to receive proper

:04:59. > :05:02.care. Campaigners in Blaenau Gwent are

:05:03. > :05:05.warning lives could be put at risk if plans to close one of the

:05:06. > :05:09.county's fire stations go ahead. Today, the last chance for people to

:05:10. > :05:13.have their say on plans to save money by the South Wales Fire and

:05:14. > :05:16.Rescue Service. Its chief fire officer says there wouldn't be any

:05:17. > :05:22.additional risk to the public. Paul Heaney is at Blaina fire station in

:05:23. > :05:30.Blaenau Gwent. Good evening. It is a chilly Blaina.

:05:31. > :05:34.There has been a cold reception to the idea of closing this station

:05:35. > :05:39.find me from the people who live in this neighbourhood. So why do it? A

:05:40. > :05:46.fire service have received fewer callouts in recent years. There is

:05:47. > :05:50.better safety on offer. Many, the fire service get their budget from a

:05:51. > :05:54.cash strapped local authorities and have had to make millions of pounds

:05:55. > :05:59.of savings at the coming years. Despite that backdrop, campaigners

:06:00. > :06:05.here and in Cwmbran six hurting these services could cost lives and

:06:06. > :06:10.add a bad idea for lots of reasons. -- cutting these services. I can

:06:11. > :06:17.remember vividly the sound of crunching metal and breaking glass.

:06:18. > :06:23.This man says he owes his life to the fire service. In 1996 it crashed

:06:24. > :06:28.on an icy road in Blaenau Gwent and the crew from Blaina were there in

:06:29. > :06:41.minutes. A minute is a long time when you are in a life situation. I

:06:42. > :06:45.think a lot of stations could have come to the scene, but if it could

:06:46. > :06:49.have taken five minutes longer, that's the tuition was an unstable

:07:43. > :07:51.the Blaina station which is earmarked for closure. Lives will be

:07:52. > :07:59.put at risk. We had a fire locally over -- only a few weeks ago. It

:08:00. > :08:05.been consequences in that house fire if Blaina had not in the first was

:08:06. > :08:09.to get a prompt attendance. The fire and rescue services in Wales are not

:08:10. > :08:15.immune to the budget cuts. It will be increased attendance times.

:09:06. > :09:08.road was closed for several hours. There's been a call for an all-Wales

:09:09. > :09:12.approach to how police deal with people who suffer from mental health

:09:13. > :09:15.problems. Figures obtained by BBC Wales show significant differences

:09:16. > :09:18.across our four police forces in the numbers of people who end up in

:09:19. > :09:22.custody after suffering a mental health crisis. The mental health

:09:23. > :09:24.charity Hafal. Says a police cell should be a last resort. Here's

:09:25. > :09:29.Roger Pinney. When a mental health crisis

:09:30. > :09:33.strikes, who knows how the sufferer will react. Some will deal with it,

:09:34. > :09:41.coal with without help. For others there is a descent into drink and

:09:42. > :09:46.drugs. Inevitably in some cases the police will get involved. The police

:09:47. > :09:52.do have a tool to help them deal with people who are suffering a

:09:53. > :09:56.mental health crisis, it is called section 136 of the mental health

:09:57. > :10:03.act. They can be taken to a place of safety. But should this place be a

:10:04. > :10:08.police cell only hospital ward? The statistics obtained show markedly

:10:09. > :10:15.different approaches in north and south Wales. In 2011-2012, in North

:10:16. > :10:19.Wales, there were 134 address. A year later that figure had fallen to

:10:20. > :10:28.27. In the same period in South Wales, the number of arrests rose

:10:29. > :10:34.from 533 to 706. Internet poll is, there were small changes. As farmers

:10:35. > :10:40.North Wales Police are concerned -- as far as North Wales Police are

:10:41. > :10:44.concerned they have 16 nurses who are in attendance at the custody

:10:45. > :10:49.suites. They held that the custody sergeants to decide whether the

:10:50. > :10:56.person is suffering from a mental health problem. You have to look at

:10:57. > :11:00.the need for proper availability of safe places in the health services

:11:26. > :11:30.approach. I am not surprised that our differences. We would rather

:11:31. > :11:35.focus on what is being done to help this client group. You will always

:11:36. > :11:43.have people being arrested and the this act. What are we going to

:11:44. > :11:49.address this? They say that may mean sorting as practical issues like

:11:50. > :11:52.housing. All agree this is a complex issue. All agree that a no easy

:12:44. > :12:50.need it the most. But it had some fantastic ideas as well. We have

:12:56. > :12:59.new music for the event. We have committed to one of the biggest

:13:00. > :13:04.outdoor art exhibitions in the world. We are committed to a huge

:13:05. > :13:08.range of activities that I think we'll really illuminate the Swansea

:13:09. > :13:15.Bay region. But it was tough. What would it mean if this bid was won?

:13:16. > :13:18.It would be transformational. You only have to look around in

:13:19. > :13:25.Londonderry to see what the city of dead -- culture means to the

:13:26. > :13:30.people. For Swansea Bay it'll be a huge huge asset. The excitement and

:13:35. > :13:38.Swansea and from the arts community across Wales was phenomenal. You are

:13:39. > :13:44.standing in Londonderry, a previous winner of city of culture, what does

:13:45. > :13:48.it mean for them? It has been transformational for them. Just

:13:49. > :13:54.talking to the taxi drivers, Pete on the streets, it has transformed the

:13:55. > :14:01.city. The Turner prize is just at the side of me. The enthusiasm that

:14:02. > :14:06.everybody has taken for this price is extraordinary. Every single

:14:07. > :14:10.person I have spoken to has said it has transformed both their lives and

:14:11. > :14:14.the city. It's considered one of the most

:14:15. > :14:17.difficult cancers to treat but now Welsh doctors are leading the way

:14:18. > :14:21.with a ground breaking approach to treating cancer of the oesophagus.

:14:22. > :14:24.Patients from across the UK will be invited to take part in the trial

:14:25. > :14:27.which will test the benefits of combining drugs and cutting edge

:14:28. > :14:35.technologies. Caroline Evans has been to Singleton Hospital in

:14:36. > :14:39.Swansea to find out more. This woman from Aberystwyth is

:14:40. > :14:44.undergoing radiotherapy as she has done every day this week. She was

:14:45. > :14:49.diagnosed with cancer of the oesophagus in July and for her

:14:50. > :14:52.radiotherapy and chemotherapy had not -- and not surgery was

:14:53. > :14:55.considered the best treatment. For those who should have surgery she

:14:56. > :15:01.believes this trial is an exciting development. You have to trial

:15:02. > :15:10.anything don't you. You have to keep living. I have a lot to live for.

:15:11. > :15:14.You just do whatever they tell you. Cancer of the oesophagus is the

:15:15. > :15:19.ninth most common cancer in adults. Every year in Wales 900 people are

:15:20. > :15:24.diagnosed with the condition. On average, only 8% will live for five

:15:25. > :15:28.years after the diagnosis. This trial will bring together a

:15:29. > :15:35.combination of radiotherapy and two different chemotherapy drugs before

:15:36. > :15:38.surgery. Our radiotherapy techniques have improved so much and there has

:15:39. > :15:44.been studies particularly from Holland that have shown this

:15:45. > :15:50.technique can improve the outlook for patients. It doesn't seem to

:15:51. > :15:55.lead to a higher rate of complications after operations. Part

:15:56. > :15:58.of the trial will take place here along with Wales 's other main

:15:59. > :16:05.cancer centres in Cardiff and in North Wales. Patients will be drawn

:16:06. > :16:08.from across the UK. There are various inclusion criteria. They

:16:09. > :16:19.have got to be suitable for surgery and also the able to cope with

:16:20. > :16:23.YouTube must we are offering them. -- with the surgery we are offering
