:01:09. > :01:11.Good evening. Scrap the four Welsh police forces and replace them with

:01:12. > :01:15.just one for the whole of Wales. That's one of a number of proposals

:01:16. > :01:18.from a former Metropolitan Police commissioner. In his report,

:01:19. > :01:20.commissioned by the Labour Party, Lord Stevens also suggests the

:01:21. > :01:26.recently-elected police and crime commissioners should go. Here's our

:01:27. > :01:36.parliamentary correspondent, David Cornock.

:01:37. > :01:41.Bobbies on the beat, the sort of neighbourhood policing Lord Stevens

:01:42. > :01:46.want to see. Here local officers are deployed at busy times to deter

:01:47. > :01:54.crimes such as anti-social behaviour and to reassure the public. We have

:01:55. > :01:58.seen fantastic results, overall 18% drops in calls for service but we

:01:59. > :02:05.had positive feedback from all the community, businesses and the high

:02:06. > :02:10.street. We were able to put some big problem-solving initiatives in

:02:11. > :02:15.place. North Wales police is one of four in Wales. There are 39 in

:02:16. > :02:20.England, too many sellers this report. What is the solution,

:02:21. > :02:29.mergers or possibly cutting them to turn. It's an idea be last Labour

:02:30. > :02:36.government tried and failed to introduce although Scotland does now

:02:37. > :02:42.have one force. Will people support a new police Wales? It is for the

:02:43. > :02:49.whole of Wales. If anything happens in the other part, they have to stop

:02:50. > :02:56.at the border. I do not think having one centralised police force will

:02:57. > :03:02.give confidence. What of those newly created police and crime

:03:03. > :03:08.commissioners? If Lord Stevens has his way they will be the first and

:03:09. > :03:14.last. The way the Gwent police PCC forced out the local constable,

:03:15. > :03:19.demonstrated a chilly effect on the leadership of the police. I am

:03:20. > :03:30.surprised at some of the language used. I would like to see the

:03:31. > :03:34.evidence of failure. Today's report was commissioned by Labour, which

:03:35. > :03:38.says it will consult on the proposals. Its commissioner in South

:03:39. > :03:44.Wales gave the report a guarded welcome. It will be another year

:03:45. > :03:51.before you see either commissioners have delivered, which I hope to be

:03:52. > :03:59.able to prove, or they have not, all there is a patchwork quilt of good

:04:00. > :04:03.and bad. Policing still decided in Westminster but the Police

:04:04. > :04:10.Federation which represents rank-and-file officers says that

:04:11. > :04:15.should change. There are rather larger... All the crossovers we see

:04:16. > :04:19.with policing and I would have thought a far reaching commission

:04:20. > :04:23.would have looked at the issues within Wales particularly when they

:04:24. > :04:28.talk about amalgamations. The UK government says crime has been

:04:29. > :04:32.falling. It rejects the criticism of police and crime commissioners and

:04:33. > :04:40.says it has cut red tape to allow more officers to spend more time on

:04:41. > :04:46.the beat. David, what are the chances of this? Lord Stevens is a

:04:47. > :04:50.respected void. He was Britain's top cop for several years but his report

:04:51. > :04:56.was commissioned by the Labour Party. Labour says it will consult

:04:57. > :05:01.with all 37 of his recommendations, some are more likely to happen than

:05:02. > :05:06.others. If you look at merging police forces, that idea of a single

:05:07. > :05:11.Wales and England force, that has been rolled out by Labour. The

:05:12. > :05:16.merger of the four Welsh forces could be put back on the agenda but

:05:17. > :05:20.Labour had to backtrack when he tried that in a few years ago. As

:05:21. > :05:27.for police and crime commissioners, lots of Labour MPs would like to get

:05:28. > :05:33.rid of them but they are due for re-election in 2016 and a new Labour

:05:34. > :05:38.government would have to win that election and move quickly if it

:05:39. > :05:41.wanted to get rid of them. Interest-free loans, a boost for

:05:42. > :05:44.first-time buyers, and a helping hand for the housing market. That's

:05:45. > :05:47.the idea behind a ?170 million scheme from the Welsh Government.

:05:48. > :05:50.From January, buyers of new build homes under ?300,000 will able to

:05:51. > :05:54.get a loan to help with the cost. But there are warnings it could lead

:05:55. > :05:59.to another bubble in the housing sector. Our business correspondent

:06:00. > :06:03.Brian Meechan explains. It's called Help to Buy Wales and it

:06:04. > :06:08.mirrors a scheme that's been running in England since April. How it works

:06:09. > :06:11.- buyers with a 5% deposit will get an initial interest-free loan, up to

:06:12. > :06:19.20% of the cost of the house they're looking to buy, that'll be funded by

:06:20. > :06:24.the Welsh Government. Now, this is purely for those buying new-build

:06:25. > :06:27.homes, up to a maximum of ?300,000. The theory is more people can get a

:06:28. > :06:38.mortgage, higher demand for new build properties, and more houses

:06:39. > :06:45.will be built. We have made sure the scheme is right for people, taken

:06:46. > :06:51.our time to ensure we have a strong financial model so people are not

:06:52. > :06:54.put at risk. Working with the industry we have to make sure we

:06:55. > :06:57.have a product that for the future. In England, in the first six months

:06:58. > :07:00.of a similar scheme, more than 5,000 houses were bought. The vast

:07:01. > :07:08.majority by first-time buyers, something that house builders here

:07:09. > :07:12.in Wales are happy about. In fairness, many people do save up but

:07:13. > :07:18.there is a whole sector of the market out there, particularly key

:07:19. > :07:23.workers that have the borrowing capability but cannot get the hands

:07:24. > :07:26.on the deposit and why deny them the right to a property? But there are

:07:27. > :07:33.warnings about the potential impact of intervening in the housing

:07:34. > :07:37.market. You have to be careful you increase supply because the risk is

:07:38. > :07:42.if you increase demand without increasing supply, you could end up

:07:43. > :07:46.with severe house price inflation and house price bubbles that have

:07:47. > :07:50.caused problems over the last few years. The scheme will start here in

:07:51. > :07:57.January - something the opposition parties and builders say should have

:07:58. > :07:59.happened much sooner. A BBC investigation into the online

:08:00. > :08:02.retailer Amazon has uncovered working conditions that an expert

:08:03. > :08:05.says could cause "mental and physical illness". An undercover

:08:06. > :08:07.reporter worked at an Amazon warehouse in Swansea for seven

:08:08. > :08:11.weeks. Professor Michael Marmot was shown secret filming of night shifts

:08:12. > :08:14.involving up to 11 miles of walking, where an undercover worker was

:08:15. > :08:20.expected to collect orders every 33 seconds. Amazon says the safety of

:08:21. > :08:23.its workers was its "number one priority." There's more on Panorama

:08:31. > :08:33.A new law allowing women to check their partner's police record is

:08:34. > :08:36.being widened to include the whole of Wales and England. Clare's Law is

:08:37. > :08:40.currently being trialled by four forces including Gwent Police. The

:08:41. > :08:43.scheme is named after Clare Wood from Salford who was murdered in

:08:44. > :08:50.2009 by her ex-boyfriend George Appleton. Clare complained to police

:08:51. > :08:54.about him several times. Plans for a new opencast mine near

:08:55. > :09:00.Blaenavon have been rejected by the Welsh Government. Campaigners have

:09:01. > :09:03.welcomed the decision. But the company behind the project say

:09:04. > :09:09.they're disappointed and may take legal action. Natasha Llewellyn

:09:10. > :09:13.reports. Relief for these campaigners today

:09:14. > :09:18.after months of uncertainty, they have received a letter saying plans

:09:19. > :09:27.for a mine and not go ahead. My house is here and the opencast is

:09:28. > :09:35.right there were the fence is. You could not get any closer. It would

:09:36. > :09:41.have just made the whole environment a different place to live.

:09:42. > :09:47.Redevelopment was first suggested in 2011. The plan was for the mine to

:09:48. > :09:51.be built opposite these homes and near the local school. The council

:09:52. > :09:56.refused permission but the overall decision was left to the Welsh

:09:57. > :10:00.government. If plans for the opencast mine had been approved,

:10:01. > :10:09.they would have gone against the own Welsh government's guidelines. As

:10:10. > :10:14.you can see, guidelines would not be followed here. Earlier this year,

:10:15. > :10:18.the minister responsible for planning at the time said he was

:10:19. > :10:25.minded to approve the development, but ten months on, his successor has

:10:26. > :10:30.decided it will not happen. He said he was not satisfied that after work

:10:31. > :10:38.on the mine was finished, the land would not be restored. The council

:10:39. > :10:44.turned it down in January 2011 so it will be almost three years dealing

:10:45. > :10:49.with the planning enquiry and the ministerial consideration, so I need

:10:50. > :10:54.to look at that area. Glamorgan power who are behind the plans say

:10:55. > :10:58.they are disappointed and meeting with lawyers on Wednesday because

:10:59. > :11:07.some people in the area want the mind. If the work had been done, or

:11:08. > :11:14.will be done, the land will then be brought into some sort of use for

:11:15. > :11:18.the public to use, as is promised by Glamorgan power. That they were

:11:19. > :11:23.landscape it, make it suitable. Those against it know the fight is

:11:24. > :11:27.not over but they will continue with their campaign.

:12:44. > :12:49.was just... She was my best friend. She was a confidant, a great mother.

:12:50. > :12:56.But now her family are looking for answers. They told us they want to

:12:57. > :13:04.know why she was killed. It has been devastating for our family.

:13:05. > :13:10.Devastating for the grandchildren who do not understand what has

:13:11. > :13:15.happened. How this has happened. In the last two and a half years, those

:13:16. > :13:20.grandchildren have begun to find out the full horror of what happened in

:13:21. > :13:23.Tenerife. Jennifer Mills-Westley had retired there but while out shopping

:13:24. > :13:26.she was stabbed to death and beheaded. This is the man who killed

:13:27. > :17:09.her. ?2.5 million has been paid back into

:17:10. > :17:16.the community in prizes but for Danny, it is also about creating

:17:17. > :17:22.jobs in Pembrokeshire. Money is owed to local businesses to set up or

:17:23. > :17:27.expand. Because it is loans, the money comes back from businesses and

:17:28. > :17:36.as those repayments come in, they go out again as a new loan to the next

:17:37. > :17:43.business. This company is one of 330 businesses helped to create 1600

:17:44. > :17:50.jobs and 20 years on, one man's idea has gained widespread respect.
