:00:13. > :00:20.weighs ten stone, removed from her parents.

:00:21. > :00:25.That reflects the paucity we have in the medical services for

:00:26. > :00:26.preschoolers who are not surveyed and this should be a wake-up call to

:00:27. > :00:43.make that change. A three-year-old boy has died in

:00:44. > :00:47.hospital in Wrexham after he was found in a garden pond. Also

:00:48. > :00:50.tonight, A blood clot and internal bleeding.

:00:51. > :00:55.Margaret Thomas waited in the back of an ambulance for three hours. Why

:00:56. > :00:59.is Wales the worst in the UK? Wales captain and Cardiff Blues star

:01:00. > :01:04.Sam Warburton sets a deadline to sort his contract here or he'll join

:01:26. > :01:31.Good evening. Shocking - that's how an obesity charity has described the

:01:32. > :01:36.case of a five-year-old in Newport who weighed more than ten stone. The

:01:37. > :01:40.girl was taken into care because of her weight, which is three times

:01:41. > :01:43.heavier than the average. The National Obesity Forum has called

:01:44. > :01:47.for better monitoring of children and their weight. Here in Wales we

:01:48. > :01:55.have the highest rate of childhood obesity in the UK. Jordan Davies has

:01:56. > :01:59.more. Playtime at a primary School in

:02:00. > :02:03.Newport. Many of these children may not know it but the games they are

:02:04. > :02:09.playing will make them fitter, stronger and healthier. It is

:02:10. > :02:16.important because it keeps your body nice and healthy. It is really good

:02:17. > :02:23.for you. I stay healthy by eating five fruit and veg a day. And

:02:24. > :02:29.Apple, and orange, a banana in your packed lunch. After working up an

:02:30. > :02:35.appetite, lunchtime. Today it is vegetables and pasta. As part of the

:02:36. > :02:41.curriculum we have a healthy week that we run in school and in that

:02:42. > :02:46.week we highlight and focus upon a healthy lifestyle through exercise,

:02:47. > :02:51.eating healthy lunch boxes. We have a week that promotes what we try to

:02:52. > :02:55.do throughout the year. Although Wales has the highest childhood

:02:56. > :02:59.obesity levels in the UK, questions are being asked tonight about how a

:03:00. > :03:06.five-year-old girl was allowed to reach ten stone in weight. In August

:03:07. > :03:11.last year, then aged five years and 11 months was taken into foster care

:03:12. > :03:18.in Newport because she weighed ten stone ?6. Two months later her

:03:19. > :03:25.weight rose before dropping 27 stone this September. The average wait for

:03:26. > :03:32.a five-year-old child is to stone ?12. We have a five-year old girl

:03:33. > :03:36.who must have been out and about for five years and in full visibility of

:03:37. > :03:41.people in the medical profession who should have said, there is a girl

:03:42. > :03:45.who is far too heavy for her age, we have got to do something about it.

:03:46. > :03:48.The first thing that should be done is that they should be an

:03:49. > :03:53.implementation of regular monitoring. In July a report by the

:03:54. > :04:00.National Assembly said 20% of Welsh five-year-olds are overweight, while

:04:01. > :04:06.12.5% are obese. In Newport, with this girl was from, obesity figures

:04:07. > :04:11.are roughly the same. Judith John is from Public Health Wales and she

:04:12. > :04:18.says Vicky, perhaps unsurprisingly, is a healthier overall support --

:04:19. > :04:23.lifestyle. The amount of food that is out there advertised to families

:04:24. > :04:28.in relation to high-fat and high food -- sugar foods is a problem and

:04:29. > :04:33.the amount of fast-food outlets we see can be a problem. The amount of

:04:34. > :04:37.play space and ability children have to be free and active. All those

:04:38. > :04:43.things can be impact the way a child grows healthy or not. It is not

:04:44. > :04:47.known exactly how this girl reached this weight at such a young age or

:04:48. > :04:50.why it was allowed to happen but Newport council told us her weight

:04:51. > :04:59.was the only reason she was taken into care. It is well-known that we

:05:00. > :05:04.in Wales have a problem of obesity, not just for adults and middle-aged

:05:05. > :05:11.but children. I think it is well known also that the problem is

:05:12. > :05:15.escalating even further. In this school the children are encouraged

:05:16. > :05:19.to eat a healthy diet. The Welsh government says it has a number of

:05:20. > :05:24.schemes promoting healthy living. But some children are not as lucky.

:05:25. > :05:26.The consequences can be extremely serious.

:05:27. > :05:30.A three-year-old boy has died in hospital in Wrexham after he was

:05:31. > :05:34.found in a garden pond near Llangollen. North Wales Police say

:05:35. > :05:38.the boy was reported missing shortly before midday today. Let's talk to

:05:39. > :05:45.our reporter Matthew Richards. Matt, we're only just hearing of this.

:05:46. > :05:50.What can you tell us? The news is just coming in and details are still

:05:51. > :05:52.fairly scarce at the moment but North Wales Police control room

:05:53. > :05:57.received this distressing call just before midday and immediately sent

:05:58. > :06:01.officers to the scene. Shortly into this surge they discovered the boy

:06:02. > :06:06.in a pond. We don't know whether this was a pond at the family home

:06:07. > :06:12.or another one that belonged to a neighbour, possibly. He was taken by

:06:13. > :06:18.ambulance to Wrexham Maelor Hospital were sadly, despite the efforts of

:06:19. > :06:21.medical staff, he died. A helicopter was dispatched to the scene but the

:06:22. > :06:31.boy was discovered before it could offer any help in the search. Sadly,

:06:32. > :06:36.in a case like this, several procedures come into place and they

:06:37. > :06:40.are now in force. North Wales Police have sent family liaison officers to

:06:41. > :06:45.support the family of the little boy and the coroner has been informed so

:06:46. > :06:47.he can being -- begin the process of understanding exactly what happened

:06:48. > :06:49.here. The Health Minister says he's

:06:50. > :06:52.considering ordering health boards to pay the Ambulance Service money

:06:53. > :06:56.if emergency vehicles continue to face long delays outside A Mark

:06:57. > :06:59.Drakeford was responding to new figures obtained by the BBC, which

:07:00. > :07:04.show patients in Wales face the longest waits outside hospitals of

:07:05. > :07:07.anywhere in the UK. On one occasion, a patient had to wait for six hours

:07:08. > :07:17.and 22 minutes in an ambulance outside A Here's our health

:07:18. > :07:20.correspondent Owain Clarke. These were the scenes on the front

:07:21. > :07:32.line of the Welsh NHS at PM this afternoon. -- 2pm. Queues occur when

:07:33. > :07:37.images are departments are too busy to safely accept extra patients. So

:07:38. > :07:41.patients have to stay in the care of paramedics until there is room. But

:07:42. > :07:46.wait longer in Wales it seems than anywhere else in Britain. Between

:07:47. > :07:50.August and October, the maximum weights ranged three hours and 12

:07:51. > :07:57.minutes up to six hours and 22 minutes faced by one patient in the

:07:58. > :08:01.Swansea area. Today the health board apologised. A weight of almost six

:08:02. > :08:05.hours was also recorded outside Wales's biggest hospital in

:08:06. > :08:08.Cardiff. In Scotland during the same period, nobody was forced to wait

:08:09. > :08:16.more than two hours in an ambulances. Margaret Thomas had to

:08:17. > :08:23.wait for three hours outside the AMD hospital department -- AMD

:08:24. > :08:32.department. She later found out she had a blood clot in her leg and

:08:33. > :08:35.internal be leading -- bleeding. I am a very lucky person because they

:08:36. > :08:45.told my husband the clot could have gone anywhere. I could have ended

:08:46. > :08:48.not being here today. Ambulance delays outside a handy can be

:08:49. > :08:57.damaging to patient safety because it takes longer for patients to be

:08:58. > :09:02.assessed properly but I am told the most urgent cases receive priority.

:09:03. > :09:05.But if an ambulances is stuck outside a hospital, it can't respond

:09:06. > :09:11.to other emergency calls and that has a knock-on effect on response

:09:12. > :09:15.times. I know that there are instances where patients have waited

:09:16. > :09:19.over three hours and that is not acceptable. We want to improve that

:09:20. > :09:26.situation. We want to make sure that patients do not spend time outside

:09:27. > :09:32.emergency department. What is the answer? In England Health Trust face

:09:33. > :09:37.fines if they fail to meet their targets. Today, the Health Minister

:09:38. > :09:40.said he is considering ordering Welsh health boards to compensate

:09:41. > :09:47.the ambulances this for the time lost when ambulances are stuck

:09:48. > :09:52.waiting to hand patients over. If we find that is a real issue in the

:09:53. > :09:54.future we may put in place a system where local health boards will have

:09:55. > :09:59.two hand over money to the ambulances trust to recognise this

:10:00. > :10:05.is costing them money which should be spent on better patient care. But

:10:06. > :10:09.the Welsh government also insists things are improving. It says the

:10:10. > :10:14.number of patients waiting outside emergency units for over an hour has

:10:15. > :10:17.halved since March but critics say the figures are ominous. If long

:10:18. > :10:22.waits are happening in the summer and autumn, they warn, things can

:10:23. > :10:25.only get worse now winter is here. A dairy at Whitland in

:10:26. > :10:30.Carmarthenshire is set to close at the end of next month if no buyer is

:10:31. > :10:33.found. 31 people currently work at the Proper Welsh Milk Dairy, which

:10:34. > :10:37.was taken over by Dairy Crest earlier this year. The company says

:10:38. > :10:42.it's starting a consultation period with workers and unions over the

:10:43. > :10:51.proposed closure. It blames poor sales and the amount of investment

:10:52. > :10:55.required at the site. A report into train services across

:10:56. > :11:01.the UK have revealed that some of the worst performers are in Wales.

:11:02. > :11:06.The study shows train services here are used less and have lower

:11:07. > :11:09.passenger satisfaction levels. It comes as the Welsh government has

:11:10. > :11:14.announced ?24 million for upgrades to stations across the country.

:11:15. > :11:17.The First Minister Carwyn Jones has defended the education and health

:11:18. > :11:22.policies of the Welsh Government in a news conference marking four years

:11:23. > :11:24.since he took the job. In a wide-ranging interview, he also said

:11:25. > :11:28.the Welsh Government would never sell off Cardiff Airport completely.

:11:29. > :11:36.Our political editor Nick Servini was there.

:11:37. > :11:42.He spent much of the time talking about health and education

:11:43. > :11:45.policies. At times he was quite reflective today, talking about

:11:46. > :11:54.leading the referendum to give this place more lawmaking powers. And the

:11:55. > :11:58.momentum of the organ donation Bill for Wales. But the reality was much

:11:59. > :12:04.of what he was talking about, he was dragged back to the here and now of

:12:05. > :12:08.missed targets in the NHS, problems in the NHS as you referred to in

:12:09. > :12:14.that story about the ambulances service and also problems in the

:12:15. > :12:19.education service and the education system and the publication of the

:12:20. > :12:24.International education league tables last week which put Wales at

:12:25. > :12:29.the bottom of the UK pile. When Carwyn Jones was voted in, he made a

:12:30. > :12:33.big plate of delivery and implication of policy and some of

:12:34. > :12:38.the questions today were about how that focus on delivery tallied with

:12:39. > :12:43.so many indicators out there suggesting that the Welsh government

:12:44. > :12:46.is not delivering particularly effectively in certain areas. As you

:12:47. > :12:53.would expect, a very robust defence from the first Minister. On the

:12:54. > :12:57.economy he spoke about a reasonable record in terms of keeping

:12:58. > :13:00.unemployment under control. In terms of health, he spoke about the

:13:01. > :13:06.reconfiguration of the health service that is currently underway

:13:07. > :13:10.in Wales. And on education, he reaffirmed the commitment, despite

:13:11. > :13:13.the poor results last week, he reaffirmed his commitment to be in

:13:14. > :13:19.the top 20 when the next set of results come out in 2015. The

:13:20. > :13:25.overall figures were disappointing. We did not expect to see a rapid

:13:26. > :13:29.improvement. We do expect to see an improvement in 2015 because by that

:13:30. > :13:34.time what we have put in place will begin to bite. It is important to

:13:35. > :13:39.remember that although it gives us an important snapshot in terms of

:13:40. > :13:44.Welsh education, it is not a sign that the entire education system is

:13:45. > :13:48.in some kind of crisis. We were also given an idea for the plans for

:13:49. > :13:52.Cardiff airport. It is almost exactly a year ago that he announced

:13:53. > :13:57.the Welsh government was going to buy Cardiff airport and earlier this

:13:58. > :14:02.year it did so for ?52 million. He says since then the book value of

:14:03. > :14:06.the airport has risen by ?3 million. They are in talks with an operator

:14:07. > :14:10.to come in and run it on their behalf. And crucially he said that

:14:11. > :14:16.the Welsh government has no intention to sell it entirely. We

:14:17. > :14:21.will never sell it completely, no. But we don't want to run it because

:14:22. > :14:24.we have got the arm's-length company at the moment running the airport

:14:25. > :14:30.but in terms of the longer term solution, as we have always said, we

:14:31. > :14:35.are looking to bring in established operators in the future and the

:14:36. > :14:38.interest is there. Finally it appears that Cardiff airport will

:14:39. > :14:41.become a permanent part of the publicly owned transport

:14:42. > :14:44.infrastructure of Wales. Much more to come before seven

:14:45. > :14:47.o'clock. Wales captain and Cardiff Blues star

:14:48. > :14:50.Sam Warburton could join the nation's player exodus. He wants his

:14:51. > :14:54.playing future settled before Wednesday.

:14:55. > :14:56.And the rescue effort to save a whale stranded on the beach in

:14:57. > :15:06.Conwy. A million pounds to knock it down,

:15:07. > :15:10.?15 million to restore it. So what does the future hold for Colwyn

:15:11. > :15:13.Bay's ailing Victorian pier? The debate has rumbled on for years

:15:14. > :15:17.while at the same time the listed structure has continued its decline.

:15:18. > :15:25.This week, councillors in Conwy will be asked to decide the way ahead.

:15:26. > :15:29.Roger Pinney reports. In its heyday it was a big

:15:30. > :15:40.attraction, a must see for visitors to the seaside report -- resort. Now

:15:41. > :15:44.it is crumbling, its future in doubt, but there are still plenty

:15:45. > :15:49.who remember better times even if they do wonder whether the peer has

:15:50. > :15:53.had its day. We had some really good night stand there, there were some

:15:54. > :15:58.live bands, and it is going into decay. People feel very sentimental

:15:59. > :16:07.about the peer. Lots of memories of the things they have done there. But

:16:08. > :16:11.I think it has had its day. The debate has rumbled on for years.

:16:12. > :16:19.Even its ownership is the subject of ongoing legal action. There has been

:16:20. > :16:22.a Heritage Lottery Fund. Now councils are wondering whether

:16:23. > :16:28.enough further grant aid will materialise. A full restoration

:16:29. > :16:31.would cost ?15 million. Demolition, ?1 million. You don't have to look

:16:32. > :16:36.too closely to get an idea of the state this structure is now in. Bits

:16:37. > :16:40.of it are hanging off and I was told last week a chunk fell off onto the

:16:41. > :16:44.beach. But even doing nothing is costing the council. At the moment

:16:45. > :16:49.they are having to pay a security company to keep people away. But

:16:50. > :16:52.groups campaigning for the peer continued to fundraiser and garner

:16:53. > :16:57.support. They question the council's figures. Demolition would

:16:58. > :17:03.cost more they claim, restoration less. 99% of people in this centre

:17:04. > :17:10.are for the restoration of our peer. If we can convince the council

:17:11. > :17:14.there is public support, we are hoping that those who are thinking,

:17:15. > :17:22.I don't know, perhaps we could persuade them to vote for it. But

:17:23. > :17:26.the issue divides opinion. The peer no longer has any relevance to

:17:27. > :17:32.Colwyn Bay, sadly. I was brought up here as a lad in the 40s and 50s and

:17:33. > :17:38.it was the centre of Colwyn Bay. It was great. But those days are gone.

:17:39. > :17:41.Colwyn Bay peer has a history of steering strong emotions. It will

:17:42. > :17:44.not be an easy decision for councillors to make.

:17:45. > :17:47.Scientists trialling a drug in Cardiff say it can prolong the lives

:17:48. > :17:51.of people with the most common adult leukaemia. The new treatment, called

:17:52. > :17:54.GA-101, is of particular benefit to older patients who can't tolerate

:17:55. > :17:57.chemotherapy by itself, which the new drug is given in partnership

:17:58. > :18:01.with. Those involved in the study say they hope it'll lead to the

:18:02. > :18:04.blood cancer eventually being kept at bay.

:18:05. > :18:08.Campaigners have won their fight to keep a public footpath near the Port

:18:09. > :18:13.Talbot steelworks open, following a public inquiry. Tata Steel and Neath

:18:14. > :18:17.Port Talbot Council wanted to close the path leading to Morfa Beach and

:18:18. > :18:20.divert another for safety reasons. A planning inspector has ruled that

:18:21. > :18:33.while one footpath can be diverted, the beach path will now not close.

:18:34. > :18:36.Many of our top sports stars are in Cardiff tonight for the first Wales

:18:37. > :18:39.Sport Awards, where the BBC Cymru Wales Sports Personality of the Year

:18:40. > :18:42.will be named. The ceremony begins in the next hour and our sports

:18:43. > :18:46.reporter Ashleigh Crowter is already mingling with the guests.

:18:47. > :18:55.We have a new format tonight. This event is being organised by BBC

:18:56. > :18:59.Wales and Sport Wales. But one thing stays the same, they all want to win

:19:00. > :19:04.this trophy. We have a short list of five people this year and the winner

:19:05. > :19:08.will be announced just before 9pm this evening. There are ten other

:19:09. > :19:13.trophies and they cover a range of things in elite sport and grassroots

:19:14. > :19:15.community sport. There is a really diverse gathering here this evening

:19:16. > :19:22.and they are mingling in the pre-ceremony reception. Let's talk

:19:23. > :19:26.to a couple of the people. Someone you may recognise, Gareth Bale's

:19:27. > :19:34.mother. What an amazing your your family has had. It has been

:19:35. > :19:38.fantastic. Everything you can dream of happening, with going to Madrid

:19:39. > :19:44.and being able to be there when he was presented was absolutely

:19:45. > :19:52.fantastic. Having the whole family, my daughter and my father. It was

:19:53. > :19:59.just special to have everyone there with this. And he seems to have

:20:00. > :20:02.handled the tag of becoming the world's most offensive player very

:20:03. > :20:13.well. How is he coping with the move? He is coping fabulously. He

:20:14. > :20:19.has got former team-mates there. That was great because that helped.

:20:20. > :20:24.And Ronaldo has been absolutely brilliant. He has helped him settle.

:20:25. > :20:31.And you feel good and you start to play well. I think that is showing

:20:32. > :20:34.now. He is living the dream. Gareth is on the short list, as is Non

:20:35. > :20:43.Stanford, the world triathlon champion. I can't believe I am still

:20:44. > :20:47.here nominated alongside some of these amazing athletes. That is an

:20:48. > :20:52.honour in itself. It caps off a fantastic year for me. In your first

:20:53. > :20:58.year as a senior, you have already ticked off one of your major goals.

:20:59. > :21:01.What is next on the list? We have got the Commonwealth Games next year

:21:02. > :21:05.and that has always been a massive aim of mine. I am really looking

:21:06. > :21:09.forward to putting on a Welsh vest and getting out there and hopefully

:21:33. > :21:35.the nation's player exodus. The Wales and Lions captain's contract

:21:36. > :21:38.expires this summer and amid uncertainty over the future of Welsh

:21:39. > :21:41.domestic rugby he says he wants his playing future settled. Warburton

:21:42. > :21:48.wants a deal to stay in Wales secured by this Wednesday. Here's

:21:49. > :21:52.Matt Murray. Wales has seen some of its biggest

:21:53. > :21:57.names in rugby leave their regions and sign for some of the best-known

:21:58. > :22:01.clubs in France and England. George North, Mike Phillips and most

:22:02. > :22:06.recently Jonathan Davies. The numbers are now into double figures,

:22:07. > :22:10.almost enough to field a first team. Now Sam Warburton could be the

:22:11. > :22:15.latest of the Welsh stars in Excel. He has given the blues and the WRU

:22:16. > :22:21.until Wednesday to offer a new deal. Former Wales international Hugh

:22:22. > :22:26.Bennett left to sign for Lyon. He understands the predicament Sam

:22:27. > :22:31.Warburton is in. In fairness, he has waited. I am sure he could have

:22:32. > :22:36.signed a lot earlier. But with security, that contract is not going

:22:37. > :22:42.to be there for ever. He needs some assurances. But he does not want to

:22:43. > :22:45.sign knowing something could have happened within Welsh rugby. By

:22:46. > :22:51.giving them a gate, he has let them know. There is no doubt Sam

:22:52. > :22:58.Warburton wants to stay in Cardiff. He still lives in one of the suburbs

:22:59. > :23:02.of the capital where he grew up. Just recently he switched on the

:23:03. > :23:06.Christmas lights here. The general feeling among people who know him

:23:07. > :23:11.well know a move away would be a last resort. At this Delhi, they

:23:12. > :23:17.know he is a boy who likes to stay close to home. He is a regular

:23:18. > :23:21.here, he likes his poached egg and brown toast. He is a healthy eater

:23:22. > :23:26.but he is part of the community and he still wants to be a normal

:23:27. > :23:33.character around the village. As Wales captain and having long stated

:23:34. > :23:36.his desire to stay in Cardiff, his departure would be seen as the most

:23:37. > :23:40.damaging of the Welsh exodus so far. A major rescue operation has been

:23:41. > :23:44.underway to save a Minke whale stranded on a beach in Conwy. Teams

:23:45. > :23:51.from the RSPCA and RNLI were called after it was spotted off the North

:23:52. > :23:55.Wales coast. Here's Tomos Dafydd. It is one of the world's smaller

:23:56. > :24:02.Wales but still a breathtaking sight that close. This Minke whale found

:24:03. > :24:07.its way into a shallow channel and was quickly stranded. Wildlife

:24:08. > :24:12.experts were soon on hand to assess any injuries and offer advice to

:24:13. > :24:16.rescue teams. These are always difficult situations. You have two

:24:17. > :24:22.work out why it was stranded in the first place. It could be that it got

:24:23. > :24:28.itself into difficulties, navigation wise. The alternative could be there

:24:29. > :24:31.is something wrong with it. We could not see anything obvious, there is

:24:32. > :24:36.fading light, the tide is going against us, we made the decision to

:24:37. > :24:43.try and refloated. Lifeboat crews try to turn the Minke whale back

:24:44. > :24:45.towards deeper water. It is not uncommon for these mammals to head

:24:46. > :24:55.into sure if they become disorientated. This was a ten metre

:24:56. > :24:58.mammal and it was still alive and it was thrashing around on the

:24:59. > :25:04.shoreline. Keeping members of the public that was our first priority.

:25:05. > :25:09.This species can be found anywhere from the tropics to colder areas.

:25:10. > :25:12.This whale's rescuers will keep it under close scrutiny to make sure it

:25:13. > :25:17.heads back to its usual haunts. THE weather forecast now with Derek.
