:01:07. > :01:09.Club widens tonight. Manager Malkay McKay stands firm against public

:01:10. > :01:17.criticism from the club's billionaire owner Vincent Tan.

:01:20. > :01:29.one this Christmas? Good evening. The NHS in Wales is

:01:30. > :01:33.still struggling to get the basics right when communicating with

:01:34. > :01:36.patients who are deaf or hard of hearing. That's the warning tonight

:01:37. > :01:39.from a leading charity. It comes as a complaint was upheld against the

:01:40. > :01:43.Aneurin Bevan Health Board after it allegedly treated a patient as if he

:01:44. > :01:47.had dementia when he was actually deaf. Action on Hearing Loss Cymru

:01:48. > :02:00.Cymru is warning this was not an isolated case. Paul Heaney reports.

:02:01. > :02:07.Scott Griffiths has started a new traineeship for subpoenas cleaning

:02:08. > :02:11.up streets and gardens. Terry is retired and today as part of his

:02:12. > :02:15.volunteering work was that they have both received treatment at NHS

:02:16. > :02:24.hospitals and both have encountered problems there because they are

:02:25. > :02:33.deaf. I could not hear a word they said. They should have been telling

:02:34. > :02:38.me what happened. I just did not understand a word they said.

:02:39. > :02:44.Speaking through an interpreter, Scott says simple things that is not

:02:45. > :02:51.getting an interpreter causes real problems. It has been a bad

:02:52. > :02:56.experience. A lot of people are not aware and it is very difficult. It

:02:57. > :03:00.is hard for me. I have always had to ask my mother and she is responsible

:03:01. > :03:09.for making phone calls to do with me. I do not want my mother to be

:03:10. > :03:18.responsible. What am I supposed to do when she is old? Teddy and Scott

:03:19. > :03:22.are not the only ones. A complaint has been upheld against the no Bevan

:03:23. > :03:33.health board about the treatment of a man here. The family wished to

:03:34. > :03:43.remain anonymous. -- the Nigel Evans has board. -- nine Bevan health

:03:44. > :03:52.the man was treated as if he had dementia because he was deaf. The

:03:53. > :04:01.health board has apologised to the family and say specific staff

:04:02. > :04:07.training has been taken here. The patient could become isolated and

:04:08. > :04:12.distrust the goods they do not know what is happening to them. Being in

:04:13. > :04:20.hospital in itself is a distressing or potentially distressing

:04:21. > :04:27.experience. BBC is found in the Welsh Government was breaking its

:04:28. > :04:32.own equality of -- laws by not looking after those with sensory

:04:33. > :04:36.loss. It brought in these new rules to tell has bought what they should

:04:37. > :04:43.be doing. The Bush government says it is very disappointing to hear

:04:44. > :04:49.this. Half a million people in Wales have hearing loss. Many of those do

:04:50. > :05:06.not have access to an interpreter in hospital. There are security

:05:17. > :05:32.in Wales now needs to raise its game. Cardiff Airport will not be

:05:33. > :05:39.used to alleviate flights in the London area. Our business

:05:40. > :05:48.correspondence is that Cardiff Airport tonight. For those of us who

:05:49. > :05:54.have travelled regularly from this airport, this is a familiar sight.

:05:55. > :05:57.One year ago, Carwyn Jones went public with his frustrations about

:05:58. > :06:01.the dwindling of passenger numbers flying from this in what. A lot has

:06:02. > :06:10.changed since then including the Welsh Government buying it for ?52

:06:11. > :06:12.million. The airport is reporting an increase in passenger numbers since

:06:13. > :06:17.taxpayers took over earlier this year. The man charged with turning

:06:18. > :06:22.around its fortunes says it is moving in the right direction. We

:06:23. > :06:29.have been talking to a large knob of a loan. We want to increase the

:06:30. > :06:32.capacity of our increasing -- existing destinations but we also

:06:33. > :06:41.want to extend the range of destinations. This man was one of

:06:42. > :06:46.the anti-is putting together with transport expert to suggest an

:06:47. > :06:53.expanded role for Cardiff. We are talking about it being linked and

:06:54. > :07:01.that is a question of having to make it happen. It is up to us to make

:07:02. > :07:15.the case and make it strongly. We need to work with Bristol. It was

:07:16. > :07:23.going to be called the Western Gateway and that idea is not part of

:07:24. > :07:43.the short list drawn up by the commission. What do you think of the

:07:44. > :07:46.idea? , the commission is saying, West we have the operational

:07:47. > :07:51.capability and the opportunity to do it here, it was always going to be

:07:52. > :07:58.based on whether there would be policy decisions made to direct

:07:59. > :08:02.traffic here. Cardiff still has the advantages it has always got. It has

:08:03. > :08:08.a runway to handle and Atlantic flights full stop that is a market

:08:09. > :08:16.there in this building to America and the far east. Carwyn Jones also

:08:17. > :08:26.talked about the future of the airport. The Welsh Government wanted

:08:27. > :08:34.the power to set a duty but others have said this should not happen. It

:08:35. > :08:42.is very convenient. Otherwise we have to go to Bristol for Liverpool.

:08:43. > :08:48.It is very nice but we do not have flights to destinations. They need

:08:49. > :08:53.something done to attract more people. Otherwise I do not think it

:08:54. > :08:57.will survive. The Welsh Government says it will consider the

:08:58. > :09:19.recommendations and what they mean for Wales but it is only an interim

:09:20. > :09:22.report. A union representing workers at the

:09:23. > :09:25.Sharp plant in Wrexham says it wasn't consulted on hundreds of job

:09:26. > :09:28.losses at the solar panel factory. The Unite union says the

:09:29. > :09:31.announcement that Sharp was cutting 250 permanent jobs and not renewing

:09:32. > :09:34.365 agency contracts was a big shock. The company says the decision

:09:35. > :09:36.was unavoidable. Representatives are due to meet with management on

:09:37. > :09:40.Thursday. Also in the Wrexham area, more than

:09:41. > :09:43.230 workers at a cheese packing plant have been told the factory

:09:44. > :09:46.will close. First Milk says formal consultation with staff and unions

:09:47. > :09:50.over job losses at its creamery in Marchwiel is now over and the site

:09:51. > :09:53.is expected to close next year. It's still hoped some workers may be

:09:54. > :10:08.taken on by another cheese-packing company in Oswestry.

:10:09. > :10:11.Seven men from Cardiff who risked their lives to steal ?150,000-worth

:10:12. > :10:14.of live cable have been jailed. They stole the cables by scaling 30-foot

:10:15. > :10:17.pylons in a field in Gloucestershire and cutting through live copper

:10:18. > :10:20.conductors. Two of the men were convicted of conspiring to steal the

:10:21. > :10:24.cable at Gloucester Crown Court last month. Five other men pleaded guilty

:10:25. > :10:26.to the same charge at an earlier hearing.

:10:27. > :10:28.We've been reporting the financial difficulties that many councils

:10:29. > :10:31.faces. But tonight Carmarthenshire County Council could have broken

:10:32. > :10:34.rules in the way it's given over ?20 million of taxpayers' money to the

:10:35. > :10:37.Llanelli Scarlets. A European funding expert has told BBC Wales

:10:38. > :10:43.that proper regulations may not have been followed. Difficult times for

:10:44. > :10:48.the Llanelli Scarlets recently. It does not end on the pitch. The last

:10:49. > :10:54.set of accounts show deaths of over ?1 million. The move to a custom

:10:55. > :11:00.built new stadium and it was supposed to be the start of a bright

:11:01. > :11:03.new future. Carmarthenshire county council has given the region

:11:04. > :11:09.significant financial support totalling at least ?20 million. I

:11:10. > :11:16.don't ?80 million was spent by the Council on building a new stadium.

:11:17. > :11:19.It is owned by the council but it is least to the Llanelli Scarlets was

:11:20. > :11:34.that they have not paid any rent so far. ?2.4 million was paid and

:11:35. > :11:39.released was made cheaper this year. A European funding expert has now

:11:40. > :11:49.told BBC where is the use -- this could breach regulations. The

:11:50. > :11:57.commission needs to be notified so that it is subject to the

:11:58. > :12:03.conditions. If that is an auditor then they add in a position of

:12:10. > :12:14.Council. Local councillors have raised concerns that with

:12:15. > :12:19.Carmarthenshire council trying to cut money from the budget of the

:12:25. > :12:33.given to local sports clubs. I think it is about ?13 per game and ?5 the

:12:34. > :12:38.training session. We were told it would be escalating year on year for

:12:39. > :12:46.topical finish up in 2016 where we will have to pay ?140 per game.

:12:47. > :12:50.Carmarthenshire county council did not to be interviewed about

:12:51. > :12:54.situation. They said it had independently Delyth Price bit sad

:13:03. > :13:18.regulations did not apply in this case.

:13:25. > :13:27.want a new incinerator have taken the council to the high court. It's

:13:28. > :13:30.all about whether the authority broke planning conditions when

:13:31. > :13:33.allowing the building to go ahead. Work on building this incinerator

:13:34. > :13:36.started last year, and the ?223-million development by Viridor

:13:37. > :13:39.aims to be fully operational by 2015. The two day High Court hearing

:13:40. > :13:42.in Cardiff, is to hear allegations on alleged violations of planning

:13:43. > :13:47.conditions, and a technical argument whether Viridor started work here,

:13:48. > :13:49.before it was legally allowed to. That's certainly the belief of these

:13:50. > :13:53.protestors who've formed the Cardiff Against the Incinerator group. Many

:13:54. > :13:57.live near the incinerator site, and are worried about impacts on the

:13:58. > :14:13.environment as well as complaints the public weren't fully

:14:14. > :14:16.consultated. Judge Wyn Williams questioned whether the council got

:14:17. > :14:19.the process wrong, or did officials have all the relevant information

:14:20. > :14:21.from all relevant sources and acted deliberately. Another argument is

:14:22. > :14:24.why Cardiff Council didn't take enforcement action after officials

:14:25. > :14:27.realised building work had started on the site too early, and then

:14:28. > :14:30.failed to take steps to stop construction until the planning

:14:31. > :14:33.conditions had been honoured. Lawyers for Cardiff council says it

:14:34. > :14:36.acted lawfully, and that it has an unarguable case. This hearing is

:14:37. > :14:39.about a technical aspect of planning regulation, but it's also about

:14:40. > :14:42.environmental impact and concerns about public health. The judge will

:14:43. > :14:44.have to determine what are the consequences of Cardiff Council not

:14:45. > :14:48.stopping work on this incinerator, even after it realised an error with

:14:49. > :14:51.planning conditions had been made. Could it mean stopping construction,

:14:52. > :15:05.or even returning this site to how it was in July last year?

:15:12. > :15:16.tells us we might have got it wrong. They want to reach number one. Will

:15:17. > :15:20.they get there this Christmas? The split at the top of Cardiff City

:15:21. > :15:22.Football Club appears to have worsened tonight. The position of

:15:23. > :15:25.manager Malky Mackay looks increasingly vulnerable after he was

:15:26. > :15:31.publicly criticised by owner Vincent Tan for expressing an interest in

:15:32. > :15:35.signing new players. Our sports reporter Ashleigh Crowter is outside

:15:36. > :15:39.the club's ground. What future for Malky Mackay tonight?

:15:40. > :15:41.That's exactly the question that Cardiff City fans are asking after

:15:42. > :15:46.this extraordinary statement by Vincent Tan's representative at the

:15:47. > :15:49.club. He accuses Mackay of overspending in the summer,

:15:50. > :15:52.something the billionaire found so upsetting that he's refusing to hand

:15:53. > :15:59.over a single penny to buy new players in January. Even in these

:16:00. > :16:03.turbulent times at the club, the statement certainly caught Mackay by

:16:04. > :16:11.surprise. But tonight, he's told BBC Wales that he has no intention of

:16:12. > :16:17.resigning. It is that relationship that appears to be falling apart.

:16:18. > :16:23.Malky Mackay as loved by fans but not it seems the owner. The comment

:16:24. > :16:29.about his hopes of signing the new players seems to have engaged the

:16:30. > :16:34.owner. His right-hand man in Cardiff issued a statement last night

:16:35. > :16:53.claiming he was upset at the comment.

:16:54. > :17:00.It is not the first time he has been undermined and the owner pulled up

:17:01. > :17:10.the Scotsman said he had no plans to quit. I have got too much passion

:17:11. > :17:18.and pride in the job but I have got here at this football club. It is a

:17:19. > :17:27.job that is three quarters done as far as I am concerned. He has always

:17:28. > :17:33.insisted that they work within budget. The owner has a different

:17:34. > :17:40.view saying the real figure was more like ?50 million. It is a difficult

:17:41. > :17:44.one to work out. The owner has no previous experience in the boat and

:17:45. > :17:52.maybe he was not aware of what else is happening when players are

:17:53. > :17:58.signed. The only thing I would ask and what fans are asking, who signed

:17:59. > :18:07.off the checks? The manager does not sign the cheque. That is no doubt

:18:08. > :18:13.about where fans loyalties lie. They question the motives of the owner

:18:14. > :18:19.for speaking out. He wants to get rid of the manager. He wants him to

:18:20. > :18:28.walk and that is what this statement was designed to do. The supporters

:18:29. > :18:34.trust say they are supporting the manager. There are only two possible

:18:35. > :18:40.ways Malky Mackay could leave the that is if he is sacked or if

:24:36. > :24:54.list of groups hoping to raise money for charity this festive season.

:26:00. > :26:02.today ten to 12 Celsius but it won't feel that mild in the rain and

:26:03. > :26:06.strong winds. In Pembrokeshire tomorrow. Not as nice as today. Wet

:26:10. > :26:12.with a high of 12 Celsius in Maenchlochog. Now the worst of the
