:00:15. > :00:23.children. The judge said the case was so horrific, it broke new

:00:24. > :00:28.ground. That I've enquired is going on in Germany and the United States.

:00:29. > :00:30.My belief is that he's offended in those countries and in this country

:00:31. > :00:33.as well. But could Ian Watkins have been

:00:34. > :00:36.stopped earlier? The police watchdog is investigating to see if

:00:37. > :00:48.information about him was handled properly.

:00:49. > :00:54.They used to make cheese at this factory in Ceredigion. Now it's to

:00:55. > :00:58.process meat with 200 new jobs. This fish farm received millions from

:00:59. > :01:01.taxpayers but went bust. Now questions over the public money it

:01:02. > :01:05.received and the regions uniting under one banner the latest public

:01:06. > :01:13.twist in a divisive row for Welsh rugby.

:01:14. > :01:19.Good evening. Rock singer Ian Watkins has been given a-35 year

:01:20. > :01:22.sentence tonight for a series of sex attacks on children. The judge said

:01:23. > :01:27.he was a dangerous sexual predator and had shown a complete lack of

:01:28. > :01:31.remorse. The former Lost Prophets front-man plotted with two of the

:01:32. > :01:35.band's fans to abuse their babies. The women, who cannot be named, have

:01:36. > :01:44.been sentenced to 17 and 14 years. You may find some of the details in

:01:45. > :01:48.Nick Palit's report upsetting. Ian Watkins left court tonight

:01:49. > :01:51.knowing he'll grow old behind bars. The judge said he had a deeply

:01:52. > :01:54.corrupting influence that enabled him to induce young female fans to

:01:55. > :02:04.take part in the sexual abuse of their own children. He was the lead

:02:05. > :02:08.singer of the rock band Lost Prophets but the court heard he had

:02:09. > :02:11.a dark and sinister side as a committed and determined paedophile.

:02:12. > :02:14.Last month the 36-year-old from Pontypridd pleaded guilty to 13

:02:15. > :02:21.child sex offences including the attempted rape of a baby, and the

:02:22. > :02:25.sexual abuse of another. The babies' young mothers, who can't be named,

:02:26. > :02:36.stood beside him in the dock at Cardiff Crown Court. So, those were

:02:37. > :02:41.sentenced to 14 years on Santana was whether a further six years on

:02:42. > :02:46.licence for Watkins. The judge branded him a dangerous predator.

:02:47. > :02:52.Drugs played a significant part and Watkins had no memory of the crime.

:02:53. > :02:57.The prosecution told the court that Watkins had been making light of the

:02:58. > :03:01.situation since pleading guilty in a phone call to a fan.

:03:02. > :03:03.Addressing the mother of the 10-month-old baby boy, the judge

:03:04. > :03:07.said "a mother naturally loves, protects, shields and cherishes an

:03:08. > :03:11.infant - you betrayed that trust". He told the mother of the baby girl,

:03:12. > :03:14."You used your daughter as a tool to secure Watkins's acceptance." The

:03:15. > :03:17.man who led the inquiry for the South Wales force says he believes

:03:18. > :03:21.Watkins is a serial offender and there may be more victims as far

:03:22. > :03:24.away as Germany and the United States. He is a dangerous

:03:25. > :03:30.individual. The other two defendants were active participants in the

:03:31. > :03:37.shocking abuse of their own children. The two have also been

:03:38. > :03:42.sentenced. It was beyond belief that adults would commit such appalling

:03:43. > :03:48.acts against children and young people and our thoughts remain with

:03:49. > :03:52.the victims. The man who led the enquired says he believes that

:03:53. > :03:57.claims it is a single offender and that there are victims in Germany

:03:58. > :04:07.and the United States. Mr Watkins is an intelligent individual, highly

:04:08. > :04:13.manipulative, very emotionless. He hasn't shown a scrap of Morse. When

:04:14. > :04:18.Watkins 's computers were seized, thousands of images some of which he

:04:19. > :04:25.made himself, were discovered with videos. A sentence was passed and

:04:26. > :04:28.Watkins was visibly shaking. The judge said any decent person

:04:29. > :04:35.listening to the evidence would be shocked and revolted. Hot for three

:04:36. > :04:41.offended plumbed the depths of depravity.

:04:42. > :04:44.So why was Watkins able to go on abusing children and collecting

:04:45. > :04:48.images of his abuse for so long? The police had information on him as far

:04:49. > :04:51.back as 2008 but he wasn't arrested until last year. One officer from

:04:52. > :04:54.South Wales Police is under investigation for gross misconduct

:04:55. > :04:57.but now it's emerged the South Wales force itself and two others are to

:04:58. > :05:04.be investigated by the police watchdog. Here's Caroline Evans.

:05:05. > :05:09.Watkins was back home in Pontypridd when he was arrested by police. They

:05:10. > :05:15.went in on a tip-off that he had child abuse images. What they found

:05:16. > :05:20.was staggering both in its nature and volume. He had amassed 27

:05:21. > :05:27.terrabites of data, more online material than could be stored by the

:05:28. > :05:30.whole of South Wales Police Force. But this was in December 2012 and

:05:31. > :05:37.concerns had raised long before that. This woman, who describes

:05:38. > :05:40.herself as Watkins's former lover, says the information she gave police

:05:41. > :05:54.could have prevented children being abused, but she was ignored. I went

:05:55. > :06:00.to the police and I sent them the pictures of the little girl and I

:06:01. > :06:06.explained that he had put Coke on her gums and touched her and they

:06:07. > :06:09.took three months to take my statement. Every single day I was

:06:10. > :06:15.ringing them and saying what was going on. They said they were going

:06:16. > :06:23.to get somebody from West Yorkshire to interview me. In the meantime, he

:06:24. > :06:26.has had on his laptop and everything and got his story straight and the

:06:27. > :06:29.police didn't even speak to him. She says she repeatedly reported her

:06:30. > :06:32.concerns to the station in Pontypridd. We now know that one

:06:33. > :06:34.officer is under investigation for gross misconduct, a detective

:06:35. > :06:37.Sergeant who is also being investigated in another case, but

:06:38. > :06:40.today the Independent Police Complaint Commission said it was

:06:41. > :06:53.widening its investigation and there could be further action against

:06:54. > :06:59.other officers. We know that information started to come in to

:07:00. > :07:03.South Wales Police at the end of 2008 and that force had information

:07:04. > :07:09.of different kinds coming into it between 2008 and 2012, at the point

:07:10. > :07:15.when Ian Watkins was actually charged. We also know that there are

:07:16. > :07:20.two other police forces to whom information was given. That is

:07:21. > :07:24.Bedfordshire and South Yorks police so we will be investigating the

:07:25. > :07:29.responses of those forces to the information they were supplied with

:07:30. > :07:31.between those years, to really understand, could he have brought to

:07:32. > :07:34.justice earlier. South Wales Police told us they

:07:35. > :07:36.wouldn't take questions on what happened before October 2012, when

:07:37. > :07:40.their current investigation was launched. Instead the Chief

:07:41. > :07:43.Constable, Peter Vaughan, issued a statement saying "Our initial review

:07:44. > :07:45.and the IPCC investigation pose a series of questions concerning the

:07:46. > :07:54.earlier handling of information concerning Watkins. It is those

:07:55. > :08:00.questions that the independent investigation now seeks to answer

:08:01. > :08:03.and it has my full support." Bedfordshire Police have confirmed

:08:04. > :08:07.they did receive a report of child abuse. They say there was

:08:08. > :08:10.insufficient evidence to apply for a magistrate's warrant and a medical

:08:11. > :08:16.examination of the child did not reveal evidence of abuse at that

:08:17. > :08:19.time. However, they did share the information with others including

:08:20. > :08:26.South Wales Police and have since referred details of a complaint

:08:27. > :08:29.against them to the IPCC. South Yorkshire Police has said they

:08:30. > :08:32.received information on three separate occasions between March and

:08:33. > :08:42.May 2012 and referred itself to the IPCC in relation to how it responded

:08:43. > :08:44.to that information. Such was the celebrity Watkins enjoyed, it gave

:08:45. > :08:50.him access to young and impressionable fans in Britain,

:08:51. > :08:55.Europe and the US. There is now a multinational team of investigators

:08:56. > :08:57.working on the case. But as yet, there are so many unanswered

:08:58. > :09:01.questions around what police knew about Watkins and when they learned

:09:02. > :09:12.it, the IPPC says it can't tell how long it will take to conclude its

:09:13. > :09:17.investigation. Other news and a major boost to the

:09:18. > :09:21.West Wales economy. More than 200 jobs will be created in Ceredigion

:09:22. > :09:24.at a new beef processing and packing factory. Dunbia, which already owns

:09:25. > :09:28.a meat plant in Llanybydder, has invested ?7.5 million at Felinfach

:09:29. > :09:37.after securing a contract with a supermarket. Abigail Neal has more.

:09:38. > :09:40.Welsh meat has a premium price on the supermarket shelves and today's

:09:41. > :09:45.announcement means that Dunbia now have a large slice of the market to

:09:46. > :09:48.process that product here in Wales. Today, deliveries were arriving to

:09:49. > :09:57.fit out their new beef processing factory in Felinfach in the Aeron

:09:58. > :10:03.valley. The Welsh government has awarded a ?1.8 million grant to the

:10:04. > :10:07.project and are delighted that the companies investing in this site

:10:08. > :10:11.after the last owners shut the cheese packing Pontiac but there are

:10:12. > :10:14.already questions being raised about how much this investment will

:10:15. > :10:17.benefit the local workforce. Dunbia is one of the largest meat

:10:18. > :10:21.processing businesses in Europe, employing more than 3,000 staff at

:10:22. > :10:24.12 sites in the UK and Ireland. One of those is in nearby Llanybydder. A

:10:25. > :10:28.large proportion of the workforce here is Polish, so I asked the

:10:29. > :10:30.minister whether the promise of new jobs would translate to local

:10:31. > :10:33.employment. I think it's very important local

:10:34. > :10:36.people recognise these jobs are available to them. Not everybody

:10:37. > :10:45.wants to work in that industry. That's something we've found

:10:46. > :10:47.before." People are not keen to do with that industry.

:10:48. > :10:50.Apart from factory workers, there is of course the wider agricultural

:10:51. > :10:53.sector who will benefit from the promise of long-term security a

:10:54. > :11:08.major supermarket brings to a region blighted by job losses over recent

:11:09. > :11:13.years. Free parking facility had permanent employment is very

:11:14. > :11:16.welcome. It has been a very personal couple of months for the county with

:11:17. > :11:22.all the cats coming from London and from Cardiff. -- cuts.

:11:23. > :11:24.Today Dunbia told us they would be holding a recruitment fair in

:11:25. > :11:27.January and would welcome applications from local people in

:11:28. > :11:31.the area. There was some encouraging news for

:11:32. > :11:34.the Welsh economy as a whole, too. 7,000 fewer people in Wales are

:11:35. > :11:36.unemployed according to latest figures released by the Office of

:11:37. > :11:40.National Statistics. There are now 112,000 people out of work here.

:11:41. > :11:50.Let's talk to our business correspondent, Brian Meechan. So

:11:51. > :11:54.good news on the face of it? The key statistic is 7.4%. That's the

:11:55. > :11:58.unemployment rate in Wales and the reason why that is significant is

:11:59. > :12:02.that it's a roundabout at the UK average which is not something we've

:12:03. > :12:07.seen over the last few years where Wales has a higher unemployment rate

:12:08. > :12:12.than the rest of the UK. That has been welcomed by the Welsh and UK

:12:13. > :12:16.governments and several business groups but of course, the message is

:12:17. > :12:22.there is no room for complacency and we need to make sure everybody is

:12:23. > :12:27.benefiting. What is it say about the wider economic picture. These are

:12:28. > :12:35.good headline figures but in the last week we've had news about sharp

:12:36. > :12:41.and job losses at First Milk in Wrexham so we are in uncertain

:12:42. > :12:46.times. Winner of the main economic tools that has been used by the

:12:47. > :12:50.Welsh government has been enterprise zones and there are seven of them

:12:51. > :12:55.across Wales. They are there to attract business and create jobs.

:12:56. > :12:58.There has been a finance committee reported in the assembly which says

:12:59. > :13:04.there is an air of mystery around what these zones are achieving. The

:13:05. > :13:09.assembly says this is not true and that they are delivering.

:13:33. > :13:36.New powers to set taxes and to borrow money. That's the deal on

:13:37. > :13:40.offer to the Welsh government tonight. A draft law published by UK

:13:41. > :13:43.Government ministers could lead to some income tax rates being decided

:13:44. > :13:53.in Cardiff. Our parliamentary correspondent, David Cornock, is at

:13:54. > :13:57.Westminster. For every one of the 14 years of its existence, the Welsh

:13:58. > :14:03.government has had to rely on this place for the grant that enables it

:14:04. > :14:07.to pay the bills in Wales. But that is going to change because if this

:14:08. > :14:10.draft bill becomes law, it will mean that for the first time the Welsh

:14:11. > :14:19.government gets always some of the money it spends. Boundary line,

:14:20. > :14:25.certainly. The boundary between Wales and England is in the road. On

:14:26. > :14:30.one side people pay less stamped a -- duty then the neighbours. This

:14:31. > :14:34.man runs a furniture business on the Welsh side and he was also a Labour

:14:35. > :14:41.councillor in Flintshire. How would you use these knees -- new powers?

:14:42. > :14:46.We need a cat to get the economy going again. All the big

:14:47. > :14:52.supermarkets are opening all the time in Flintshire. Every day,

:14:53. > :14:58.thousands of people across the border to work or study and MPs fear

:14:59. > :15:03.that that could make different income rates complicated. People in

:15:04. > :15:08.my constituency work here and I have many businesses in my constituency

:15:09. > :15:12.who have businesses with people who live in England and work in my

:15:13. > :15:17.constituency. It might be a simpler tax thing on a phone, but it might

:15:18. > :15:23.not and it also might have dynamics in terms of transport and housing

:15:24. > :15:43.prices and other competitions. But being able to vary income tax is

:15:44. > :15:46.sometime available only happen if assembly members voted to hold a

:15:47. > :15:48.referendum. In terms of tax, they should certainly go for an early

:15:49. > :15:50.referendum and I think that they should take the opportunity of

:15:51. > :15:55.telling the people of Wales they are committed to a lower tax Wales. It's

:15:56. > :15:59.another link with England, the M4 motorway that is likely to see the

:16:00. > :16:04.benefits of the new powers announced today. The Welsh government will be

:16:05. > :16:08.able to borrow up to ?500 million for major projects which could help

:16:09. > :16:12.to pay for some much-needed improvements you in Newport, even if

:16:13. > :16:20.ministers in Cardiff wants to bone marrow. This bill sets out changes.

:16:21. > :16:24.Yes, probably run for the political anoraks, but people do get heated

:16:25. > :16:29.about this. At the moment if you want to get elected, you have to

:16:30. > :16:35.choose either to stand in your local constituency where you can actually

:16:36. > :16:38.trying get in on a party listing under proportional representation.

:16:39. > :16:42.This government, the Coalition Government, is going to remove the

:16:43. > :16:46.ban on that and that means that the only candidate to stand in the

:16:47. > :17:03.constituency get defeated but still end up in the assembly is

:17:04. > :17:06.professional, well-paid politicians. So there will be a big row about

:17:07. > :17:08.that. Lobo won't like it and certainly, that is one of the key

:17:09. > :17:11.issues that is going to be discussed when this draft bill is considered

:17:12. > :17:13.after Christmas by a committee of MPs. The government plan is that it

:17:14. > :17:17.should become law before the next general election within the next 18

:17:18. > :17:25.months. Thank you. The Welsh NHS has failed to reach its target of

:17:26. > :17:32.treating cancer cases. 92% of patients started within 62 days of

:17:33. > :17:35.diagnosis. . The Welsh Government target is 95%. It says the latest

:17:36. > :17:38.figures show the greatest improvement.

:17:39. > :17:41.A shortage of staff at hospital emergency departments is putting

:17:42. > :17:44.patient safety at risk, according to a top consultant. It comes as

:17:45. > :17:47.figures obtained by BBC Wales show 15% of medical positions were

:17:48. > :17:50.vacant, or filled by temporary staff. The Welsh Government says 96%

:17:51. > :17:54.of posts are filled - more than in England - but focusing the work of

:17:55. > :17:57.A doctors in fewer centres will help. It does mean that services are

:17:58. > :18:01.stretched and it does mean that we have two go on doing what I've said

:18:02. > :18:07.since I became health minister, which is to reorganise the way we

:18:08. > :18:11.these services. We cannot go on spreading the jam so thinly that we

:18:12. > :18:17.try to do too many things into many places and that will mean changes to

:18:18. > :18:21.accident and emergency services. The Welsh government has announced that

:18:22. > :18:28.millions of pounds of EU funding is to be reallocated. Payments worth

:18:29. > :18:34.?268 million will be available to support over projects. Farming

:18:35. > :18:37.unions have criticised the decision saying it will put Welsh farmers at

:18:38. > :18:43.a disadvantage compared to farmers and the rest of Europe. They will be

:18:44. > :18:47.less money in the budget going to farmers in future than there has

:18:48. > :18:52.been in the past. What that means to individual farmers is that if they

:18:53. > :18:56.are reliant on a subsidy for their livelihoods, they will not be able

:18:57. > :19:01.to survive into the future and that means, yes, we could take a

:19:02. > :19:05.different decision but that would be these short-term decision and they

:19:06. > :19:09.are investing in long-term success. The Welsh government has been

:19:10. > :19:15.criticised for the raid managed more than ?5 billion in grant aid given

:19:16. > :19:19.to a farm project. The Wales Audit Office says the farm at Penmon on

:19:20. > :19:23.Anglesey was high risk. It eventually went bust and now has new

:19:24. > :19:26.owners who bought it for less than a quarter of the amount of cash it had

:19:27. > :19:32.received in aid. Roger Pinney reports. Wales today first visited

:19:33. > :19:38.this fish farm site in 2003. We filmed inside this unit which was

:19:39. > :19:43.producing turbot. It was at the time cutting-edge technique of keeping

:19:44. > :19:48.the fishing tanks fed by sea water. This was to be a blueprint for a

:19:49. > :19:53.second Welsh assembly funded project on the same site. But there have

:19:54. > :19:57.been problems from the start. It has delivered six years late and went

:19:58. > :20:03.bust after two years. They were practical and emotional problems.

:20:04. > :20:08.The regime that existed at that time wasn't really sufficient to identify

:20:09. > :20:14.those, monitor them properly, and ensure that they were well-managed.

:20:15. > :20:19.The business which cost taxpayers more than ?5 billion was brought out

:20:20. > :20:24.of administration for less than a quarter of that. The raiders entered

:20:25. > :20:33.office says 26 jobs will created but at a high cost. I think that many

:20:34. > :20:37.could have been better spent in small companies further investment

:20:38. > :20:42.in order to allow them to grow and become a bigger companies. There is

:20:43. > :20:48.a concern where five content million pounds worth of public money goes

:20:49. > :20:53.into assets which are then sold for ?1.2 million. The money could have

:20:54. > :20:59.been better spent. The plant is now reading named and is owned by a

:21:00. > :21:03.Dutch company who believe they have a viable long-term business. Today's

:21:04. > :21:08.report says that despite the problems the project has delivered

:21:09. > :21:10.most of its objectives. The Welsh government welcomes that and that's

:21:11. > :21:20.that improvements have since been made in the way grants are managed.

:21:21. > :21:25.Firefighters are damping down after a blaze involving 1000 tonnes of

:21:26. > :21:30.wood chip in Flintshire. For crews were called to a paper mill at

:21:31. > :21:36.Deeside at around 10am this morning. The company says production has not

:21:37. > :21:40.been affected. Raises for webby regions have used the launch of

:21:41. > :21:42.their Christmas fixtures to mount a public campaign amidst the bitter
