:00:53. > :00:56.turned down for cancer drugs. Calls tonight for patients to be told why

:00:57. > :00:58.they're refused the treatment they ask for.

:00:59. > :01:03.Will your Christmas presents be genuine or fakes? We report on the

:01:04. > :01:10.counterfeit goods being sold to thousands of customers.

:01:19. > :01:31.week Good evening. Good evening. Some NHS patients are

:01:32. > :01:38.being turned down for specialist treatment without any explanation.

:01:39. > :01:41.That's according to the Board of Community Health Councils in Wales.

:01:42. > :01:43.It also says doctors are failing to have "difficult conversations" with

:01:44. > :01:50.patients about some life-extending medicines which may not be suitable

:01:51. > :01:55.for them. Paul Heaney reports. David Spink has looked after his

:01:56. > :02:00.wife Astrid for 20 years during her treatment for cancer. But in 2011,

:02:01. > :02:05.he was diagnosed as well. Regular treatment has not been working. His

:02:06. > :02:08.consultant says applying for specialist drugs which are not

:02:09. > :02:17.routinely available on the NHS was his last hope. I got a phone call

:02:18. > :02:23.them saying they had had a reply from the relevant board and I had

:02:24. > :02:31.been turned down. Did they say why? No, they just said no. He is my life

:02:32. > :02:37.and I hated, when there is something there and he cannot have it -- I

:02:38. > :02:40.hate it. David Astrid used forms like this to apply for the

:02:41. > :02:46.specialist medicine. They offer treatments that are not routinely

:02:47. > :02:49.available on the NHS and are not proven to work with everybody, and

:02:50. > :02:54.can be very expensive. It is not just cancer drugs. Requests can also

:02:55. > :03:00.be made for specialist operations as well, but if those requests are

:03:01. > :03:03.rejected, patients are not told why. People receive their rejection for

:03:04. > :03:11.their request and they don't understand why. They can't related

:03:12. > :03:17.to what they have seen and heard of -- relate it. And their expectation

:03:18. > :03:23.to how it could help them. And it needs to change. Several council

:03:24. > :03:27.said no to a greater proportions of request than the year before. Some

:03:28. > :03:30.did not provide us with data we request than the year before. Some

:03:31. > :03:36.did not provide could provide between one year and another. But

:03:37. > :03:41.medical experts say comparing the figures is difficult because each

:03:42. > :03:44.case is unique. We haven't got an open budget, and if you take money

:03:45. > :03:49.away from the general budget, somebody else has to do without. You

:03:50. > :03:51.are talking quite often hear in terms of very expensive drugs with

:03:52. > :03:58.an improved track record and possible side-effects, and it is a

:03:59. > :04:05.judgement that has been made -- without a proven track record. The

:04:06. > :04:08.Welsh Government says individual patient requests and the system that

:04:09. > :04:13.David and Astrid have been through is generally working effectively,

:04:14. > :04:16.but it is considering further improvements to transparency,

:04:17. > :04:20.consistency and communication with patients. For now, David and Astrid

:04:21. > :04:23.are trying to make the most of the time they have together. Perhaps

:04:24. > :04:31.something will come along or change and I will get the treatment, I just

:04:32. > :04:34.live in hope. A woman from Treharris, in Merthyr

:04:35. > :04:37.Tydfil, has pleaded guilty to stealing more than ?7,500 from

:04:38. > :04:40.families who were saving for Christmas. Joanne Jones took money

:04:41. > :04:44.from friends and relatives, who thought they were paying into the

:04:45. > :04:48.Park Christmas Savings scheme. She pleaded guilty to 18 counts of theft

:04:49. > :04:51.and is due to be sentenced in January.

:04:52. > :04:54.A mental health ward at Glan Clwyd Hospital, in Bodelwyddan, has been

:04:55. > :04:57.closed temporarily following concerns about patient care. An

:04:58. > :05:00.investigation is said to be in its early stages and North Wales Police

:05:01. > :05:07.have confirmed that they have been informed. The Betsi Cadwaldr Health

:05:08. > :05:11.Board says, a small number of patients are affected and they are

:05:12. > :05:14.being cared for elsewhere. Campaigners are taking legal action

:05:15. > :05:17.over the Health Minister's decision to approve the closure of the

:05:18. > :05:23.specialist baby care unit at Withybush Hospital in Haverfordwest.

:05:24. > :05:26.An application is being made for a judicial review after Mark Drakeford

:05:27. > :05:34.gave the go-ahead to the Hywel Dda health board's plans. Opponents

:05:35. > :05:38.claim the changes could put patients in danger. The Welsh Government says

:05:39. > :05:42.it would be inappropriate to comment.

:05:43. > :05:44.The Christmas getaway has been hit by flooding and travel disruption,

:05:45. > :05:48.as galeforce winds and torrential rain sweep across the country. There

:05:49. > :05:51.have been widespread delays and cancellations on the trains in the

:05:52. > :05:55.south Wales valleys. Roads across Wales have been blocked by fallen

:05:56. > :05:59.trees and flooding. The strongest gust of wind was recorded at Capel

:06:00. > :06:04.Curig, in Snowdonia, as gusts hit 87mph. Forecasters are warning

:06:05. > :06:12.there's more to come. Nick Palit reports.

:06:13. > :06:17.Roads turn into streams, field into lakes, such was the force of the

:06:18. > :06:20.downpours across Wales. All of this on one of the busiest travel days of

:06:21. > :06:25.the year, as families get together for the festive season. On the

:06:26. > :06:29.motorways, there were warnings of poor driving conditions, with

:06:30. > :06:32.visibility hampered by heavy spray from lorries. Train services also

:06:33. > :06:38.said that because of the weather, with major delays between London and

:06:39. > :06:41.South Wales. Passengers travelling to Cardiff last minute shopping

:06:42. > :06:45.found they could not get home because of flooding on parts of the

:06:46. > :06:53.Valley lines. Replacement buses were laid on to bypass the areas of

:06:54. > :06:57.submerged track. We have had to catch the train bus, instead of the

:06:58. > :07:03.train up to Mountain Ash, because it won't go there. We have had to get a

:07:04. > :07:08.bust out and have been delayed 30 minutes. A bit confusing with the

:07:09. > :07:10.fact that there wasn't much communication on train platforms.

:07:11. > :07:19.Things are not matching up, it seems a bit amateurish. I am a taxi driver

:07:20. > :07:23.and we have done really, really well because of the weather. With coastal

:07:24. > :07:27.communities right around Wales experiencing treacherous weather,

:07:28. > :07:32.sea crossings were also cancelled. The ferry companies say they will do

:07:33. > :07:35.all they can to get people to Holyhead on the next available

:07:36. > :07:39.ferries. It is the coastal areas in the south bearing the brunt of the

:07:40. > :07:44.storms. Galeforce winds and torrential rain, like here in

:07:45. > :07:46.Swansea Marina. Also in Swansea, the waterfront funfair, set up

:07:47. > :07:53.especially for Christmas revellers, remained closed for most of the day.

:07:54. > :08:01.There were four warnings in Monmouthshire and gadfly. Speak your

:08:02. > :08:06.the best advice we can give anyone is to be careful. -- the best advice

:08:49. > :08:52.mph, and on the West Coast, gusts have reached up to 90 mph. The best

:08:53. > :09:01.advice during this festive season is to stay indoors and keep warm.

:09:05. > :09:08.graphics. Yes, it is all down to this deep

:09:09. > :09:11.area of low pressure which has been moving in from the Atlantic during

:09:12. > :09:16.the day. It is an intense area of low pressure driven by a very

:09:17. > :09:23.powerful jet stream am a 30,000 feet above the ground, and this deep area

:09:24. > :09:26.of low pressure, as we know, has brought heavy rain and galeforce

:09:27. > :09:30.winds. That shows it spinning through the country today, heaviest

:09:31. > :09:34.on the high ground in the south, the Brecon Beacons, and it did ease off

:09:35. > :09:39.through this afternoon but you can see more rain in the South. And with

:09:40. > :09:42.the ground already saturated from previous rainfall earlier in the

:09:43. > :09:49.month, we have seen some flooding today and many rivers swollen.

:09:50. > :09:52.And there is more to come? There is. Another band of heavy rain

:09:53. > :09:55.will move through Wales tomorrow. Tomorrow will be dry, so some good

:09:56. > :09:59.news, but we have to look out for strong to galeforce winds, Saville

:10:00. > :10:04.gave force winds of the south-west tomorrow, and Boxing Day into

:10:05. > :10:09.Friday, it looks like another Atlantic storm is heading our way.

:10:14. > :10:16.An investigation is underway after a woman died in Bethesda, in Gwynedd,

:10:17. > :10:19.earlier today. Police, the fire service and mountain rescue teams

:10:20. > :10:23.were called to Nant Ffrancon just before four o'clock, following

:10:24. > :10:28.reports of a woman in a river. She was pronounced dead at the scene.

:10:29. > :10:31.?3 billion. That's how much UK shoppers will have spent today, on

:10:32. > :10:34.the busiest shopping day of the year. After a slow start to the

:10:35. > :10:38.festive season, retailers across Wales have seen sales pick up.

:10:39. > :10:41.Big-name retailers have also avoided a pre-Christmas slump by starting

:10:42. > :10:48.their sales early, as Matt Murray reports.

:10:49. > :10:51.It's called Manic Monday. Hundreds of thousands of shoppers have hit

:10:52. > :10:56.the high streets across Wales in that last-minute dash to pick up

:10:57. > :10:59.gifts, food and drink. Even with an increase again in online sales, it

:11:00. > :11:06.seems consumers still go right to wire when it comes to Christmas.

:11:07. > :11:12.Probably double the sort of normal Monday sales and probably even

:11:13. > :11:17.double what we were last Monday, even though that was quite close to

:11:18. > :11:19.Christmas as well. A lot of people do leave things right until the last

:11:20. > :11:22.minute. At this ladies boutique in Bangor,

:11:23. > :11:28.they've seen that growth in consumer confidence. I feel a bit more

:11:29. > :11:33.buoyancy and people are a little bit more positive and more willing to

:11:34. > :11:35.spend. Despite a slow start to the festive shopping season, in

:11:36. > :11:38.Carmarthen, businesses were also benefitting from the last-minute

:11:39. > :11:41.rush. Many on the hunt for a bargain, with major names in the

:11:42. > :11:44.high street already launching their winter sales early in a desperate

:11:45. > :11:48.attempt to beat a pre-Christmas slump. In Cardiff, there were

:11:49. > :11:57.savings of up to 50% in many of the shops as the sales started early.

:11:58. > :12:00.With Christmas falling mid week this year, it is believed that many

:12:01. > :12:04.people have started their holidays early, taking today and tomorrow

:12:05. > :12:09.off, so this is expected to be the busiest shopping day of the year,

:12:10. > :12:15.with UK consumer spending ?15,000 per second. That was evident this

:12:16. > :12:19.jewellers. At People were queuing for an hour and a half just to get

:12:20. > :12:23.into the shop. In recent years, there's also been a growth in pop-up

:12:24. > :12:26.shops. Ener Chi is a family run business. They've decided to take

:12:27. > :12:30.out a short-term lease to benefit from the Christmas rush. I don't

:12:31. > :12:36.think it would be viable to rent the shop throughout the year, because it

:12:37. > :12:44.will have times when overheads will not be enough, but it is the perfect

:12:45. > :12:46.opportunity, for a pop-up who want to come out for six pop-up who want

:12:47. > :12:49.to come out the six-month policy where their products and services

:12:50. > :12:52.are in relation to people. So if shops were panicking about profits,

:12:53. > :12:55.now panic buying seems to have brought a bit of festive cheer.

:12:56. > :12:58.Matt Murray reporting. Our Economics Correspondent Sarah Dickins is in

:12:59. > :13:02.the middle of the late-night shoppers in Cardiff's City Centre.

:13:03. > :13:09.Lots of money being spent there tonight, presumably? There

:13:10. > :13:11.definitely is, and this place has incredibly sophisticated technology,

:13:12. > :13:16.so it knows how many people have actually been shopping here today

:13:17. > :13:19.and how much they spend. Basically, a quarter of a million people have

:13:20. > :13:23.come through here today and you can see a steady flow of people are

:13:24. > :13:27.still coming shopping. To give you an idea of the perspective of that,

:13:28. > :13:31.that is 100,000 more than you would get on a busy Saturday, and they

:13:32. > :13:35.really are spending money this year. Most of the shops here are

:13:36. > :13:40.saying they have had record days, either today or on Saturday, and it

:13:41. > :13:44.is interesting what they are buying, the areas that have done

:13:45. > :13:48.particularly well our jewellery, budget and expensive, and one shop

:13:49. > :13:52.then there has a queue outside, there are so many, and security

:13:53. > :13:56.guards are you letting in a few at a time. The other area is games

:13:57. > :13:59.consoles, tablet and technology, really, they are the areas that in

:14:00. > :14:07.Wales seem to be selling very well this season rapidly Christmas. We

:14:08. > :14:12.can see Cardiff is heaving, but what about the wider picture in Wales?

:14:13. > :14:16.Well, we might think this is ours, it is Wales, but with should also

:14:17. > :14:21.remember people come here regularly as far away as Cheltenham and even

:14:22. > :14:29.Plymouth, so this is a good barometer of the UK. The average

:14:30. > :14:33.spend seems to be about ?820 on Christmas, with ?600 of that on

:14:34. > :14:37.gifts, and that is about ?50 each more than we did last year. Why does

:14:38. > :14:42.that matter? For various reasons, really. One is it is a really good

:14:43. > :14:45.indicator about how we all feel about the economy, whether we feel

:14:46. > :14:49.confident that we will earn money next year to the same level as this

:14:50. > :14:53.year, so it is important from that point of view. But also, one in

:14:54. > :14:56.every ten working people is now working in this sector, the retail

:14:57. > :15:01.sector, so it matters for their future jobs as well. Sarah, don't

:15:02. > :15:04.forget my present. Thank you very much.

:15:05. > :15:06.As shoppers across Wales rush to buy last-minute Christmas gifts, there

:15:07. > :15:09.are warnings tonight that parts of the country are being inundated with

:15:10. > :15:13.counterfeit goods, because they're being sold openly across the border

:15:14. > :15:16.in England. Trading Standards officers recently seized hundreds of

:15:17. > :15:20.items in one operation with a street value of tens of thousands of

:15:21. > :15:24.pounds. They're warning the problem is getting worse. Jenny Rees

:15:25. > :15:28.reports. Big names. Designer labels. They

:15:29. > :15:33.pride themselves on quality products, finished to a high

:15:34. > :15:37.standard. The high street puts in a lot of effort to draw us in and

:15:38. > :15:44.spend. Then there's the other end of the spectrum. Fakes. Badly made and

:15:45. > :15:46.poorly packaged. This stash of goods was seized by Caerphilly Trading

:15:47. > :15:49.Standards during a recent operation with Gwent Police.

:15:50. > :15:53.Hair straighteners, shoes, make up, headphones, jewellery, sweaters.

:15:54. > :16:00.Four people were arrested and around 500 items seized, with a street

:16:01. > :16:08.value of ?15,000 to ?20,000. And this is just the tip of the iceberg.

:16:09. > :16:12.Our specific problem here in south-east Wales is the availability

:16:13. > :16:20.of the product, quite openly across the border in the south-west of

:16:21. > :16:32.England. And it means an awful lot of people travelling 30 minutes,

:16:33. > :16:34.picking up impunity really, these counterfeit goods, and bringing them

:16:35. > :16:37.back to sell them here. The growth area for selling these

:16:38. > :16:40.goods is on social media websites like Facebook. Investigators here in

:16:41. > :16:44.Caerphilly, working on behalf of a group of big brands, have just

:16:45. > :16:49.helped take down 650 sellers online, right across the UK. The money that

:16:50. > :16:54.you are paying to a counterfeiter isn't going to the retail trade, it

:16:55. > :16:58.isn't going towards the economy. It is also funding other criminal

:16:59. > :17:00.activity. There are clear links between counterfeiting and drug

:17:01. > :17:02.trafficking, drug supply on the economy. It is also funding other

:17:03. > :17:04.criminal activity. There are clear links between counterfeiting and

:17:05. > :17:05.drug trafficking, drug supply, strays locally, nationally and

:17:06. > :17:08.internationally. People trafficking. There is a whole host

:17:09. > :17:10.of activity undertaken by people who are using the funds they collect

:17:11. > :17:15.from counterfeiting to fund criminality. But is the offer of a

:17:16. > :17:21.cheap product, genuine or not, still tempting? Not if I knew it was

:17:22. > :17:26.counterfeit but some of them are so realistic now, I would find it hard

:17:27. > :17:31.to know if it was real or not. Have you bought counterfeit things? I

:17:32. > :17:37.have. Her straighteners, make-up, that sort of thing. I would be

:17:38. > :17:41.afraid of any sort of skin condition you would have, would electrical

:17:42. > :17:47.equipment be saved? I think I would be cautious. It might not work, not

:17:48. > :17:49.the real thing, and you spend your money you may as well go out and get

:17:50. > :17:52.the real thing. As for those found selling

:17:53. > :17:57.counterfeits, the consequences can be tough. Large fines or up to ten

:17:58. > :18:00.years in prison. 33 jobs have been lost after Arriva

:18:01. > :18:03.Buses Wales scrapped three services and closed four depots in

:18:04. > :18:06.Aberystwyth, New Quay, Lampeter and Dolgellau. The company blames cuts

:18:07. > :18:11.in public transport funding and rising fuel costs. The Welsh

:18:12. > :18:15.Government is now funding the three routes. They're being run by other

:18:16. > :18:21.companies until next June, while a longer term solution is sought.

:18:22. > :18:24.Where you don't have a train service, as in this part between

:18:25. > :18:30.Aberystwyth and Carmarthen, you have to have a bus service, so these

:18:31. > :18:33.services are important locally but they are important economically in

:18:34. > :18:38.this part of the world, for tourism but also for the university towns

:18:39. > :18:41.and also in enabling people who live in rural areas to get into their

:18:42. > :18:43.centres of employment in Aberystwyth and Carmarthen.

:18:44. > :18:46.A 13th century garden in Denbighshire will be opened up to

:18:47. > :18:55.the public for the first time thanks to a ?170,000 restoration grant. The

:18:56. > :18:57.grade II-listed Lord's Garden. -- in Ruthin, will open in 2015, once

:18:58. > :19:02.conservation work using Heritage Lottery funding is completed. It's

:19:03. > :19:05.believed the garden was once part of a medieval castle.

:19:29. > :19:37.lead Cardiff and was 100% committed to doing his job.

:19:38. > :19:41.On Saturday, it looks like Malky Mackay had bid farewell to Cardiff

:19:46. > :19:51.with the threat of resign or be sacked hanging over his head, his

:19:52. > :19:55.days at the club looked numbered. But with owner Vincent Tan now ready

:20:27. > :20:32.players, supporters and staff are all backing the one way forward. So
