:01:27. > :01:29.and Manchester United striker Ole Gunner Solskjaer replaces Malky

:01:30. > :01:32.Mackay, who was sacked after an ongoing dispute with the owner

:01:33. > :01:35.Vincent Tan. Claire Summers has been watching the day's developments and

:01:36. > :01:45.she's live at the football ground for us tonight. Claire?

:01:46. > :01:49.Good evening. Cardiff city football club has been in the spotlight for

:01:50. > :01:53.the wrong reasons of late and today an apology for all the agony the

:01:54. > :01:57.fans have been put through. But tonight Cardiff City have their man.

:01:58. > :02:01.The club's chairman said today there was only one name in his mind to

:02:02. > :02:04.replace Malky Mackay and Ole Gunnar Solskjaer has agreed a 12-month

:02:05. > :02:08.rolling contract with the Bluebirds. Today he met the players in training

:02:09. > :02:14.before coming here to speak to hold his first press conference. He said

:02:15. > :02:23.the job is a dream come true and stressed he'd be the one picking the

:02:24. > :02:28.players. As a player, he knew all about

:02:29. > :02:32.pressure and today, Ole Gunner Solskjaer looked as composed as

:02:33. > :02:38.ever, travelling in style. He delivered a polished informants as

:02:39. > :02:41.the new Cardiff city manager. Sat next to the chairman who was

:02:42. > :02:47.instrumental in signing his services, he said he was the right

:02:48. > :02:51.man for Cardiff city. I have always dreamt about being a

:02:52. > :02:56.manager in the Premier League. I always said I think I will and now I

:02:57. > :02:58.think it is my chance and challenge. It is up to me to prove I'm up to

:02:59. > :03:06.the level. Who is the man now in charge? He was

:03:07. > :03:12.born in Norway in 1973 and after playing for a number of clubs, he

:03:13. > :03:15.joined Manchester United in 1996 and finished that season as their top

:03:16. > :03:21.league scorer. In 1999 he scored the winning goal in the champions

:03:22. > :03:31.league. He retired from the game in 2007 and became United's reserve

:03:32. > :03:36.team manager. He tasted success, leading a Norwegian side to their

:03:37. > :03:42.first leg with Mark league title. He admitted he had run the move past

:03:43. > :03:46.Sir Alex Ferguson and said reports his boss told him to turn the offer

:03:47. > :03:54.down were nonsense. I have had good contact with the

:03:55. > :04:01.gaffer. He has wished me all the best, given me some good advice, as

:04:02. > :04:06.he always does to you when you work for him, if you are asking for

:04:07. > :04:11.advice. Back in Norway, the move is big

:04:12. > :04:14.news. Journalists have flown out to be in the story back home and many

:04:15. > :04:19.are staying on to see the manager take charge of his first game. They

:04:20. > :04:23.say he is definitely his own man and won't be intimidated by an owner who

:04:24. > :04:27.wants to be involved in team affairs.

:04:28. > :04:32.He is a strong guy and he has his own opinion and he is not moving

:04:33. > :04:40.back. He won't do like the owner says. I think he will handle it but

:04:41. > :04:47.it is a big challenge to the relationship with the owner.

:04:48. > :04:51.With all that has happened, fans are keen for stability. They are hoping

:04:52. > :04:55.the club and its owner will continue to build edges with supporters.

:04:56. > :05:00.Cam hoping the club will have learned lessons from Malky Mackay

:05:01. > :05:04.and will understand they need a proper, adult relationship between

:05:05. > :05:07.the manager and the principal shareholder and the fans are brought

:05:08. > :05:12.into the equation as well, with structured engagement, so they know

:05:13. > :05:16.what we believe and feel. Working together, we can make this club what

:05:17. > :05:22.we wanted to be-a proper premiership team.

:05:23. > :05:25.As the new manager left the ground this afternoon, he was mobbed by

:05:26. > :05:29.fans. He knows his task will be focused on survival but the

:05:30. > :05:34.Norwegian will be given Michigan funds to spend on signings. It is a

:05:35. > :05:39.New Year and there is a new face at Cardiff city, determined to preserve

:05:40. > :05:43.their Premier League status. Well, it seems the man pulling the

:05:44. > :05:45.strings behind the scenes is the Chairman Memett Dalman. He's been

:05:46. > :05:50.instrumental in bringing Solskjaer here. Our football correspondent Rob

:05:51. > :05:53.Phillips caught up with him today and asked what assurances the new

:05:54. > :06:03.manager had sought over the role of club owner Vincent Tan.

:06:04. > :06:06.At the end of the day, there isn't that much of an insurance you can

:06:07. > :06:12.give. Is a chemistry issue and we can talk about what happened in the

:06:13. > :06:17.past some other time but it takes, you know, an integrated platform to

:06:18. > :06:23.make a club work. It is difficult to fix it. Vincent Tan played an

:06:24. > :06:29.instrumental role in bringing Ole Gunner Solskjaer on board. He

:06:30. > :06:34.supported me through that period. When I asked him to fight out he did

:06:35. > :06:39.not without his help, I couldn't have done it. I apologise for the

:06:40. > :06:45.noise and agony we have put the funds through. I sincerely apologise

:06:46. > :06:49.for that. I hope you will forgive us for that and put some trust in us to

:06:50. > :06:55.build his club to what I think it can be built into. I think this club

:06:56. > :07:02.has huge potential but it has to start on the pitch.

:07:37. > :07:39.winds, high tides and large waves are forecast tomorrow. It's a

:07:40. > :07:45.combination that could raise sea levels by more than a metre and risk

:07:46. > :07:55.topping coastal defences. The severe flood warning has been issued for

:07:56. > :08:01.Yarmouth? Barmouth on the Gwynedd Coast in the last half-hour.

:08:02. > :08:04.The wooden flood boards in Pendine's sea wall have already taken a

:08:05. > :08:07.battering in the last few days, so this afternoon the council came out

:08:08. > :08:12.to make sure they were strengthened for the next 24 hours. They know it

:08:13. > :08:13.will be bad, but no-one knows how bad.

:08:14. > :08:16.Anybody's guess. They're talking about a surge of nine metres tonight

:08:17. > :08:20.overnight followed by a similar sort of time on the morning, all

:08:21. > :08:27.depending on the wind depends on how much water will be coming over.

:08:28. > :08:31.High tide this morning saw the River Towy in Carmarthen burst its banks,

:08:32. > :08:34.but with the winds picking up it is tomorrow morning's high tide just

:08:35. > :08:39.after 7:00am that is predicted to push river levels the farthest. The

:08:40. > :08:44.council called an emergency meeting this afternoon to prepare for the

:08:45. > :08:47.worst. The start to 2014 follows a far wetter December than normal,

:08:48. > :08:53.with parts of Wales experiencing much more rainfall than usual.

:08:54. > :08:56.Natural Resources Wales say this latest threat extends along the

:08:57. > :09:06.entire Welsh coastline, and could prove the highest tide Wales has

:09:07. > :09:10.experienced since 1997. The high tide and the storm surge

:09:11. > :09:15.will affect the coastline along the whole of Wales but we are concerned

:09:16. > :09:19.from areas from Kendal Bay down think the estuary, which were

:09:20. > :09:24.affected a few weeks ago. We are also worried about Carmarthen Bay,

:09:25. > :09:27.Haverfordwest and areas of Newport. Authorities are warning people to

:09:28. > :09:31.stay away from the coast as the west prepares for gale force winds of up

:09:32. > :09:34.to 80 miles per hour. The storm producing surges at a period of

:09:35. > :09:37.already high tides which could result in treacherous conditions.

:09:38. > :09:46.Councils know this will be the biggest test they have faced for

:09:47. > :09:51.some time. A bit more detail on that severe

:09:52. > :09:59.flood warning just issued for Barmouth is for high tide tomorrow

:10:00. > :10:02.morning at 9am. A large storm surge likely to cause widespread property

:10:03. > :10:06.flooding, according to Natural Resources Wales. The tide Neville is

:10:07. > :10:10.expected to be four metres higher than normal.

:10:11. > :10:14.Police have stepped up their search for a missing 18-year-old woman in

:10:15. > :10:17.Newport. Nida Ul-Naseer hasn't been seen or contacted any friends or

:10:18. > :10:20.family since the 28th December. Kate Morgan is in our newsroom this

:10:21. > :10:26.evening. Kate, there's growing concern isn't there.

:10:27. > :10:30.That's right. And police and the family of Nida Ul-Naseer faith they

:10:31. > :10:36.are increasingly worried for her welfare. The 18-year-old took out

:10:37. > :10:41.the pins from their home in Newport on Saturday at around age PM. She

:10:42. > :10:46.hasn't been seen since. She is five foot three, described as slim as

:10:47. > :10:52.what -- and was wearing a black T-shirt and jeans. Police say they

:10:53. > :10:56.are concerned about her welfare because without her medication, she

:10:57. > :11:03.will become anaemic. The concern is best sums up by a sign on the front

:11:04. > :11:07.of their home. Today police increased their surge

:11:08. > :11:12.in Newport. At the moment it is focusing around

:11:13. > :11:17.the area of the home, which is in the Docklands area of Newport. This

:11:18. > :11:22.is a large-scale operation with around 40 officers with sniffer

:11:23. > :11:27.dogs. Us today police searched the open spaces surrounding the home.

:11:28. > :11:32.Today they have knocked door-to-door to try and get more information as

:11:33. > :11:37.well as looking on an industrial estate nearby. At the moment there

:11:38. > :11:40.is no evidence to suggest the 18-year-old was taken. These want

:11:41. > :11:48.more information so if anyone knows anything, they want them to get in

:11:49. > :11:51.touch. Getting on the property ladder isn't

:11:52. > :12:00.easy but from today, new financial help is being made available for

:12:01. > :12:18.those looking to buy new-build homes in Wales. In many cases though a

:12:19. > :12:22.hefty deposit is needed to get you on the ladder. Now anyone looking to

:12:23. > :12:25.buy a newly built house can get financial support from the Welsh

:12:26. > :12:28.Government and its Help to Buy Wales scheme. Lee Harris is looking for

:12:29. > :12:31.his first home but was unaware of the offer available...

:12:32. > :12:34.I have just come down. There is quite a lot of new-build houses

:12:35. > :12:37.being built here and I thought I would have a look. I didn't know

:12:38. > :12:43.much about it but I will look into it when I get back. If I can get

:12:44. > :12:46.help, I will look up how to take up the offer.

:12:47. > :12:49.This is how the scheme will work. Someone who wants to buy a new build

:12:50. > :12:53.property, up to the value of ?300,000, will need to have a 5%

:12:54. > :12:58.deposit. They can then apply for a loan of up to 20% of the value of

:12:59. > :13:01.the house. After that they need to get a mortgage to cover the

:13:02. > :13:04.remaining balance. Then there's the UK government's mortgage guarantee

:13:05. > :13:12.scheme - also called Help to Buy - where you can buy a home - new or

:13:13. > :13:16.old - again with just a 5% deposit. We have balanced our scheme here in

:13:17. > :13:22.Wales, looking at the market conditions. We think there are

:13:23. > :13:26.enough checks to make sure that people can afford to get into the

:13:27. > :13:29.market. That is why the scheme is being welcomed by many.

:13:30. > :13:33.The ?170 million project should make banks and building societies more

:13:34. > :13:36.willing to lend. Over time that should boost demand for new build

:13:37. > :13:41.properties and kick start more construction projects. Around 100

:13:42. > :13:44.homes have been bought on this development in Newport but there are

:13:45. > :13:49.now plans for 4,000 so people can benefit from the scheme. But some

:13:50. > :13:53.parts of Wales will miss out - the largest house builder here Persimmon

:13:54. > :13:58.says it won't develop in the south Wales valleys because of low selling

:13:59. > :14:04.prices. Help to buy the have an impact on

:14:05. > :14:08.what we do in the South Wales valleys but it doesn't change the

:14:09. > :14:14.dynamic and it is still not viable to develop in the valleys. For a

:14:15. > :14:15.variety of reasons. It is a step in the right direction and it is good

:14:16. > :14:19.news. Good news for some - but there are

:14:20. > :14:22.concerns that it could lead to inflated house prices and another

:14:23. > :14:29.unsustainable bubble in the housing market. For buyers, it is a step

:14:30. > :14:31.closer to getting on the property ladder.

:14:32. > :14:34.A group of scientists in Wales are on the brink of being able to

:14:35. > :14:37.regenerate damaged heart tissue. Through experimenting with stem

:14:38. > :14:40.cells at their labs in Cardiff and Swansea universities, the company

:14:41. > :14:43.behind the research hopes to develop new treatments for heart failure

:14:44. > :14:45.over the next few years. One of those involved in the project is

:14:46. > :14:59.former first minister Rhodri Morgan the chance to take a closer look at

:15:00. > :15:02.research work that could help millions of people with heart

:15:03. > :15:10.conditions. This former first Minister is among them.

:15:11. > :15:15.Welcome to Wales Today. The first Minister Rhodri Morgan has undergone

:15:16. > :15:20.an operation on his heart... On the 8th of July 2007, just weeks

:15:21. > :15:26.after a gruelling Assembly election campaign, Rhodri Morgan suffered a

:15:27. > :15:31.heart attack. In your heart of hearts, you know

:15:32. > :15:34.this is that big heart attack. It is scary. Probably worse for the family

:15:35. > :15:39.than yourself. What they are all going through. On top of that there

:15:40. > :15:45.was the political scenario-what will happen if he pops his clogs when

:15:46. > :15:48.this coalition agreement has been signed? The cardiologist said to me,

:15:49. > :15:53.take a complete rest while you get over this. You haven't got anything

:15:54. > :15:58.big on your plate, have you? I said I've got to form a government!

:15:59. > :16:04.Rhodri Morgan made a full recovery and the attack left no permanent

:16:05. > :16:07.damage to his heart. The experience has led him to join the board of a

:16:08. > :16:14.new research team, trying to help find a cure for heart failure. In

:16:15. > :16:17.their labs in Cardiff and Swansea, they are experimenting with stem

:16:18. > :16:22.cells, trying to regenerate damaged heart tissue.

:16:23. > :16:27.We have identified a potent type of stem cell, which is hard specific.

:16:28. > :16:31.What our therapy does is produce more of those so you can have a

:16:32. > :16:36.large number to regenerate the part of the damaged heart.

:16:37. > :16:39.If we can bring this off, it will represent the potential for a cure

:16:40. > :16:44.for people with heart disease. That is a potential advantage but the

:16:45. > :16:51.fact it would have a Welsh label on it would be tremendous for Wales.

:16:52. > :16:53.The initial clinical trials have been successful and they hope to

:16:54. > :16:57.produce treatments over the next five years - good news for an

:16:58. > :16:59.estimated 30 million people suffering from heart failure

:17:15. > :17:19.The Welsh Rugby Union is to present the four regions with a new legal

:17:20. > :17:23.contract to govern how the professional game in Wales is run.

:17:24. > :17:26.The regions refused to renew the current deal on New Year's Eve,

:17:27. > :17:30.plunging the sport into crisis. The WRU board has been meeting today for

:17:31. > :17:37.the first time in 2014. Gareth Lewis reports.

:17:38. > :17:41.The union will present the regions with a copy of the proposed new

:17:42. > :17:48.agreement on Monday. The regions will then have a fair and reasonable

:17:49. > :17:53.amount of time to examine it. The hope is for a solution before the

:17:54. > :17:59.end of the month. J's meeting is the latest milestone. On New Year's Eve,

:18:00. > :18:04.the regions turned down an agreement. They want a new European

:18:05. > :18:11.cup, worth an extra ?1 million each to them. They have given the WRU and

:18:12. > :18:16.end of month deadline. I think it's important that we

:18:17. > :18:19.continue under the offices of the washroom union and the proposal we

:18:20. > :18:26.have put forward with the English, they proposed some time ago now. It

:18:27. > :18:31.ensures we play rugby with the Irish and Scottish in a new European

:18:32. > :18:36.competition. It also ensures the funding we receive is higher.

:18:37. > :18:40.Central contracts for star players or setting up brand-new teams are

:18:41. > :18:46.options open to the union but the recent regional solidarity could be

:18:47. > :18:50.tested by an option under consideration. A new deal Casino

:18:51. > :18:54.money given to teams who produce more Wales players and less to those

:20:17. > :20:22.There are 18 languages spoken in this hall.

:20:34. > :20:37.He is one of 31,000 children in Wales who get help from counsel

:20:38. > :20:42.provided assistance to improve their language skills and demand for their

:20:43. > :20:47.services is expected to grow. There is a growing need. We have a

:20:48. > :20:50.range of people coming from different backgrounds so the service

:20:51. > :20:56.is looking to support those learners as the need increases.

:20:57. > :21:03.At ask market, local is the name of the game. What about Romanian

:21:04. > :21:05.produce? Our people from both countries have the right to live and

:21:06. > :21:11.work here. What do the locals think?

:21:12. > :21:15.If they have jobs to come through I've not got an objection to that

:21:21. > :21:23.a very bad idea. EU migrants have to wait three

:21:24. > :21:27.months before they can claim out of work benefits but that doesn't go

:21:28. > :21:35.far enough for one Welsh MP. Houses have to be built, roads have

:21:36. > :21:38.to be built and workplaces and so. I think unfortunately, we live in a

:21:39. > :21:42.small country and we are full at the moment. There is no more room for

:21:43. > :21:46.large numbers of extra people to come in.

:21:47. > :21:53.But how many EU migrants do we have you? Census figures shows Wales has

:21:54. > :21:58.an average of 2% of the UK share with EU migrants making up less than

:21:59. > :22:03.1% of the people living in Torfaen and Neath Port Talbot. The highest

:22:04. > :22:10.is in Cardiff and Wrexham at around 3.5%. Of the 150,000 Romanians and

:22:11. > :22:17.Bulgarians already living in the UK, 4000 work in the NHS. How could more

:22:18. > :22:19.migrants effects the health service in Wales?

:22:20. > :22:25.A lot of the overseas immigration that has come in in the professional

:22:26. > :22:30.sense has been in effect to the NHS. We have relied on overseas trained

:22:31. > :22:32.doctors and nurses. We had recruitment campaigns in Europe and

:22:33. > :22:37.the Philippines. What of housing in Wales? Recent

:22:38. > :22:42.research suggests migrants are less likely to work with Mac live in

:22:43. > :22:48.social housing than people in Britain. The biggest impact is in

:22:49. > :22:53.the private rental sector in inner-city or urban areas. Yet

:22:54. > :22:59.everyone's talents are celebrated, no matter how diverse. Nobody truly

:23:06. > :23:07.come to Wales or if they do, whether they will stay.

:23:08. > :23:11.Campaigners for a new memorial to all those from Wales who took part

:23:12. > :23:14.in the First World War say they're on target for its official unveiling

:23:15. > :23:18.later this year. That event near Flanders will be one of many on the

:23:19. > :23:22.Western Front in Belgium and France - as well as here in Wales - to mark

:23:23. > :23:29.the centenary of the start of the conflict. Here's Roger Pinney.

:23:36. > :23:39.they called death Valley. In July 1916, at the height of the Battle of

:23:40. > :23:44.the Somme, the Welsh division fought here and the losses were

:24:23. > :24:31.to honour those who took part and educate today's generation. In

:24:32. > :24:37.Flanders, remembrance is a daily act to those who have no known grave.

:24:38. > :24:43.Not far away a new Welsh memorial is being erected. The war cemeteries

:24:44. > :24:47.stand testament to Welsh casualties in the battle of Passchendaele.

:24:48. > :24:53.Across Wales, thousands have contributed to the memorial appeal

:24:54. > :24:59.and hundreds are expected to attend its official unveiling.

:25:00. > :25:03.Every generation, the nations who took part in the battles worldwide,

:25:04. > :25:08.each has a fitting memorial and gathering place in Flanders, except

:25:09. > :25:13.the Welsh. This is going to be rectified.

:25:14. > :25:18.In Flanders and on the Somme there will be official events through the

:25:19. > :25:22.year but many will make private pilgrimages. For some it will be

:25:23. > :25:26.remembrance of a family member that others will go simply as interested

:25:27. > :25:29.jurists. All will be moved by the sacrifice. People are braced for

:25:30. > :25:35.more bad weather. Behnaz is here with the details.
