:01:21. > :01:22.facing a night away from home tonight as buildings along the

:01:23. > :01:25.seafront in Aberystwyth are once again evacuated in preparation for

:01:26. > :01:28.more bad weather along the Ceredigion coast. High tides and

:01:29. > :01:31.strong winds have battered parts of Wales for a fourth day. Towns and

:01:32. > :01:34.villages all along our coastline have started cleaning up after the

:01:35. > :01:38.bad storms and communities are starting to count the cost of the

:01:39. > :01:45.damage brought by this weekend's bad weather. Charlotte Dubenskij

:01:46. > :01:49.reports. It has been another day of taking

:01:50. > :01:53.shelter for people living near the seafront in Aberystwyth. This

:01:54. > :01:58.morning hundreds were asked to leave their homes and head for rest

:01:59. > :02:03.centres as high tides and strong winds battered the promenade once

:02:04. > :02:08.again. This Victorian shelter has buckled under the strain put on it

:02:09. > :02:12.by the severe weather. Students at Aberystwyth University have now been

:02:13. > :02:14.told they will be able to return to the polls on the seafront until

:02:15. > :02:22.inspections are carried out tomorrow. -- calls. This video shows

:02:23. > :02:28.the dangers of living so close to the front. The seafront is fairly

:02:29. > :02:31.empty today but as the waves continued to batter against the

:02:32. > :02:34.promenade and with high tide expected just before midnight

:02:35. > :02:40.tonight Ceredigion councillors urging residents to stay away rest

:02:41. > :02:45.centre has been set up at a local leisure centre. The focus remains on

:02:46. > :02:48.ensuring the safety of people here, Ceredigion councillors already

:02:49. > :02:55.making plans to rebuild the promenade. When we do redesign the

:02:56. > :03:00.prom and I think it will have to be redesigned, will have to make sure

:03:01. > :03:07.it is in a better position to withstand these heavy seas. We also

:03:08. > :03:13.need something further out in the bay to take the sting out of the

:03:14. > :03:19.bigger waves. Much of Wales has been hit either severe weather. The

:03:20. > :03:22.promenade into Ganley had suffered in the last month but now the

:03:23. > :03:28.village has been hit by a tidal surge. We've had experiences like

:03:29. > :03:33.this in the past with the prom has been damaged and the waves have come

:03:34. > :03:41.into the garden but we've never had anything to this extent and the

:03:42. > :03:50.zone. We are going to have to do major

:03:51. > :03:53.zone. We are going to have to do more defences. At

:03:54. > :03:55.zone. We are going to have to do Pembrokeshire many roads remained

:03:56. > :03:59.zone. We are going to have to do rocks thrown up

:04:56. > :05:04.the figure of seven figures in Conway. Our seared -- sea defences

:05:05. > :05:06.have taken a battering. Some councils like Ceredigion have

:05:07. > :05:12.already said they can't afford the repairs. They have called on the

:05:13. > :05:16.Welsh Government for help. The natural resources Minister has urged

:05:17. > :05:22.councils in the need to apply for emergency funding. But he said they

:05:23. > :05:25.would be no blank cheque. -- they would be no.

:05:26. > :05:28.So as the cost of repairing storm damage is being calculated,

:05:29. > :05:31.questions are now being asked about how we can protect our coastline

:05:32. > :05:34.from such devastation in future. The Welsh Government says a review is

:05:35. > :05:37.needed into our existing flood defences. But experts say it's

:05:38. > :05:40.difficult and probably too expensive to protect the whole of Wales and

:05:41. > :05:43.some parts of the coastline may have to be sacrificed. More from our

:05:44. > :05:51.environment correspondent, Iolo ap Dafydd.

:05:52. > :05:54.They are here to protect us from the sea and these defences along the

:05:55. > :05:59.North Wales coast have held over the past few days. But two weeks before

:06:00. > :06:05.Christmas this area in Kinnell Bay did have sea water crashing over.

:06:06. > :06:08.After flooding in Ruthin a few years ago and with extreme weather

:06:09. > :06:13.becoming more common there records the flooding to be prioritised.

:06:14. > :06:17.Flooding should be at the top of the priority list in my opinion. We have

:06:18. > :06:21.a situation where we know flooding is becoming a more red alert feature

:06:22. > :06:26.in Wales. Natural Resources Wales has been created and frankly they

:06:27. > :06:30.have got too many fingers into many pies. They have such broad

:06:31. > :06:36.responsibilities, they cant focus attention on floods. Authorities

:06:37. > :06:39.across Wales are picking up the pieces and are facing repair bills

:06:40. > :06:43.that could run into thousands of pounds. Roads like this one

:07:45. > :07:48.of what we can afford to protect. This was the storm that hit

:07:49. > :07:52.Aberystwyth in 1938. This time the damage is expected to run into

:07:53. > :07:56.millions. Winter storms are expected at this time of year but there is

:07:57. > :08:00.concerned that our weather is becoming more unpredictable and more

:08:01. > :08:08.extreme. The environment agency has merged with two other organisations

:08:09. > :08:14.to form Natural Resources Wales and it has the responsible are treated

:08:15. > :08:19.you with flooding. This is the incident room in Cardiff. Flood

:08:20. > :08:23.warnings are part of the duties. They have now also been tasked by

:08:24. > :08:28.the government to review flood defences across the country. A large

:08:29. > :08:40.number of our staff at the moment are assessing the damage to flood

:08:41. > :08:44.defences -- defences. As work continues to assess the damage the

:08:45. > :08:48.government has said that local councils could apply for emergency

:08:49. > :08:56.funding. They will have to look within their own an emergency

:08:57. > :08:59.financial assistance scheme and if they feel they need to come forward

:09:00. > :09:04.with a bitter that funding, they can do that. The Welsh Government will

:09:05. > :09:08.face calls from local authorities to help a for the damage after the

:09:09. > :09:12.recent storms. What is needed in the longer term is to see whether

:09:13. > :09:17.ministers feel they are following the policies and if they have enough

:09:18. > :09:22.money to protect all homes and businesses from coastal and river

:09:23. > :09:25.flooding. The man convicted of killing April

:09:26. > :09:28.Jones will seek leave to appeal against his jail term at a hearing

:09:29. > :09:31.later this month. Mark Bridger, who's 47, was given a whole-life

:09:32. > :09:34.sentence last year. Five-year-old April went missing from near her

:09:35. > :09:41.home in Machynlleth. Her body has never been found.

:09:42. > :09:43.A health board in Wales is urging people to avoid A unless it's an

:10:55. > :11:00.being urged to reap the economic benefits if the plans go ahead.

:11:01. > :11:03.This is the kind of jail which could be built in Wrexham. A Category C

:11:04. > :11:07.super-prison which would house more than 2,000 inmates over a 76,000

:11:08. > :11:15.square metre compound bordered by a five metre high fence. But it would

:11:16. > :11:17.be just 500 feet from the nearest homes. Concerned residents haven't

:11:18. > :11:19.been reassured following disturbances at oak-wood, a similar

:11:20. > :11:31.scale prison near Wolverhampton at the weekend. That does not give

:11:32. > :11:36.confidence local people. There are four empty houses and they have

:11:37. > :11:42.never been four empty houses on this estate. Why? People have gone

:11:43. > :11:45.because of the concerns about the prison and the impact it will have

:11:46. > :11:47.on this community. Wrexham councillors are being asked to

:11:48. > :12:07.approve outline planning permission to the Ministry of Justice at a

:12:08. > :12:10.meeting this evening. They've been told the new prison will create

:12:11. > :12:13.hundreds of jobs when it's being built and when it's operating.

:12:14. > :12:16.Despite claims that most jobs will go to those outside the area, some

:12:17. > :12:19.believe many local businesses could capitalise on the prison if it gets

:12:20. > :12:24.the go-ahead. It is important that local businesses take advantage of

:12:25. > :12:31.this opportunity. They will begin an opportunity to do so. There is a

:12:32. > :12:36.supplier event taking place in the middle of this month for businesses

:12:37. > :12:39.to put their proposals forward. And away from the proposed site, people

:12:40. > :12:45.in Wrexham seemed generally supportive of the development. There

:12:46. > :12:52.are job opportunities. As long as they don't escape, I don't see a

:12:53. > :12:54.problem. All our prisons are overcrowded and we have to build a

:12:55. > :13:10.prison somewhere. Why shouldn't overcrowded and we have to build a

:13:11. > :13:13.and bus services as well as overcrowded and we have to build a

:13:14. > :13:16.community projects. But for some here, that will be scant

:13:17. > :13:21.compensation for housing 2,000 prisoners.

:13:22. > :13:26.Some residents have said they think this a den deal and it will happen

:13:27. > :13:31.whatever they say but the council says it wants to make this a

:13:32. > :13:35.transparent process. We will bring you the results of the decision

:13:36. > :13:38.today in our later bulletins. Tata Steel has been fined for safety

:14:34. > :14:36.Ul Naseer, who's 18, had a row with her family before she went missing,

:14:37. > :14:42.but they say her disappearance is completely out of character.

:14:47. > :14:50.looking for Nida. Today, they were out again combing parts of Newport

:14:51. > :14:55.for any clue. The 18-year-old, said to be a quiet and shy girl and who's

:14:56. > :14:59.afraid of the dark, vanished from her home on December 28th. This

:15:00. > :15:08.morning, her family renewed their appeal for information. If you know

:15:09. > :15:13.anything, tell us or call the police. We just want to know she is

:15:14. > :15:17.safe. At the Coleg Gwent campus in Newport where she's a student, they

:15:18. > :15:20.are doing what they can to help the search, issuing their own appeal for

:15:21. > :15:24.information on Facebook and handing out leaflets. The principle told me

:15:25. > :15:32.her father and sister are also students here and everyone is just

:15:33. > :15:38.waiting for news. It is a very difficult time for us. She started

:15:39. > :15:42.college in September last year and undertook a level three business

:15:43. > :15:46.course and has proven to be an exceptionally talented student. She

:15:47. > :15:52.has attended regularly and is doing well. Every indication before

:15:53. > :15:53.Christmas was that she was going to return and continue with your

:15:54. > :15:57.studies. Nida return and continue with your

:23:19. > :23:24.both in terms of money and also player numbers. It is a problem at

:23:25. > :23:28.all levels. 20 years ago they would have been a big crowd for a clash

:23:29. > :23:34.between Neath and Crosskeys but on Saturday there were only 500

:23:35. > :23:39.spectators. Some feel the current dispute is an opportunity to put

:23:40. > :23:44.traditional club loyalties back at the centre of the elite game. We

:23:45. > :23:49.have a debate going on between the union and the regions at the elite

:23:50. > :23:52.level and the rest of the game is disconnected from that and is dying.

:23:53. > :23:56.There are people watching it, there are people playing the game and

:23:57. > :24:02.fewer people volunteering to run the clubs. The union has to recognise

:24:03. > :24:07.that they are presiding over the death of Welsh rugby. The Welsh

:24:08. > :24:10.Rugby Union insist they are running the game for all the clubs and is

:24:11. > :24:13.one of the reasons why they are not giving more money to the regions.

:24:14. > :24:18.Tonight the regions are waiting to receive a copy of a new draft legal

:24:19. > :24:21.agreement from the union to consider over the coming days.

:24:22. > :24:24.The Commonwealth Games in Glasgow is just over six months away and

:24:25. > :24:27.tomorrow the route of the Queen's Baton Relay will be announced. Wales

:24:28. > :24:31.has a very special association with the relay. It was first introduced

:24:32. > :24:34.at the 1958 British Empire and Commonwealth Games that were held in
