:01:21. > :01:23.Good evening. Plans for a state-owned commercial bank for

:01:24. > :01:27.Wales are a step closer tonight, after the The Development Bank for

:01:28. > :01:29.Wales would act as a one-stop shop offering financial support for

:01:30. > :01:33.companies. Plans for further work on a new development bank for Welsh

:01:34. > :01:37.businesses have been gven the go ahead by the Economy Minister,

:01:38. > :01:39.Edwina Hart. It follows criticism of the Welsh Government's investment

:01:40. > :01:43.body, Finance Wales, which new figures show is failing on one of

:01:44. > :01:47.its key employment targets after creating only 20% of the jobs it was

:01:48. > :01:49.supposed to through its main fund. Here's our business correspondent,

:01:50. > :01:51.Brian Meechan. As the scale of the economic crisis began to emerge,

:01:52. > :01:53.high Street banks pulled the funding from many small and medium-size

:01:54. > :01:56.businesses. It made warehouses previously in operation begin to sit

:01:57. > :01:59.empty as firms suffered from a lack of credit. Since then, the question

:02:00. > :02:05.has been how to get money to those who needed. One has been Finance

:02:06. > :02:11.Wales, the Development Bank For Wales businesses is the latest idea.

:02:12. > :02:14.It is about a genuine dialogue about how we take things through to the

:02:15. > :02:20.next age. Without Finance Wales, some businesses would not have been

:02:21. > :02:24.successful. Details of how the development bank would do the job

:02:25. > :02:26.will now be worked out. It will be expected to give advice and bring

:02:27. > :02:34.together all public funds available for businesses in Wales. Finance

:02:35. > :02:38.Wales is funded and owned by the Welsh Government. It also has a

:02:39. > :02:43.European -- it also has European money. Its aim is to help small and

:02:44. > :02:49.medium-sized businesses get access to finance. The role of Finance

:02:50. > :02:52.Wales was never more vital recently. Critics say it was exactly at this

:02:53. > :03:01.moment that the organisation lost its way. Gerard began his business a

:03:02. > :03:04.year ago but it hit a snag when a fire in the neighbouring unit

:03:05. > :03:09.prevented him from opening as he planned. He asked Finance Wales for

:03:10. > :03:14.a loan. That would have allowed him to take on new stuff but he was

:03:15. > :03:18.turned down. Finance Wales certainly make you feel that you have no right

:03:19. > :03:21.to be asking for money. It does make you question if you are doing the

:03:22. > :03:26.right thing. If it was not for friends, family and certainly an

:03:27. > :03:33.order book that was filling from previous customers, then yes, I

:03:34. > :03:39.think I would have considered them to be right. But they were not. A

:03:40. > :03:43.report said Finance Wales was too focused on getting high returns on

:03:44. > :03:45.its investment rather than stability and economic growth and creating

:03:46. > :03:52.jobs. Not all agree. It think it should be taken inside the

:03:53. > :04:06.SMB government. That would give it figures show today that there have

:04:07. > :04:09.not been the jobs expected. It was given an

:04:10. > :04:13.not been the jobs expected. It was 15,000 jobs. That was reduced to a

:04:14. > :04:20.target of just over 10,000. The latest figures show just over 2000

:04:21. > :04:25.jobs have been created. It now seems that those businesses that were told

:04:26. > :04:29.for so long that they were wrong actually are right. Finance Wales

:04:30. > :04:33.clearly has to go and it has to go pretty quickly. As the discussion

:04:34. > :04:36.continues in Cardiff Bay on the best way to get funding to firms, the

:04:37. > :04:41.debate will also be going on in the business community over whether a

:04:42. > :04:44.development and is needed and what role that leaves four Finance Wales.

:04:45. > :04:48.And Professor Dylan Jones Evans is here. Your idea doesn't have the

:04:49. > :04:55.full support of the business and finance community by a long way,

:04:56. > :04:59.does it? When we did the first reports, we saw there was a half ?1

:05:00. > :05:03.billion gap between what the high Street banks were offering and what

:05:04. > :05:07.businesses in Wales want to fund their businesses. When we looked at

:05:08. > :05:15.what the situation was, we saw that for example support from the sector

:05:16. > :05:18.was fragmented, business support was not working alongside and more

:05:19. > :05:24.importantly, I think, we did not see public sector funds working

:05:25. > :05:41.alongside private-sector funds to bring that investment. We looked at

:05:42. > :05:46.different examples. There are lots of voices saying this is not the way

:05:47. > :05:50.to go. Now the Minister has asked to look at this, we want a full and

:05:51. > :05:53.open review as to whether it is a feasible plan and what is

:05:54. > :05:58.interesting about the fact that we looked at all the facts regarding

:05:59. > :06:02.the way that business was getting financed, we realised there was a

:06:03. > :06:06.massive gap and there is a role to be played by the Welsh Government in

:06:07. > :06:11.working alongside the private sector to ensure that many get to those

:06:12. > :06:16.businesses. What about those voices who say Finance Wales is doing a

:06:17. > :06:19.good job? When you talk about the many voices, you are talking about

:06:20. > :06:27.the 80 people who actually responded to the review. Clearly, there are

:06:28. > :06:32.people who have benefited. 77 out of 80 who took part in that review said

:06:33. > :06:36.they were happy with Finance Wales. As I said, there are 200,000

:06:37. > :06:41.businesses in Wales and clearly the whole aim of this particular bank

:06:42. > :06:49.would be to be able to help many of those businesses to get access to

:06:50. > :06:53.funding. At the same time, this was a response to a particular

:06:54. > :06:54.funding. At the same time, this was what I am more concerned about is

:06:55. > :07:00.actually getting what I am more concerned about is

:07:01. > :07:03.moment. And what I am more concerned about is

:12:39. > :12:43.going on for five years now. Another 12 months is financially devastating

:12:44. > :12:48.for myself and my family. We have spent a lot of money on this project

:12:49. > :12:53.and that is money that is not making anything back. It is a very worrying

:12:54. > :13:03.and that is money that is not making is. A number of groups have

:14:20. > :14:22.Wales, who currently have to travel to England for advanced radiotherapy

:14:23. > :14:27.treatment, will now be able to get it here. A cutting edge machine,

:14:28. > :14:30.costing more than ?4 million, has arrived at the Velindre Cancer

:14:31. > :14:34.Centre in Cardiff. The new technology is the first of its kind

:14:35. > :14:37.in Wales and will treat thousands of patients every year. But critics say

:14:38. > :14:45.one machine doesn't go far enough. Natasha Llewellyn reports.

:14:46. > :14:53.It is one of the most advanced health technologies in Europe. The

:14:54. > :14:57.treatment targets cancer cells with pinpoint accuracy and offers treat

:14:58. > :15:01.went up to four times faster than currently available. The

:15:02. > :15:11.side-effects are also greatly reduced because smaller areas of the

:15:12. > :15:15.body are affected. It is designed to help people like this woman. She has

:15:16. > :15:19.been having standard radiotherapy treatment for a month at the Cancer

:15:20. > :15:28.Centre but would have been eligible for this treatment. The machine I

:15:29. > :15:34.was on was not anything strenuous to go through. I just feel that the new

:15:35. > :15:40.technology that they have got will just make the job for everyone a lot

:15:41. > :15:45.easier and quicker. The technology which cost ?4.6 million has just

:15:46. > :15:51.arrived at Felindre. It is the first of its kind in Wales. This is the

:15:52. > :15:52.business end of the machine. The radiotherapy

:15:53. > :15:57.business end of the machine. The the treatment head. That will

:15:58. > :16:00.business end of the machine. The rotate. One of the key things with

:16:01. > :16:03.this machine which sets it apart from some of the other ones that we

:16:04. > :16:07.have is there is a CT scanner from some of the other ones that we

:16:08. > :16:10.that is a really important feature. from some of the other ones that we

:16:11. > :16:13.It allows us to make sure that the treatment is going to exactly the

:16:14. > :16:17.part of the body that we think it is going to. Until now, patients

:16:18. > :16:22.suitable for this trip and had to travel to England where there are

:16:23. > :16:26.several of these machines. That led to campaign groups being set up by

:16:27. > :16:30.cancer patients in Wales calling for the latest technology to be brought

:16:31. > :16:34.here. Those calls have been supported by the leader of the Welsh

:16:35. > :16:37.Liberal Democrats, Kirsty Williams. She told me while it is good news

:16:38. > :16:42.that Cardiff is leading the way, Wales is still lagging behind. It is

:16:43. > :16:46.a source of great disappointment to me that we have not been more

:16:47. > :16:50.ambitious. The Welsh Government was seen quite happy to sit back and let

:16:51. > :16:54.the situation exist in Wales but I am glad that they have been

:16:55. > :16:58.listening to people like myself and people to clinicians who also wanted

:16:59. > :17:03.to get their hands on this vital equipment. The Welsh Government says

:17:04. > :17:06.the new machine will be able to treat a sufficient number of

:17:07. > :17:09.patients and all those in Wales who need it will have access to

:17:10. > :17:14.services. That access will be available in October. The machine

:17:15. > :17:20.will then be up and running. Today, they are great-grandparents enjoying

:17:21. > :17:23.retirement in south Wales. But Adelaine and Walter Hain were once

:17:24. > :17:26.so notorious in their native South Africa they were banned and jailed

:17:27. > :17:30.for fighting apartheid. Now, their life story has been published in a

:17:31. > :17:38.book written by their son, the Neath MP Peter Hain. David Cornock has

:17:39. > :17:43.been to meet them. They were unlikely revolutionaries. They had a

:17:44. > :17:47.privileged life in apartheid South Africa, a house with a swimming

:17:48. > :17:51.pool, a maid but they gave it all up to fight the country 's race laws.

:17:52. > :17:56.Their protest got them banned and briefly jailed. They needed special

:17:57. > :18:01.permission to talk to each other. With four young children, they

:18:02. > :18:05.risked everything to help others. I really look back at it sometimes and

:18:06. > :18:14.wonder if it was the thing that we should have done. But we did. How do

:18:15. > :18:17.you stop? They did not stop. Their campaigns took them to court to

:18:18. > :18:23.support friends on trial, including Nelson Mandela. I would go in and he

:18:24. > :18:29.always used to salute me. It was quite moving. And I remember him as

:18:30. > :18:34.this big strapping chap. He remembered her to throughout his

:18:35. > :18:38.years in prison and much later when she was admitted to hospital in

:18:39. > :18:48.Swansea. It took him ages to get the number of the ward and he said he

:18:49. > :18:53.wanted to speak to me. He said, it is Nelson Mandela, do you remember

:18:54. > :18:59.me? They were forced into XL. Once in London, their life of protest

:19:00. > :19:04.went on. Often hear outside the South African Embassy in London's

:19:05. > :19:08.Trafalgar Square. Today the tables were turned as

:19:09. > :19:11.Trafalgar Square. Today the tables to launch the book. Their son says

:19:12. > :19:15.writing it helped him understand why they took a stand. In a way, it was

:19:16. > :19:22.easier to understand why black South Africans who were oppressed Sophie
