:00:25. > :00:27.comes weeks after parts of the country were damaged by storms -

:00:28. > :00:32.councils here say it'll cost ?8 million to repair the damage. Here's

:00:33. > :01:00.our Environment Correspondent, Iolo ap Dafydd. Three weeks ago

:03:23. > :03:26.24-year-old Lee Bonsall was found hanged at his home in Tenby in 2012.

:04:35. > :04:39.including their chief executives - to opt out of the Local Government

:04:40. > :04:49.Pension Scheme to avoid paying tax. Cemlyn Davies reports.

:04:54. > :04:58.received cash in lieu of employer contributions in order to avoid

:04:59. > :05:03.paying tax. According to reports published by the Wales audit office,

:05:04. > :05:09.the payments were unlawful because the councils acted beyond their

:05:10. > :05:13.authority. I would like them to recognise they made mistakes, and

:05:14. > :05:17.they have two global where necessary, rescind the decision is a

:05:18. > :05:24.and if they want to take lawful decisions in future, follow the

:05:25. > :05:29.proper process. Since 2012, Carmarthenshire council has paid Mr

:05:39. > :05:42.separate report finds the local authority's decision to cover his

:05:43. > :05:47.legal costs in his case against a local blogger was also unlawful.

:05:48. > :05:53.Carmarthenshire County Council has spent more than ?26,000 helping the

:05:54. > :06:01.chief macro pursue a libel counterclaim -- Chief Executive. The

:06:02. > :06:04.audit office has asked the authorities to withdraw its support

:06:05. > :06:10.and stop any further payments. The council says they will be a full

:06:11. > :06:13.debate on the reports and it looks forward to demonstrating that its

:06:14. > :06:21.actions and intentions were honourable and lawful at all times.

:06:22. > :06:26.In the meantime, Mr James is facing calls to step down and the issue was

:06:27. > :06:30.raised in the Commons today. In the case of Pembrokeshire, it is

:06:31. > :06:35.expected that by the end of March, ?51,000 will have been spent on Mr

:06:36. > :06:41.Jones and another senior officer in lieu of pension contributions. The

:06:42. > :06:44.authority says it will consider the report but opposition councillors

:06:45. > :06:49.want action to be taken. We as an opposition will be tabling our

:06:50. > :06:53.special meeting request from November, which calls for the Chief

:06:54. > :07:03.Executive to be immediately suspended and an investigating panel

:07:04. > :07:07.to be opened. They say it is up to both councils to decide whether they

:07:08. > :07:12.want to ask officers to pay the money back. Meanwhile, the police

:07:13. > :07:16.say the force is in discussion with the auditor.

:07:17. > :07:19.Rugby - and the four regions say they're angry they haven't received

:07:20. > :07:22.?800,000 from the organisers of the Heineken European Cup. They say

:07:23. > :07:25.they've had to make alternative arrangements to pay wages. ERC have

:07:26. > :07:29.disputed the claims, saying a decision on releasing the money was
