:00:23. > :00:26.battering the coastline. The South has been the worst affected, with

:00:27. > :00:29.winds up to 70 miles an hour. Fallen trees have blocked roads and damaged

:00:30. > :00:37.buildings, and forecasters say more bad weather is expected. Nick Palit

:00:38. > :00:42.reports. It is now an all too familiar scene

:00:43. > :00:46.just a month into 2014. Gale force winds, rain is, a battered

:00:47. > :00:50.coastline. Here in the Vale of Glamorgan, the Esplanade were shot

:00:51. > :00:54.to traffic as a precaution. The force of the high tide, showering

:00:55. > :01:01.the seafront with rocks, pebbles and seaweed. The nearby Cardiff Bay

:01:02. > :01:05.barrage was also closed for a time. The bad weather hit last night and

:01:06. > :01:09.storm force winds brought down power lines, leaving 700 homes in south

:01:10. > :01:13.Wales without electricity for a time. Western power just abuse and

:01:14. > :01:17.say they have now all been reconnected. As dawn broke, the

:01:18. > :01:22.storms continued, producing these dramatic images. They have also been

:01:23. > :01:26.reports of houses being flooded in the Brecon area. In the West,

:01:27. > :01:31.visitors to this beach have been warned of collapsing sand dunes.

:01:32. > :01:34.Millions of tonnes of sand have been sheared off the dunes in recent

:01:35. > :01:40.storm surges, leaving dangerous drops of up to 35 feet. As it dries

:01:41. > :01:44.out it will then collapse. That is the danger. If you are standing

:01:45. > :01:48.close to the edge and it is drying out, it could fall away. On the

:01:49. > :01:53.Gower Peninsula, those who ventured out how to take shelter from the

:01:54. > :01:56.wind. A seafront cafe was damaged for the second time in as many

:01:57. > :02:05.weeks. They opened this morning after a pin-up operation. --

:02:06. > :02:10.clean-up operation. The storm knocked off some of the ball so

:02:11. > :02:18.water got in. Hopefully, this has not caused more damage. Further

:02:19. > :02:21.north, a tree fell on this hotel, wrecking its conservatory. It is the

:02:22. > :02:27.second time this year it has been damaged. Last month, a falling tree

:02:28. > :02:32.hit Mitchell Johnson play area at a nearby coastal railway line. Today,

:02:33. > :02:35.David Cameron announced another ?100 billion will be available for

:02:36. > :02:39.repairs, maintenance and flood protection. That is little comfort

:02:40. > :02:49.here in Wales as the budget will be coming from deaf and will be for

:02:50. > :02:52.England only. -- DEF RA. Britain has just experienced its

:02:53. > :02:56.wettest January for more than a century, and Wales has suffered more

:02:57. > :03:01.than its fair share of torrential rain. Forecasters are predicting

:03:02. > :03:05.more to come without 240 millimetres of rainfall expected today, and

:03:06. > :03:11.winds up to 70 mph lashing the South Wales coastline. Plans to give Wales

:03:12. > :03:14.some control over income tax are in jeopardy tonight after Labour said

:03:15. > :03:17.it would oppose the proposals. The Shadow Welsh Secretary, Owen

:03:18. > :03:20.Smith, said the Labour-run Welsh government hadn't asked for the

:03:21. > :03:23.power to vary income tax and wouldn't seek it in the future. The

:03:24. > :03:26.Conservatives say Mr Smith had changed Labour policy and, at the

:03:27. > :03:31.House Commons, the Prime Minister said he wanted to see devolution go

:03:32. > :03:35.further. The First Minister has been extremely clear. We did not ask for

:03:36. > :03:39.income tax varying powers. He does not think it a priority for Wales,

:03:40. > :03:43.he does not think it will necessarily benefit Wales, and we

:03:44. > :03:47.will not be seeking income tax varying powers in future. We fear

:03:48. > :03:52.there is a trap being laid for Welsh people by the Conservative party.

:03:53. > :03:56.The Conservatives say Mr Smith had changed Labour policy and, at the

:03:57. > :04:01.House of Commons, the Prime Minister said he wanted to see devolution go

:04:02. > :04:04.further. We are in favour of taking these further steps. We will be

:04:05. > :04:09.bringing forward legislation. We will take steps and make sure that

:04:10. > :04:14.people in Wales have a real say, and I want the Conservatives in Wales to

:04:15. > :04:16.stand up as the low tax party in Wales. Under our devolution plan,

:04:17. > :04:19.that is exactly what they will do. The Welsh Conservatives say they

:04:20. > :04:23.would scrap stamp duty for all properties worth up to a ?250,000 if

:04:24. > :04:26.they were in power in Wales after the Assembly elections in 2016.

:04:27. > :04:29.Stamp duty is in the process of being devolved. The Conservatives

:04:30. > :04:34.say the policy would cost around ?20 million.

:04:35. > :04:38.A former Gwent Police officer, who was removed from front line duties

:04:39. > :04:41.after a video of him arresting a pensioner was seen by millions on

:04:42. > :04:47.YouTube, has been awarded more than ?400,000 in compensation. A tribunal

:04:48. > :04:50.ruled senior officers made a "clear attempt" to silence Mike Baillon's

:04:51. > :05:01.complaints against the force. Here's our Gwent reporter Paul Heaney.

:05:07. > :05:09.been stopped for not wearing a seat belt, and then chased for 17 minutes

:05:10. > :05:13.before Mike Baillon smashed his window to stop the pursuit. It was

:05:14. > :05:19.the moment that changed his police career. Ultimately, the driver was

:05:20. > :05:26.the author of his own downfall, I feel. I simply wanted him to put his

:05:27. > :05:30.seat belt on. It was the end of my day, I had no intention to issue

:05:31. > :05:35.another fixed penalty, or to pursue him, or to break the window, or to

:05:36. > :05:40.arrest him. That all came about as a result of his actions. Mr Whatley

:05:41. > :05:48.was found guilty of several motoring offences and later settled out of

:05:49. > :05:52.court for ?65,000 in costs and damages. It is a terrific waste of

:05:53. > :05:58.public funds and money. It is about time the police were held to

:05:59. > :06:03.account. Mike Baillon received threats when this video was posted

:06:04. > :06:05.on the Internet. The way the incident was reported deeply

:06:06. > :06:11.affected him and his family. Unfortunately, my wife suffered a

:06:12. > :06:15.miscarriage a few days after the story came out in the press. I feel

:06:16. > :06:19.that was brought on as a result of the stress of the way that the story

:06:20. > :06:26.was reported. When he complained to senior

:06:27. > :06:29.officers about the way the incident had been handled in 2009, he said

:06:30. > :06:35.they failed to listen and undermined him in his job. Last year, and

:06:36. > :06:39.employment tribunal ruled Mike Baillon was punished by senior

:06:40. > :06:44.officers when they removed from the front line policing he loved. Now he

:06:45. > :06:49.is in line for at least 430 thousand pounds in compensation for the

:06:50. > :06:54.police pension he lost when he felt forced to quit. Went police says it

:06:55. > :06:57.is disappointed and is reflecting on the judgement. Mike Baillon is now

:06:58. > :07:02.moving on, having started his own Woodcraft business, and says he

:07:03. > :07:05.would rather have his old job back. A cash instalment, which the rugby

:07:06. > :07:09.regions were expecting to receive for playing in the Heineken Cup, has

:07:10. > :07:12.been delayed for a second time. The four regions say they're owed

:07:13. > :07:15.?200,000 each from European Rugby Cup, the company which runs the

:07:16. > :07:18.tournament. They say it's caused them difficulties and have had to

:07:19. > :07:20.make alternative arrangements to pay wages. The ERC says they'll

:07:21. > :07:24.reconsider the matter on February 19th.

:08:10. > :08:16.force, and one flood warning. Tomorrow, I do have some good news.

:08:17. > :08:20.I can promise a drier day, at least for a while. Lighter winds, but

:08:21. > :08:24.there is more rain on the way. The wind will slowly ease denied. Still

:08:25. > :08:27.a few showers around, but turning generally drier as the night wears

:08:28. > :08:36.on. Temperatures will stay above freezing. Tomorrow morning, the best

:09:04. > :09:08.input channel. Back to Wales, that vein is setting in by 3pm tomorrow

:09:09. > :09:11.afternoon. It spreads across much of the country. The wind will be much

:09:12. > :09:17.lighter tomorrow, and still feeling quite chilly. Tomorrow evening, more

:09:18. > :09:24.rain to come. It will be heavy. Also some snow for the higher ground. On

:09:25. > :09:28.Friday, the rain and snow will clear away, and the weather will improve

:09:29. > :09:34.becoming dry up with some sunshine that wind easing. But, the respite
