:01:13. > :01:14.And they're expecting a bumpy ride to Ireland as one player commits his

:01:15. > :01:22.future to Wales. They're facing a repair bill running

:01:23. > :01:25.into millions. Today, council concerns about who's going to pay

:01:26. > :01:29.for the damage caused by winter storms were taken straight to the

:01:30. > :01:33.Welsh Government. The Natural Resources Minister was visiting the

:01:34. > :01:37.North Wales coast. But Alun Davies stopped short of announcing any

:01:38. > :01:46.extra money for repairs. Roger Pinney reports.

:01:47. > :01:49.A relatively calm day for once. But on the prom there was plenty of

:01:50. > :01:54.evidence of the damage caused by more than a month of storms. The

:01:55. > :01:59.Environment Minister was here to see it. Local politicians were quick to

:02:00. > :02:05.get to the point. Are you likely to be announcing further funding? We

:02:06. > :02:18.have already announced the funding. ?2 million is not going to even...

:02:19. > :02:22.The cost of storm damage here has been put at ?5 million. Other

:02:23. > :02:27.authorities face similar bills. The people know where they think the

:02:28. > :02:35.money should come from. Who should pay for it? I believe the government

:02:36. > :02:40.should pay for it. The government. But Wales or Westminster? An

:02:41. > :02:44.announcement is due. In Natural Resources Wales assessment is coming

:02:45. > :02:48.but still the big question remains. It is not just here, there is damage

:02:49. > :02:55.right around the Welsh coastline. If they're going to be any more money?

:02:56. > :03:01.We have already announced money for emergency repairs and that is

:03:02. > :03:09.happening at the moment. Engineer is helping to fix alias that have been

:03:10. > :03:12.damaged over the past month. We are now assessing the damage for the

:03:13. > :03:20.long-term. Our reserves will not cover this devastation. A band down

:03:21. > :03:25.Wales, councils are beginning to count the cost of the damage so far.

:03:26. > :03:29.Pictures of storms lashing the prom in Aberystwyth have appeared on TV

:03:30. > :03:37.screens and newspapers across the UK. In Ceredigion they are already

:03:38. > :03:44.looking at a bill in excess of ?1.5 million. And some bus passengers had

:03:45. > :03:48.a lucky escape here. And this is unlikely to be the end of it. This

:03:49. > :03:53.who pays the bills business is turning into a political row. Until

:03:54. > :03:59.today, the Welsh government had promised ?3 million but should the

:04:00. > :04:03.UK government help pay as well? And what about Europe? UK government

:04:04. > :04:09.ministers or ministers in Cardiff, who should ask for the money from

:04:10. > :04:19.Europe? The UK government pledged another ?30 million in England. That

:04:20. > :04:29.prompted a cry for help from a Plaid Cymru MP. Following the flooding in

:04:30. > :04:39.2007, the UK government accidents are Solidarity fund. -- accessed.

:04:40. > :04:41.Isn't the UK government guilty of absolving its moral obligation of

:04:42. > :04:52.helping of communities in times of crisis? Matters relating to flooding

:04:53. > :04:57.is a devolved matters. Like the storms, the bills keep rolling in.

:04:58. > :05:01.Derek will have the latest forecast later on.

:05:02. > :05:05.A man from Tenby has been found guilty of murdering a woman after

:05:06. > :05:09.stabbing her 40 times. Joanna Hall was attacked at her home last March

:05:10. > :05:13.but she survived for three weeks. During that time she was able to

:05:14. > :05:16.tell the police what had happened. Miss Hall's family described

:05:17. > :05:20.Williams as an evil monster. Cemlyn Davies reports.

:05:21. > :05:23.She's a murder victim who was able to tell the police who was

:05:24. > :05:27.responsible and today Joanna Hall's killer was brought to justice.

:05:28. > :05:36.Afterwards, a statement was read out on behalf of Miss Hall's family.

:05:37. > :05:41.Nothing will bring her back or change the keenest things that

:05:42. > :05:47.Williams did to her. Unfortunately, we now have to live with that for

:05:48. > :05:50.the rest of our lives. Stephen Williams was an evil monster who

:05:51. > :05:55.needs to be locked away so that he can hurt no one else in the same

:05:56. > :05:59.way. Joanna Hall died three weeks after she was stabbed by Steven

:06:00. > :06:03.Williams at her home in Tenby. The pair were known to each other and

:06:04. > :06:06.the court heard they had slept together several times. Steven

:06:07. > :06:09.Williams has never denied being with Joanna Hall that night but the

:06:10. > :06:13.self-confessed alcoholic said he'd popped to a local supermarket to buy

:06:14. > :06:17.a bottle of whisky when the attack happened and by the time he returned

:06:18. > :06:22.to the flat Miss Hall was lying on the floor bleeding excessively. But

:06:23. > :06:25.the prosecution argued this CCTV footage shows there was already a

:06:26. > :06:31.significant amount of blood on Williams' clothes when he went to

:06:32. > :06:35.the shop. The jury was also told his fingerprints were found on a knife

:06:36. > :06:38.in the apartment and the court heard Williams said to Miss Hall, "Will

:06:39. > :06:42.you just die?" It took the jury of six men and six women eight and a

:06:43. > :06:45.quarter hours to reach a majority verdict, where ten jurors agreed

:06:46. > :07:03.Steven Williams was guilty of murder. Steven Williams showed no

:07:04. > :07:09.emotion as the verdict was delivered. In the public gallery,

:07:10. > :07:12.Joanna Hall's mother and sister, who have been in court throughout this

:07:13. > :07:20.trial, burst into tears and other family members embraced as they left

:07:21. > :07:24.court. Steven Williams will be sentenced either tomorrow or on

:07:25. > :07:27.Monday. The family of a prisoner at

:07:28. > :07:31.Bridgend's Parc Prison was wrongly informed he had died. The security

:07:32. > :07:34.firm G4S say they will apologise after the incident, which followed

:07:35. > :07:39.the death of a different prisoner at the start of the month.

:07:40. > :07:42.The Cardiff Airport shuttle bus service has carried, on average,

:07:43. > :07:46.less than four passengers per journey since its launch. The Welsh

:07:47. > :07:53.Government-funded shuttle was used by around 2,800 people per week

:07:54. > :07:58.between August and January. A review of the service is underway.

:08:06. > :08:10.Laudrup says he's taking legal advice after being sacked by the

:08:11. > :08:14.club. He issued a statement just before his successor Garry Monk's

:08:15. > :08:18.first press conference. The club captain, who's now been made head

:08:19. > :08:23.coach, says he would do anything to help the club. And he confirmed he'd

:08:24. > :08:31.like to do the job on a permanent basis. Here's our sports reporter

:08:32. > :08:33.Ashleigh Crowter. He has walked into the Liberty

:08:34. > :08:38.Stadium hundreds of times as a player. But Garry Monk now has a

:08:39. > :08:42.different job, leading the club out of danger in the Premier League. At

:08:43. > :08:48.the press conference, he cut a relaxed figure. A man not overawed

:08:49. > :08:53.by the job in front of him. It is not as if I really had a choice. I

:08:54. > :08:57.have always said I will be prepared for the club and that is all I have

:08:58. > :09:02.to be. I will not be anyone else, all I can be is myself. I have been

:09:03. > :09:06.here for ten years so I know everything about the club. I know

:09:07. > :09:11.everything about the players. I know everything about the reputation. The

:09:12. > :09:19.club felt this sort of situation I was probably the best person to take

:09:20. > :09:22.it on. Managing the club would be one of the proudest things I could

:09:23. > :09:28.ever do. It is not the way I thought it could happen but it has happened.

:09:29. > :09:34.But my focus is not on that, it is on the players and this game coming

:09:35. > :09:40.up. As he smiled, settling into its new seat, it contrasted sharply with

:09:41. > :09:43.the man he replaced. In a statement, Michael Laudrup said he was deeply

:09:44. > :09:47.disappointed to have been dismissed, in particular the manner

:09:48. > :09:50.in which it happened. He said Swansea had given no reasons why

:09:51. > :09:55.such a hasty and final action was necessary. He added that he was now

:09:56. > :09:59.taking legal advice but thank the fans for their continued support. He

:10:00. > :10:04.said it had been an honour to manage their great football club. He also

:10:05. > :10:07.said that the club have not allowed him to come back to the training

:10:08. > :10:12.ground to say goodbye to the players and so he was having to do it via a

:10:13. > :10:16.statement. He described their contribution to the club's recent

:10:17. > :10:21.successes as fantastic. Garry Monk says he does not know how or why the

:10:22. > :10:28.Laudrup was sacked. He was just asked to prepare the team for the

:10:29. > :10:32.game against Cardiff. If it was to be my last part as a player, it

:10:33. > :10:39.would obviously be because I have done well. Swansea and Cardiff now

:10:40. > :10:42.have new managers in place. Saturday's derby will be a major

:10:43. > :10:46.test of their credentials. More sport later on as we turn our

:10:50. > :10:52.?40 million is being wasted in Wales because of changes to housing

:10:53. > :10:56.benefit, according to the housing association Wales and West. It says

:10:57. > :11:00.millions of pounds have been spent adapting homes for disabled tenants

:11:01. > :11:03.who may now have to move to smaller properties, meaning their original

:11:04. > :11:14.homes have to be made standard again. Here's our economics

:11:15. > :11:24.correspondent Sarah Dickins. Judith Parker's house was specially

:11:25. > :11:30.adapted to her family. A room each, wider corridors and lifting

:11:31. > :11:35.equipment in the bathroom. It costs ?19,500. Person died three years

:11:36. > :11:42.ago. She is now deemed to be and occupied. The housing benefit has

:11:43. > :11:52.been cut and she is struggling. I can't afford to buy anything for

:11:53. > :11:58.myself. New clothes. These clothes are hanging off me basically. Judith

:11:59. > :12:03.is now paying just more than ?16 a week to stay there. The report

:12:04. > :12:06.argues it is a false economy if disabled people moved to a smaller

:12:07. > :12:14.house which then also needs to be adapted. Its research shows that of

:12:15. > :12:19.the 9500 homes it manages, 779 are under occupied and of those, 74 have

:12:20. > :12:26.been adapted for disabilities. That has cost on average ?7,700 for each

:12:27. > :12:32.house. Wales and West argues that across Wales that adds up to ?40

:12:33. > :12:35.million for all the adaptations. The longer it goes on, the more likely

:12:36. > :12:39.these people are to move and the money that has been spent will be

:12:40. > :12:44.wasted and they will then demand new adaptations in the new properties.

:12:45. > :12:48.The housing association has had a reply from the Minister for welfare

:12:49. > :12:53.reform. He says the bill was spiralling out of control and it had

:12:54. > :12:57.gone from ?11 billion up to ?23 billion after the last Labour

:12:58. > :13:03.government and he was also expecting that to go up to ?25 billion by next

:13:04. > :13:07.year. The UK government also says it has given nearly ?8 million to Wales

:13:08. > :13:11.for what are called discretionary housing payments to help tenants

:13:12. > :13:15.struggling to pay rent. Applications go to local councils and Wales and

:13:16. > :13:19.West argue what is also needed is for disabled people living in

:13:20. > :13:21.significantly adapted housing to be exempt from what opponents call the

:13:22. > :13:26.bedroom tax. You're watching Wales Today. Plenty

:13:31. > :13:36.the plan from the Conservatives if they win the next Assembly election.

:13:37. > :13:39.Police are carrying out investigations at a Cardiff school

:13:40. > :13:44.whose deputy-head teacher has already admitted hiding a camera to

:13:45. > :13:48.film children in a toilet. Those offences took place elsewhere. Now

:13:49. > :13:54.detectives have been given full access to Ysgol Glantaf where he

:13:55. > :14:02.worked. Live now to our reporter Nick Palit, who's outside the

:14:03. > :14:07.school. What is the latest? Six days ago, the deputy head of this Welsh

:14:08. > :14:12.medium secondary school appeared before Cardiff Magistrates' Court on

:14:13. > :14:17.three charges of voyeurism. Buchanan pleaded guilty to recording another

:14:18. > :14:21.person doing a private act without their consent for the purpose of

:14:22. > :14:27.sexual gratification. Those offences involved using a camera that was

:14:28. > :14:31.hidden in a toilet. Acting on information, police recovered that

:14:32. > :14:37.camera along with memory sticks with files of five children on it. Those

:14:38. > :14:40.fences did not take place at this school but in court it was said that

:14:41. > :14:46.the police investigation was still ongoing. Today, the headmaster at

:14:47. > :14:50.this school has written to the parents of all pupils to bring them

:14:51. > :14:54.up to date with the investigation. In his letter, he says that South

:14:55. > :15:00.Wales peace officers have been given full access to the school to aid

:15:01. > :15:07.their investigation and they will continue to cooperate fully -- South

:15:08. > :15:11.Wales Police. He says he knows their respective elation that more charges

:15:12. > :15:15.will follow but because the investigation is ongoing, he cannot

:15:16. > :15:18.comment or speculation further. He says that they understand this is

:15:19. > :15:22.extremely concerning for everyone involved with the school. Mr

:15:23. > :15:28.Williams has been suspended from his post and will appear before Cardiff

:15:29. > :15:31.Crown Court on February 21. The Welsh Conservatives say they

:15:32. > :15:36.would scrap stamp duty for all properties worth up to ?250,000 if

:15:37. > :15:40.they were in power at the Assembly. It's the first policy set out by any

:15:41. > :15:43.of the parties on the tax, which is in the process of being devolved to

:15:44. > :15:49.Wales from Westminster. Here's our Political Editor Nick Servini.

:15:50. > :15:54.It will be the most high-profile new tax that the Welsh government is

:15:55. > :15:56.getting its hands-on. The Conservatives have fired the

:15:57. > :16:04.starting gun on what to do with stamp duty. You don't pay any stamp

:16:05. > :16:16.duty on properties with up to ?125,000. Between 125000 and

:16:17. > :16:25.?250,000, you currently pay 1%. Over ?250,000, it rises 3%. The average

:16:26. > :16:30.property price in Wales is around ?160,000. This house is worth

:16:31. > :16:36.?250,000 so any buyer would potentially save ?2500. The

:16:37. > :16:41.Conservatives estimate the policy will benefit around 13,000 people a

:16:42. > :16:46.year, cost around ?20 million and would pay for it from the housing

:16:47. > :16:50.budget and savings. We believe home ownership is a key part in driving

:16:51. > :16:54.entrepreneurial spirit in Wales. We need a more dynamic economy and one

:16:55. > :16:58.of the biggest dreams people have is owning their own home and having

:16:59. > :17:01.that foot on the property ladder. Very often collating the last couple

:17:02. > :17:07.of pounds but the obstacles in the way. Most of the houses on this road

:17:08. > :17:12.in Cardiff could be affected by the proposal, so what impact could the

:17:13. > :17:18.policy have on the market yet? If you look at an average of ?160,000

:17:19. > :17:20.within the 1% bracket currently, I don't think that will be a

:17:21. > :17:25.difference between someone getting a mortgage and not getting a mortgage

:17:26. > :17:28.in what is a rising market. The Welsh government has questioned the

:17:29. > :17:32.cost of the stamp duty policy and says it will come up with its own

:17:33. > :17:39.proposals when its plans are fully developed.

:17:40. > :17:48.Mortimer 's on whether income tax will be devolved to Wales as well.

:17:49. > :17:51.Partial control of income tax, but they will need to be a referendum.

:17:52. > :17:55.The stories we brought you last night with comments by Labour's

:17:56. > :17:59.Shadow Welsh Secretary, very sceptical comments about the

:18:00. > :18:02.benefits to Wales of this, and he said the first Mr Carwyn Jones

:18:03. > :18:08.agreed with him and that the first Minister had not asked for income

:18:09. > :18:11.tax powers but the Conservatives have pointed out that in his

:18:12. > :18:15.admission to the Welsh office committee of MPs last month, he did

:18:16. > :18:21.say that income tax powers should be devolved to Wales, subject to a

:18:22. > :18:26.referendum and subject to changes in funding and the structure of the

:18:27. > :18:29.tax. The Conservatives, who have spreads on this themselves, are

:18:30. > :18:33.trying to make the point that there are spreads in the rank of labour as

:18:34. > :18:37.well. We spoke to Owen Smith tonight and he says that submission should

:18:38. > :18:41.come to Wales only because at that stage it was evident that the powers

:18:42. > :18:45.were coming anyway and Welsh government was just being

:18:46. > :18:49.responsible. The Welsh government says that there is no contradiction

:18:50. > :18:57.here and the tax in its current model are effectively useless.

:18:58. > :19:00.A group of Welsh MPs have been visiting a shale gas site in

:19:01. > :19:05.Lancashire as part of their inquiry into energy. The UK government is

:19:06. > :19:08.issuing a new round of licenses which allow companies to explore for

:19:09. > :19:12.oil and gas, but there are economic and environmental concerns. Our

:19:13. > :19:23.environment correspondent Iolo ap Dafydd met them at a drilling site.

:19:24. > :19:28.North Lancashire is farming country, full of narrow lanes, dairy

:19:29. > :19:33.cows and sheep. In between larger towns such as Blackpool and Preston,

:19:34. > :19:38.there are rural villages, but under these fields they could be billions

:19:39. > :19:42.of cubic feet of shale gas. Three Welsh MPs preparing a report on

:19:43. > :19:48.energy came to see how a company drills for shale gas. There is a

:19:49. > :19:53.potential here for another -- huge number of jobs to be created for an

:19:54. > :20:01.industry that could improve energy security for the UK and pushed down

:20:02. > :20:05.energy prices as well. Clearly, the Labour and Conservative party are

:20:06. > :20:12.absolutely agreed that any fraking that expose has to be done safely.

:20:13. > :20:18.The company has temporarily stop due to technical reasons but it is one

:20:19. > :20:22.of the oldest wells and companies enough gas for one megawatt of

:20:23. > :20:27.power. But some are unconvinced about the potential economic of

:20:28. > :20:31.drilling for shale gas underground. What surprised me here is learning

:20:32. > :20:36.how little this one well actually produces. It is one megawatt of

:20:37. > :20:39.electricity. You will need an awful lot if you are going to produce as

:20:40. > :20:42.much as the average power station. We have got to look very carefully

:20:43. > :20:48.at whether it is worth that investment. Every energy provider is

:20:49. > :20:51.going to claim that it is going to be the next thing since sais bread

:20:52. > :20:59.and it is going to sort all our energy needs -- sliced bread. We as

:21:00. > :21:03.politicians and representatives and decision-makers have got to treat

:21:04. > :21:09.all those claims with an adequate degree of scepticism. In Wales,

:21:10. > :21:19.protest groups have been formed to oppose the process. The company have

:21:20. > :21:22.no interest in Wales yet but other companies are exploring gas reserves

:21:23. > :21:28.around the South Wales coalfield and in north-east Wales. These MPs and

:21:29. > :21:32.their colleagues are preparing a report on shale gas. The British

:21:33. > :21:37.George called survey are also doing a report on just how much shale gas

:21:38. > :21:39.they could be in Wales. That has been commissioned by the Welsh

:21:40. > :21:48.government and they are respecting it at the end of this month.

:21:49. > :21:50.Rugby's on the agenda now. Back to Claire.

:21:51. > :21:54.Wales' four regions are taking legal advice over the nonpayment of

:21:55. > :21:57.European Cup cash. They were hoping for an ?800,000 instalment

:21:58. > :22:01.yesterday, but will have to wait another two weeks to see if they get

:22:02. > :22:05.it. Meanwhile, the Welsh Rugby Union has stepped in with the offer of a

:22:06. > :22:08.temporary loan. Our sports news correspondent Gareth Lewis is here.

:22:09. > :22:11.Let's deal with this late money and the regions first of all. What are

:22:12. > :22:15.they saying? The company which runs the European cup met at a board

:22:16. > :22:19.meeting yesterday and they decided to postpone any decision on payments

:22:20. > :22:23.and they did it on their own legal advice because of uncertainty over

:22:24. > :22:27.the future of the tournament. Wales's regions and the English

:22:28. > :22:32.clubs are backing a different European cup edition next season.

:22:33. > :22:36.Understandably, the regions, it is understood, have concerns about

:22:37. > :22:44.paying their wages this month. ?800,000 is an awful lot of money.

:22:45. > :22:47.What are the WRU offering? They are considering offering a loan to cover

:22:48. > :22:52.any shortfall, if the regions request one. The union have said

:22:53. > :22:56.there are no strings attached. The regions are unlikely to take up that

:22:57. > :22:59.request as things stand. They want to know more about what security

:23:00. > :23:04.they would need to put up and more on the terms of that loan. They may

:23:05. > :23:14.feel as well that a loan is a sticking plaster. The next board

:23:15. > :23:18.meeting is on February 19 way a decision will be made on this

:23:19. > :23:22.money. The regions have had the latest instalment of money this week

:23:23. > :23:28.for playing in the Pro12, which is the lead we watch on BBC and S4C on

:23:29. > :23:33.Fridays and Saturdays. But Wales centre at Scott Williams is staying

:23:34. > :23:37.put. With all the uncertainty, another one decides to stay in

:23:38. > :23:42.Wales. The young Scarlet centre had an offer of a central contract from

:23:43. > :23:47.the Welsh Rugby Union and an offer from the Scarlets and he has opted

:23:48. > :23:51.to sign for his region. He scored a great fright on the weekend against

:23:52. > :23:55.Italy. Against the Six Nations in mind, there will be a lull tomorrow

:23:56. > :23:58.and over the weekend but next week Brace yourself for a formal

:23:59. > :24:04.announcement from the regions that they will look to join the initial

:24:05. > :24:06.Premiership next season. -- English Premiership.
