:00:19. > :00:21.kayaker missing in a river in Powys. The man was part of a group of eight

:00:22. > :00:25.experienced kayakers on the River Usk at Llangynidr, near Crickhowell.

:00:26. > :00:31.Tonight, the search was scaled down, but a small team of specialists main

:00:32. > :00:34.in the area. Nick Palit reports. Since lunchtime they've searched a

:00:35. > :00:36.seven-mile stretch of the fast flowing River Usk. The police

:00:37. > :00:40.helicopter aided those on the ground, backed up by an RAF Search

:00:41. > :00:44.and Rescue chopper from RAF Chivenor in Devon. The alarm was raised by a

:00:45. > :00:46.group of kayakers who'd lost one of their party while negotiating these

:00:47. > :00:57.swollen, raging torrents near Llangyndr. We were called at one

:00:58. > :01:03.o'clock to say the crews had fallen into the river and since then we

:01:04. > :01:08.have had an ongoing search with mountain rescue and the Fire

:01:09. > :01:13.Service. We are searching down the river down quite some way. At

:01:14. > :01:16.Llangyndr village hall, Incident Command - where specialists from

:01:17. > :01:19.Brecon Mountain Rescue helped the police and the Fire Service

:01:20. > :01:22.co-ordinate the search. The missing man, who's in his 30s, had been with

:01:23. > :01:31.seven others, all experienced, all well-equipped. Police are speaking

:01:32. > :01:37.to the people who was with the person who went in the web. He is an

:01:38. > :01:43.experienced kayaker and had a buoyancy aid -- went in the river.

:01:44. > :01:47.They were correctly equipped so we hope that will help him to the

:01:48. > :01:50.Riverside and he self rescued. Within hours of launching the

:01:51. > :01:53.search, a kayak matching the description of the one belonging to

:01:54. > :02:00.the missing man was recovered a few miles downstream of Crickhowell. As

:02:01. > :02:06.darkness falls, the rescuers say they will not give up but will

:02:07. > :02:09.concentrate their search along the banks, using cameras and sniffer

:02:10. > :02:12.dogs. Tonight, at bridges along the river, there's a police and Fire

:02:13. > :02:15.Service presence. Although the search has been scaled down, a small

:02:16. > :02:17.specialist team will work on through the night in the hunt for the

:02:18. > :02:24.missing man. Heavy rain and strong winds have

:02:25. > :02:27.eased across Wales after a weekend of power cuts. The M4 near Swansea

:02:28. > :02:31.has reopened after a lorry overturned on the Briton Ferry

:02:32. > :02:36.Bridge. And, Western Power Distribution have reconnected around

:02:37. > :02:40.67,000 properties after power cuts. After the recent bad weather, Week

:02:41. > :02:43.In Week out will question whether there's enough money to repair and

:02:44. > :02:46.protect, or whether some communities will have to permanently retreat.

:02:52. > :02:56.The number of Welsh students applying to study in England has

:02:57. > :03:00.risen by nearly 20% since 2010, to around 50,000. Figures from the

:03:01. > :03:04.university admissions body, UCAS, show that the total staying in Wales

:03:05. > :03:09.has fallen nearly 10% over the same period, to around 36,500. The Welsh

:03:10. > :03:12.Government says its policy of paying the bulk of students' tuition fees,

:03:13. > :03:16.wherever they study in the UK, was the most equitable it's ever had.

:03:17. > :03:26.But opposition parties are questioning it. We are starting to

:03:27. > :03:30.see problems with regard to the level of investment in higher

:03:31. > :03:35.education in Wales compared to England. Certainly I've been having

:03:36. > :03:38.representations from many institutions regarding the quality

:03:39. > :03:44.of living accommodation and living blocks and this is a pattern since

:03:45. > :03:45.devolution where levels of investment have been lessened in

:03:46. > :03:50.Wales. Cardiff City are just one place from

:03:51. > :03:53.the bottom of the Premier League tonight.

:03:54. > :03:59.Manchester United's draw with bottom placed Fulham kept the Bluebirds one

:04:00. > :04:02.spot ahead. Swansea City are 10th in the league after their 3-0 win
