:00:25. > :00:29.death of a man in Cardiff is linked with an internet drinking game. The

:00:30. > :00:33.29-year-old man has been named locally as Stephen Brookes from the

:00:34. > :00:36.Rumney area of the city. "NekNnominate" involves dares which

:00:37. > :00:40.are filmed and posted online - it's already been linked to the death of

:00:41. > :00:50.a 20-year-old man in London and two deaths in Ireland. Matt Murray

:00:51. > :00:55.reports. I would like to nominate. It is an

:00:56. > :01:01.Internet drinking grain which swept through social media. NekNominate

:01:02. > :01:05.involves people filling in on themselves downing a drink, posting

:01:06. > :01:09.the video online and then nominating someone else to do the same. It is

:01:10. > :01:13.also involves carrying out a stunt or a trick. But has it played the

:01:14. > :01:20.part in claiming the life of Stephen Brooks? Today his family told me

:01:21. > :01:23.they are awaiting the results of a postmortem before making any

:01:24. > :01:27.comment. But last night his friends took to Twitter to pay tribute and

:01:28. > :01:43.express their concern. One said: The drinking game has already

:01:44. > :01:47.claimed lives. This man's teenage nephew died ten days ago in Ireland.

:01:48. > :01:52.It made headline news after he jumped into a river as part of the

:01:53. > :01:57.Internet drinking game. It is believed he had downed a pint of

:01:58. > :02:01.mixed spirits. It is all the weirdest things, you name it as a

:02:02. > :02:05.dare and they will do it. These kits, they have got to get it

:02:06. > :02:11.through their thick heads, the damage it is doing to families. Our

:02:12. > :02:17.family is ripped apart, burette with grief. We just... We just don't know

:02:18. > :02:22.what to do. There is no answer to it. He was a lad you would never

:02:23. > :02:30.think he would do something like that. He was such a quiet boy. The

:02:31. > :02:35.use of social media has seen videos shared across the world. We as

:02:36. > :02:39.students at Aberystwyth University what they think of it. It is funny

:02:40. > :02:46.to watch, but I don't think I would partake in it. I was nominated by

:02:47. > :02:51.one of my flatmate. He had done his and nominated a few other people. I

:02:52. > :02:58.decided not to do it because I don't like the idea of it. It is believed

:02:59. > :03:02.it started in Australia and has seen people down toxic substances

:03:03. > :03:09.including motor oil and nail varnish remover, but most of all it is

:03:10. > :03:13.alcohol. It is a tendency for people to up the anti-and claim they have

:03:14. > :03:18.done all sorts of things which other people are trying to copy with it

:03:19. > :03:25.seems, tragic complement -- consequences. This man believes many

:03:26. > :03:30.are taking part in NekNominate against their will. Don't do it,

:03:31. > :03:35.become a chicken. There is nothing wrong about being honest about not

:03:36. > :03:38.killing yourself. That is what it amounts to.

:03:44. > :03:46.Police have confirmed tonight they've seized heroin worth millions

:03:47. > :03:49.of pounds. Nine people have been charged with supplying drugs. They

:03:50. > :03:55.were arrested in Cardiff, Newport and on the M5, in a joint operation

:03:56. > :03:59.by Gwent and South Wales police. The family of a kayaker who went

:04:00. > :04:03.missing on the River Usk in mid Wales have described him as an

:04:04. > :04:06.adventurous and caring man. Gareth Lockyer, from Warwick disappeared

:04:07. > :04:11.when he was with a group of experienced kayakers at Llangynidr

:04:12. > :04:16.near Crickhowell. Rescuers found a body this morning.

:04:17. > :04:19.Your water bill's going up. Welsh Water and Severn Trent will increase

:04:20. > :04:25.their charges from April by a little over 1%. Welsh Water's average bill

:04:26. > :04:29.for a home will go up by ?6 to ?440 a year, the third highest in Wales

:04:30. > :04:36.and England. Dee Valley Water customers will see an increase of

:04:37. > :04:39.3.2%. A new package of support to help

:04:40. > :04:41.raise standards in our worst performing schools has been

:04:42. > :04:45.announced by the Welsh Government. Schools Challenge Cymru will receive

:04:46. > :04:50.?20 million a year targeted at the 40 schools the government believes

:04:51. > :04:57.are most in need of support. It's modelled on a scheme rolled out in

:04:58. > :05:05.London. Our education correspondent, Arwyn Jones, has been to see how it

:05:06. > :05:09.worked there. Ten years ago, Woodside secondary school in

:05:10. > :05:14.Tottenham was the worst performing school in London. In 2003 they were

:05:15. > :05:17.included in the London challenge. As a result, standards here as

:05:18. > :05:24.elsewhere in London, went through the roof. Results at schools like

:05:25. > :05:29.this speak for themselves. Since they became involved in 2003, the

:05:30. > :05:36.number of pupils here who have achieved has gone up between five

:05:37. > :05:40.and 10% every year and that is why the Welsh government is so keen on

:05:41. > :05:45.this idea. The London challenge was a programme of support for the poor

:05:46. > :05:50.performing schools in London. They brought in experts who work

:05:51. > :05:55.alongside my teachers to build up their capacity to get them to focus

:05:56. > :05:59.on the things that were critical do develop the teaching, so the

:06:00. > :06:02.learning of the children improved hugely. Schools had to help each

:06:03. > :06:08.other, share best brat this and staff. But that had its own

:06:09. > :06:13.problems. There is a problem about the government's desire that schools

:06:14. > :06:16.both cooperate and complete. Obviously be outstanding school

:06:17. > :06:19.helping other schools, does not want its own results to go down as a

:06:20. > :06:25.result of its staff being out somewhere else. This school in Port

:06:26. > :06:29.Talbot is a textbook example of how the Welsh government would like all

:06:30. > :06:33.our schools to work, seen as some work where they get the most out of

:06:34. > :06:38.their pupils and sharing expertise. The head of English helps other

:06:39. > :06:43.schools learn how to improve their teaching. It is something we have

:06:44. > :06:48.worked very hard on within this school, and other secondary schools

:06:49. > :06:53.in Wales. It is always useful to share effective back this and see

:06:54. > :06:57.what other schools are doing in their practice and bring it to your

:06:58. > :07:03.own classroom. When she is helping others, this school loses valuable

:07:04. > :07:07.teacher. Launching the scheme today, the education minister said it is

:07:08. > :07:12.important to get the right mix. In Wales, schools are reluctant to

:07:13. > :07:16.share West practice, let alone their best teachers. There are other

:07:17. > :07:20.schools that are frankly underperforming and there are those

:07:21. > :07:26.who we know are delivering, who are taking part in this. Those we know

:07:27. > :07:31.who are delivering will be leaned upon to be part of the programme, we

:07:32. > :07:36.want their expertise. It would only be right we acknowledge that. Others

:07:37. > :07:40.say we must not assume a system that worked well in London will

:07:41. > :07:45.necessarily work here. It is all well intended. It has got that drive

:07:46. > :07:54.to improve performance, particularly in the most challenging situations.

:07:55. > :07:58.And we need to get the learning. It has been a difficult few months with

:07:59. > :08:03.disappointing exam results and slipping standards. Opposition

:08:04. > :08:06.parties say it is the fault of the Welsh government. The question now,

:08:07. > :08:10.will this renewed focus on helping the worst schools turn things

:08:11. > :08:19.around? There is snow, ice jails in

:08:20. > :08:24.torrential rain in the forecast. -- gales.

:08:25. > :08:37.In the next four days we could see another 40 to 70 centimetres of

:08:38. > :08:39.rain. At the moment there are two flood warnings in force in

:08:40. > :08:44.Monmouth, and the lower Dee Valley. A touch of frost inland, but the

:08:45. > :08:47.next band of heavy rain will cross the country in the early hours. Snow

:08:48. > :08:54.on higher ground and wind picking up. A wet start tomorrow, snow on

:08:55. > :08:57.some of the hills and mountains. During the morning it will brighten

:08:58. > :09:03.up nicely with sunshine. Across the rest of the UK, band of heavy rain,

:09:04. > :09:08.snow on the Pennines and other parts of Scotland. Sunshine following but

:09:09. > :09:11.wintry showers. These falling as hailstones, sleet and snow. Ailing

:09:12. > :09:17.coal tomorrow and that goes for Wales. At 3pm tomorrow, a few

:09:18. > :09:21.showers dotted around, but a few places dry and bright. Tomorrow,

:09:22. > :09:27.more rain and showers will spread across the country, some snow to

:09:28. > :09:31.even down to low levels from the valleys northwards. Into Wednesday,

:09:32. > :09:36.this deepening air of low pressure, another Atlantic storm looks like

:09:37. > :09:39.tracking towards us. The Met Office has issued an amber warning for

:09:40. > :09:45.severe gales to the south and west of the country. We could see ghosts

:09:46. > :09:50.in excess of 80 mph. More heavy rain as well. The rain will ease on

:09:51. > :09:52.Thursday but there is more rain on the way on Friday. Worth staying
