:00:26. > :00:31.abandoned in future. Some councils say rising sea levels mean they're

:00:32. > :00:34.too expensive to defend long term. The Minister for Natural Resources,

:00:35. > :00:39.Alun Davies says retreating is not part of his approach. But some

:00:40. > :00:56.councils say plans are already in place. Tim Rogers reports.

:00:57. > :01:00.While we storms rage, the question facing many communities is how are

:01:01. > :01:04.we going to defend them in future? As the cost goes up, the reality for

:01:05. > :01:07.small towns is they will have to abandon. Plans adopted widely by the

:01:08. > :01:17.council are those of managed retreat. The manager of the main

:01:18. > :01:24.tourist attraction, the fair born railway says the future looks

:01:25. > :01:27.bleak. Any policy that declares there is a cut-off point is

:01:28. > :01:32.inevitably going to make house values in the area drop. Who would

:01:33. > :01:35.buy a place in an area that won't be there in 20 years time? There are 50

:01:36. > :01:40.communities that have been earmarked for some kind of retreat from the

:01:41. > :01:54.sea. The leader of the council in Gwynedd says there is not the money

:01:55. > :02:00.to defend every community. The plan is trying to sustain the plan in the

:02:01. > :02:05.long-term, but we will have to look at the future of that community. As

:02:06. > :02:16.the weather deteriorates, short-term plans have been adopted. The

:02:17. > :02:18.Minister for Natural Resources, Aled Davies, suggests there is a

:02:19. > :02:21.difference of opinion between the government and local authorities.

:02:22. > :02:28.Managed retreat is not part of our policy. We are looking at managing

:02:29. > :02:34.defences. You cannot do everything everywhere and you cannot fund

:02:35. > :02:38.everything everywhere. The expert advice is that sea levels will

:02:39. > :02:42.continue to rise and doing nothing is not an option. But as the weather

:02:43. > :02:47.continues to confound predictions, the question of how will vulnerable

:02:48. > :02:54.communities be defended in the future will become more urgent.

:03:35. > :03:38.inspecting the pitch, or what could be seen of it. Newport County also

:03:39. > :03:45.have their sixth home match in succession called off. You OK? This

:03:46. > :03:50.weather has been full of surprises and in Monmouth, one of our viewers

:03:51. > :03:53.found this seal by the rowing club. While people pondered how it came to

:03:54. > :03:59.be there, the council has been dealing with the floodwaters near

:04:00. > :04:03.the leisure centre and Monmouth comprehension school. Tomorrow we

:04:04. > :04:09.are only allowing the older students into school. Wherever possible we

:04:10. > :04:15.are clearing gullies. Levels are so high now, it is difficult for the

:04:16. > :04:22.water to get away. In the next 24 hours we are due for more heavy

:04:23. > :04:25.rain, coastal gales and snow. We are told to be ready for disruption to

:04:26. > :04:27.transport and possibly power supplies.

:04:28. > :04:33.And Derek will have a full forecast in a few minutes.

:04:34. > :04:37.Now the rest of the day's news. A vote to ban the smacking of children

:04:38. > :04:39.could be held before the next Assembly elections after Welsh

:04:40. > :04:43.Government ministers promised the issue would be considered as part of

:04:44. > :04:46.future legislation. The pledge came after at least two Labour AMs

:04:47. > :04:48.threatened to rebel and vote for a Plaid Cymru amendment in favour of a

:04:49. > :04:52.ban. The family of a man who's death is

:04:53. > :05:00.thought to be linked to the online drinking game NekNominate say

:05:01. > :05:03.they're heartbroken. Stephen Brookes from Cardiff died on Sunday. South

:05:04. > :05:09.Wales Police are still investigating a possible link between the game and

:05:10. > :05:13.his death. There hasn't been too much to cheer

:05:14. > :05:15.about for Welsh schools recently with the latest Chief Inspector's

:05:16. > :05:18.reports and PISA's international rankings. But Ceredigion can allow

:05:19. > :05:21.itself a pat on the back .The school's inspectorate Estyn says

:05:22. > :05:24.it's the only council to be worthy of its highest rating. Here's our

:05:25. > :05:36.education correspondent, Arwyn Jones. The last council to be

:05:37. > :05:40.inspected so they the best till last. What is Ceredigion's secret?

:05:41. > :05:47.This set of figures holds part of the secret, and they have a tracking

:05:48. > :05:52.system so they know what is going on in schools. Pupils sit tests by the

:05:53. > :05:57.council every year and then the results are pored over so the

:05:58. > :06:01.council can address any problems. When we look at individual schools,

:06:02. > :06:08.we can look at individual pupils and asked that progress. Then we can see

:06:09. > :06:11.what has gone wrong in relation to the data. Other councils have been

:06:12. > :06:15.along to see if they can use this tracking system and it is here in

:06:16. > :06:21.the county's schools where they are seeing the results. The gap between

:06:22. > :06:24.boys and girls is narrowing, attendance levels is among the best

:06:25. > :06:31.in Wales and high standards means Ceredigion is in the highest

:06:32. > :06:36.authority across the board. But while Ceredigion has excelled, other

:06:37. > :06:39.councils don't do so well. A few are good, most are average and six are

:06:40. > :06:45.in special Moses because of poor standards. The Welsh government has

:06:46. > :06:50.put some education services in the hands of education consortia, the

:06:51. > :06:55.idea being that larger organisations can offer more support. If we don't

:06:56. > :06:58.have that local contact between the improvement team and the local

:06:59. > :07:03.schemes so they know each other well and can work together well, you will

:07:04. > :07:07.not get that improvement the Minister looking for. Other councils

:07:08. > :07:12.are told to follow Ceredigion's lead. With the challenges facing our

:07:13. > :07:15.schools, maybe this county holds the solution.

:08:08. > :08:13.wind warning for severe gales for the north and west of the country.

:08:14. > :08:19.Damaging gusts tomorrow up to 60 to 80 mph, possibly 90 mph on exposed

:08:20. > :08:24.coasts and hills and that is strong enough to bring down trees and

:08:25. > :08:29.damaged power lines as well. More showers will spread across the

:08:30. > :08:34.country overnight. They will be wintry in nature, rail, hailstones

:08:35. > :08:38.and sleet and snow for some. With temperatures close to freezing,

:08:39. > :08:42.watch out for icy patches. Tomorrow morning, we have another deep area

:08:43. > :08:47.of low pressure, tracking across Ireland towards Scotland. The next

:08:48. > :08:51.Atlantic storm. Tomorrow morning it may start dry but it won't last and

:08:52. > :08:57.rain will spread across the whole country. Snow for a time in mid

:08:58. > :09:05.Wales and the North. Wind increasing as well. Across the rest of the UK,

:09:06. > :09:09.heavy rain and gales will move north eastwards and in Scotland, blizzards

:09:10. > :09:13.on the mountains. Rain eventually clearing to showers in the south

:09:14. > :09:21.later on. Storm force around the Irish Sea. At 3pm in Wales tomorrow

:09:22. > :09:26.we're looking at showers. The wind is a big feature, even severe gales,

:09:27. > :09:31.storm force winds in the north-west and around Cardigan Bay. Could cause

:09:32. > :09:35.some damage. Severe gales in the north tomorrow evening will these,

:09:36. > :09:40.turning dry as well but a few wintry showers overnight. Into Thursday,

:09:41. > :09:45.less windy and brighter. There will be some sunshine but further

:09:46. > :09:49.showers, wintry on higher ground. Friday may start dry but more rain

:09:50. > :09:54.will spread up from the south. No end in sight as yet.
