:00:22. > :00:27.falling tree. The weather has been horrendous. It

:00:28. > :00:31.is the worst I've ever known it and conditions are awful. We have been

:00:32. > :00:33.working 18 hour days and we are trying our best to get customers

:00:34. > :00:36.back on. 9,000 customers are still without

:00:37. > :00:38.power - tonight its heavy rain and gale force winds that are cause for

:00:39. > :00:54.concern. Our other headlines: Parents of

:00:55. > :00:58.pupils who's teacher admitted filming children using a toilet

:00:59. > :01:00.elsewhere seek legal advice. The leader of the Welsh

:01:01. > :01:05.Conservatives faces a growing crisis over his leadership.

:01:06. > :01:09.These men spent years in prison for a crime they didn't commit - when

:01:10. > :01:14.will police publish their report into what went wrong?

:01:15. > :01:23.And the largest fire on Borth Peat Bog for 20 years. Fire crews spend

:01:24. > :01:27.hours trying to control the flames. I think we have had just about

:01:28. > :01:32.everything. We have had the fire, the float and the pestilence as we

:01:33. > :01:37.only got our electric back last night.

:01:38. > :01:40.Good evening. The storm has claimed the life of an elderly man. Bob

:01:41. > :01:44.Thomas was 77. He died after being hit by a falling tree in his garden

:01:45. > :01:47.near Caernarfon. Tonight the Met office has issued a yellow "be

:01:48. > :01:49.aware" warning for heavy rain and wind overnight and into tomorrow.

:01:50. > :01:53.ScottishPower which supplies customers in north and mid Wales say

:01:54. > :01:58.a further four thousand properties lost power today. That's on top of

:01:59. > :02:06.the 8,7000 homes still without electricity as a result of

:02:07. > :02:13.Wednesday's storm. And on it goes. Moore wins today,

:02:14. > :02:18.rain and some snow and news of a death caused by Wednesday's storm.

:02:19. > :02:26.77-year-old Bob Thomas was hurt when a tree fell on him in the garden of

:02:27. > :02:30.his home in Caeathro. He died in hospital where he was being treated

:02:31. > :02:35.for head injuries. It is very sad fact at the height of

:02:36. > :02:42.the storm on Wednesday, he was thinking of his animals and making

:02:43. > :02:48.sure the chickens were safe. That is when the accident happened. By

:02:49. > :02:52.comparison, the problems other of us face pale away but they are problems

:02:53. > :02:57.nonetheless. We caught up with a crew of power

:02:58. > :03:02.workers, and trying to reconnect communities.

:03:03. > :03:08.This team has been working virtually around the clock, finishing at 1am

:03:09. > :03:14.and starting again at 7am. Who knows what problems the new storm will

:03:15. > :03:19.bring. The work isn't easy and seems never-ending. The weather has been

:03:20. > :03:23.horrendous. It is the worst I've ever known it

:03:24. > :03:26.and the conditions are awful. We have been working 18 hour days and

:03:27. > :03:32.are doing our best to get customers back on.

:03:33. > :03:36.Hastie refers to a roof elsewhere and at the fire station they have a

:03:37. > :03:41.generator, but most are having to manage without any power. In the

:03:42. > :03:48.village shop they are using a gas lamp and torches.

:03:49. > :03:54.We have coped for a couple of days but now it is getting a little bit

:03:55. > :03:57.worse. We have a coal fire and I've just bought a gas fire for the

:03:58. > :04:02.kitchen this morning so then we will be OK. I sympathise with the elderly

:04:03. > :04:09.in the village because they have no gas or electric at all and without

:04:10. > :04:14.that, they can't cook their food. And it is concerned for an elderly

:04:15. > :04:20.neighbour which is bringing this woman out with an owner of hot water

:04:21. > :04:26.for tea and coffee. Yesterday she had no heating and was

:04:27. > :04:35.snuggled up on the chair, covered in blankets. It was 12 degrees in her

:04:36. > :04:39.house yesterday. The electricity here went on

:04:40. > :04:47.Wednesday and more of it lost power in today's storm. Road and rail

:04:48. > :04:53.journeys remain disruptive. Many people are choosing not to travel.

:04:54. > :04:58.And so the bad weather continues. This is the River Wye at Monmouth.

:04:59. > :05:01.And a review into storm damage in January and December has found that

:05:02. > :05:04.less than 1% of properties here actually flooded. Natural Resources

:05:05. > :05:10.Wales says most defences held - but repair work is now needed at many of

:05:11. > :05:16.them. Our environment correspondent Iolo ap Dafydd has been reading the

:05:17. > :05:19.report. This is the first assessment of the

:05:20. > :05:26.storm damage on coastal defences so far. What are the main findings?

:05:27. > :05:31.Here it is. It concentrates on December and January, not the last

:05:32. > :05:34.two weeks. And in terms of the Welsh government

:05:35. > :05:40.publishing this today, it shows that 305 properties were floated in North

:05:41. > :05:46.Wales before Christmas as well as last month in coastal areas and that

:05:47. > :05:54.has taken a positive outlook because that is less than 1% of the at risk

:05:55. > :05:57.properties. That means it was 99% successful in terms of defending

:05:58. > :06:05.other properties. If we look at the coastal defences which were damaged,

:06:06. > :06:11.175 in total, December and January, and the repair cost for that to

:06:12. > :06:20.reinstate these defences is ?8.1 million. It is not just properties,

:06:21. > :06:26.it is also farmland, roads, railways and the Wales coast path has 70

:06:27. > :06:32.locations and a repair cost of ?340 -- ?340,000. This needs to be

:06:33. > :06:38.completed as soon as possible and it could be a lot worse. The defences

:06:39. > :06:43.did stop the worst of the weather in taxing a lot of the poor but some of

:06:44. > :06:47.them were damaged and they do need to be repaired.

:06:48. > :06:53.If we look to the future and the impact of climate change, we can

:06:54. > :06:56.expect this kind of extreme weather again so it is important investment

:06:57. > :07:03.continues in those defences and we do our best. What about the cost of

:07:04. > :07:07.investment and repair in future? Just over ?8 million to repair what

:07:08. > :07:11.has already been damaged in two months.

:07:12. > :07:17.The clean-up cost is extra. The Welsh government announced an extra

:07:18. > :07:23.?1 million today to add to the ?3.5 million which has already been

:07:24. > :07:27.pledged in the last nine weeks. There is a shortfall, it is half of

:07:28. > :07:35.what that role resources Wales are suggesting should be spent and in

:07:36. > :07:37.future we understand they will be speaking to the government to see if

:07:38. > :07:45.there are EU structural funds to help reinstate these defences.

:07:46. > :07:50.This doesn't include the last two weeks of nightmarish weather,

:07:51. > :07:54.doesn't? This is only for January and

:07:55. > :07:58.December and doesn't include the last two weeks. There will be a

:07:59. > :08:05.second phase in April which will look at lessons learnt and what

:08:06. > :08:09.needs to be structurally looked after and possibly which communities

:08:10. > :08:12.cannot be looked at, cannot be defended in future.

:08:13. > :08:15.Parents of pupils at a secondary school in Cardiff are consulting

:08:16. > :08:19.solicitors after children were allegedly secretly filmed at the

:08:20. > :08:22.school. It follows guilty pleas for voyeurism by the deputy headteacher

:08:23. > :08:27.at Ysgol Glantaf last month involving a hidden camera at another

:08:28. > :08:30.location. Further investigations lead dectectives to the school and

:08:31. > :08:36.that's now prompted some parents to seek legal advice. Nick Palit

:08:37. > :08:39.reports. On the 31st of January, 47-year-old

:08:40. > :08:44.Gareth Williams appeared at Cardiff Magistrates Court on three charges

:08:45. > :08:48.of voyeurism. That involved a camera hidden in a toilet. Acting on

:08:49. > :08:53.information police recovered the camera and memory sticks with files

:08:54. > :08:56.of five children. The Welsh-medium deputy head pleaded guilty to

:08:57. > :09:00.recording to another person without their consent for the purpose of

:09:01. > :09:03.sexual gratification. But those charges did not relate to any

:09:04. > :09:07.offences at the school where he taught. Since then police have

:09:08. > :09:10.widened their investigation to include Ysgol Glantaf. Sources have

:09:11. > :09:13.told BBC Wales that teachers, parents and pupils have been spoken

:09:14. > :09:18.to by police about alleged secret filming at the school. Now some

:09:19. > :09:25.worried parents have been seeking legal advice.

:09:26. > :09:32.If it is found that children have been filmed on school premises, in

:09:33. > :09:36.the toilets, then there is undoubtedly a claim for their

:09:37. > :09:44.children by their parents as a breach of privacy. And the nature of

:09:45. > :09:48.the breach is obviously extremely serious.

:09:49. > :09:51.Last week the headteacher here wrote to parents of the 1,500 pupils to

:09:52. > :09:55.inform them that police officers had been given full access to the school

:09:56. > :09:57.to carry out their investigations. He also acknowledged that the

:09:58. > :10:02.situation was extremely concerning for everyone involved with the

:10:03. > :10:06.school. Meanwhile Mr Williams has been suspended from his post here

:10:07. > :10:13.and is due to appear before Cardiff Crown Court on the 21st of this

:10:14. > :10:16.month for sentencing. The Chief Executive of

:10:17. > :10:18.Carmarthenshire Council has tonight stepped down from his post amid a

:10:19. > :10:24.police investigation into payments he received. The issue also brought

:10:25. > :10:26.together councillors in Pembrokeshire today, many of whom

:10:27. > :10:33.were left disappointed as attempts to discuss the position of their

:10:34. > :10:38.Chief Executive failed. Let's speak to Cemlyn Davies who is in

:10:39. > :10:43.Haverfordwest. I know you are in Pembrokeshire but

:10:44. > :10:49.let's start in Carmarthen and what happened there today.

:10:50. > :10:55.Yes. The cheese executive -- the Chief Executive has been under

:10:56. > :10:59.pressure since those reports were published before now to go and they

:11:00. > :11:03.concluded that the decision to allow Mark James to receive direct

:11:04. > :11:09.payments in lieu of pension contributions for tax reasons was

:11:10. > :11:15.unlawful and so was the decision to cover his legal cost as he pursues a

:11:16. > :11:19.libel claim. Police investigations are underway and tonight we heard

:11:20. > :11:24.that Mark James has stepped aside. The leader of Carmarthenshire

:11:25. > :11:30.Council said that decision was reached by mutual agreement that

:11:31. > :11:35.meanwhile he says he was absolutely certain that neither he or any of

:11:36. > :11:38.his officers has done anything wrong but it was only right and proper

:11:39. > :11:44.that he should not be in the office whilst the police conclude their

:11:45. > :11:51.enquiries. That is Carmarthenshire. In Pembrokeshire an extra week

:11:52. > :11:55.meeting taking place today -- and extraordinary meeting.

:11:56. > :11:59.Yes. They were discussing a similar report from the auditors which found

:12:00. > :12:05.an opt out pension scheme was unlawful.

:12:06. > :12:10.It was the senior officer and Chief Executive who had been using that

:12:11. > :12:16.opt out scheme. The council is here voted in favour of a motion to scrap

:12:17. > :12:20.that policy but then there was this extraordinary twist because when it

:12:21. > :12:23.came to a debate to discuss the future of the Chief Executive the

:12:24. > :12:28.Council barrister read out a number of newspaper quotes are committed to

:12:29. > :12:31.local councillors about the Chief Executive and he advised those

:12:32. > :12:37.councillors that they shouldn't take part in the debate, saying their

:12:38. > :12:43.minds had already been made up for hearing any argument. With that, 20

:12:44. > :12:49.councillors walked out and the motion was withdrawn. That provoked

:12:50. > :12:54.a ferocious response from opposition councillors. It's incredible what

:12:55. > :12:59.has happened here today and I really hope people watching understand just

:13:00. > :13:03.what lengths these guys are willing to go to to protect their own.

:13:04. > :13:08.They are interested in protecting themselves.

:13:09. > :13:11.It is about the perception of taking decisions and the assurance that you

:13:12. > :13:18.have not predetermined that positions. That led to quite a

:13:19. > :13:21.number, slightly naively, I thought, having to leave the chamber for

:13:22. > :13:26.comments they had made to the press and public.

:13:27. > :13:29.Those police investigations are continuing in Carmarthenshire and

:13:30. > :13:33.here in Pembrokeshire, where it seems there will be some time yet

:13:34. > :13:36.before the storm clouds clear. The leader of the Welsh

:13:37. > :13:38.Conservatives faces a growing crisis over his leadership tonight. The

:13:39. > :13:41.Management Board of the Welsh Conservatives have been holding

:13:42. > :13:45.emergency talks, to discuss the controversial sacking of four Tory

:13:46. > :13:49.Assembly Members. They were removed from the front bench by the Welsh

:13:50. > :13:56.leader, Andrew RT Davies. Our Welsh Affairs Editor, Vaughan Roderick, is

:13:57. > :14:01.in Cardiff Bay. Guess it is fair to say that Lord is not happy with

:14:02. > :14:09.what's been going on with the leader? That's putting it mildly.

:14:10. > :14:14.We spoke to multiple senior sources within the Welsh Conservatives and

:14:15. > :14:22.the same phrases came up. Zero support for Andrew RT Davies. He

:14:23. > :14:26.faced 100% universal criticism. This is the senior board, the people who

:14:27. > :14:31.run the party in Wales and they are deeply angry with the way he has

:14:32. > :14:35.behaved. Can he actually do anything? They

:14:36. > :14:40.can't do anything about getting rid of Andrew RT Davies because he was

:14:41. > :14:44.elected by members but as a member of the dash as a measure of the

:14:45. > :14:49.anger, the control the selection process and they want members of the

:14:50. > :14:53.board to stop him even being a candidate at the next Assembly

:14:54. > :14:59.election. A Shadow member could be on the way

:15:00. > :15:03.to the backbenches? We've been told that one member of the Shadow

:15:04. > :15:13.Cabinet is considering resigning. He didn't vote on Tuesday but he is

:15:14. > :15:20.considering his position. This story is all based on bizarre, anonymous

:15:21. > :15:25.quotes, says some sources. I know where the quotes come from and if

:15:26. > :15:28.Andrew RT Davies's office knew where they had been coming from, they

:15:29. > :15:31.would be very concerned indeed. Much more to come before seven

:15:40. > :15:49.full weekend weather forecast. Three men wrongly jailed for ten

:15:50. > :15:52.years for a crime they didn't commit and tonight questions for South

:15:53. > :15:57.Wales Police taking too long to publish the report into the way it

:15:58. > :15:59.carried out a murder inquiry. An investigation into claims evidence

:16:00. > :16:09.was fabricated in the Phillip Saunders murder case was launched

:16:10. > :16:15.four years ago. Paul Martin reports. Philip Saunders was robbed and

:16:16. > :16:19.killed in 1987 after he arrived home with his debut as macro takings.

:16:20. > :16:27.Three young men, Darren Hall, Ellis Sherwood and Michael O'Brien were

:16:28. > :16:34.wrongly convicted of his murder. They were released after an

:16:35. > :16:38.investigation. We want answers. In response to Michael O'Brien's

:16:39. > :16:45.allegation that evidence was fabricated, the independent piece

:16:46. > :16:47.contains commission set up operation resolute -- police complaints

:16:48. > :16:54.commission. None of its findings have been made

:16:55. > :17:01.public and in this case it is the police who control publication. If

:17:02. > :17:03.they do this, I think that would be closure for me and I'm going to move

:17:04. > :17:06.on. I don't want people thinking I'm

:17:07. > :17:12.this evil person who would kill someone because that is not me. In

:17:13. > :17:18.the yearling process -- in the healing process, reconciliation is

:17:19. > :17:22.important. In October, BBC Wales asked to see a report of the draft

:17:23. > :17:26.report but on Monday come South Wales Police told us we couldn't

:17:27. > :17:29.have won because although there was a public interest in giving it to

:17:30. > :17:33.us, that was outweighed by other factors such as the risk of it are

:17:34. > :17:38.undermining efforts to find the killer of Philip Saunders.

:17:39. > :17:48.The police said last night that once the report was finalised it intends

:17:49. > :17:54.to publish it. The chief told us that he plans to publish the report

:17:55. > :17:58.in as much detail as possible. How long will this take?

:17:59. > :18:04.It has taken nearly four years already. How deeply redacted will it

:18:05. > :18:08.be? I seen documents in this place redacted to a ridiculous extent. If

:18:09. > :18:12.they are redacted beyond common sense, that is no disclosure

:18:13. > :18:16.whatsoever. As soon as the report has been

:18:17. > :18:22.submitted to the Independent Police Complaints Commission and they have

:18:23. > :18:25.made a comment on it, which has to be the process, everything that can

:18:26. > :18:30.be published will be published. South Wales Police told us a date

:18:31. > :18:33.for that publication is yet to be determined.

:18:34. > :18:37.It's been described as the largest fire on Borth Bog for more than 20

:18:38. > :18:40.years. Fire crews spent hours trying to control the flames, which were

:18:41. > :18:46.burning close to the village near Aberystwyth. Our mid Wales reporter

:18:47. > :18:51.Charlotte Dubenskij has the story. Fire swept across this part of the

:18:52. > :18:56.national nature reserve for a number of hours earlier today. That will be

:18:57. > :19:05.sources Wales which manages the area says it is the largest fire on Borth

:19:06. > :19:10.Bog for more than 20 years. Thick smoke was blown across the railway

:19:11. > :19:14.tracks, covering homes and businesses. The fire that was

:19:15. > :19:19.burning furiously this morning has died down but at its peak the flames

:19:20. > :19:22.were several feet high and residents say they were concerned for their

:19:23. > :19:27.properties. I was on my laptop, seeing if any of

:19:28. > :19:33.the schools were open and I saw a picture of the fire. I opened my

:19:34. > :19:37.curtain and there it was. It keeps dying down but there is

:19:38. > :19:41.such a strong wind it is whipping up the flames again. It is getting

:19:42. > :19:48.close to the caravan park. These pictures show the X dent of the fire

:19:49. > :19:53.and helpless it was to some homes. The fire consumed an area around the

:19:54. > :19:59.size of a rugby pitch. Natural Resources Wales says damage is

:20:00. > :20:07.minimal. It hasn't damaged the peat below. Borth Bog Is one of the most

:20:08. > :20:13.extensive and relatively undamaged peat bogs in Britain.

:20:14. > :20:18.It can be used as a management process but uncontrolled burning can

:20:19. > :20:23.have disastrous effects because you are not controlling it and it can

:20:24. > :20:28.burn all types of vegetation and destroy some of the mosses that are

:20:29. > :20:33.completely key for a viable and healthy peatland. The fire has been

:20:34. > :20:39.put out but it is not known what caused it.

:20:40. > :20:42.Should Wales get its own edition of Newsnight? A campaign group says a

:20:43. > :20:45.Welsh version would give viewers the chance to see politicians

:20:46. > :20:55.interviewed in depth about policies that are decided in the National

:20:56. > :21:00.Assembly. David Cornock reports. It is the TV studio where government

:21:01. > :21:03.ministers fear to tread. I'm not asking for a running commentary, I'm

:21:04. > :21:09.asking for a statement of facts about when you are told.

:21:10. > :21:15.This is where Jeremy Paxman and the Newsnight presenters interrogate

:21:16. > :21:20.politicians in programmes seen across the United Kingdom but if you

:21:21. > :21:29.live in Scotland, something else cabins. He was in Scotland have

:21:30. > :21:35.their own 20 minute version. Now campaigners want a Newsnight Wales

:21:36. > :21:40.in English and Welsh. Maybe not everybody watches Newsnight Scotland

:21:53. > :21:59.account through social programmes is very important.

:22:00. > :22:07.A Welsh Newsnight opt out was launched in 1999 with some youthful

:22:08. > :22:11.looking reporters. The programme was dropped two years later. Many may be

:22:12. > :22:14.even tighter now but some politicians say it's time to try

:22:15. > :22:19.again. The funding the BBC has could be

:22:20. > :22:27.moved differently, making space in the Newsnight slot.

:22:28. > :22:33.The BBC licence fee has been frozen until 2017. It says the approach to

:22:34. > :22:38.this challenge is to prioritise outputs during peak hours, when more

:22:39. > :22:41.people are watching and listening. Nobody from the BBC was available

:22:42. > :22:51.for interview but in a statement it said:

:22:52. > :22:57.So our viewers really missing out? Would anyone watch a programme about

:22:58. > :23:03.Welsh politics at 11pm? You would have to say it is unlikely that BBC

:23:04. > :23:06.Wales is going to want to put the kind of resources into producing a

:23:07. > :23:12.Welsh Newsnight. It is hard to see that happening. My

:23:13. > :23:15.guess is that they are already stretched and they would like to see

:23:16. > :23:19.resources bolstering their existing programming.

:23:20. > :23:26.Newsnight can be campaigners say it is an idea whose time has come but

:23:27. > :23:29.Newsnight Scotland is being replaced by a new programme in the run-up to

:23:30. > :23:33.the independence referendum in September.

:23:34. > :23:36.Football. Both Cardiff and Swansea say they're delighted to still be in

:23:37. > :23:39.the FA Cup, even though they're involved in a scrap to avoid

:23:40. > :23:42.relegation from the Premier League. Cardiff host Cup holders Wigan

:26:30. > :26:34.but not quite as windy today, turning drier and brighter through

:26:35. > :26:39.the afternoon. Feeling chilly as the wind turns north-westerly and highs

:26:40. > :26:42.of six Celsius in Wrexham. A brief ridge of high pressure building on

:26:43. > :26:48.Saturday into Sunday so more settled on Sunday before this next front
