0:00:14 > 0:00:18Good evening. How to pay for help for children

0:00:19 > 0:00:22with special educational needs. It's one of the biggest challenges facing

0:00:23 > 0:00:25councils as they aim to balance their budgets for next year. In

0:00:26 > 0:00:29Powys a decision to close assessment centres and support units across the

0:00:30 > 0:00:31county was put on hold for a year amid protests and disruption. Here's

0:00:32 > 0:00:39our education correspondent, Arwyn Jones.

0:00:40 > 0:00:42Protesters arrived this morning. Some campaigning against cuts to

0:00:43 > 0:00:47libraries, others about elderly care and others were worried about the

0:00:48 > 0:00:49future of special education needs. This demonstration has been

0:00:50 > 0:00:56organised on social network site in, but there are buses here from every

0:00:57 > 0:01:03part of the country. All coming here with one very clear message. Even

0:01:04 > 0:01:12our is one of the children who could have been affected. He is at one of

0:01:13 > 0:01:14the centres threatened with closure. They don't let him mess around. He

0:01:15 > 0:01:21would just wonder of because he cannot do it. He plays the clown.

0:01:22 > 0:01:28Instead of doing his work that is what he does, so he does not do it.

0:01:29 > 0:01:31Now he is made to do it and the difference is amazing. There was

0:01:32 > 0:01:35good news, councillors decided not to close the special units that

0:01:36 > 0:01:40education just for now. We have to get the quality of provision through

0:01:41 > 0:01:46the county. That is not resident at the moment. Success from any of

0:01:47 > 0:01:53these protesters, but not many. This lady is moving her house -- family

0:01:54 > 0:02:01to Leicestershire. Her son has a form of autism especially other edgy

0:02:02 > 0:02:04occasional needs. Has sung has threatened to kill himself because

0:02:05 > 0:02:11his needs are not being met. Experts say he is not given the support he

0:02:12 > 0:02:17needs. The closest school that can accommodate him and his needs is

0:02:18 > 0:02:21over 100 miles away. My son has a disability. It is a hidden

0:02:22 > 0:02:26disability. If the child has a physical disability and wants to

0:02:27 > 0:02:32attend a school and needs provision is like putting in a ramp, that gets

0:02:33 > 0:02:36done. But because this is a mental disability, there is no provision.

0:02:37 > 0:02:42The school in Leicestershire costs thousands of pounds every year. The

0:02:43 > 0:02:46council vote will pay for it, but Powys has refused to make the same

0:02:47 > 0:02:52commitment. Powys council says it will not comment on individual cases

0:02:53 > 0:02:55but says discussions are ongoing. So while there were some cause for

0:02:56 > 0:03:04celebration today, for others, the fight goes on.

0:03:05 > 0:03:06Further concerns about heart patients dying in Wales while

0:03:07 > 0:03:09waiting for operations have been patients dying in Wales while

0:03:10 > 0:03:12raised by the Royal College of Surgeons. The College has written to

0:03:13 > 0:03:15the Health Inspectorate Wales asking what action has been taken six

0:03:16 > 0:03:18months after it warned patient safety was being put at risk. Two

0:03:19 > 0:03:21reviews were launched but the reports have not been published. HIW

0:03:22 > 0:03:28says it continues to monitor the situation and will be considering

0:03:29 > 0:03:32the reports once they are available. It's emerged that the Prime Minister

0:03:33 > 0:03:36will meet Welsh Tory AMs and MPs later this week as the fallout

0:03:37 > 0:03:38continues over the party's divisions over devolution. Tory AMs will

0:03:39 > 0:03:41travel to Westminster on Thursday for what is described as their

0:03:42 > 0:03:44regular annual meeting with MPs. It follows the sacking of four shadow

0:03:45 > 0:03:48cabinet ministers by Welsh Tory leader, Andrew RT Davies. There are

0:03:49 > 0:04:00also tensions between him and the Secretary of State for Wales, David

0:04:01 > 0:04:02Jones. An inquest into the death of a

0:04:03 > 0:04:06five-week-old baby from Pembrokeshire has heard that a nurse

0:04:07 > 0:04:09took him off a ventilator without the knowledge of her superiors. Alex

0:04:10 > 0:04:12and Bronwyn Rhodes' son, Rohan, was born 14 weeks prematurely in 2012.

0:04:13 > 0:04:15He was transferred to St Michael's Hospital in Bristol for surgical

0:04:16 > 0:04:23assessment, where he died. The inquest continues.

0:04:24 > 0:04:27It's been described as a ticking time bomb and now surgeons say obese

0:04:28 > 0:04:29patients are being denied access to potentially life-saving treatments.

0:04:30 > 0:04:32The British Obesity and Metabolic Surgery Society says patients in

0:04:33 > 0:04:41England have much better access to gastric band and by-pass operations.

0:04:42 > 0:04:52Here's Paul Heaney. Les price is 44 years old and nearly

0:04:53 > 0:04:5737 stone. He says he has always been big but when he was injured in work

0:04:58 > 0:05:01and when his wife passed away, his eating habits got worse. His doctor

0:05:02 > 0:05:10says surgery is an option but he has been turned down three times. I

0:05:11 > 0:05:13don't meet the conditions. I have to have chronic heart disease or sleep

0:05:14 > 0:05:16apnoea so I don't qualify. Some people will be watching this and

0:05:17 > 0:05:20saying why don't you change your lifestyle? Why can't you do that

0:05:21 > 0:05:31yourself? I have been trying but it is not happening. You are considered

0:05:32 > 0:05:37obese if your body mass indexes over 25. To be eligible for surgery you

0:05:38 > 0:05:40have to have a BMI of over 50 as well as having health problems like

0:05:41 > 0:05:44diabetes and heart problems and sleep apnoea. In England,

0:05:45 > 0:05:50diabetes and heart problems and different, a BMI of 40 or more and

0:05:51 > 0:05:55if you have other health concerns it can be lower and surgery is

0:05:56 > 0:06:01recommended if your BMI is over 50. Allison from near Bridgend says she

0:06:02 > 0:06:04has been on many diets and used appetite suppressant pills. But with

0:06:05 > 0:06:08her health deteriorating, she eventually had a gastric sleeve

0:06:09 > 0:06:13operation where most of her stomach was removed. Three years later she

0:06:14 > 0:06:17has dropped from a size 26 to a size 12. The doctor said I would probably

0:06:18 > 0:06:27die of a massive heart attack within ten years. I had type two diabetes

0:06:28 > 0:06:31and high blood pressure. Now some surgeons want a change in the rules

0:06:32 > 0:06:38here so that more people can access weight loss surgery on the NHS. It

0:06:39 > 0:06:44is not a cure, but it has to be part of the package. Out of the ten worst

0:06:45 > 0:06:49places for obesity in the UK, seven are here in Wales. The Welsh

0:06:50 > 0:06:53government says it is considering changing the criteria when it comes

0:06:54 > 0:06:58for people having surgery to lose weight, but it is warning it is not

0:06:59 > 0:07:09the only way to solve this problem. This man says surgery would save his

0:07:10 > 0:07:13life and changing the rules cannot come 11 workers at a residential

0:07:14 > 0:07:17home set to be closed by Ceredigion Council have been suspended from

0:07:18 > 0:07:20their posts. The local authority says the

0:07:21 > 0:07:22decision has been made to allow independent investigators to look at

0:07:23 > 0:07:24issues linked to protecting vulnerable adults. Last week, the

0:07:25 > 0:07:26council confirmed that Llandysul's Awel Deg Residential Home would shut

0:07:27 > 0:07:29because of staffing Awel Deg Residential Home would shut

0:07:30 > 0:07:33are plans to re-open is as a dedicated dementia care centre.

0:07:34 > 0:07:36Football, and a defeat for Billy Barr's first game in temporary

0:07:37 > 0:07:40charge of Wrexham tonight. They lost 5-0 against Luton in the conference.

0:07:41 > 0:07:44In League Two Newport's play-off hopes suffered a blow as they lost

0:07:45 > 0:07:522-1 at home to AFC Wimbledon. Now the weather.

0:07:53 > 0:08:01Sunshine and showers and Mac goes that tomorrow as well. Some places

0:08:02 > 0:08:05will stay dry, but we will see some rain after dark. Most of the country

0:08:06 > 0:08:13is dry tonight. Clear spells with just a few showers spreading in to

0:08:14 > 0:08:17the south from the Bristol Channel. Quite a chilly night. I would not be

0:08:18 > 0:08:19surprised if some places have a ground frost. Tomorrow morning there

0:08:20 > 0:08:22will be showers ground frost. Tomorrow morning there

0:08:23 > 0:08:27South and a few turning up in the North. Otherwise a lot of places dry

0:08:28 > 0:08:32and bright with lovely sunshine. Across the rest of the UK tomorrow,

0:08:33 > 0:08:35mixture of sunshine and showers. Most of the showers in the north and

0:08:36 > 0:08:40some of them are heavy and wintry on higher ground. Snow for the hills

0:08:41 > 0:08:46and mountains. A lot of laces dry with some sunshine. Nine is Celsius

0:08:47 > 0:08:51implement. At 3pm tomorrow, a few showers here and there in Wales. But

0:08:52 > 0:08:59quite a few places will miss them and stay dry. The wind freshening in

0:09:00 > 0:09:02the West. Why early evening, that is ahead of this frontal system

0:09:03 > 0:09:06bringing rain to Ireland and it is heading our way. Tomorrow evening

0:09:07 > 0:09:10dry start and then it turns wet and windy with a spell of strong wind

0:09:11 > 0:09:14and heavy rain, clearing during the early hours. Thursday will bring

0:09:15 > 0:09:17and heavy rain, clearing during the some sunshine and showers. Some of

0:09:18 > 0:09:22the showers will be heavy with hail and thunder. Snow for the hills and

0:09:23 > 0:09:28mountains. On Friday, low-pressure made ring a spell of rain and hill

0:09:29 > 0:09:33snow. That will clear and it is back to sunshine and showers Friday. It

0:09:34 > 0:09:34looks like we are in a chilly start to march with rain and perhaps a bit

0:09:35 > 0:09:40of sleet on Saturday.
