:01:18. > :01:22.they'll "never get justice" after a legal blunder meant the alleged

:01:23. > :01:25.bomber has walked free. 19-year-old Corporal Jeffrey Young from

:01:26. > :01:29.Tonyrefail was killed in the 1982 Hyde Park blast. Today

:01:30. > :01:35.Tonyrefail was killed in the 1982 Minister David Cameron has ordered a

:01:36. > :01:45.judge-led review into the matter. Nick Palit reports.

:01:46. > :01:48.July 1982 and the community of Tonyrefail are out in force to

:01:49. > :01:54.honour one of the four soldiers killed in the IRA bomb attack in

:01:55. > :01:59.London's Hyde Park. Corporal Jeffrey Young from the Household Cavalry was

:02:00. > :02:05.19 when he died. Seven days later he was buried with full military

:02:06. > :02:14.honours on his 20th birthday. He left behind a wife, two daughters,

:02:15. > :02:18.and a devastated family. We were all very proud of him. More than 30

:02:19. > :02:25.years on, his brother Vincent still has vivid memories of the day his

:02:26. > :02:30.brother was killed by the IRA. He was -- it was like a blur. We

:02:31. > :02:36.travelled to London. You could not see him because he was just

:02:37. > :02:52.mummified in bandages. And then the next day, he died. John Downey was

:02:53. > :02:55.due to stand trial at the Old Bailey for his part in the Hyde Park

:02:56. > :02:59.bombing. He denied the charges and the trial was halted after his legal

:03:00. > :03:01.team claimed he'd been issued with an official letter that gave

:03:02. > :03:05.assurances that he wouldn't been tried. That had been part of the

:03:06. > :03:08.Good Friday Peace Agreement. Now a political row is brewing over the

:03:09. > :03:11.existence of these secret letters. We were not the only people who knew

:03:12. > :03:12.about this, that the information about this was actually in the

:03:13. > :03:14.political about this was actually in the

:03:15. > :03:17.extent, within the public domain. Today Prime Minister David Cameron

:03:18. > :03:20.ordered a judge led inquiry in to the letters. The Neath MP Peter

:03:21. > :03:24.Hain, who was the Northern Ireland Secretary for part of the time when

:03:25. > :03:30.the letters were issued, defended the practice. It was a completely

:03:31. > :03:34.lawful process and I think the victims who have suffered such

:03:35. > :03:38.terrible trauma over the last few days with all sorts of accusations

:03:39. > :03:43.being flung around, as if there has been something sordid or full on, I

:03:44. > :03:52.think they need to be reassured that this was perfectly lawful. Back in

:03:53. > :03:59.Wales, Jeffrey Young's family view news of the judge led inquiry with

:04:00. > :04:04.cynicism. I just believe that is an end to it. We will never bring his

:04:05. > :04:07.killers to justice. We were all very proud of him, all the family.

:04:15. > :04:17.That's the message from the leadership of Carmarthenshire

:04:18. > :04:19.council tonight after they voted to accept the recommendations of the

:04:20. > :04:29.Wales Audit Office report that pension payments to its chief

:04:30. > :04:32.executive Mark James were unlawful. Pembrokeshire council, which was

:04:33. > :04:36.also criticised over their payments, has already agreed to accept the

:04:37. > :04:41.report. Abigail Neal has more. Inside these four walls, a debate

:04:42. > :04:45.has been raging all day. Councillors came to take their seats and with

:04:46. > :04:49.the meeting broadcast over the web, some argued the scandal surrounding

:04:50. > :04:54.their chief executive had seriously damage the council 's reputation.

:04:55. > :04:57.This council 's name has been dragged through the mud. The chief

:04:58. > :05:04.executive is no longer at his desk, members are each other's throats,

:05:05. > :05:06.valuable time has been wasted and redirected away from what we are

:05:07. > :05:16.here to do, provide quality services. Today's event stem from a

:05:17. > :05:18.report about cash given in view of employer pension contributions to

:05:19. > :05:24.the Chief Executive 's of Carmarthenshire and Pembrokeshire

:05:25. > :05:29.Council, Mark James and Bryn Parry Jones. The report stated that cash

:05:30. > :05:36.payments were unlawful. It also said a separate decision to pay for Mr

:05:37. > :05:41.James' legal fight against a blogger was also unlawful. Carmarthenshire

:05:42. > :05:47.Council spent more than ?26,000 helping him pursue a libel

:05:48. > :05:57.counterclaim for comments made in a blog. On the issue of pensions, the

:05:58. > :06:05.council admitted they were wrong. I am man enough to say sorry to anyone

:06:06. > :06:11.who has been upset by it. But we have learned from it. You do not

:06:12. > :06:14.always get everything right. The decision to cover the legal costs

:06:15. > :06:18.was trickier. But in the end, they voted to accept the auditor 's

:06:19. > :06:26.recommendations and agreed they would not do it again. The council

:06:27. > :06:29.has accepted the recommendations in both reports. That is an end of it

:06:30. > :06:34.from my point of view. It is not the end of it for the council. They have

:06:35. > :06:39.some things to look at and we will be monitoring that very closely. A

:06:40. > :06:47.Plaid Cymru Welsh and of no-confidence field.

:06:48. > :06:55.Abigail is at the council's headquarters tonight. Does this

:06:56. > :06:58.bring the issue to an end? It would seem so. Essentially what we saw

:06:59. > :07:02.today was the first opportunity of the full council to question their

:07:03. > :07:07.leadership about this issue of pension payments and legal payments

:07:08. > :07:10.to their Chief Executive. And although we heard lengthy

:07:11. > :07:13.discussions from the council 's executive board about why they did

:07:14. > :07:17.it, and that they were acting in good faith, it came down in the end

:07:18. > :07:22.to a straight vote, do we accept what the Wales audit say -- Wales

:07:23. > :07:28.Audit Office say or do we risk owing to court? By voting to accept the

:07:29. > :07:32.recommendations, the auditor has confirmed it is the end of it from

:07:33. > :07:40.his point of view. And what about this motion of no confidence? It is

:07:41. > :07:43.not too surprising that the Plaid Cymru motion did not go through.

:07:44. > :07:47.Although they are the largest party in this council, in a Labour

:07:48. > :07:51.independent coalition, they do not hold the majority of the vote.

:07:52. > :07:54.Although they did not get this motion of no-confidence, it can be

:07:55. > :07:59.said that they did the leadership a bloody nose because what has come

:08:00. > :08:03.out of this now is a recommendation to establish a cross-party group to

:08:04. > :08:06.look at governance within this council and certainly the leadership

:08:07. > :08:09.of Plaid Cymru tonight are saying they are happy with that. They are

:08:10. > :08:16.hoping this will improve decisions taken here and the way those

:08:17. > :08:19.decisions are made. A deputy head teacher from Cardiff, who has

:08:20. > :08:22.previously admitted secretly filming children in a toilet, has appeared

:08:23. > :08:24.in court charged with 48 further offences. 47-year-old Gareth

:08:25. > :08:28.Williams, who's been suspended from his job at Ysgol Glantaf, faces 12

:08:29. > :08:31.further counts of voyeurism, six of which relate to the school. He also

:08:32. > :08:33.faces charges of making and possessing indecent images of

:08:34. > :08:40.children. He was remanded in custody.

:08:41. > :08:43.A drug to treat people with alcohol dependence has been approved by the

:08:44. > :08:47.NHS here. Wales has followed Scotland by giving the go ahead to

:08:48. > :08:49.Nalmefene, which has been shown to more than halve the amount people

:08:50. > :08:53.drink, when used alongside psychological support. It's thought

:08:54. > :08:55.the drug could help some of the 140,000 people with alcohol

:08:56. > :09:05.dependence in Wales. The drug hasn't been approved in

:09:06. > :09:09.England yet. The leader of Anglesey council has

:09:10. > :09:13.voiced his objection to a merger with Gwynedd Council. He told

:09:14. > :09:17.members of the full council he would not accept a voluntary merger with

:09:18. > :09:19.the neighbouring authority, as was proposed in a

:09:20. > :09:23.council reorganisation. A man from Bridgend has been found

:09:24. > :09:26.guilty of murdering his wife by strangling her with a dog lead.

:09:27. > :09:30.Asiah Newton was found in the bedroom of her home in Pencoed last

:09:31. > :09:33.July. Cardiff Crown court heard that she told Kelvin Newton she wanted a

:09:34. > :09:42.divorce after meeting another man on holiday in Tunisia.

:09:43. > :09:45.The Prime Minister has been meeting Conservative AMs in Downing Street

:09:46. > :09:48.amid tensions within the party over its devolution policy. The meeting

:10:24. > :10:25.they find it awkward? This was a long planned annual meeting beast we

:10:32. > :10:33.comedy, timing is everything and it follows the fallout from the shadow

:10:34. > :10:39.cabinet reshuffle and also differences between Andrew Arty

:10:46. > :10:48.language suggests that those differences may go rather deeper

:10:49. > :10:52.than the minutiae of fiscal devolution. There have been

:10:53. > :10:57.questions from Downing Street in the run-up to this summit today, trying

:10:58. > :11:04.to find out just what it led to, the departure of those four Cabinet

:11:05. > :11:07.ministers -- shadow cabinet ministers. And the tensions between

:11:08. > :11:13.the party in Wales and Westminster. I asked one Assembly Member, when is

:11:14. > :11:22.your leader? And she replied, which one? That gets to the heart of their

:11:23. > :11:25.recent problems. Andrew Davies and David Jones went into the meeting

:11:26. > :11:30.separately with their various entourages but they emerged as one.

:11:31. > :11:41.They gave a rare joint interview, this is what they said. We actually

:11:42. > :11:46.have not got any differences. The position is, the draft Wales Bill

:11:47. > :11:50.has been published and that is the form which the Bill will proceed.

:11:51. > :11:54.The Welsh select committee is reporting tomorrow and we will look

:11:55. > :11:57.carefully at the recommendations. A policy we have announced is party

:11:58. > :12:02.policy and I think we are agreed on that. This is a positive meeting, a

:12:03. > :12:06.meeting of Assembly Members and the Secretary of State, and the Prime

:12:07. > :12:09.Minister, everyone making sure there is a strong conservative voice for

:12:10. > :12:18.Wales. That was a positive meeting we just had. The focus was very much

:12:19. > :12:22.on jobs, concern about those jobs at the refinery in Milford Haven, the

:12:23. > :12:29.prospect of rail electrification and no one, apparently, mentioned those

:12:53. > :12:55.Stay tuned for a full forecast. Dwr Cymru Welsh Water has been

:12:56. > :13:00.criticised for releasing higher than permitted levels of sewage into a

:13:01. > :13:03.river in Wrexham. The company has been fined ?15,000 for deliberately

:13:04. > :13:06.discharging waste into the River Clywedog when its overflow tanks

:13:07. > :13:10.were full. It's the fifth time in the last five months the firm has

:13:11. > :13:17.been prosecuted for failings at its sewage plants in North Wales.

:13:18. > :13:20.Matthew Richards reports. Five Fords Sewage Treatment Plant

:13:21. > :13:24.receives waste from across Wrexham, including the town's main industrial

:13:25. > :13:27.estate. But following an audit by Natural Resources Wales, it emerged

:13:28. > :13:32.that more raw sewage was being released into a nearby river than it

:13:33. > :13:36.should. That's because its overflow tanks were full and an operational

:13:37. > :13:42.decision was taken to pump the excess waste out.

:13:43. > :13:46.decision was taken to pump the is the river, which is a tributary

:13:47. > :13:49.of the River Dee. Because drinking water is taken from the River Dee,

:13:50. > :13:52.the water here is readily monitored and it was when samples were taken

:13:53. > :13:59.from here in July 2012 at higher than normal levels of ammonium while

:14:00. > :14:01.found. The levels were still within acceptable standards and there were

:14:02. > :14:07.no ill effects on wildlife or people. But fining the company

:14:08. > :14:10.?15,000 today the chairman of Wrexham magistrates said there was a

:14:11. > :14:13.significant risk of harm. Dwr Cymru Welsh water runs 800 sewage

:14:14. > :14:16.treatment plants like this one in Cardiff, fed by 19,000 kilometres of

:14:17. > :14:20.sewer. Since the period in question ?23 million of improvements have

:14:21. > :14:24.been made at the Five Fords plant to reduce the risk of a similar

:14:25. > :14:30.incident. We have invested heavily at this plant in Wrexham in order to

:14:31. > :14:34.high standards and this was a breach high standards and this was a breach

:14:35. > :14:38.of consent on a technicality. It had no But Natural Resources Wales has

:14:39. > :14:41.criticised Dwr Cymru Welsh Water for a series of failings at other sewage

:14:54. > :14:55.that they operate within the law and the environmental permits that they

:14:56. > :15:04.have God. This is not the first time we have been in this situation. The

:15:05. > :15:07.court heard how Natural Resources Wales weren't informed of the

:15:08. > :15:10.company's decision to discharge the extra waste and the firm has

:15:11. > :15:12.apologised for its failures in communication behind the case.

:15:13. > :15:16.A key measure of economic performance from the European Union

:15:17. > :15:20.suggests that Wales has fallen further behind the average of the

:15:21. > :15:22.European Union. That is despite the country receiving billions of pounds

:15:23. > :15:29.worth of funding from Brussels to help the economy. Our political

:15:30. > :15:33.reporter Dan Davis joins me now. We have been on the slide since the

:15:34. > :15:37.middle of the last decade. In other words, before the financial crisis,

:15:38. > :15:42.before the recession. What we are looking at is and assessment of how

:15:43. > :15:49.the economy is in the nations and regions perform and the European

:15:50. > :15:53.Union uses those figures to decide on funding. It is basically an

:15:54. > :15:58.assessment on standard of living. If you imagine the average is 100%, we

:15:59. > :16:04.can see who is above and below that line. In Wales in the year 2000, we

:16:05. > :16:10.were 85% of the average. That went up to 90% over the next couple of

:16:11. > :16:14.years but by 2011, it had come back down to 74%. We are looking in

:16:15. > :16:21.particular at West Wales and the valleys. That region cover is --

:16:22. > :16:27.covers pretty much most of Wales. The same story again, raising

:16:28. > :16:34.towards the middle of the decade but then going straight back down.

:16:35. > :16:43.Since the year 2000, Wales has had just over ?4 billion worth of aid

:16:44. > :16:46.from the European Union. As it happens, I was in Strasbourg this

:16:47. > :16:52.week covering a meeting of the European Parliament where I met the

:16:53. > :16:55.European Commissioner in charge of regional policy, in charge of all

:16:56. > :17:03.this funding, and this is what he had to say. It is difficult to

:17:04. > :17:05.assess but certainly the situation would be much worse result in the

:17:06. > :17:15.structural funds, so I would that the structural fund

:17:16. > :17:21.contribution has mitigated the problems of the crisis and I think

:17:22. > :17:27.this is the message we have to pass. Not everyone agrees with that

:17:28. > :17:33.assessment. Get bed is a vocal critic of the way this money has

:17:34. > :17:37.been spent. He says the money has been wasted. Leanne Wood has said

:17:38. > :17:43.there needs to be a review of this funding. The Welsh Government says

:17:44. > :17:46.this data is from 2011. More recent data shows that the economy in Wales

:17:47. > :17:51.is moving on the right track. When this funding was first announced, it

:17:52. > :17:53.was announced as a once in a generation opportunity. We have had

:17:54. > :17:59.a once in a generation recession since then. The question is has that

:18:00. > :18:04.undone the work of all that money? Car manufacturers are producing more

:18:05. > :18:08.of them. The Government is offering us grants to buy them, so why are

:18:09. > :18:12.there so few electric cars on our roads? There are moves to get more

:18:13. > :18:14.of us in Wales to switch from petrol engines to electric powered

:18:15. > :18:17.vehicles. Opponents say the technology is still too expensive.

:18:18. > :18:20.But converts say electric cars bring environmental and economic benefits.

:18:21. > :18:22.Iolo ap Dafydd reports. If you use motorway service

:18:23. > :18:24.stations, you may have seen one of these, Japanese car manufacturing

:18:25. > :18:27.Nissan and renewable energy company have paid to install them. There are

:18:28. > :18:32.eight electric charge points along the M4 in South Wales. The ambition

:18:33. > :18:37.is to have them on main roads all over Britain within two years. We

:18:38. > :18:42.will have done 250 motorway charge points by the end of next year. How

:18:43. > :18:46.long will it be be for you can drive 50 miles, 60 miles, in any part of

:18:47. > :18:52.Britain and you could come across a charging point like this? Maybe two

:18:53. > :18:56.years from now. Currently power at motorway plug-in points is free. The

:18:57. > :19:01.National trust in Wales is also keen to expand the number of charging

:19:02. > :19:06.points. They have 26 plug-in sockets at their main site and another ten

:19:07. > :19:08.will be installed next month. There are 28 million vehicles in Britain

:19:09. > :19:14.but despite a government grant of up to ?5,000 to help pay for a new

:19:15. > :19:17.electric car, sales have not yet taken off. There is an increase,

:19:18. > :19:31.almost 3800 grants given out last year. David Walker is a convert. The

:19:32. > :19:34.book price is 28,000 but with the ?5,000 grant from the government and

:19:35. > :19:39.the dealers that are quite keen to get the ball rolling on selling

:19:40. > :19:44.electric cars, you can get another reduction of maybe 3000. You are

:19:45. > :19:46.down towards 20,000. If you wanted to hire the batteries in

:19:47. > :19:51.down towards 20,000. If you wanted rather than buy them out right, that

:19:52. > :19:55.reduces it again by another ?5,000. Inside, the car is much quieter than

:19:56. > :20:03.ordinary vehicles. David also has a petrol car but loses this -- uses

:20:04. > :20:07.this car locally. We are in a rural area. Finding a charging point could

:20:08. > :20:11.be a problem. But as people see more electric cars on the road, people

:20:12. > :20:17.will start putting charging points in their own garages. According to a

:20:18. > :20:21.website, there are around 50 charging points in Wales. But with

:20:22. > :20:25.more than 1.7 million vehicles on our roads, there has been a modest

:20:26. > :20:29.increase in vehicles powered electrically in the past six years.

:20:30. > :20:32.People are not flocking to buy them and the reason is they are still

:20:33. > :20:40.relatively expensive to purchase, even with the subsidy. They do not

:20:41. > :20:43.know how much the money they will get for them when they go to sell

:20:44. > :20:47.them second-hand. It seems until petrol prices increased radically,

:20:48. > :20:51.we are not queueing up to buy electric cars just yet. Swansea City

:20:52. > :20:54.hoping to make a bit of history tonight. Here's Claire with
