:00:31. > :00:36.from Tonyrefail was killed in the 1982 Hyde Park blast. Tonight, his

:00:37. > :00:40.brother has criticised the sequence of events that led to John Downey's

:00:41. > :00:50.trial collapsing. Nick Palit reports.

:00:51. > :01:03.July, 1982, and the community of Tony VIA Rail is out in force.

:01:04. > :01:05.Corporal Jeffrey Young was 19 when he died. He was buried with full

:01:06. > :01:11.military honours on what he died. He was buried with full

:01:12. > :01:17.been his 20th birthday. He left behind a wife, two daughters and a

:01:18. > :01:27.devastated family. We was all very proud of him. His brother, Vincent,

:01:28. > :01:31.still has vivid memories. We travelled up to London to see Jeff

:01:32. > :01:40.in hospital. You could not see him because he was just mummified in

:01:41. > :01:44.bandages. And the next day he died. John Downie was due to stand trial

:01:45. > :01:49.at the Old Bailey for his part in the bombing. He denied the charges

:01:50. > :01:52.and the trial was halted after his legal team claimed he had been given

:01:53. > :01:56.an official letter that gave assurances he would not be tried.

:01:57. > :01:59.That had been part of the Good Friday peace agreement. Now a

:02:00. > :02:05.political row is brewing over the existence of these letters. We were

:02:06. > :02:10.not the only people who knew about this. The information about this was

:02:11. > :02:17.done in the political arena. And to a certain extent, within the public

:02:18. > :02:22.domain. Today, Prime Minister David Cameron ordered a judge led inquiry

:02:23. > :02:26.into the letters. Neath MP Peter Hain, who was Northern Ireland

:02:27. > :02:30.Secretary at the time the letters were issued, said they were widely

:02:31. > :02:37.known about. Was completely lawful. The victims who have suffered such

:02:38. > :02:40.terrible trauma in recent days with all sorts of accusations being flung

:02:41. > :02:46.around as if there was something sordid or awful going on, I think

:02:47. > :02:52.they need to be reassured that this was perfectly lawful. Back in Wales,

:02:53. > :02:56.Jeffrey Young's family view the news of the inquiry with cynicism. His

:02:57. > :02:59.killers will never be brought to justice.

:03:03. > :03:05.headteacher from Cardiff who has previously admitted secretly filming

:03:06. > :03:08.children in a toilet, has appeared in court charged with 48 further

:03:09. > :03:12.offences. 47-year-old Gareth Williams - who's been suspended from

:03:13. > :03:19.his job at Ysgol Glantaf - faces 12 further counts of voyeurism, six of

:03:20. > :03:22.which relate to the school. He also faces charges of making and

:03:23. > :03:26.possessing indecent images of children. He was remanded in

:03:27. > :03:28.custody. Senior Welsh Conservatives have

:03:29. > :03:33.tonight played down differences between the party in Wales and in

:03:34. > :03:37.Westminster. Assembly Members met the Prime Minister earlier, and said

:03:38. > :03:42.the talks focused on the economy rather than recent turmoil in the

:03:43. > :03:46.party. The Welsh Secretary, David Jones, and the leader of the Tories

:03:47. > :03:55.in Wales, Andrew RT Davies, emerged from Number ten to put on a united

:03:56. > :04:04.front in a rare joint interview. We actually have not got any

:04:05. > :04:08.differences. Income tax devolution? The draft Wales Bill has been

:04:09. > :04:12.published and that is how the bill will proceed. The Welsh select

:04:13. > :04:16.committee is reporting tomorrow. We will look very carefully at its

:04:17. > :04:20.recommendations. But the policy we have announced his party policy and

:04:21. > :04:25.we have agreed on that. This is a positive meeting. It is a meeting

:04:26. > :04:29.between assembly members and the Prime Minister.

:05:31. > :05:37.pension contributions. The report unlawful. It also said a separate

:05:38. > :05:40.decision to pay for Mr James's legal flight -- fight against a blogger

:05:41. > :05:46.was also unlawful. Carmarthenshire League spent more than ?26,000

:05:47. > :05:51.helping him pursue a libel counterclaim against a blogger for

:05:52. > :05:55.comments she made about him. On the issue of pensions, the council

:05:56. > :06:02.admitted they had been wrong. Hands up, they said. We made mistakes. I

:06:03. > :06:05.am man enough to say sorry to anybody who has been upset. I can

:06:06. > :06:10.assure everybody that we have done it in good faith and we have learned

:06:11. > :06:14.from it. The decision to cover the Chief Executive club -- chief

:06:15. > :06:18.executive's legal costs was trickier. In the end they accepted

:06:19. > :06:24.the audits are's recommendations and said they would not do it again. The

:06:25. > :06:31.council has accepted the recommendations. That is the end of
