:00:19. > :00:20.increasing Cardiff Bay's powers. These are recommendations that will

:00:21. > :00:24.have to be given careful consideration, not only by

:00:25. > :00:28.individual government departments but also by the individual political

:00:29. > :00:31.parties. Along with youth justice and energy projects like wind farms,

:00:32. > :00:34.they should be controlled from Wales too, so says the report. But

:00:35. > :00:37.opponents say education and health hasn't been a success story - why

:00:38. > :00:42.should the Welsh Government be handed more powers?

:00:43. > :00:47.I think it should be British justice, equal all over the country,

:00:48. > :00:53.all over the UK. They should be when justice system. The powers they have

:00:54. > :00:54.got, they have handled well, but I don't think they should be given any

:00:55. > :01:07.more powers. Our other headlines.

:01:08. > :01:11.Troubled waters for the Pembrokeshire boat builders Mustang

:01:12. > :01:16.Marine. They have the workforce and call in the receivers.

:01:17. > :01:19.They can do their sums, but now parents are being asked to join the

:01:27. > :01:40.Olympics. Good evening. Should Wales have more

:01:41. > :01:44.powers? The Silk Commission, asking that question, have come back with

:01:45. > :01:47.their second report and again the answer is yes. Among its

:01:48. > :01:52.recommendations, policing powers handed over to Wales. Youth justice

:01:53. > :01:57.should be devolved immediately with other parts of the justice system

:01:58. > :02:02.possibly following in the future. The report also called for more

:02:03. > :02:07.powers over larger energy projects. The pay and conditions of teachers

:02:08. > :02:11.here should also be devolved. And there was also a call for more

:02:12. > :02:14.Assembly Members. In all, 61 recommendations in the report, and

:02:15. > :02:23.our political editor Nick Servini has been reading them.

:02:24. > :02:26.Well, here it is. Almost 200 pages. And after two-and-a-half years, the

:02:27. > :02:36.Silk Commission's work has come to an end. Its first report on

:02:37. > :02:39.financial powers made a difference. But there are questions tonight

:02:40. > :02:47.about which of the 61 recommendations will become a

:02:48. > :02:50.reality. They range from controls over drink-driving and speed limits

:02:51. > :02:53.to elements of broadcasting. In a moment, we'll look at control of

:02:54. > :03:04.large-scale energy projects but, first, the future of policing.

:03:05. > :03:07.Would our streets be safer if the police came under the control of the

:03:08. > :03:12.Welsh government rather than the Home Office? That is the question

:03:13. > :03:17.being asked tonight. What are the arguments in support of what would

:03:18. > :03:22.be an historic decision. At the South Wales Police Museum, a leading

:03:23. > :03:29.expert and a former inspector outline one advantage. If a chief

:03:30. > :03:34.officer in Wales wanted to see the Home Secretary, he is one of 43

:03:35. > :03:40.chief constables trying to see the Home Secretary. In Wales, it would

:03:41. > :03:46.be much easier. There is huge symbolic significance attached to

:03:47. > :03:50.this. The police is the most visible sign of power in any country and

:03:51. > :03:55.what we are talking about is taking away the ultimate control of that

:03:56. > :04:00.power from the Home Office, where it has been since the 19th century, to

:04:01. > :04:04.Wales. The Silk Commission believe it makes sense to devolve policing

:04:05. > :04:08.because in their day-to-day lives, offices deal so much with

:04:09. > :04:13.organisations that are already devolved in areas like drug and

:04:14. > :04:16.alcohol abuse and domestic violence. But the main concern from opponents

:04:17. > :04:19.will be separating the police from the rest of the criminal justice

:04:20. > :04:25.system like the courts and the prisons. It would be a divisive

:04:26. > :04:31.issue. Two of Wales's grease and crime commission is already

:04:32. > :04:34.disagree. The partnership with the criminal justice system is less

:04:35. > :04:38.important than the partnership with the local authorities and other

:04:39. > :04:42.agencies for which the Welsh government is responsible. It makes

:04:43. > :04:46.sense for policing, which is about reducing offending, to link to the

:04:47. > :04:50.bodies that make a contribution to that. Local councils, the health

:04:51. > :04:57.service and other bodies that are devolved. I don't think we gain

:04:58. > :05:01.anything. It is complicated, expensive and unnecessary. We should

:05:02. > :05:08.focus on the relationships we have with other agencies in our area. As

:05:09. > :05:11.well as policing, the report says the rehabilitation of young

:05:12. > :05:15.offenders should be devolved and feasibility studies carried out into

:05:16. > :05:22.whether prisons and the probation service should go the same way. And

:05:23. > :05:25.it could go further than that. It is a very collocated picture. We would

:05:26. > :05:29.like to see a full review within the next ten years of the justice system

:05:30. > :05:42.and the inflammation -- implementation by 2025. The parties

:05:43. > :05:47.may be divided but they were forthright at this club. I think it

:05:48. > :05:52.should be British justice across the UK. The powers they have got, they

:05:53. > :05:57.have handled well, but I don't think they should be given any more

:05:58. > :06:03.powers. Giving responsibility for law and order to the Welsh

:06:04. > :06:05.government would be a big move. Another recommendation is to

:06:06. > :06:12.increase the number of Assembly Members.

:06:13. > :06:16.Some love them, some load them, but who should decide if large-scale

:06:17. > :06:21.wind farms get built? There are few places where energy policy is as

:06:22. > :06:25.hotly debated as mid Wales. Many county councillors were elected on

:06:26. > :06:28.the platform of opposing wind farms and here, a public enquiry is under

:06:29. > :06:34.way into whether five large wind farm projects should go ahead. The

:06:35. > :06:37.Silk Commission's recommendation is not specifically about wind farms

:06:38. > :06:42.but because of their size, renewable energy projects are likely to be

:06:43. > :06:45.most affected. At the moment, the Welsh government can only make

:06:46. > :06:52.decisions on development is capable of producing up to 50 megawatts of

:06:53. > :06:57.energy. Above that, final say rests with ministers at Westminster. The

:06:58. > :07:00.report recommends this should be increased to 350 megawatts and it

:07:01. > :07:05.says the UK government should have to consult Wales on develop and over

:07:06. > :07:09.that size. The new level would cover projects like the tidal lagoon

:07:10. > :07:13.proposed for Swansea Bay but not large-scale power stations or the

:07:14. > :07:18.new nuclear plant planned for Anglesey. But in mid Wales, it is

:07:19. > :07:21.planning policies drawn up by ministers in Cardiff which get

:07:22. > :07:26.blamed for applications to build new wind farms. It is really good to see

:07:27. > :07:42.them turning even on very low winter days. John Jones is part of a social

:07:43. > :07:47.media group. He wants to unlock the potential of wind energy. There

:07:48. > :07:51.seems to have been a logjam at the moment where people are objecting to

:07:52. > :07:56.everything, even the small turbines you see in the distance. They are a

:07:57. > :08:03.big benefit to local families, sustaining their future. The Welsh

:08:04. > :08:08.government is determined to cover mid Wales in wind farms and

:08:09. > :08:13.Highlands and lines all over the place to destroy the place. The

:08:14. > :08:17.people of mid Wales, the vast majority, don't want them to do

:08:18. > :08:21.that. We are doing everything we can to defend this area for future

:08:22. > :08:25.generations. The Welsh government seemed to care not a jot. Wind farm

:08:26. > :08:30.developers would welcome anything that makes their lives little

:08:31. > :08:37.easier. Wind farm opponents would take some convincing. With new

:08:38. > :08:41.powers comes extra responsibility. What happens next? Now it is over to

:08:42. > :08:45.the political parties at Westminster. At this stage they are

:08:46. > :08:49.keeping their options open but the Welsh Secretary David Jones say they

:08:50. > :08:55.will have all formed a few by next year's general election. It is very

:08:56. > :08:58.likely that the recommendations will inform the manifestoes of all the

:08:59. > :09:03.political parties. I am sure people would regard it as rather odd if the

:09:04. > :09:09.parties did not comment on the silk recommendations when those are drawn

:09:10. > :09:14.up. The government position and the position of each individual medical

:09:15. > :09:18.party will become a lot clearer. We want to see Wales as a thriving part

:09:19. > :09:20.of the UK and in order to do that we need to make sure we have a

:09:21. > :09:26.devolution settlement which is clear, is free of friction, and will

:09:27. > :09:31.last us for the next decade and beyond. It is in no one's interest

:09:32. > :09:35.that we continue to have debates on the extent of devolution. I would

:09:36. > :09:43.like to see the issue settled in the next five years.

:09:44. > :09:46.A process free of friction may be an ambition of the first minister but

:09:47. > :09:52.it does look unlikely that it will be the case. They UK coalition

:09:53. > :09:55.government, in the evidence to the submissions, said there was no case

:09:56. > :09:58.where they believe they should be any radical change to the

:09:59. > :10:02.constitutional settlement. The decision will be made by a new

:10:03. > :10:08.government, whoever is in charge, but in the past, senior Labour MPs

:10:09. > :10:11.have expressed deep reservations about any policy of devolving

:10:12. > :10:18.criminal Justice and the police to Wales.

:10:19. > :10:21.We will have much more from Nick later.

:10:25. > :10:26.parents are being asked to join the campaign to improve our poor maths

:10:27. > :10:30.results. And the numbers aren't looking too

:10:31. > :10:31.clever for Cardiff City. A word from the boss, Vincent Tan, didn't

:10:32. > :10:41.inspire victory. A boat-building and repair firm in

:10:42. > :10:45.Pembrokeshire has gone into administration with 66 job losses.

:10:46. > :10:50.Mustang Marine, based at Pembroke Dock, says it is continuing to trade

:10:51. > :10:53.and 48 staff will remain. The company says they took the decision

:10:54. > :11:01.because of cash flow problems when two of their key projects overran.

:11:02. > :11:05.Abigail Neal reports. A skeleton crew continues today. The

:11:06. > :11:09.quality of the work here is second to none. The only problem is it

:11:10. > :11:12.should have been finished seven months ago. This Supacat vessel has

:11:13. > :11:16.been designed to support crews working on offshore wind farms.

:11:17. > :11:20.Mustang Marine took on the project and another to built a River Thames

:11:21. > :11:29.pleasure cruiser. Both slipped behind and the cash flow problems

:11:30. > :11:36.mounted up. Has there been an element with the business has been

:11:37. > :11:39.too ambitious? With hindsight, I am sure that can be said of the

:11:40. > :11:46.business. It took two major projects on, both first of type, and that has

:11:47. > :11:48.really brought the cash flow problems on the business. The

:11:49. > :11:53.company is in administration but continuing to trade. Mustang Marine

:11:54. > :11:57.is a big player within one of the Welsh government's enterprise

:11:58. > :11:59.quarter. In fact, this new ?1.5 million construction hall only

:12:00. > :12:04.opened last November and was the first major investment within the

:12:05. > :12:07.Waterway Enterprise Zone. The Port of Milford Haven paid for that

:12:08. > :12:18.building and are a 50% shareholder in the company. We are a creditor.

:12:19. > :12:23.We made an investment. We will have lost money as a consequence of this.

:12:24. > :12:27.But the asset, the location in Pembroke port and Milford dock are

:12:28. > :12:31.very good, the assets are very good quality. But for the time being, 66

:12:32. > :12:37.workers have been laid off and many more local companies left owing

:12:38. > :12:43.money. I believe there is a company interested. I don't know the name

:12:44. > :12:48.but if they took over, they would automatically take on some of the

:12:49. > :12:50.staff that have now had the notice and hopefully it will build itself

:12:51. > :12:54.back up. In its 200-year history, Pembroke dockyard has launched five

:12:55. > :12:58.Royal yachts and more than 200 Royal Navy vessels. And while many are

:12:59. > :13:05.confident a buyer for the business will be found, it remains an anxious

:13:06. > :13:08.wait. A deputy headteacher from Cardiff

:13:09. > :13:14.who has previously admitted secretly filming children in a toilet has

:13:15. > :13:18.appeared before Cardiff Crown Court on 48 further charges. Gareth

:13:19. > :13:22.Williams, who is suspended from his post at Ysgol Glantaf is charged

:13:23. > :13:26.with voyeurism and making and possessing indecent images of

:13:27. > :13:29.children. There was no application for bail. He will appear before the

:13:30. > :13:32.court again on April 14. Detectives are investigating the

:13:33. > :13:36.sudden death of a 65-year-old woman in Ceredigion. The pensioner's body

:13:37. > :13:39.was discovered in a property on Llandysul High Street this morning.

:13:40. > :13:43.A 59-year-old man has been arrested and is in police custody.

:13:44. > :13:51.We know that the standards of maths in our schools isn't up to scratch.

:13:52. > :13:54.But how much of that is down to a lack of support from parents? Around

:13:55. > :13:57.three in ten parents in Wales have admitted making negative statements

:13:58. > :14:00.about maths in front of their children. That's according to a poll

:14:01. > :14:03.commissioned by the Welsh Government as it launches a new campaign to

:14:04. > :14:07.encourage parents to help youngsters with maths. Here's our education

:14:08. > :14:12.correspondent Arwyn Jones. How much money are you saving here?

:14:13. > :14:16.Which one of these offers gives better value for money? How good are

:14:17. > :14:20.you at doing your sons and what effect does that have on your

:14:21. > :14:24.children? Today, the Education Minister played a part of quiz show

:14:25. > :14:29.assistant to highlight the need for parents to be more involved with

:14:30. > :14:34.their children's maths. They have to remember that social attitudes,

:14:35. > :14:38.family attitudes, they do rub off on other children. If we are saying

:14:39. > :14:42.negative things, if we are seeing maths does not matter, that rubs off

:14:43. > :14:47.on young people and that can have a very negative effect. But how much

:14:48. > :14:52.do parents help their children? According to a poll for the Welsh

:14:53. > :14:57.government, 86% claimed to be either good or OK at maths. But 29%

:14:58. > :15:02.admitted they had made negative statements about the subject in

:15:03. > :15:06.front of children. Having a fair grasp of mathematics can come in

:15:07. > :15:10.handy at the supermarket to see whether or not you are getting a

:15:11. > :15:16.bargain. But there are also broader economic issues here too. Businesses

:15:17. > :15:19.need people who know their numbers. Abbey and Dominic both saying maths

:15:20. > :15:23.is their favourite subject. Games like this mean they are doing it

:15:24. > :15:30.without even realising and for their father, that is important. I reset

:15:31. > :15:36.my GCSE maths and now I have got kids of my own, trying to encourage

:15:37. > :15:44.them to get the maths locked down at an early stage is going to massively

:15:45. > :15:48.help them. Maths is the weakest of all our pork -- core subjects and we

:15:49. > :15:53.are a fair bit behind England when it comes to GCSEs. The Welsh

:15:54. > :15:56.government has several initiatives to improve the situation but the

:15:57. > :15:59.clock is certainly taking. The gap between Wales and the

:16:00. > :16:02.wealthiest parts of the UK is in danger of getting worse in future

:16:03. > :16:07.unless workers are willing to change careers, retire later and adapt to

:16:08. > :16:10.new technology. That was the message from a report for the UK Commission

:16:11. > :16:13.for Employment and Skills that marks the start of National Apprentice

:16:14. > :16:16.Week. Here's our business correspondent Brian Meechan.

:16:17. > :16:20.Apprenticeships are often associated with traditional trades and heavy

:16:21. > :16:24.industries. They have also been seen as mainly for school leavers. Rhys

:16:25. > :16:29.Davies is an apprentice mechanical engineer. At 31, he has changed

:16:30. > :16:35.career after working as a sound engineer. This provides

:16:36. > :16:40.qualifications as well as training so it is the best of both worlds. If

:16:41. > :16:45.you are motivated and dedicated to learn, doors will open for you. The

:16:46. > :16:49.report argues that workers across Wales will have to be willing to be

:16:50. > :16:52.flexible and retrain for jobs and should be prepared to work into

:16:53. > :16:57.their 70s. It says unless that happens, the gap between the richest

:16:58. > :17:04.and poorest parts of the UK will widen. In 2012, London produced

:17:05. > :17:10.around ?37,000 of goods per person. Wales was the lowest with under

:17:11. > :17:16.?15,500. One of the report's authors says a widening gap is not

:17:17. > :17:20.inevitable. It is about the opportunities and options available

:17:21. > :17:23.to employers and individuals. For employers, making the right sort of

:17:24. > :17:28.investments, developing new talent and retaining talent. For

:17:29. > :17:35.individuals, to become more savvy and aware of the types of

:17:36. > :17:39.opportunities that are available. This woman has been promoted to a

:17:40. > :17:44.management role at a finance company after completing advanced level

:17:45. > :17:47.information technology training. I was able to go to my manager and

:17:48. > :17:55.say, this is what I have done, I have used these things that I have

:17:56. > :18:01.learned. The workers -- report says workers will have two adapt and be

:18:02. > :18:02.able to use technology. The shape of apprenticeships is likely to change

:18:03. > :18:06.even more. Let's get tonight's sport here's

:18:10. > :18:12.Cardiff Blues Director of Rugby Phil Davies has resigned with immediate

:18:13. > :18:17.effect. The former Wales international had been in charge at

:18:18. > :18:19.the Arms Park since May 2012. But his position had come under

:18:20. > :18:21.increased scrutiny following a miserable run of results that

:18:22. > :18:31.culminated in defeat to bottom-of-the-league Zebre on the

:18:32. > :18:35.weekend. He had been at the region through a

:18:36. > :18:38.transitional period and brought many successes but maybe they have not

:18:39. > :18:41.shown on the pitch and for that region he feels it is time to resign

:18:48. > :18:49.for the Welsh teams in the Premier League. Swansea appeared to be in

:18:50. > :18:53.control at home against Crystal Palace, but were undone by a

:18:54. > :18:55.controversial late penalty. And Cardiff City's 1-0 defeat to

:18:56. > :19:01.Tottenham leaves them still second-from-bottom and under

:19:02. > :19:07.pressure. It was hoped a pep talk from Vincent

:19:08. > :19:11.Tan would inspire the troops following their humiliation at home.

:19:12. > :19:16.Cardiff showed plenty of enterprise in the first half but it was first

:19:17. > :19:21.struck first. A swift counterattack allowing Roberto Soldado to slot the

:19:22. > :19:26.goal. Almost immediately, Cardiff had an opportunity to equalise but

:19:27. > :19:29.this header hit the crossbar. It means Ole Gunnar Solskjaer has only

:19:30. > :19:34.one win to its name in eight but the manager is emphasising the

:19:35. > :19:38.positives. A big improvement. That was a team that believed in what we

:19:39. > :19:47.are doing, having a go, have a real go. Just had a little bit of margins

:19:48. > :19:50.again against us. Swansea city appeared to be heading for victory

:19:51. > :19:55.against Crystal Palace. They could have taken the lead after 21

:19:56. > :20:01.minutes. But moments later Jonathan de Guzman made no mistake. Some neat

:20:02. > :20:05.interplay helping the Dutchman find the back of the net. The Swans blew

:20:06. > :20:09.a few more chances to extend their lead and the game turned late on

:20:10. > :20:16.when Chico florist was sent off for this challenge. The replay suggested

:20:51. > :20:53.Since the Olympics, the Welsh Curling Association say they've been

:20:54. > :20:56.inundated with people signing up for sessions at Deeside Leisure Centre.

:21:04. > :21:07.I am on one of the busiest Monday nights this ice rink has seen in a

:21:08. > :21:12.long time but people are not yet a skate, instead they have come to

:21:13. > :21:17.have a go at curling. Usually around 40 or 50 people come every week but

:21:18. > :21:21.today 160 people have come through the doors. It has been so busy,

:21:22. > :21:25.coaches have been brought over from Scotland to help with the demand and

:21:26. > :21:33.it is all thanks to the success at the Winter Olympics. We can speak

:21:34. > :21:38.now to a member of the Welsh curling Association. Why has it become so

:21:39. > :21:42.popular in the last few weeks? With the medal success in Russia, that

:21:43. > :21:45.has brought a lot of people's attention to the sport which we were

:21:46. > :21:49.hoping to get because we are keen to promote the sport in Wales. Are you

:21:50. > :21:56.surprised people have chosen curling? I think people see it as a

:21:57. > :21:59.lot easier than trying snowboarding or skiing because it is so

:22:00. > :22:05.encompassing of all age groups and physical abilities. They probably

:22:06. > :22:13.thought, I can have a go at that. I had a goal little bit easier and it

:22:14. > :22:16.is not as easy as it looks. It is a skilful game. A lot of people can

:22:17. > :22:22.play but it takes a long time to master. The guys at the Olympics

:22:23. > :22:29.make it look easy. Lots of people today have been giving it a go. What

:22:30. > :22:37.do you think? It is brilliant. It is very good fun. What made you want to

:22:38. > :22:43.come along? I thought it was a sport I could try and it is within my

:22:44. > :22:46.capabilities. 450 people are expected to come here over the next

:22:47. > :22:54.few weeks and organisers hope that success will continue over the year.

:23:04. > :23:06.Westminster to Wales. The Silk Report recommends that decisions on

:23:07. > :23:13.policing, youth justice and energy projects should be made in Cardiff

:23:14. > :23:18.Bay rather than London. Let's talk to our political editor and

:23:19. > :23:24.Parliamentary correspondent. How has the report gone down in Cardiff Bay?

:23:25. > :23:28.Quite often, when we are talking about constitutional issues, they

:23:29. > :23:33.can be quite technical and quite theoretical. For example, what form

:23:34. > :23:37.of income tax should be devolved? There is something very basic and

:23:38. > :23:42.fundamental about the devolution of policing, which everyone will get.

:23:43. > :23:46.It is the ultimate oversight of law and order on our streets being done

:23:47. > :23:50.at a Welsh government level or at a Home Office level at Westminster.

:23:51. > :23:53.The tabulation that the political parties will have to make is whether

:23:54. > :23:57.at the general election next year that is going to be a vote winner in

:23:58. > :24:00.Wales or not. The other controversial element within this

:24:01. > :24:04.report that will inevitably get a lot of coverage is a potential

:24:05. > :24:09.increase in the number of Assembly Members. The Assembly Members here

:24:10. > :24:14.know that is a tough sell with the public. But the two matters are

:24:15. > :24:20.inexorably linked. If police control and large energy projects comes

:24:21. > :24:28.here, that is a central argument for having more Assembly Members. David,

:24:29. > :24:37.the report is in Westminster's court now. Is it being welcomed by MPs?

:24:38. > :24:41.The Secretary of State for way has said there is simply not enough time

:24:42. > :24:46.to implement or before the general election so a lot of focus on that

:24:47. > :24:53.manifesto making process. Very striking how both sides, David Jones

:24:54. > :24:58.for the Conservatives and Owen Smith for Labour, very cautious in their

:24:59. > :25:02.response. They are talking about the need for careful consideration. Both

:25:03. > :25:06.sides acknowledge it is going to be difficult to get a consensus around

:25:07. > :25:12.all 61 recommendations. There will be a few rows along the way. The

:25:13. > :25:15.idea of more Assembly Members, the Silk Commission says that could be

:25:16. > :25:20.paid for by reducing MPs. That might be a hard sell here. Thank you both
