:01:33. > :01:37.services could be disastrous at a time when more than half of adults

:01:38. > :01:40.in Wales are overweight or obese. That's the stark warning from a

:01:41. > :01:44.leading doctor. Tonight, as councils across the country look to make

:01:45. > :01:47.millions of pounds in savings and are finalising budgets, we look at

:01:48. > :01:52.how the services you use will be affected. Leisure is particularly

:01:53. > :01:55.vulnerable because there's no legal obligation for councils to provide

:01:56. > :02:04.it. Our sports news correspondent Gareth Lewis is in Swansea. Gareth.

:02:05. > :02:07.Welcome to what thousands of people still call Swansea Leisure Centre,

:02:08. > :02:12.which was the name of this place when it was run by the council. It

:02:13. > :02:15.was taken over by a trust six years ago, which shows that changes to

:02:16. > :02:22.leisure provision have been happening for some time. They're in

:02:23. > :02:28.real focus now because of those savings. And because of potential

:02:29. > :02:32.cuts or price rises this is, as you mentioned, a time of concern and

:02:33. > :02:33.worry for those looking after our health and those involved in

:02:34. > :02:43.grassroots sport. The 200 junior and senior players of

:02:44. > :02:47.Dafen AFC in Llanelli are enjoying something of a reprieve. After

:02:48. > :02:50.vociferous protests, Carmarthenshire council voted unanimously last week

:02:51. > :02:55.to freeze planned rises in fees for sports pitches pending a review. But

:02:56. > :03:03.will any celebrations be short-lived?

:03:04. > :03:09.Who knows. It is still hanging over us at the moment that in the back of

:03:10. > :03:16.my mind I think there are elections next year so that might be just

:03:17. > :03:21.keeping us quiet. We are trying to raise money left right and centre at

:03:22. > :03:25.the moment. If the plug was pulled, you would find there would be at

:03:26. > :03:29.least 100 children from this area alone walking the streets and not

:03:30. > :03:31.doing anything. Carmarthenshire's decision shows

:03:32. > :03:35.just how unpopular making cuts to leisure can be. The council needs to

:03:36. > :03:38.make cuts of ?30m over three years. It currently spends ?260,000 a year

:03:39. > :03:43.maintaining pitches and changing rooms. The original plans to raise

:03:44. > :03:50.fees from ?73 this April to a potential ?235 by 2016 for an adult

:03:51. > :03:53.football pitch are now on hold. The man who runs Wales's only NHS-funded

:03:54. > :04:01.obesity clinic is alarmed at any threat to our ability to take

:04:02. > :04:07.exercise. I think it is depressing and

:04:08. > :04:17.alarming. It is a disastrous move. We already have an obesity crisis in

:04:18. > :04:21.Wales. I call it an obesity tsunami and we have to tackle it in every

:04:22. > :04:26.direction from the food industry, politicians, media and also leisure

:04:27. > :04:31.centres. Those at the top of sport agree with

:04:32. > :04:35.Dr Haboubi that cuts to leisure are a false economy.

:04:36. > :04:38.We need to consider any closures that we make today could be passing

:04:39. > :04:46.on the cost to health in the future. Young people and elderly people need

:04:47. > :04:48.to be active as part of a healthy life.

:04:49. > :04:51.Even a world away from the hub-bub of football of gymnastics, there's

:04:52. > :05:02.change and uncertainty over the future. The council needs to save

:05:03. > :05:12.?25 million over four years. The bowls Company fred-mack club needs

:05:13. > :05:16.to find ?11,000 a year but is up for it.

:05:17. > :05:26.There is a large amount of money involved but we feel we can make it

:05:27. > :05:32.and in 2014 we are using it as a test to find out and hopefully we

:05:33. > :05:36.can make it work. One thing is certain - this is a

:05:37. > :05:39.time of great change for how our leisure services are funded and run.

:05:40. > :05:43.The days of the council being the main provider have gone in parts of

:05:44. > :05:49.Wales. But change is one thing - change that gets the support of the

:05:50. > :05:52.electorate is another. It is warmer in here than it was on

:05:53. > :05:56.the touchline. Richard Proctor is chief executive of the company which

:05:57. > :06:01.runs the LC. Welcome to the programme. Are the

:06:02. > :06:05.days of a council run leisure Centre coming to an end with Mac hopefully

:06:06. > :06:10.we have shown there are different ways of delivering it.

:06:11. > :06:14.It is a reduced cost so better value for the taxpayer and better

:06:15. > :06:16.standards and facilities. Hopefully it demonstrates a different way of

:06:17. > :06:21.doing it. The council isn't out of the

:06:22. > :06:28.equation and you get half ?1 million a year from them in the study.

:06:29. > :06:33.We have reduced that since we started. The council still dictate

:06:34. > :06:38.what they want delivered to the community. They determined the

:06:39. > :06:39.outcome and we are there to deliver it for them. So the relationship is

:06:40. > :06:45.very important. We have a great elation gyp with

:06:46. > :06:53.them and it is about what they want. -- relationship with them.

:06:54. > :06:58.I would say come and have a look if you are feeling uneasy but there are

:06:59. > :07:06.different ways of doing it. You get a better experience from a customer

:07:07. > :07:13.and a better out put for the council.

:07:14. > :07:20.Leisure cuts are a hot topic. Wrexham Council will be discussing

:07:21. > :07:22.the future of a leisure centre controversially earmarked for

:07:23. > :07:25.closure. Well, sport and leisure facilities

:07:26. > :07:27.aren't the only services affected by shrinking budgets. Many services are

:07:28. > :07:30.under pressure. Our political reporter Daniel Davies has been

:07:31. > :07:33.looking at what services are being prioritised by local authorities.

:07:34. > :07:36.Dan, it's a mixed picture. Councils are under pressure and

:07:37. > :07:39.we've been looking at the consequences for our services. Take

:07:40. > :07:43.libraries for example. In Rhondda Cynon Taf the council wants to close

:07:44. > :07:47.14 out of 26 libraries in the county borough - part of a plan to save

:07:48. > :07:51.?70m over four years. In neighbouring Vale of Glamorgan they

:07:52. > :07:58.haven't closed any yet but a report on the council's nine libraries will

:07:59. > :08:03.go to its cabinet soon. Nursery places vary around Wales. In Neath

:08:04. > :08:06.Port Talbot children can go part-time the day after their third

:08:07. > :08:10.birthday, if there's space for them. In Bridgend children have to wait

:08:11. > :08:14.until the school term after their three - but the council says it

:08:15. > :08:18.needs to make cuts of ?1.5m from other budgets to protect that

:08:19. > :08:23.service. And all councils now collect black bag rubbish once a

:08:24. > :08:26.fortnight. Pembrokeshire was the last to start doing that in October

:08:27. > :08:29.last year, saying it has to meet government recycling targets and

:08:30. > :08:33.save half a million pounds a year. Some people in Powys still have a

:08:34. > :08:48.weekly collection, but by the end of this year everyone in the county

:08:49. > :08:53.will be on fortnightly collections. There was government has decided to

:08:54. > :08:57.protect the NHS which means less money for councils. They can't cut

:08:58. > :09:02.social services so the axe will fall more heavily on things like

:09:03. > :09:05.libraries and nurseries. Thank you very much indeed.

:09:06. > :09:08.Later in the programme we'll be looking at how schools, although not

:09:09. > :09:14.affected directly by the cuts, are still facing the squeeze.

:09:15. > :09:17.Now the rest of the day's news. Two South Wales police officers have

:09:18. > :09:22.been sacked after they failed to investigate properly a colleague who

:09:23. > :09:25.was later jailed for sexual assault. Detective Constable Jeffrey Davies

:09:26. > :09:26.was jailed for three years last summer for offences against two

:09:27. > :09:38.women. Caroline Evans reports. As a family liaison officer Jeffrey

:09:39. > :09:44.Davies was supposed to support victims of crime, instead he took

:09:45. > :09:47.advantage of his position. Today we learned two of his superior officers

:09:48. > :09:55.have been sacked for failing to address the allegations against

:09:56. > :10:00.Davies. The conduct of these two officers

:10:01. > :10:05.fell well below the standards we would expect of leaders in our

:10:06. > :10:09.organisation. They didn't deal with the complaints of two vulnerable

:10:10. > :10:12.women and they made light, in some ways, of those complaints. They have

:10:13. > :10:14.been dismissed. Davies, his detective sergeant

:10:15. > :10:17.Richard Jones and detective inspector Philip Camm all worked

:10:18. > :10:21.here at Merthyr Tydfil police station part of Aberdare CID. The

:10:22. > :10:23.Independent Police Complaints Commission which led the

:10:24. > :10:26.investigation said they uncovered what amounted to a canteen culture

:10:27. > :10:29.where inappropriate comments were viewed as harmless banter and showed

:10:30. > :10:41.the officers concerned had nothing but contempt for the women.

:10:42. > :10:47.The women concerned in this particular investigation came to the

:10:48. > :10:50.police for help. They were making very serious allegations of a sexual

:10:51. > :10:57.nature against a serving police officer. They should have expected

:10:58. > :11:00.to be treated with respect, with dignity and they should have

:11:01. > :11:03.expected that their allegations were investigated quickly and thoroughly.

:11:04. > :11:06.South Wales Police say they believe they have dealt with this matter

:11:07. > :11:09.robustly. They want to assure women that this was exceptional behaviour

:11:10. > :11:19.and say it should not deter other vicitms from reporting issues to the

:11:20. > :11:21.police. Swansea-born MP, Nigel Evans, used

:11:22. > :11:26.his "powerful" influence to sexually assault young men - a court has

:11:27. > :11:29.heard. The 56-year-old appeared at Preston Crown Court to face trial

:11:30. > :11:42.for nine sex offences against seven men, between 2002 and 2013. He

:11:43. > :11:45.denies the charges. The service which treats children

:11:46. > :11:49.and young people with mental health problems in Wales is in crisis,

:11:50. > :11:53.according to child health experts. The Welsh Government refutes the

:11:54. > :11:57.claims, and says it will spend an extra ?250,000 a year to try to

:11:58. > :12:00.tackle the problem. But a BBC Wales investigation has found that young

:12:01. > :12:07.people are often left struggling to cope without the appropriate

:12:08. > :12:10.support. I think in Wales there is a

:12:11. > :12:16.situation where the government policy and its legislative framework

:12:17. > :12:21.is quite good, quite advanced. On the other hand, delivery falls a

:12:22. > :12:24.long way short. It is very patchy across Wales and we still haven't

:12:25. > :12:28.overcome the difficulties of transition for people going from

:12:29. > :12:55.childhood with a mental illness into adult hood. They are difficult

:12:56. > :12:58.changes. Schools need to consider the

:12:59. > :13:01.financial situation of families after a teenage pupil from Wrexham

:13:02. > :13:05.was punished for wearing the wrong shoes to school. Llyr Gruffydd, a

:13:06. > :13:08.Plaid Cymru AM for North Wales, says it was unfair that a pupil had to

:13:09. > :13:11.pay for her parents' difficulties. Chris Dearden reports.

:13:12. > :13:15.Lauren's mother wrote a book in her ledger to explain to teachers she

:13:16. > :13:19.couldn't afford leather shoes. I explained that I couldn't afford

:13:20. > :13:23.them until I get paid and then I can get her better shoes but the rules

:13:24. > :13:27.and the Galatians that they seem to have don't give much leeway at all.

:13:28. > :13:33.Those rules say footwear has to be plain black so when Lauren got to

:13:34. > :13:37.school wearing these shoes, she was put in isolation for the day.

:13:38. > :13:43.When it was full, she was moved into a store room which Lauren says was

:13:44. > :13:46.no bigger than a cupboard. I found it very unfair because it

:13:47. > :13:51.wasn't my fault so I shouldn't be getting the punishment for it.

:13:52. > :13:57.The school says it is a private matter but it will be dealing with

:13:58. > :14:03.the complaint from Lauren's man. -- Lauren's mother. We have to see it

:14:04. > :14:06.here guide is for teachers on how they deal with those situations on

:14:07. > :14:10.the coal face because there has been a breakdown somewhere.

:14:11. > :14:15.It is a subject which causes regular problems for headteachers and Wales.

:14:16. > :14:18.The Welsh government says its guidance makes it clear that schools

:14:19. > :14:24.should consider costs when setting uniform policy.

:14:25. > :14:28.Uniform is popular with parents and pupils because it is a good leveller

:14:29. > :14:34.in situations where children are competing to wear designer brands or

:14:35. > :14:37.the best clothing, some parents can't afford to support their

:14:38. > :14:41.children in that kind of environment.

:14:42. > :14:45.As for Lauren, she hasn't had to go to school in her canvas shoes

:14:46. > :14:47.today. She finally got her new ones over the weekend.

:14:48. > :14:51.Still ahead tonight: Warren Gatland names his side to face Scotland on

:15:14. > :15:16.looking at cuts to council budgets and how that affects our services.

:15:17. > :15:19.Schools budgets in Wales are protected from cuts by the welsh

:15:20. > :15:22.government. But as our education correspondent, Arwyn Jones found

:15:23. > :15:31.out, that doesn't mean they're not feeling the squeeze.

:15:32. > :15:37.He had the Roman fort, they are taking these children through their

:15:38. > :15:43.marching drills. As well as battles for educational purposes, like this

:15:44. > :15:46.one. There are many skirmishes over education in Wales at the moment

:15:47. > :15:53.because even though spending in schools is protected, it doesn't

:15:54. > :15:57.mean they are immune from cuts. It is a similar fight scene all over

:15:58. > :16:00.Wales as councils set their budgets. Local authorities keep between ten

:16:01. > :16:05.and 20% of schools budgets for central services and now there is a

:16:06. > :16:11.call to give that money directly to schools because they spend it more

:16:12. > :16:16.effectively. Schools pay money towards statutory

:16:17. > :16:21.testing, the circuits within schools. That is the equivalent of

:16:22. > :16:27.?91,000 per high school. They could imply an electrician and still have

:16:28. > :16:32.half the budget of Dover. Councils defend their right to keep central

:16:33. > :16:35.services but many are diverting more responsible is used to schools

:16:36. > :16:40.themselves. Support levels are reducing as the

:16:41. > :16:45.amount of money devolved to schools is decreased and we would question

:16:46. > :16:52.whether the additional funding is adequate to provide those additional

:16:53. > :16:55.services. And it's not only schools feeling

:16:56. > :17:02.the pinch. This costs of after-school clubs and bicycles and

:17:03. > :17:09.councils in Wales are rising -- run by schools. According to recent

:17:10. > :17:12.research, the cost has gone up by 15% in Wales but come down in

:17:13. > :17:16.England. After-school clubs have gone up

:17:17. > :17:19.significantly in Wales but in England they have gone down this

:17:20. > :17:24.year so the situation in Wales this quite difficult for parents.

:17:25. > :17:27.Councils argue schools budgets have fared much better than other

:17:28. > :17:33.services. Local authorities are facing tough financial times and

:17:34. > :17:36.have to make cuts. So while schools are protected, it doesn't mean they

:17:37. > :17:40.are unscathed. Tomorrow we'll be talking about your

:17:41. > :17:43.council tax bill - who's paying the most, who's seen the biggest

:17:44. > :17:45.increases and how that all impacts businesses where you live. That's

:18:01. > :18:02.volunteers have been rewarded for their efforts with the honour of

:18:03. > :18:07.carrying the Queen's Commonwealth Baton when it comes to Wales in May.

:18:08. > :18:11.They'll be joined by top sports stars, as the relay passes through

:18:12. > :18:16.on route to Glasgow. The baton is currently travelling through the

:18:17. > :18:22.Caribbean. We'll be getting a live update shortly after this report

:18:23. > :18:27.from Ashleigh Crowter. It is still more than two months

:18:28. > :18:32.away but the relay is already proving an inspiration. Today in

:18:33. > :18:36.Carmarthenshire, children showed off their own bat on design. When the

:18:37. > :18:41.real thing comes to Carmarthen, it will bring back memories for this

:18:42. > :18:48.former distance runner. He has carried it three times.

:18:49. > :18:50.The first time was a very big honour for a youngster. The second time it

:18:51. > :18:56.was the Manchester Commonwealth Games in 2002. I ran along the

:18:57. > :19:02.quayside in Carmarthen and there were hardly any people there. This

:19:03. > :19:05.year I hope there will be many more. This woman is a volunteer in

:19:06. > :19:10.Aberystwyth and she runs sports clubs for children.

:19:11. > :19:17.It is a great honour. I have worked quite hard for the Urdd so it is a

:19:18. > :19:23.reward for the work I've done for the Urdd. Some national sporting

:19:24. > :19:36.stars will carry the baton, including Mark Colborn.

:19:37. > :19:43.Ray Williams won Commonwealth gold and is proud to be another battle

:19:44. > :19:46.carrier. It is special for the community in Wales because it gives

:19:47. > :19:50.youngsters a chance to have a feel of it before they see it in July.

:19:51. > :19:57.Today is Commonwealth Day and it was marked with a flag lifted outside

:19:58. > :20:01.County Hall. An injured soldier climbed Snowdon

:20:30. > :20:33.harder. It started from Buckingham Palace and has already been through

:20:34. > :20:35.the African nations and now it is in the Caribbean. Five months on the

:20:36. > :20:42.road and the reception has been fantastic. It has been in the

:20:43. > :20:45.Falkland Islands in the last week. They are looking forward to

:20:46. > :20:51.representing themselves because at the Olympics they would be part of

:20:52. > :20:54.Team GB. In Barbados, the rugby team have just had a call up to play

:20:55. > :21:00.against the mighty all Blacks. They didn't think they were going. I bet

:21:01. > :21:07.getting an incredible reception on its journey but what will be

:21:08. > :21:13.happening when it comes to Wales? Well, by the time it gets to the

:21:14. > :21:18.British Isles on the 11th of May and Wales between the 24th and the 30th,

:21:19. > :21:22.there will be the build-up to the opening ceremony on the 23rd and

:21:23. > :21:27.deeper will be following the journey. I hope that is what it be

:21:28. > :21:31.like in Wales as well there will be lots of sporting heroes and

:21:32. > :21:34.community heroes getting involved. We look forward to it arriving.

:21:43. > :21:45.yesterday with defeat to England. The loss has prompted calls for

:22:01. > :22:04.Wales? England were by far the better team but what was

:22:05. > :22:07.particularly disappointing was Wales failed to adapt to what was in front

:22:14. > :22:18.out of hand was pretty poor and turnovers were particularly
