:00:09. > :00:13.Welcome to Wales today. Tonight's headlines...

:00:14. > :00:17.S4C plans to move its headquarters from Cardiff to Carmarthen. It is

:00:18. > :00:19.being described as an economic and linguistic boost for west Wales.

:00:20. > :00:22.Fears tonight that the dairy industry in Wales could suffer, as

:00:23. > :00:32.supermarkets slash the price of milk. We are getting very concerned

:00:33. > :00:36.about the type six they are using. Boosting trade with the east - hope

:00:37. > :00:39.that a new partnership will help Welsh businesses break into the

:00:40. > :00:43.Chinese market. With the family he thought he would

:00:44. > :00:48.never see again - the Swansea father who says he is lucky to be alive

:00:49. > :00:52.after being impaled by a metal rail. It has been a landmark in Llanfyllin

:00:53. > :01:01.for generations - now the battle to save this famous local tree, brought

:01:02. > :01:10.down in recent storms. It is hoped that underneath the fresh soil, one

:01:11. > :01:18.or two healthy root could remain. In tonight's sport..

:01:19. > :01:21.On the eve of their final Six Nations' clash - the Tartan Army

:01:22. > :01:33.arrive in Cardiff, with Wales hoping to end the tournament on a high.

:01:34. > :01:37.Good evening. Spreading the economic, cultural and linguistic

:01:38. > :01:40.benefits to more communities. Those are the reasons that have led S4C to

:01:41. > :01:45.move its headquarters from Cardiff to Carmarthen. The broadcaster hopes

:01:46. > :01:58.to be in their purpose-built premises at a new creative hub on

:01:59. > :02:07.the outskirts of the town by 2018. Cardiff has been the base for S4C

:02:08. > :02:17.since it started broadcasting in 1980. Cardiff has developed a

:02:18. > :02:30.burgeoning media sector. They no longer need the presence of S4C to

:02:31. > :02:39.flourish. We looked at the most beneficial alternative for the

:02:40. > :02:45.broadcaster. With funding being cut and ratings in decline, they have

:02:46. > :02:55.the say did to move on. It is a vision that I hope will be a

:02:56. > :03:05.springboard for linguistic, economic and cultural advance in the region.

:03:06. > :03:14.From 2018, this will be the new home for. Around 50 posts will be moved

:03:15. > :03:21.here. The university hopes that 150 new jobs will be catered for the

:03:22. > :03:27.region. It is not only in the context of clustering, such as also

:03:28. > :03:38.developing new industries, which will go alongside the linguistic and

:03:39. > :03:47.cultural advantages. S4C it intends to retain a presence in Cardiff, but

:03:48. > :03:50.they are hoping the new launch will be to new audiences.

:03:51. > :03:53.And Vaughan is here with me now. S4C have had a hard time lately.

:03:54. > :03:57.They have had their funding slashed and viewing figures are poor. Is

:03:58. > :04:05.this an attempt to reconnect with audiences? That is part of it. The

:04:06. > :04:17.percentage of Welsh speakers in the region dropped quite steeply. They

:04:18. > :04:22.will be attempting to connect with that audience, but it is also about

:04:23. > :04:30.finance. I suspect they have not got a very good deal with the

:04:31. > :04:32.University, but I think a lot of this will be driven by money.

:04:33. > :04:35.You mentioned there about the creation of 150 new jobs. Could

:04:36. > :04:45.S4C's move to Carmarthen be the catalyst for growth in the creative

:04:46. > :04:47.industries sector? Doubtless certainly the experience in

:04:48. > :04:56.Cardiff. There are other broadcasters in Cardiff. But you

:04:57. > :05:05.have to say, the establishment of it in 1980, but there are other big

:05:06. > :05:08.media agencies and that part of the country and it will be hoping to

:05:09. > :05:15.build on it, but that is evenly jump to aim. But it is going to bring in

:05:16. > :05:17.a lot of well-paid jobs for the alia.

:05:18. > :05:22.Other organisations make programmes for S4C. Will they be adversely

:05:23. > :05:28.affected by this move? I do not think it will affect the Cardiff

:05:29. > :05:33.media much. It has almost outgrown the country. A lot of what is new

:05:34. > :05:37.deal is for the United Kingdom and international audiences. But what

:05:38. > :05:43.this will do is maybe help other towns in West Wales.

:05:44. > :05:46.Meanwhile, the ITV Wales studios at Culverhouse Cross, near Cardiff, are

:05:47. > :05:49.to be demolished to make way for more than 240 homes. Plans to

:05:50. > :05:53.redevelop the site have been approved by Vale of Glamorgan

:05:54. > :06:00.councillors. ITV wants to relocate 100 staff to Cardiff Bay by June.

:06:01. > :06:04.You may have noticed that the price of milk in our supermarkets has

:06:05. > :06:07.dropped over the past week, but farmers in Wales say they are

:06:08. > :06:12.worried that, if the promotions continue, it could leave them out of

:06:13. > :06:24.pocket. Retailers say the price at the farm gate will not go down. Dede

:06:25. > :06:30.accounts for almost one quarter of farming out boot in the country and

:06:31. > :06:35.the foreigners are seeing the price discount was means it is being

:06:36. > :06:40.devalued. The takes that they are using is driving the price down, so

:06:41. > :06:46.they can get people into the supermarket and spend money

:06:47. > :06:50.elsewhere. Unfortunately, little is one product which we take notice of,

:06:51. > :06:59.probably because we buy it virtually every day. The latest cut in the

:07:00. > :07:06.price of milk is not a cost in the production or supply and demand, but

:07:07. > :07:17.the retail war, plain and simple. I drink a lot of milk, salt I like it.

:07:18. > :07:22.It is ridiculously cheap. As the has-beens selling milk for ?1 for

:07:23. > :07:30.four pints, but it was the decision of Tesco to match that last week,

:07:31. > :07:34.dropping nearly 40p off its place. Within days, Sainsbury's and we

:07:35. > :07:39.close followed suit. Morrisons have no opt the empty to dropping it to

:07:40. > :07:46.the lowest price yet, the equivalent of 96p. The retailer said it will

:07:47. > :07:51.take less of a profit and read the manufacturers will not be affected.

:07:52. > :07:58.They say that for ?1 of milk, the farm will still be 73p. They say

:07:59. > :08:07.that the supermarkets will simply take a smaller cut. But when the

:08:08. > :08:11.stick to this? One would assume that if this goes on much longer, the

:08:12. > :08:17.retailers will be looking for someone else to sheer the pain.

:08:18. > :08:20.There are the processors, the people who run the factories, turning the

:08:21. > :08:27.milk into the bottles and the farmers, who provide the milk for

:08:28. > :08:34.the factories in the first place. Here, the turn liquid milk into

:08:35. > :08:41.cheese every day. The current is coming along the top. It is the

:08:42. > :08:51.consistency of scrambled egg at the moment. The Meech easier for the

:08:52. > :09:03.major supermarkets. The branding we have done that enables us secure

:09:04. > :09:10.more value for the product, rather than the commodity products which

:09:11. > :09:13.May be discounted. Farmers are quick to vent their frustration. After

:09:14. > :09:19.widespread demonstrations two years ago, the milk price has been rising.

:09:20. > :09:23.If it starts to fall again, supermarkets know they could be in

:09:24. > :09:26.for more protests. Two leisure centres in Denbighshire

:09:27. > :09:30.will remain closed after the council said it could not afford to run

:09:31. > :09:33.them. The sun Centre in Rhyl, and the Nova Centre in Prestatyn shut

:09:34. > :09:36.earlier this year, when Clwyd Leisure, the trust running them, saw

:09:37. > :09:39.its funding from the council cut. Welsh businesses are being given a

:09:40. > :09:43.helping hand to export to Chinam after a new organisation was set up

:09:44. > :09:56.to promote links between the two countries. The China-Britain

:09:57. > :09:59.Business Council will work with the South Wales Chamber of Commerce in

:10:00. > :10:05.Newport, to offer support to tap into the potentially huge market.

:10:06. > :10:08.Last year, Wales exported almost ?300 million-worth of goods to

:10:09. > :10:17.China. In comparison, Scottish exports were worth ?409 million. The

:10:18. > :10:20.potential market in China is unquestionably exciting for Wales,

:10:21. > :10:26.but tapping into it remains a challenge. This company in Bridgend

:10:27. > :10:34.has been working at it for three years. It is a big challenge. It is

:10:35. > :10:41.trying to present your Western products into the market. It is to

:10:42. > :10:47.help address specific issues like this and to inform businesses here

:10:48. > :10:57.that the chain -Britain Council opened a new office in the region

:10:58. > :11:01.today. We all take note of what goes on there. It is the second largest

:11:02. > :11:05.economy in the world, so we have to understand what is happening there.

:11:06. > :11:11.Our creative industries and the higher education have already forged

:11:12. > :11:16.solid links, but it is companies such as that which is run by Peter

:11:17. > :11:20.Lewis which do best. He has been selling power control systems they

:11:21. > :11:26.are indirectly for many years. He believes the new office in Newport

:11:27. > :11:33.could be a major asset. We know very little about the economic system in

:11:34. > :11:38.China and we're hoping they will be able advise us and give us

:11:39. > :11:44.information about those systems. Clearly, it is a long way to China

:11:45. > :11:50.and challenging, in terms of language and custom, it means that

:11:51. > :11:59.our main markets will remain the European market and the United

:12:00. > :12:07.States. The exports have been going, but we're China is concerned,

:12:08. > :12:16.we have to play catch up. We have expanded into Europe and the United

:12:17. > :12:23.States, but the south-east of Asia, the likes of Malaysia and China are

:12:24. > :12:28.big new markets. Anything which can help us access these markets has to

:12:29. > :12:31.be good. For companies like the bakery, it could transform the

:12:32. > :12:35.business. "I'm lucky to be alive" - the words

:12:36. > :12:49.of a Swansea father who was impaled by a metal rail after crashing his

:12:50. > :12:53.car. John Helliwell from Gowerton does not remember what happened. He

:12:54. > :12:57.has since been told he was not wearing a seat belt at the time. And

:12:58. > :13:01.he is now urging others to make sure they belt up.

:13:02. > :13:04.A father reads his daughter a story. It is an ordinary enough activity,

:13:05. > :13:06.but for John Helliwell, this is another reminder of just how lucky

:13:07. > :13:10.he is. John has just spent five weeks in

:13:11. > :13:16.hospital after being speared through his body by a metal rail.

:13:17. > :13:22.His wife Emma says surgeons told her they could see the operating table

:13:23. > :13:29.through him. I cannot praise the medical staff enough for what they

:13:30. > :13:31.did for me, and obviously my family. It was very shocking. It is

:13:32. > :13:34.something you do not expect to happen to you.

:13:35. > :13:37.John has no recollection of the accident, but Emma will always

:13:38. > :13:43.remember what happened on her 31st birthday - and what the surgeons

:13:44. > :13:51.told her. They did not know whether he was going to pool through.

:13:52. > :13:54.Obviously, they did. When they told me they could see the operating

:13:55. > :13:56.table through him, it made it so much worse.

:13:57. > :14:02.This where the crash happened early last month. The damage and debris is

:14:03. > :14:05.still here for all to see. It was eleven o'clock at night and John was

:14:06. > :14:11.driving between Gowerton and Penclawdd. He was later told he was

:14:12. > :14:20.not wearing his seat belt. John was rushed to Morriston Hospital, where

:14:21. > :14:24.he underwent emergency surgery. The rail had narrowly missed his vital

:14:25. > :14:34.organs, but he had also suffered a fractured pelvis and facial

:14:35. > :14:39.injuries. It is an amazing thing, because I am always taking sure that

:14:40. > :14:43.my wife and child always have the seat helped on, so I cannot

:14:44. > :14:45.understand why I did not have one on that night.

:14:46. > :14:48.As John continues to recover, he and his wife are planning a fundraising

:14:49. > :14:51.night, to collect money for the hospital, knowing that without the

:14:52. > :14:57.urgent care he received there, he simply would not be alive today.

:14:58. > :15:00.Still ahead tonight... Contemplating making it into the

:15:01. > :15:07.record books - Gethin Jenkins will win his 105th cap for Wales when he

:15:08. > :15:19.takes to the pitch tomorrow. A major change to welfare arrives in

:15:20. > :15:25.Wales next month. It is called universal credit. The UK government

:15:26. > :15:28.has faced stinging criticism for the way it has been handled. Daniel

:15:29. > :15:31.Davies has been to Deeside in Flintshire, where they are preparing

:15:32. > :15:34.for the introduction of Universal Credit and where the minister

:15:35. > :15:36.responsible says it will help tackle welfare dependency.

:15:37. > :15:39.The UK government has needed its flak jacket for universal credit,

:15:40. > :15:42.with rows about delays and millions spent on software written off.

:15:43. > :15:45.The principle of a simpler, more efficient, welfare system has got

:15:46. > :15:48.widespread support, but the process of moving over to universal credit

:15:49. > :15:56.has proved very difficult for the UK government.

:15:57. > :16:05.It says it wants to get things right. It is much more than a simple

:16:06. > :16:09.information technology system. It is a complete change for benefits.

:16:10. > :16:12.From April seven, some people walking into this Jobcentre in

:16:13. > :16:19.Shotton will be the first in Wales to be signed up.

:16:20. > :16:22.At the moment, if you get one of these six benefits or tax credits,

:16:23. > :16:34.your money arrives at different times. Under the new system, they

:16:35. > :16:36.will be merged into a single sum, paid directly into your bank

:16:37. > :16:40.account, once a month. And it is part of wider changes to

:16:41. > :16:43.welfare that have included a cut to housing benefit, which Lord Freud

:16:44. > :16:52.says has saved the taxpayer ?2 billion pounds a year. When you cut

:16:53. > :16:58.welfare, some people miss out. But on the other hand, it can go the

:16:59. > :17:01.other way. They have to be careful. I think it is getting a bit

:17:02. > :17:05.aggressive, to be honest. The Welsh government has complained

:17:06. > :17:22.about the effect on the economy and on some benefits it pays for - such

:17:23. > :17:29.as free school dinners. This will be a gradual change. I think we have

:17:30. > :17:31.moved from the Navy form of the benefit to being a transformation of

:17:32. > :17:35.the culture of dependency. So it is a gradual introduction of

:17:36. > :17:43.universal credit - a small step towards some very big changes.

:17:44. > :17:54.You can see more on that story on Sunday Politics Wales on BBC One

:17:55. > :18:04.Wales at eleven o'clock on Sunday. The community has been recognised

:18:05. > :18:12.for their support of the family of April Jones. It was awarded on

:18:13. > :18:16.behalf of everyone on the village for the difference that the maid.

:18:17. > :18:23.Claire's here now with tonight's sport.

:18:24. > :18:25.Good evening. Wales full-back Leigh Halfpenny has undergone shoulder

:18:26. > :18:28.surgery today as his team-mates prepare for their final Six Nations

:18:29. > :18:32.game tomorrow afternoon. There is no silverware at stake. Wales may not

:18:33. > :18:40.be on course for a third successive Championship, but they are out to

:18:41. > :18:44.finish the campaign on a high. Scotland have not won in Wales for

:18:45. > :18:49.12 years, but thousands of supporters of still travelled here.

:18:50. > :18:55.Just a stones throw away, it was all smiles for the Welsh team photo.

:18:56. > :19:01.With no title at stake, it was not one which will halt crying on the

:19:02. > :19:03.whole of Fame, but the players are focused on finishing the

:19:04. > :19:11.championship with a performance they can be proud of. It has been an

:19:12. > :19:18.inconsistent to ornament for them. Sometimes, you can look back at the

:19:19. > :19:24.performances and see that we did not execute things we did not do as well

:19:25. > :19:29.as we should have done. But you do not want to be too hard on

:19:30. > :19:36.ourselves. But we want to go out there and put a few of these things

:19:37. > :19:43.right tomorrow. The coaches thinking the six changes he has made will

:19:44. > :19:47.galvanise the side. Those who are back in the frame are determined to

:19:48. > :19:54.make an impact. Nobody likes to be sat on the bench. I hope I can do

:19:55. > :20:04.something. We have been doing a lot of good stuff in training. It has

:20:05. > :20:08.been very disappointing. It is good that we have one more chance to get

:20:09. > :20:12.things right at the weekend. There has not been so much riding on this

:20:13. > :20:18.match as for the last two years, when we have been playing for the

:20:19. > :20:24.championship. But we're desperate to get a win and finish with some

:20:25. > :20:28.momentum. There's as much pressure, in a strange way, is playing

:20:29. > :20:34.tomorrow as the errors playing for a championship. The year of Scott

:20:35. > :20:41.Johnson is the Scotland coach finishes tomorrow. He has enjoyed

:20:42. > :20:44.his fair share of triumphant feel you're at the Stadium here, having

:20:45. > :20:52.been in charge of Wales a decade ago. Tomorrow, he will become the

:20:53. > :20:55.most capped player for Wales, Jenkins, making his 105th

:20:56. > :20:59.appearance. Wales Under 20s face Scotland at

:21:00. > :21:02.Colwyn Bay tonight. That game live on S4C. And tomorrow, it is Super

:21:03. > :21:06.Saturday. England play Italy first up, followed by Wales v Scotland,

:21:07. > :21:12.kick off at 2.45, with the France v Ireland, the final match of the

:21:13. > :21:15.championship. And it will be a poignant afternoon

:21:16. > :21:18.for rugby commentator Huw Llywelyn Davies. After 32 years, he is

:21:19. > :21:21.hanging up his headphones and stepping down from international

:21:22. > :21:25.commentary. Enjoy the match Huw, and hope Wales can win for you.

:21:26. > :21:36.Football and Cardiff city and Swansea city are both looking for

:21:37. > :21:39.vital points this weekend. Cardiff travel to Everton, whose manager

:21:40. > :21:45.Roberto Martinez says he is wary of a battling Cardiff side. Swansea

:21:46. > :21:49.play fellow strugglers West Brom at home tomorrow afternoon. Cardiff are

:21:50. > :21:52.18th in the table. Swansea are four points clear of the relegation zone

:21:53. > :22:00.in 14th. Both managers know, with ten games left, everyone is fighting

:22:01. > :22:04.for points. It is a very vital period for. A lot of the teams at

:22:05. > :22:09.the bottom will play each other then the next couple of months. We have

:22:10. > :22:16.to believe in our performances. Every game now from the to the end

:22:17. > :22:21.of the season, is important, I know every manager will say that. The

:22:22. > :22:26.orders is on others, we are at home. We have been playing well. Once we

:22:27. > :22:32.get this code behind you, we need to get the supporters on our side.

:22:33. > :22:40.You can hear more from Garry Monk on Sport Wales Tonight over on BBC Two

:22:41. > :22:44.Wales from seven o' clock. Hundreds of people from a small town in Powys

:22:45. > :22:52.have clubbed together to rescue a local landmark, which was flattened

:22:53. > :22:55.by the recent storms. For years, the famous Scott's Pine - known as the

:22:56. > :23:00.Lonely Tree - was a prominent feature of the hillside in

:23:01. > :23:13.Llanfyllin. Jon Ironmonger has been to find out more. The tree has stood

:23:14. > :23:21.here for generations, but was even some of the storms. Everyone was

:23:22. > :23:27.saddened, but then the locals decided the thought that they could

:23:28. > :23:33.actually save it. It has been here for generations, centuries. It is

:23:34. > :23:40.nicknamed the Lonely Tree, but it is Ashley anything but lonely. Many

:23:41. > :23:43.people have scratched their initials, proposed marriage or

:23:44. > :23:50.scattered issues. But most simply want to take a photograph. It is

:23:51. > :23:54.believed to give everyone good luck. It has prompted tributes from around

:23:55. > :24:03.the world. These rebukes from around the globe are now been got together

:24:04. > :24:06.to be put in the book. I have had an extraordinary response, from people

:24:07. > :24:14.who used to live here, but also from strangers, who maybe just sort as

:24:15. > :24:20.visitors. Robert has led efforts to save it. We are crossing fingers

:24:21. > :24:26.touching wood that the advice from the ancient tree Forum is that if we

:24:27. > :24:35.can save as much of the route as possible, then dry them out, it

:24:36. > :24:41.could be saved. A fortnight ago, the base of the tree was completely

:24:42. > :24:47.exposed and huge roots, where ripped out of the ground by the wind,

:24:48. > :24:52.cutting off a vital supply of water and nutrient. But it is hoped that

:24:53. > :24:56.underneath the fresh soil, there are one or two healthy roots remaining

:24:57. > :25:02.which might just be enough to keep it alive. If it cannot be rescued, a

:25:03. > :25:11.memorial will be built in its place. But most of the people are believing

:25:12. > :25:15.that will prevail. Letters hope they are right. The singer Katherine
