:00:20. > :00:23.Wednesday. Mr Osborne has been setting out his message ahead of the

:00:24. > :00:32.Budget - as have his political opponents. Daniel Davies reports.

:00:33. > :00:38.This steel company is a big employer in Wales. It is a big consumer of

:00:39. > :00:43.energy to and is pressing the UK Government to cut carbon taxes. It

:00:44. > :00:47.is not just giant steel companies. Thousands of small businesses want

:00:48. > :00:51.help as well. Energy bills are growing at a rate that is

:00:52. > :00:57.frightening, and it is frightening businesses. That is reducing

:00:58. > :01:03.confidence. If businesses do not have confidence they will not

:01:04. > :01:07.employee people or invest. If they do not spend then the economy will

:01:08. > :01:13.not turn around. Chancellors are never short of advice about which

:01:14. > :01:16.way to turn at this time of year that George Osborne believes he is

:01:17. > :01:21.on the right track. We have to make sure we are getting to the autumn of

:01:22. > :01:26.what it is that provides economic security for the people of this

:01:27. > :01:32.country. The economic security of knowing you have got a job and can

:01:33. > :01:35.deal with your debt. This is our long-term economic plan and we have

:01:36. > :01:38.to go on continuing with this plan. The owners of Abergavenny garden

:01:39. > :01:43.centre said business is up and things are growing. Mr Osborne might

:01:44. > :01:48.say the same about the economy but Labour sees it differently. We had

:01:49. > :01:53.three years where the economy bumped along with no growth. We have seen a

:01:54. > :01:58.little bit of growth but the fruits are only being enjoyed by the

:01:59. > :02:04.wealthiest. Some conservatives want Mr Osborne to cut taxes but he has

:02:05. > :02:09.promised to cut welfare. A tax cut for Ingo is expected. I is down on
