:00:00. > :00:00.That's all from the BBC News at Six, so it's goodbye from me

:00:00. > :00:12.Welcome to Wales Today. Our top stories: Health bodies could be put

:00:13. > :00:27.in special measures. New plans to tackle serious failings

:00:28. > :00:31.in the NHS. This is an opportunity to detect any serious concerns and

:00:32. > :00:33.take decisive action. North Wales Police under

:00:34. > :00:37.investigation after a 15-year-old boy is strip searched by officers.

:00:38. > :00:42.His father speaks out about his son's treatment.

:00:43. > :00:45.He'll be able to take all of his pension pots in cash when he

:00:46. > :00:49.retires, so how will the Chancellor's radical changes affect

:00:50. > :00:53.people here? And girls are behind the boys when

:00:54. > :00:56.it comes to taking part in sport. Former Olympic champion Nicole Cooke

:00:57. > :01:18.calls on the BBC to give women's sport a higher profile.

:01:19. > :01:24.One of the most high profile critics of the Health Service here has been

:01:25. > :01:27.the Labour MP, Ann Clwyd. Tonight she's hit back at the First

:01:28. > :01:30.Minister, saying Carwyn Jones was wrong to say she had produced no

:01:31. > :01:34.evidence to justify her complaints about the way patients are treated.

:01:35. > :01:43.The Cynon Valley MP has been talking to our parliamentary correspondent,

:01:44. > :01:49.David Cornock, who's at Westminster. Over the last year, and include says

:01:50. > :01:53.she has received hundreds of complaints and happy with the way

:01:54. > :01:58.they were cave for by the NHS in Wales. She says she has taken blows

:01:59. > :02:02.to the first Minister and the Welsh Government but earlier this week we

:02:03. > :02:09.heard from Carwyn Jones who said she had no evidence to back up those

:02:10. > :02:13.complaints. She is currently in Switzerland at an international

:02:14. > :02:17.conference but I tracked down today by telephone and she is clearly

:02:18. > :02:27.angry with what the first minister has said. I wrote a very

:02:28. > :02:32.comprehensive letter to Carwyn Jones on December three after I had a

:02:33. > :02:38.meeting with him a few days previously. He was well aware of the

:02:39. > :02:46.issues I raised. I have done it in Parliament, through letters, in

:02:47. > :02:52.press statements. Nobody can say I have not provided the information. I

:02:53. > :02:59.have, over and over again. She is also calling for heads to roll out

:03:00. > :03:02.one health board. Yes. The husband died around 18 months ago at the

:03:03. > :03:07.University Hospital of Wales in Cardiff and she said at the time he

:03:08. > :03:12.was treated like a battery hen and kept on a hospital trolley for 27

:03:13. > :03:16.hours. An investigation was launched into the care he received and she

:03:17. > :03:19.discovered this week that some of the information about that

:03:20. > :03:25.investigation has now been released by the local health board in

:03:26. > :03:29.response to a request under the Freedom of Information Act. She is

:03:30. > :03:34.very angry about that and says this has breached her confidentiality and

:03:35. > :03:41.gone against her specific wishes. We have spoken to the health board and

:03:42. > :03:50.they have said the information that has been released are statements

:03:51. > :03:53.that are already in the public domain. In a statement the health

:03:54. > :03:59.board said it has not released the report in full and it is not its

:04:00. > :04:18.intention to release the report in full or to breach confidentiality.

:04:19. > :04:22.A mother of a teenager who took his own life says the system failed her

:04:23. > :04:25.son. Now, a new report says the number of young people who kill

:04:26. > :04:29.themselves could be lowered by the introduction of minimum pricing for

:04:30. > :04:32.alcohol and raising of the school leaving age. Paul Heaney has been

:04:33. > :04:36.speaking to one mother, who lost her son three years ago. It is a knife

:04:37. > :04:42.that has interested. I will never see him fulfil any of the dreams he

:04:43. > :04:48.had. I was let down by the system. Regional -- Rachel Williams' centre

:04:49. > :04:52.is like three years ago. He was 16 years old when he died. His father

:04:53. > :04:57.had killed himself just weeks earlier. His mum said he had

:04:58. > :05:00.everything to live for and if he had received more help things might have

:05:01. > :05:10.been different. There wasn't enough done. There wasn't enough input. The

:05:11. > :05:14.help wasn't there. The authorities involved in this case say things

:05:15. > :05:17.have changed and lessons have been learned since his death. Public

:05:18. > :05:25.Health Wales studied the deaths of 34 young people aged between ten and

:05:26. > :05:30.17 who died by suicide in Wales. Most were boys. Its recommendations

:05:31. > :05:38.involve restrict ding access to alcohol, a child protection register

:05:39. > :05:41.that covers the whole of Wales and providing more support for children.

:05:42. > :05:49.It says social media can also have a role in suicide. So if those

:05:50. > :05:54.recommendations are followed what would be the benefits for young

:05:55. > :06:01.people? People they come into contact with feel able to respond to

:06:02. > :06:06.them appropriately. Send them to wherever or whatever help is

:06:07. > :06:11.appropriate. You have seen the report today. What do you make of

:06:12. > :06:17.the recommendations? I am welcoming it but it should be in place anyway.

:06:18. > :06:25.Why has it taken all these suicides to happen and all these years? This

:06:26. > :06:28.man's son killed himself 26 -- at 26 years old and he now works for the

:06:29. > :06:33.charity which tries to prevent suicide. We want to raise the

:06:34. > :06:39.profile of young suicides. Most people don't realise how many people

:06:40. > :06:45.take their lives each year. It is a staggering number. If they I young

:06:46. > :06:50.people listening, talk about it. Talk to your parents or your doctor

:06:51. > :06:53.or somebody and child get help. The Welsh Government says it welcomes

:06:54. > :07:03.today's report and will respond as soon as possible.

:07:04. > :07:07.A teacher jailed after turning his home into a cocaine laboratory has

:07:08. > :07:10.been given a lifetime ban by a disciplinary panel. 49-year-old

:07:11. > :07:12.Macphallen Kuwale from Cardiff was jailed for three years last year

:07:13. > :07:16.after being caught with around ?8,000 of the Class A drug. He

:07:17. > :07:25.worked at Coleg Cymunedol Y Dderwen in Bridgend while running the drugs

:07:26. > :07:28.operation. A 58-year-old woman has been

:07:29. > :07:31.arrested and bailed over the alleged concealment of a birth almost 40

:07:32. > :07:34.years ago. Police have been at a house in Pontardawe in the Swansea

:07:35. > :07:43.Valley, but their investigation does not involve the current occupants.

:07:44. > :07:47.A former North Wales Police officer has been jailed for 18 months after

:07:48. > :07:51.being found guilty of two counts of indecent assault on a 14-year-old

:07:52. > :07:55.girl in 2002. PC Gary Donnelly, who joined the force in 2003, denied the

:07:56. > :07:58.offences during a retrial after a previous jury failed to reach a

:07:59. > :08:21.verdict. Donnelly will register as a sex offender for ten years.

:08:22. > :08:25.The Police watchdog is investigating after a 15-year-old boy was strip

:08:26. > :08:28.searched by North Wales Police. The boy was detained in Llandudno 18

:08:29. > :08:32.months ago. Matthew Richards is at Llandudno Police Station for us this

:08:33. > :08:38.evening. What more can you tell us? The boy was in a gang of boys that

:08:39. > :08:44.were stopped by the police. The 15-year-old was subjected to a strip

:08:45. > :08:47.search. His father is concerned that some essential procedures were not

:08:48. > :08:58.followed and he has complained to the IPCC. We spoke to him earlier

:08:59. > :09:04.and we have conceal his identity. I am really annoyed about this. If a

:09:05. > :09:09.member of the public had taken a 15-year-old child off the streets,

:09:10. > :09:14.and took them to a secluded space and stripped them of, I am sure head

:09:15. > :09:23.will -- heads would roll. I don't think the police have been given a

:09:24. > :09:37.slap on the wrist. What has the police watchdog said about this?

:09:38. > :09:38.Their main concern here is that an appropriate adult may not have been

:09:39. > :09:43.present. An independent third person. They say that investigation

:09:44. > :09:48.could take several months and they want to find out whether certain

:09:49. > :10:04.elements of procedure were followed. The North Wales Police

:10:05. > :10:04.have said they will cooperate with the IPCC during the investigation.

:10:05. > :10:17.The father we spoke to today says he was set -- he wants to see some

:10:18. > :10:17.consequences. Business rates are likely to be

:10:18. > :10:20.devolved by the start of next year with stamp duty and landfill tax to

:10:21. > :10:23.follow in 2018. The UK Government has published the Wales Bill to

:10:24. > :10:36.devolve financial powers to the National Assembly, including income

:10:37. > :10:39.tax powers subject to a referendum. Brecon High School has been put in

:10:40. > :10:42.special measures after a poor inspection. Powys Council says a

:10:43. > :10:45.report by the schools' inspectorate, Estyn, was "very disappointing". An

:10:46. > :10:55.action plan has been drawn-up to address the problems.

:10:56. > :10:58.Health boards and services across Wales could be put into special

:10:59. > :11:01.measures under new plans to tackle serious NHS failings. The changes,

:11:02. > :11:04.announced today, follow a damning report which blamed mismanagement of

:11:05. > :11:08.the Betsi Cadwaladr Health Board in North Wales for a catalogue of

:11:09. > :11:10.errors. The new regime will focus on early detection of problems and

:11:11. > :11:12.effective intervention to prevent them going any further. James

:11:13. > :11:16.Williams reports. Betsy Cadwallader was a health board

:11:17. > :11:21.under pressure. Financial problems and failure to plan the changes and

:11:22. > :11:26.another rig of the superbug seed of the seal. Complications relating to

:11:27. > :11:35.the bug cost this woman's husband her life -- his life. His widow says

:11:36. > :11:39.the number of cases of seed of the seal across North Wales should have

:11:40. > :11:47.raised alarm bells. I don't understand what has happened. It is

:11:48. > :11:53.not just myself. Six cases were reported. Systems were in place but

:11:54. > :11:57.Brian fell through the cracks. New guidelines published today against a

:11:58. > :12:04.fill them. One of the health bodies under scrutiny is the health

:12:05. > :12:19.watchdog, healthcare Inspectorate Wales. Today's guidelines are all

:12:20. > :12:22.about telling the government what rules they should play in

:12:23. > :12:26.identifying and tackling problems in the NHS. It is an opportunity to

:12:27. > :12:32.strengthen the system and this particular arrangement the minister

:12:33. > :12:37.requested, the Welsh Government has worked closely with health

:12:38. > :12:41.Inspectorate Wales to look at how they can work together in

:12:42. > :12:48.partnership when situations develop where it is necessary to share

:12:49. > :12:53.information. There are three levels of intervention the bodies can use

:12:54. > :12:57.to nip potential problems in the bud. Enhanced monitoring, giving

:12:58. > :13:03.them a watching brief over any problems. Targeted in -- targeted

:13:04. > :13:07.intervention and in exceptional circumstances special measures. That

:13:08. > :13:12.is sending in a team to run a particular health service. The first

:13:13. > :13:17.time this power has been introduced in the Welsh NHS. It has also been

:13:18. > :13:21.generally welcomed by doctors leaders but the BMA says the NHS

:13:22. > :13:29.needs to avoid serious problems in the first place. We have seen

:13:30. > :13:35.mortality rates -- rates higher than they should be. We have seen

:13:36. > :13:38.worrying aspects of NHS performance as a result of the crippling NHS

:13:39. > :13:44.cuts which are being imposed either Welsh Labour government. We have to

:13:45. > :13:48.get to grips with those issues. It is whether these guidelines can stop

:13:49. > :13:56.these types of issues turning into big problem that will concern

:13:57. > :14:00.patients. You're watching Wales Today. Still

:14:01. > :14:03.to come: Could watching more female athletes on television help inspire

:14:04. > :14:10.girls to stick with sport? Former Olympic Champion Nicole Cooke calls

:14:11. > :14:13.on the BBC to take action. Sweeping changes announced to the

:14:14. > :14:19.rules on pensions mean that many will be able to take their pensions

:14:20. > :14:22.in cash when they retire. But one leading financial advisor has told

:14:23. > :14:26.us he's been inundated with calls from clients wanting to access their

:14:27. > :14:33.pension pots and is urging people to be cautious and think about the

:14:34. > :14:38.future. Here's Roger Pinney. This is the Co-operative in

:14:39. > :14:41.Llandudno Junction. A social enterprise finds new uses the goods

:14:42. > :14:54.which would otherwise go to landfill. The 40 members of staff

:14:55. > :14:58.span the age range. Even though two of the workers will be affected by

:14:59. > :15:02.the changes they have been left confused by them. Until now, many

:15:03. > :15:07.about to retire have been obliged to put a large part of their pension

:15:08. > :15:12.pot into an income fund but the returns can be poor. The changes

:15:13. > :15:16.announced yesterday mean they could take their money out and invested or

:15:17. > :15:20.spend it as they choose although they would still have to pay income

:15:21. > :15:24.tax on it. I think it is a very good idea. I don't think you should be

:15:25. > :15:30.told what to do with their own money. The annuities were not

:15:31. > :15:38.terribly good. You could invest money far more wisely with a much

:15:39. > :15:46.better return. Will it affects the like you? Definitely. It gives us

:15:47. > :15:50.freedom to explore different options and having -- not having to be

:15:51. > :15:58.committed to an annuity will help things massively. They operate a

:15:59. > :16:00.pension scheme here that in the future staff will automatically be

:16:01. > :16:09.enrolled unless they choose to about. -- to opt-out. Most of us

:16:10. > :16:17.don't even think about how our patient -- pensions will work until

:16:18. > :16:21.we get close to retirement age. Financial advisers say they are

:16:22. > :16:24.already getting calls about the changes and many investors want

:16:25. > :16:32.their money out that there are concerns. This could be good for a

:16:33. > :16:37.number of individuals but some caution has to be taken because you

:16:38. > :16:44.may have clients who see it as an opportunity to access small pension

:16:45. > :16:48.pots of 20,000 or 30,000 to go on holiday and it is no provision for

:16:49. > :16:53.the rest of their lives. Many of us won't have a pension pot with enough

:16:54. > :16:56.to be affected by many of these changes. The UK government says it

:16:57. > :17:00.wants to put this in charge of our own money. They also hope we will be

:17:01. > :17:04.encouraged to save a bit more as well.

:17:05. > :17:07.And if you want to find out how the Budget affects the money in your

:17:08. > :17:34.pocket, click on our Budget Calculator, at bbc.co.uk/news.

:17:35. > :17:38.BBC Wales has learned millions of pounds of Lottery money will be

:17:39. > :17:42.released next month aimed at getting more girls to take up sport. At the

:17:43. > :17:45.moment, only around a third of girls take part regularly, unlike half of

:17:46. > :17:47.boys. Claire's with some gymnasts for us tonight.

:17:48. > :17:51.Good evening. A real mix of ages here tonight. The under 6's and some

:17:52. > :17:54.of our Commonwealth hopefuls. These girls train six nights a week.

:17:55. > :17:58.Gymnastics as a female sport has seen a rise in uptake but it's in

:17:59. > :18:01.the minority. The problem is, while these girls are passionate about

:18:02. > :18:04.their sport, many girls simply give up it up when they start secondary

:18:05. > :18:07.school. Former Olympic cycling champion, Nicole Cooke, thinks that

:18:08. > :18:10.could change if female athletes had a higher profile. She's called on

:18:11. > :18:13.the BBC to give women's sport the same amount of coverage on TV as

:18:14. > :18:20.men's. Our sports news correspondent, Gareth Lewis, has

:18:21. > :18:23.been looking into her argument. Nicole Cooke is a rear breed, one of

:18:24. > :18:27.only three Welsh women to win and Linda gold-medal and her passion for

:18:28. > :18:31.sport still runs deeper year after retirement. These days she has

:18:32. > :18:45.swapped the bike for books and a business degree at Cardiff

:18:46. > :18:56.University. You could do the same for TV time. The BBC is paid for by

:18:57. > :19:01.the public so maybe the equality could be brought in. The BBC said

:19:02. > :19:07.around 1000 hours of women's sport is broadcast every year on TV and

:19:08. > :19:18.around 20% of its coverage. In her old school in Bridgend, change is

:19:19. > :19:21.already under way. The senior girls at the school have been put in

:19:22. > :19:30.charge of what they do in physical education. The school successfully

:19:31. > :19:33.applied the ?30,000 worth of grants to refurbish the gym and changing

:19:34. > :19:37.rooms but it's about more than just money. It is about innovation and

:19:38. > :19:44.thinking differently and trying things that made us feel

:19:45. > :19:51.uncomfortable before. The old image behind school PE is starting to

:19:52. > :19:57.change. What are the main reasons that people lose interest? Low

:19:58. > :20:04.self-esteem and confidence. The PE kit is an issue with girls as well.

:20:05. > :20:12.Trousers are the main thing because when you are made to wear shorts,

:20:13. > :20:18.some people don't suit so -- shorts. Will any of this work? TV coverage

:20:19. > :20:32.might be a slow burner but in this school they are hoping for positive

:20:33. > :20:35.results in two years time. Wrexham have a new manager in

:20:36. > :20:39.charge. Kevin Wilkin succeeds Andy Morrell, who left the club a month

:20:40. > :20:41.ago. The 46-year-old enjoyed three promotions in four years with

:20:42. > :20:44.Nunneaton Town and leaves them fourth in the Conference. He's

:20:45. > :20:48.signed a two year contract at the Racecourse and can't wait for his

:20:49. > :20:50.first game in charge, at home to Salisbury on Saturday. A fantastic

:20:51. > :20:57.club. Great history and a great opportunity for me to get it back in

:20:58. > :21:02.the foot will lead. I have got my ideas about what I want to put into

:21:03. > :21:13.the club. The club has been through some dark times but I hope to

:21:14. > :21:16.achieve promotion. With the Commonwealth Games just

:21:17. > :21:19.four months away, Wales have today named a seven-member squash squad to

:21:20. > :21:22.compete in Glasgow. Ten-time Welsh champion Dave Evans will compete in

:21:23. > :21:26.his third games, alongside current Welsh number one Peter Creed. Wales

:21:27. > :21:29.have two women ranked in the world top 50 for the first time. With

:21:30. > :21:42.preparations going well, their coach is confident of medal success. We

:21:43. > :21:48.are going to win medals. The team are there to win medals. We are

:21:49. > :21:52.there to compete and win medals. We did not go to the Commonwealth games

:21:53. > :21:59.last time and this time we're ready. The are prepared. They have played

:22:00. > :22:04.on the courts in Glasgow already. We look forward to the challenge.

:22:05. > :22:07.The Assembly's Communities, Equality and Local Government Committee has

:22:08. > :22:13.decided against ordering an inquiry into Welsh rugby's finances. The

:22:14. > :22:16.Welsh rugby regions had called for an independent public inquiry into

:22:17. > :22:29.how broadcasting and competition revenue is negotiated and

:22:30. > :22:43.distributed. I am tired just watching these

:22:44. > :22:46.girls. Back to you in the studio. Anyone who's seen the recent science

:22:47. > :22:49.fiction film "Gravity" will appreciate just how sophisticated

:22:50. > :22:51.special effects in movies have become. Each year, the visual

:22:52. > :22:55.effects industry brings in around ?200 million to the UK economy, but

:22:56. > :22:58.most of that work goes to companies based in London. So how can Wales

:22:59. > :23:02.cash-in and develop a home-grown industry to compete on a global

:23:03. > :23:04.scale? Carwyn Jones has been finding out.

:23:05. > :23:06.A low budget film with big ambitions. This is "The Machine", a

:23:07. > :23:10.Welsh science fiction movie released in cinemas tomorrow. Although it was

:23:11. > :23:13.made for a modest ?1 million, it contains more than 400 computer

:23:14. > :23:19.generated effects, most of which were designed by a visual effects

:23:20. > :23:24.team based in Cardiff. There is no reason why those types of projects

:23:25. > :23:28.cannot be done by artists in Wales. All that is lacking at the moment is

:23:29. > :23:31.infrastructure. These are the visual effects designers of the future.

:23:32. > :23:34.Nearly 100 students here at the University of South Wales are

:23:35. > :23:39.learning the skills to create high end special effects for the film and

:23:40. > :23:43.television industry. But when they graduate, there's no guarantee

:23:44. > :23:50.they'll find work this side of the Severn Bridge. I tell my students,

:23:51. > :23:56.if you are looking to work on major feature films, London is the base

:23:57. > :24:00.that there 90% of the visual effects that takes place in this country.

:24:01. > :24:12.Trying to break beyond that is quite hard. These days most films and TV

:24:15. > :24:20.too does the industry providing them. And it's a lucrative market.

:24:21. > :24:31.Last year, visual effects work brought ?200 million into the UK

:25:19. > :25:22.enabled us as a company to grow with the industry. If our effects

:25:23. > :25:25.industry is holding its own on the small screen, the big budget rewards

:25:26. > :25:29.that come with Hollywood productions are still a way off. It's hoped the

:25:30. > :25:32.arrival of the new Pinewood film studios in Cardiff may change all

:25:33. > :25:35.that. But films like 'The Machine' prove that we've got the talent in

:25:36. > :25:57.Wales to produce special effects like these from conception to
