:01:43. > :01:49.clearly define its role has undermined its authority. Today's
:01:50. > :01:53.guidelines are all about telling the interested parties what roles they
:01:54. > :01:58.should play in identifying and tackling problems in the NHS. The
:01:59. > :02:06.Welsh Government has worked closely with the health Inspectorate to work
:02:07. > :02:09.how -- to work out how we can work in partnership, to share
:02:10. > :02:14.information, to share intelligence and agree what action is necessary.
:02:15. > :02:17.So there are three levels of intervention the bodies can use in
:02:18. > :02:22.order to nip potential problems in the bud. Enhanced monitoring, so
:02:23. > :02:24.giving them a watching brief over any problems. Targeted intervention,
:02:25. > :02:29.working on the ground to deal with the problems. And finally in
:02:30. > :02:33.exceptional circumstances, special measures. That is sending in a team
:02:34. > :02:37.to run a particular health service or body. The first time this power
:02:38. > :02:42.has been introduced in the Welsh NHS. It has also been generally
:02:43. > :02:46.welcomed by doctors' leaders but the British Medical Association says the
:02:47. > :02:50.NHS needs to avoid serious problems in the first place, problems the
:02:51. > :02:55.Conservatives say still exist. We have seen mortality rates and death
:02:56. > :02:59.rates in hospitals which are higher than they should be. We have seen
:03:00. > :03:04.worrying aspects of NHS performance as a result of the crippling NHS
:03:05. > :03:08.cuts, which are being imposed by the Welsh Labour government, and we have
:03:09. > :03:12.to get to grips with those issues. And it is whether these guidelines,
:03:13. > :03:14.introduced in April, can stop these issues turning into big problems
:03:15. > :03:17.that will concern patients. A murder investigation has started

:04:35. > :04:40.lung cancer has dropped from 104 cases per 100,000 to 61. But in
:04:41. > :04:50.women, the number of cases has more than doubled. Lung cancer is the
:04:51. > :04:53.second most common cancer in the UK. Unfortunately it is the biggest
:04:54. > :04:57.cancer killer and at the present time we don't have a reliable
