:00:27. > :00:29.E-coli outbreak at a hospital where two premature babies died after

:00:30. > :00:31.contracting the bug, a health watchdog has found. The outbreak at

:00:32. > :00:34.Swansea's Singleton Hospital involved a mother, her twins and a

:00:35. > :00:38.third baby in November 2011. The neo-natal unit was shut for about a

:00:39. > :00:53.month following the outbreak. Here's our reporter, Cemlyn Davies.

:00:54. > :00:57.The units here was very busy when the incident happened three years

:00:58. > :01:02.ago. There was a shortage of carts. The Inspectorate also said the fact

:01:03. > :01:08.that these two sick babies had been placed so close to one another was

:01:09. > :01:11.at significant factor in this case. The Inspectorate said it was the

:01:12. > :01:17.exact cause of the transmission and the outbreak. This was most likely

:01:18. > :01:23.caused by a failure in infection prevention and control within the

:01:24. > :01:29.neonatal unit. The report then makes a series of recommendations 13 in

:01:30. > :01:33.total. The report also points out that the health board carried out

:01:34. > :01:36.its own review into what happened and identified a number of areas

:01:37. > :01:41.where improvements were required, including the provision of hand

:01:42. > :01:49.washing and a new form or space between carts. The health board

:01:50. > :01:53.itself says it's newly refurbished unit now has a special isolation

:01:54. > :01:59.room, which it hopes will reduce -- reduce the risk of cross infection

:02:00. > :02:03.in future. One in five Welsh households has

:02:04. > :02:06.no-one working. A new scheme is being launched aimed at breaking

:02:07. > :02:10.this cycle. 5,000 young people, from eight parts of Wales, will be given

:02:11. > :02:12.work experience as part of the Lift programme. Our economics

:02:13. > :02:17.correspondent, Sarah Dickins, has been to Blaenau Gwent, the worst

:02:18. > :02:22.affected area. Here they are as they arrive. Out of

:02:23. > :02:32.work for more than six months and with a history of turbulent homes

:02:33. > :02:36.and prison. This is them now, six weeks on, working like fire

:02:37. > :02:42.officers. Smart, discipline, fitter, and working as a team. Wade

:02:43. > :02:50.left school before taking any exams to look after his grandfather. Here

:02:51. > :02:54.they have got firefighters and people from the higher ranks giving

:02:55. > :02:57.you a chance and giving you an opportunity to better yourself. I

:02:58. > :03:05.never had that before. Nobody has ever given me a chance for -- a

:03:06. > :03:10.chance. Divided by the permanent staff here, this course has not been

:03:11. > :03:15.about giving people a job at changing their lives. -- are

:03:16. > :03:19.developed. But like firefighters, they have to train for half an hour

:03:20. > :03:27.per day in the gym to give them more strength, confidence and energy.

:03:28. > :03:31.In the fire station, cooking and eating together is an important part

:03:32. > :03:36.of teamwork. These young people are learning to live more healthily,

:03:37. > :03:39.too. At one time, this girl was sleeping rough after taking drugs

:03:40. > :03:45.took hold of a lie. Now she is preparing for university. I can't

:03:46. > :03:53.even blame society. It is so easy to get that stuff around here. They

:03:54. > :03:56.didn't have much ambition. If they had been stuck in this particular

:03:57. > :04:05.frame of mind, long-term unemployed with their background, it is easy to

:04:06. > :04:08.get lost in that. So we have given them something positive. As a

:04:09. > :04:14.group, they have gained experience to impress possible employers. The

:04:15. > :04:18.challenge remains to find a job. Steps need to be taken to help them

:04:19. > :04:22.along the road to getting work. But that is only part of the story.

:04:23. > :04:27.There is still a massive challenge in terms of the numbers of jobs and

:04:28. > :04:32.the quality of jobs available. Their six weeks over, the colleagues were

:04:33. > :04:39.given a formal sendoff in front of their parents. Somebody once told me

:04:40. > :04:43.that the kindest people are the ones who come into your life and show you

:04:44. > :04:50.the sunshine between the clouds, the ones who believe in you. Their final

:04:51. > :04:53.chance to show off their firefighting skills. The next step

:04:54. > :05:04.is to use their new confidence to get the job. A real challenge in the

:05:05. > :05:07.communities they are from. A homeless man has appeared before

:05:08. > :05:11.magistrates accused of murder after a body was found in the River Taff

:05:12. > :05:14.in Cardiff. David Alun Lewis, from Ystrad Mynach, was found in the

:05:15. > :05:17.water near the Millennium Stadium. Gareth Wyn Jones has been remanded

:05:18. > :05:20.in custody and is due to appear at Cardiff Crown Court on Wednesday.

:05:21. > :05:24.Gwent Police say no further action will be taken against three men

:05:25. > :05:27.arrested last year on suspicion of slavery. The three, who are aged 53,

:05:28. > :05:31.38 and 20, were arrested in St Brides on the outskirts of Newport

:05:32. > :05:35.in September last year, but they have never been charged.

:05:36. > :05:39.The Prime Minister's being asked to prevent public money being given to

:05:40. > :05:44.a proposed new motor racing track in Blaenau Gwent. Bosses at the

:05:45. > :05:47.Silverstone racetrack have written to David Cameron claiming that the

:05:48. > :05:49.?50 million of taxpayer money requested by the Circuit of Wales

:06:07. > :06:10.It reaches around 300 million people across the globe. That is an

:06:11. > :06:19.audience that those behind the circuit of Wales want here. This is

:06:20. > :06:23.the undeveloped site at the moment. The company says it has the backing

:06:24. > :06:26.for most of the project but needs ?30 million from the Welsh

:06:27. > :06:32.government and ?20 million from the UK government to go ahead. The man

:06:33. > :06:38.behind the circuit denies Silverstone's claims that this

:06:39. > :06:43.estate would be illegal under EU rules. If anything, there is anger

:06:44. > :06:46.and disappointment that what we are proposing to do is a major

:06:47. > :06:50.investment in one of the poorest part of our country that seems to be

:06:51. > :06:56.deliberately being put at risk by competitors for their own interests.

:06:57. > :07:03.De MotoGP is currently held at Silverstone and it is bidding again

:07:04. > :07:07.to host the event. Those behind the circuit of Wales have been accused

:07:08. > :07:12.of exaggerating the economic benefit. Other tracks operating

:07:13. > :07:17.tight circumstances. This one made a profit of more than ?800,000 in

:07:18. > :07:25.2012. In the same year, Dunnington made a loss. Silverstone's losses

:07:26. > :07:29.topped ?3 million. They are more concerned about a level playing

:07:30. > :07:33.field, about the fact that the Welsh government is putting money into the

:07:34. > :07:38.circuit and that is money that the likes of Silverton have not had.

:07:39. > :07:42.Jobs and prosperity for one of the most deprived parts of the country

:07:43. > :07:45.is the hope. But there are plenty of questions over money that need

:07:46. > :07:51.answering before the circuit of Wells gets the green light. -- the

:07:52. > :07:55.circuit of Wales. Rugby, and Wales' captain Ryan Jones

:07:56. > :07:57.is leaving the Ospreys. The 33-year-old, who's been with the

:07:58. > :08:01.Welsh region for ten years, has signed a two-year deal with Bristol.

:08:02. > :08:04.He becomes the third Welsh player to sign for the English side. He joins
