:00:25. > :00:28.barracks in Surrey almost 20 years ago is to be allowed to apply for a
:00:29. > :00:32.fresh inquest into her death. Cheryl James from Llangollen was one of
:00:33. > :00:44.four soldiers to die from gunshot wounds at the barracks.
:00:45. > :00:48.What was wrong at Deepcut barracks? It is a question the families of the
:00:49. > :00:52.four young soldiers have been asking for the best part of 20 years. The
:00:53. > :00:56.barracks in the Surrey countryside was a place they went at the start
:00:57. > :01:04.of their military careers. Earlier investigations have spoken of a
:01:05. > :01:07.culture of abuse and bullying there. Cheryl James had just turned 18 when
:01:08. > :01:15.she died. The Army suggested this apparently happy, bubbly young woman
:01:16. > :01:20.committed suicide. An inquest recorded an open verdict. Her family
:01:21. > :01:22.has never been satisfied with official explanations of what
:01:23. > :01:25.happened. Her father Des has campaigned for a public enquiry into
:01:26. > :01:29.Cheryl 's and the three other deaths. Now they have been told they
:01:30. > :01:34.can apply to the courts for a fresh inquest. It's the next best thing,
:01:35. > :01:39.he says. In many ways, this is similar to an enquiry. It's not
:01:40. > :01:42.perhaps as forthright as a public enquiry, but in many ways it's the
:01:43. > :01:46.enquiry we have long felt as overdue. The family came to us at
:01:47. > :01:49.the end of 2012 having been trying themselves for many years to get
:01:50. > :01:54.access to information about their daughter. They were being
:01:55. > :01:57.stonewalled by the authorities. Using the human rights act, we were
:01:58. > :02:03.able to effectively threaten to take the authorities to court. Cheryl
:02:04. > :02:06.James was the second of the four young soldiers who died at Deepcut.
:02:07. > :02:10.All the families insist they would not have killed themselves. In the
:02:11. > :02:13.case of Cheryl James, evidence came to light of an unidentified man who
:02:14. > :02:17.could potentially be a suspect. The long, nature of the software has
:02:18. > :02:20.left her family with a deep distrust of the authorities. It makes me
:02:21. > :02:29.intensely angry, that so many people lied. They have let Cheryl down, let
:02:30. > :02:33.the families down. It is horrific. But a fresh inquest hasn't been
:02:34. > :02:48.ordered yet. That has to come from judges at the High Court. The family
:02:49. > :02:51.will argue the first inquest which lasted just an hour failed to call
:02:52. > :02:56.key witnesses and ignored important evidence. The Army insists it has
:02:57. > :03:01.learnt lessons from the Deepcut deaths. Cheryl James' family see the
:03:02. > :03:03.news today is just one more step in their quest.
:03:04. > :03:06.Who pays for electrification of the railways in the south Wales valleys?
:03:07. > :03:10.The row has intensified. The Welsh Government says the UK Government
:03:11. > :03:13.should pay. But during a visit to Wales the Chancellor George Osborne
:03:14. > :03:16.said a deal was done two years ago to share the cost. Here is our

:03:42. > :03:44.electrify the valleys. The deal was done in 2012. I'm not sure by the
:03:45. > :03:51.Welsh Assembly Government are bringing this up again. It didn't
:03:52. > :03:58.see much of a partnership at First Minister's Questions this afternoon.
:03:59. > :04:01.The Prime Minister said, I know we need these infrastructure
:04:02. > :04:04.investments in Wales. It is this government that is putting money
:04:05. > :04:08.into electrification of the line to Swansea and the Valley lines. Was he
:04:09. > :04:12.misled or was he misleading the people of Wales? George Osborne was
:04:13. > :04:16.at the steel plant after his budget last week gave a major tax break to
:04:17. > :04:22.energy intensive companies. Next stop, the Royal Mint. Our first
:04:23. > :04:30.proper glimpse of the new pound coin. Labour say we all have less
:04:31. > :04:40.disposable money than four years ago. The Tories say they are
:04:41. > :04:44.creating the jobs to generate cash. Do the players here feel there is a
:04:45. > :04:51.recovery? My husband and I are both in our 80s. We both feel comfortable
:04:52. > :05:01.with the way we are. When he took over, it was bad. Now, I think they
:05:02. > :05:08.are doing the best they can. This was an attempt by George Osborne to
:05:09. > :05:12.show that his sums add up. But there is plenty of time yet before voters
:05:13. > :05:14.mark their cards in the general election.
:05:15. > :05:17.The Chief Medical Officer for Wales is writing to all Health Boards to
:05:18. > :05:21.ensure they follow the latest guidance when a mother miscarries
:05:22. > :05:24.her child. It follows claims that stillborn foetuses have been
:05:25. > :05:27.incinerated with hospital waste. You may find this report upsetting.
:05:28. > :05:31.Catherine Hurley from Cardiff with her newborn baby Isaac. This is her
:05:32. > :05:41.third child. When expecting for the first time in 2008 things didn't go
:05:42. > :05:45.to plan. A routine scan showed her baby had died at eight weeks. She
:05:46. > :05:48.had to go to hospital for medical miscarriage. I asked another member
:05:49. > :05:57.of staff what would happen to my baby. That is when I was told that
:05:58. > :06:02.the baby would just be incinerated with the day 's waste. The idea of
:06:03. > :06:06.my little baby being burned with a bunch of syringes and bandages, I
:06:07. > :06:15.found that really difficult to deal with. Catherine was too upset to
:06:16. > :06:17.complain at the time, so her claims that she was treated insensitively
:06:18. > :06:24.have never been investigated. Her case was one of many highlighted in
:06:25. > :06:27.a Channel four documentary. A freedom of information request
:06:28. > :06:30.revealed that at least 3500 foetal remains were incinerated across
:06:31. > :06:33.Britain in the last two years. Now the Westminster Government has said
:06:34. > :06:36.the practice must stop. The Welsh government agrees. Today, the Chief
:06:37. > :06:39.Medical Officer for Wales is writing to all health boards, to ensure
:06:40. > :06:53.revised guidance is adhered to. The hospital was run by a different
:06:54. > :06:55.health board in 2008. But the university health board agrees they
:06:56. > :07:03.inherited an unsatisfactory position regarding the disposal of foetal
:07:04. > :07:06.remains. As a result, they say that since January have adopted a new
:07:07. > :07:08.policy which complies with best practice in relation to the
:07:09. > :07:15.sensitive disposal of foetal remains. They also say theyoffer
:07:16. > :07:18.practical and emotional support to women and families who find
:07:19. > :07:20.themselves in this difficult position.
:07:21. > :07:23.A salmonella outbreak is being investigated with possible links to
:07:24. > :07:26.laver bread in the Swansea, Neath Port Talbot and Carmarthenshire
:07:27. > :07:30.areas. There are 12 cases - all in adults. Ten of those had reported
