:01:05. > :01:08.current plan. Owen Smith told the party that all of this would be
:01:09. > :01:14.subject to what he calls a fair funding settlement for Wales from
:01:15. > :01:18.Westminster. And also a referendum. That will mean extending the amount
:01:19. > :01:24.of income tax potentially devolved to Wales from the 10p proposed by
:01:25. > :01:29.the Tories to 15p. Giving wells control over a third of all the
:01:30. > :01:37.taxes it spends. -- giving Wales control. Now, that would increase
:01:38. > :01:41.the accountability of the Assembly and its borrowing capacity, too. So,
:01:42. > :01:46.what we have learnt is that if Labour wins the general election, it
:01:47. > :01:51.would look to give Wales greater powers but the clear message is only
:01:52. > :01:58.up to a point. Owen Smith doesn't like this state of what he calls
:01:59. > :02:01.permanent revolution, and he says devolution will continue to evolve,
:02:02. > :02:06.but we are getting closer to the endgame.
:02:07. > :02:09.Two women are in hospital tonight, one in a critical condition, after
