:00:30. > :00:32.mother's day walk in Carmarthenshire. Susan Hackett was

:00:33. > :00:35.taking the dogs for a walk with her daughter on Cefn Sidan beach

:00:36. > :00:39.yesterday when they got into difficulty. Lifeboat teams dealt

:00:40. > :00:49.with two other rescues over the weekend. Abigail Neal reports.

:00:50. > :00:54.The women had headed out along the beach towards Burry Port, walking

:00:55. > :00:57.the eight dogs. By late afternoon, the Mother's Day treat turned to

:00:58. > :01:03.panic when they were stranded on a sandbank as the tide came in. The

:01:04. > :01:06.RNLI called by someone on the beach resort they were in trouble.

:01:07. > :01:11.Rescuers arrived within minutes and spotted the daughter first, already

:01:12. > :01:16.submerged in the water. She was hypothermic and frightened. She was

:01:17. > :01:26.concerned about mother. Obviously, we had no news other than when she

:01:27. > :01:33.was located, it was deemed better that the sea rescue recover the lady

:01:34. > :01:35.from the water. This area of coastline is known as particularly

:01:36. > :01:38.treacherous. Once a person gets cut off by the

:01:39. > :01:42.tide, the force of water coming through the Channel is so strong

:01:43. > :01:49.that would be no possibility of trying to swim for sure. Emma

:01:50. > :01:57.Hackett survived but her 68-year-old mother could not be saved. Five of

:01:58. > :02:04.the dogs also drowned. Tonight, rescue teams are warning people to

:02:05. > :02:08.check tide times before heading out. It is a lovely coastline but it also

:02:09. > :02:13.present danger. People need to be aware of the tide times. Leave

:02:14. > :02:21.enough time to get back. Ultimately, if you feel that you are in danger,

:02:22. > :02:25.call 909 and get the Coast Guard. -- 999. The warning signs are there for

:02:26. > :02:32.walkers who come to enjoy the beauty of this wide-open space. It has been

:02:33. > :02:36.worse since the last arms. I said to the wife, I think the sand is

:02:37. > :02:39.flatter. The tide was a long way out yesterday and eye could see how it

:02:40. > :02:44.can catch people out. You have to worry about the tide because it can

:03:03. > :03:06.vehicles after reports of a girl screaming in the back of a car in

:03:07. > :03:09.Cardigan. They've received reports of an altercation between the girl

:03:10. > :03:13.who's between eight and twelve years old with shoulder length brown hair

:03:14. > :03:16.and a man in his mid forties to fifties with greyish hair. Officers

:03:17. > :03:19.have been searching for a silver, saloon type vehicle that was outside

:03:20. > :03:25.Cardigan Secondary School at around nine o'clock this morning. The BBC

:03:26. > :03:28.understands there have been no reports of missing children.

:03:29. > :03:31.A mine manager facing four counts of manslaughter through gross

:03:32. > :03:37.negligence failed to comply with safety regulations, a jury has

:03:38. > :03:40.heard. The prosecution says Malcolm Fyfield took "staggering risks" at

:03:41. > :03:48.the Gleision Mine in the Swansea valley, which flooded after a wall

:03:49. > :03:54.was breached in 2011. He denies the charges. A simple but catastrophic

:03:55. > :04:00.mistake that should never have been made. That is how the prosecution

:04:01. > :04:05.described what happened here on the day that four colliers lost their

:04:06. > :04:14.lives. Gary Jenkins, Philip Hill, David Powell and Charles Breslin all

:04:15. > :04:17.drowned after 650,000 talons of water poured into the mind where

:04:18. > :04:20.they were working. The men were trying to break through to eat

:04:21. > :04:24.disused part of the mine. The jury heard that Malcolm Fyfield had been

:04:25. > :04:29.repeatedly warned about the presence of water in that area. But according

:04:30. > :04:34.to the prosecution, he decided to go his own way, thinking that he could

:04:35. > :04:40.breach the old workings without causing danger to anyone.

:04:41. > :04:43.The jury heard that he told police that he had gone into the old

:04:44. > :04:49.Central workings the day before the disaster, and found that there was

:04:50. > :04:54.no standing water there. It is the prosecution's case that he had

:04:55. > :04:58.misjudged where the water was. The jury was shown these regulations,

:04:59. > :05:06.which clearly states that it is the mine manager's duty to prevent any

:05:07. > :05:08.inrush. Mr Fyfield should have notified the inspector of his

:05:09. > :05:12.intention to break through to the old workings even if he did not

:05:13. > :05:15.think there was water there. The prosecution say that he fails to

:05:16. > :05:17.comply with that regulation. Concluding his statement, Greg

:05:18. > :05:35.Taylor QC said: This afternoon, the first witness

:05:36. > :05:38.was called and under cross-examination Simon Cooke from

:05:39. > :05:48.the call authority confirmed Mr Fyfield was a meticulous mine

:05:49. > :05:50.manager, who always submitted his plans on time. Malcolm Fyfield

:05:51. > :05:54.denies four counts of manslaughter and the mine operators have pleaded

:05:55. > :05:58.not guilty to charges of corporate manslaughter. The trial continues.

:05:59. > :06:02.Plans to give the Welsh Government responsibility for raising some of

:06:03. > :06:04.the money it spends is clearing an important parliamentary hurdle

:06:05. > :06:08.tonight. MPs have been debating the Wales Bill, which could lead to the

:06:09. > :06:11.Welsh Government being able to vary income tax rates. After today's

:06:12. > :06:20.general debate, the details of the proposed new law will be scrutinised

:06:21. > :06:23.by MPs. Businesses in Wales could see their

:06:24. > :06:27.rates fall after the Economy Minister Edwina Hart announced a ?15

:06:28. > :06:30.million funding package. The Wales Retail Relief Scheme could provide a

:06:31. > :06:33.discount of ?1,000 for retailers, and food and drink premises with a

:06:34. > :06:37.rateable value of less than ?50,000. Fishermen will be able to claim some

:06:38. > :06:45.of the cost of replacing equipment damaged during the high tides and

:06:46. > :06:49.storms this winter. The Minister for Natural Resources and Food says

:06:50. > :06:52.they'll be able to claim 80% of the cost of replacing pots to catch

:06:53. > :07:03.shellfish, or twenty percent of their value if the equipment can be

:07:04. > :07:07.repaired. Tougher controls could be brought in

:07:08. > :07:09.for tattoo parlours, as well as clinics offering cosmetic piercing

:07:10. > :07:12.under draft public health laws. Businesses would be required to meet

:07:13. > :07:16.minimum hygiene and infection control standards and be listed in a

:07:17. > :07:20.new register. Tattooing done properly is an
